developing story out of alabama. police negotiating with a man they say shot and killed a school bus driver and is now apparently holding a young child hostage. still piecing this one together. here's what we know, all of this started in midland city right near the georgia/florida border there. a gunman walked on to that cool bus, shot the driver and then he wouldn't the child leave there. so he took off with the child. the gunman took the child to some sort of storm shelter behind a church. officers have been negotiating with that man all night long. we'll keep working the story in our newsroom. updates throughout morning. sandy's victims will soon be getting billions of dollars in federal aid. president obama signed into law a measure that provides more than $50 billion for victim. congress approved the bill on monday. some conservatives oppose the legislation because it added to the thags al debt. they wanted the aid to offset

new spending cuts. some of us waking up to temperatures near 60 degrees. big change expected today. storm team 4 meteorologist tom kierein is here. >> it stayed balmy overnight after yesterday afternoon we soared near 70 degrees. reagan national at 54. montgomery county, mid and upper 50s. near 60 degrees for prince george's county. west of there, arlington, fairfax counties, most locations are in the 50s. mid and upper 50s. here's what's been happening over the last six hours. just clouds coming and going. it's a partly cloudy to mostly cloudy sky. later today, this yellow zone we could get severe storms. it covers all of virginia, the district, just about all of maryland and west virginia. coming from a strong line of thunderstorms and a squall line way out in the midwest now. this is eventually going to sweep our way but not until, i don't think, after sunset is how it looks. here's how we look. 7:00 a.m., partly cloudy, low 50s. by 4:00 p.m., the mid-70s much

of the region is southerly wind gusting. a chance of severe storms between 7:00 and 11:00 p.m. i'm back in ten minutes with another update. 4:32 nowment let's check in with melissa mollet live at the scene of a beltway crash in route 50. melissa, what's going on? >> reporter: we have the chief to fill us in. the lanes in the inner loop shut down. just a terrible accident. chief, tell us what happened. >> about 2:45 this morning, got radio reports of a fire engine involved in an accident. the engine that was involved had just cleared an accident just up the road at route 50 and the beltway. the investigation is ongoing. what we do know is that a tractor-trailer apparently hit the fire engine from the rear, spun that around. both the fire engine and the tractor-trailer overturned and then an suv that was on the outer loop also overturned as part of that accident.

>> a total of seven patients, chief. you're telling me all of them were transported out of here as trauma patients. >> first all four of the fire department folks were traumas. they were transported as priority one, the most severe. no life-threatening injuries at this time. the other three were transported by ground as traumas. everybody went by ground. >> what is the process as the cleanup continues? >> the accident investigation team will take the lead with the investigation. they're working with the state police. they're just now beginning the process of doing all the measurements to get everything uprighted and out of here. >> it seems silly to ask about time right now. what are we looking at, several hours at least? >> hours but no idea at this point. there's still haz-mat that has to be cleaned up from the fluid from the trucks. >> our thoughts are with everybody involved. thank you, chief, for chatting with us. we'll be live throughout the morning. in prince george's county. melissa mollet. >> we'll check in with you soon.

the sheriff's department in charles county trying to nail down a motive in an attempted murder-suici murder-suicide. officers went to the 3100 block much heart leaf lane. they found a man and woman in their 60s shot in a home. investigators say it appears the woman shot the man and then shot herself. she died at the scene. the man was airlifted to the hospital in critical condition. the man believed responsible for three armed robberies in a week is behind bars this morning thanks to his greed and an officer's intuition. joseph roueche i can't is robbing a convenience store in wheaton. a few hours later, he robbed the capital one bank across the street. last night an officer noticed a suspicious cab outside a harrah salon. >> in the corner of my eye i saw a male sort of matching the description. luckily shall the wind blew in.

i had the door open. i could see red dye. i feel glad i got him off the streets. not my first one but i'm very happy. >> police say he confessed to both robberies plus another robbery of a capital one bank last week. >> police are looking for a man behind april recent string of robberies and break-ins. it happened in germantown. the suspect attacked a 46-year-old woman looking for cash. police believe he's responsible for nine other robberies in the past month. they've released this sketch of the suspect. take a look at your screen. investigators say he started going after purses and electronics but recently he approached people on the street claiming to have a weapon. if you have any information, call montgomery county police. the head of the nra heads to capitol hill today to tell lawmakers why he doesn't believe a ban on assault wep onts or universal background checks for gun buyers will make this country any safer. wayne la pierre will be one of

the witnesses to testify before the committee holding a hearing on how to reduce gun violence. former astronaut mark kelly whose wife is gabrielle giffords is scheduled to testify also today. top republicans are voice concern over the immigration reform. the president laid out his plan yesterday in las vegas. it calls for bolstering border security and cracking down on employers hiring undocumented workers. they want to make a path to citizenship to others. they would have to pay back taxes and pass a background check among other requirements. >> these 11 million men and women are now here. many of them have been here for years. the overwhelming majority of these individuals aren't looking for any trouble. they're contributing members of the community. >> if this had endeavor becomes a bidding war to see who can come up with the easiest,

quickest and cheapest pathway to green card possible, this thing is not going to go well, folks. >> now, the president called a similar plan presented monday by a bipartisan group of senators encouraging. this will be a bittersweet day for john kerry. he will give his farewell speech in the senate where he served for five terms. the senate confirmed kerry yesterday as secretary of state. he will give up his senate seat on friday. the state department is organizing a welcome party. deval patrick will name his temporary replacement in the senate today. a special election in june will determine a permanent senator. taking a u-turn on pennsylvania avenue downtown could be costly. police are cracking down on drivers making those illegal turns across the bike lanes. it's part of an effort to keep cyclists safe as they pedal down pennsylvania avenue. police, d-dot and the taxi cab commission will also be handing out flyers so drivers know what

turns they can and cannot make. it's an illegal fine to make a turn across bike lanes. originally the cars which would ride-along h street northeast were supposed to be here last year. then it was changed to late 2013. now sources tell news 4 that streetcars will arrive by 2014 at the earliest. the city even has two streetcars completely ready to go and are storing them at the green belt facility until everything is finish. people are wondering what is taking so long. >> where are the streetcars? i was told they were going to put them up in 2012. they haven't done it yet. >> it's 2013. >> we're still waiting. >> they now say it could be 2014. >> we're still waiting. what's the problem? >> d.c. officials say there is no problem. it's just taking a bit longer than expected to sort out the details for bringing the street carts to the area. the live desk with breaking news. >> aaron, we've learned

overnight that south korea says it has successfully launched a rocket from its own soil for the very first time. the country says the rocket launched there the coastal town. comes as tension builds with north korea over a possible nuclear test. the north successfully launched a rocket last month. both south korea and the u.s. called that launch a cover for a test of banned missile technology. today's launch is the first successful rocket launch for south korea. looking at video there. both were failed attempts. at the live desk, angie goff. we're staying on top of breaking news. seven people hurt, including a number of prince george's county firefighters and a serious accident on the pelt way. this is a live picture from the scene. this is the fire engine hit from behind. according to the fire chief in prince george's county. just one lane getting by each

. i'm angie dpof in the news 4 live desk. new information into the newsroom about the problems that led to the grounding of all those boeing 787s. nippon airways says even before two battery fires on board shall the dreamliners, the airplane replaced ten batteries in its aircraft. the thing is they never reported it because safety was not considered a concern at the time. the airline says even then some of those replacement batteries were replaced. again, as of this morning, all 787s around the world are grounded pending investigation. at the live desk, angie goff news 4. that is the sound of thousands of egyptians defying a mags wide curfew overnight. the curfew was put in place by egyptian president mohamed morsi

after anti-government protests left 60 dead and hundreds injured. protesters played soccer in the street, danced and rallied. they say morsi hijacked the revolution and haven't addressed any of the country's issues. investigators say penny pinching contributed to that nightclub fire in brazil. one of the pyrotechnics used early sunday morning at the kiss nightclub in santa maria are flares designed for outdoor use. the band knowingly bought them because they only cost about a dollar. indoor flares cost about 35 d. the death toll rose to 234. they've arrested man at the center of an scheme at area hospitals. johan was spotted at the surveillance video using a compromised bank card belonging in the fairfax city fire association. last week police searched his

home and found skimmer devices, cameras and computers. skimmers are attached to a bank machine and read details off the cards. several said their details were stolen after using at m's as hospitals. some are calling for changes on the social networking site tagged after a local woman was murdered after meeting someone through that site. 18-year-old siohban lee was shot to death in northwest d.c. on friday. alexander buckley has been arrested and faces murder charges. police believe the two agreed to meet after talking online. family members say they don't want others to make the same mistake. >> i truly believe that once siohban met this guy, she knew she made a mistake. it should be controlled, there should not be something out there to make she is young people victims. they are victims because they don't know. they don't have a clue. >> buckley was previously

convicted of burglary and wanted on a felony trespassing warrant. the anne arundel county board will hold an emergency meeting to begin the process of removing john leopold from office. a judge convicted him of misconduct. he's guilty of forcing county employees to help empty his k kat -- the judge will announce a sentencing date tomorrow. the board will hold a formal vote on whether to remove him during a regularly scheduled meeting on monday. a culpeper police officer will find out how long he'll spend behind bars. daniel harmon-wright was found guilty of voluntary manslaughter yesterday. he shot and killed 54-year-old patricia cook in a parking lot last february. harmon-wright claimed cook tried to drive off with his arm stuck in her window. we are staying on top of breaking news this morning on the beltway. several lanes closed after a

temperatures around the regions are in the 50s. much of arlington, fairfax counties in the 50s as well as all of virginia and all of maryland. as we look at what's been happening over the last several hours. clouds moving in west to east. breaks in the clouds. see a little bit of that moon in the western sky. there is a risk of severe weather. all of virginia, the district, most of maryland. chance of severe storms coming from this line of storms. that is going to begin to move our way coming out of the west and sweeping east out of the ohio valley. but probably not until after sunset. in addition, we've got wind advisory noon today to 6:00 a.m. thursday. we could have gusts up to 50 miles per hour. some of the ridges, blue ridge west, around the metro, we could have gusts over 30 to 40 miles an hour. here's the timing. by 8:30 tonight, this line of orange and yellow. this is the zone of potential damaging winds with a squall line of showers and thunderstorms moving out of west

group meet at city hall from 6:30 to 8:30. the city will present information on three alternative locations. the blue and yellow lines station would go between reagan national airport and braddock road. it is an invasive creature that's taken hold in our region. in the near future, you might find snake head fish on the menu of local restaurants. we're talking about the creature some called the franken fish. it has been a thriving operation in the potomac m some actually catching it. some tested it at washington harbor. it is a nice texture and clean taste. since there's no natural way of getting rid of the invader, some are saying if you can't beat it, eat it. >> you'd have to change the name for me. >> i've had it. it's sustainable. it tastes fine. >> change the name. >> franken fish. >> i can't order that. snake head. >> i'm an adventurous eater.
