situation right now. she's in a dangerous situation. she don't know anybody down there around her and she's around air whole bunch of men. >> he's concerned about his daughter's safety. he's not seen her since last thursday. 4:34. the executive board of the boy scouts of america will meet to possibly overturn its ban on gays. supporters of the ban plan to hold a prayer rally outside the headquarters in eastern texas. the scouts have had a long-standing policy that bans gay scouts and scout leaders. last week, the board said it might vote to leave that issue up to local troops to decide. gay rights advocates are thrilled about the potential change, but some scout leaders say it goes against their values. >> it's not hate, it's not bigotry. it's a choice about how to raise my children in what i perceive to be my christian values. if yours are different, great, ache your values where you have people that agree with you. >> earlier this week, president obama supported the boy scouts ending its national ban on gay

members and scout leaders. he said they should have the same access and opportunities everyone else does. president obama heads to annapolis today to speak at the caucus retreat at the westin annapolis hotel. the president often attends congressional retreats like this one. he met last year in cambridge, maryland. president obama and republicans in congress are squaring off in another budget battle. they have less than four weeks or face billions of dollars in automatic spending cuts. the president is calling on congress to pass a short term deal to avoid the cuts which could be disastrous to the country's economic recovery. >> there is no reason that the jobs of thousands of americans who work in national security or education or clean energy, not to mention the growth of the entire economy should be put in jeopardy because folks in washington couldn't come together to eliminate a few special interest tax loopholes or government programs we agree

need some reform. >> republicans are criticizing the president for failing to submit his budget proposal to congress before the government deadline, which is the first monday of february. he's missed the deadline four times in five years. >> we could learn more about the proceedings of the man accused of killing chandra levy. they will hold a hearing today to discuss reporters' requests about closed proceedings. we aren't sure what the hearings were about. guandique a may have the conviction overturned because a key witness in the trial is not credible. in the child sex abuse charge against him, lawyers for rick curl filed document for an agreement but no deal until the incompetent pear work is signed. a document says a girl was sexually abused starting at 13 years old. he could face prison if guilty.

he's due in court on february 21st. redistricting plan could die today. the washington post is reporting that william howell will use a procedural move to kill the proposal. according to the post, howell will rule that the new senate map drastically changes the legislation it was attached to. that would allow him to kill the measure. senate republicans even caught members of their own party by surprise when they amended a bill that called for slight adjustments to house district boundaries. their new map would have likely allowed republicans to remain in control of the senate for decades. plans to dramatically overhaul transportation funding in virginia appear to be running out of gas. >> also ahead, what rescue teams discovered after storming a bunker to rescue a boy held hostage. a community comes together to help a family that lost everything in an early morning house fire. a chilly start to your morning. a taste of the winter weather we could be saying in a few

steroid that led to 45 meningitis death and sickened more than 600 people. of the shutdowns, several did not have sterile conditions while others were using improper ingredients this their drugs. the pharmacies will have to pass another round much inspections in order to reopen. the debate over gun control will play out today in annapolis. gun rights activists are planning a rally at maryland's capitol after martin o'malley prepares to testify for the first time about his gun control plan. he's proposing some of the toughest gun laws in the country. he wants to ban assault weapons and create stricter licensing requirements for hand guns. advocates are praising the governor's proposal but some fear his plan is too drastic. virginia governor bob mcdonnell has one hope left in changing the transportation funding. the state senate voted against two amendments that offered alternative funding. democrats criticized the bill for using general funds covering education, health care and public safety.

now only a house bill has a chance at passing. it hikes the sales tax by 5.5% and get rid of a $100 fee for hybrid and all earn tiff fuel cars. it appears virginia will join maryland and d.c. in tougher texting while driving laws. both chambers passed bills to increase the fines and make it a primary offense. the fines would jump from $20 to $250 making it a primary offense. it means that police will be able to pull you over if they see you texting while driving behind the while. right now it's a secondary offense, meaning police can only ticket you if you're pulled over for another violation. d.c. mayor gray wants to push job growth, health care and hospital industries in the district. he outlined his plans in the state of the district last night. d.c. is poised to become a hub for technology jobs. he's planning a trip to qatar to court foreign investors. they plan to spend $100 million
