northern virginia. what he remembers about at take as he talks from his hospital bed. >> the man accused of killing chanda levy is back in d.c. the new jersey coastline remains battered. jim rosenfeld heads back to the hardest-hit areas for a reality check as some try to rebuild. first, a business owner talking from his hospital bed about the explosion that almost killed him. >> he suffered burns to his face and bed aftody after stoomebody bombed his shop. shomari stone? >> reporter: he says he blacked out after that explosive device went off. an explosion rocked sub. shop in lorton, virginia nearly killing deli owner warren reece.

>> i'm more in shock than anything. >> reporter: reece tells me he was unloading boxes out of his car at 10. 30. this morning. suddly. >> i looked back inside the store. i could look up. boom. explosion. >> a fairfax county fire marshall does not believe this was an accident. but the explosive device targeted the now damaged charred sub. shop. >> whether it was thrown in or carried in i do not know at this point. >> tonight, reece has third and fourth degree burns on his face, arms and stomach at medstar. >> police wore tactical gear. walking in the neighborhood. looking in a dumpster, street gutter searching for one person seen rung from tning from the e. >> any idea who would do this? >> no. >> neighbors describe reece as a nice guy. >> every time i go by he waves. >> very friendly lly extremely.

>> just wasn't my time. >> reece plans to open the sub. shop once he recovers here at the hospital. but it could take weeks for him to fully recover. >> shomari stone, news 4. there is a new twist in the murder of chandra levy, the man accused in her death returns to the d.c. courtroom tomorrow. at the news 4 live desk with the reaction just coming in from levy's parents. >> as we speak, the man is already here in the district or on his way, flown in from prison in alabama. as far as why? that is a mystery tonight. the judge issued all conversations sealed. not even the levys know what is going on. we do know that he will be in court here in d.c. tomorrow. this all comes after a new twist in the case, as you mentioned. the last few months two secret hearings have been held to discuss the credibility of a key witness in the trial.

it its unclear whether that witness is armando morales who said that the suspect confessed to killing levy. our sister station talked to chandra's parents they believe that the man its the killer and they are hopeful they don't have to go through nother trial. the case made international news in 2001 when levy disappeared. found murdered a year later in rock creek park. levy was capitol hill intern who had a relationship with then congressman gary condit. it took investigators until 2009 to aguest guandique for the murder. he was convicted and sentenced to 60 years behind bars. the d.c. court will rule if details from preachous hearings will be made public and if we will know what goes on inside tomorrow's hearings, will be made public. remember, there was no sty yen tiffic evidence to convict

guandique. trouble with the star witness could be a problem for prosecutors. jim, doreen. new video of a little girl found safe after she was abducted. police recovered, 6-year-old arianna bertz near little rock. her mother is ebony anderson. she kidnapped the child visiting d.c. last thursday. anderson does not have custody. the father who lives here in d.c. does. anderson turned herself in last night. the child's grandmother said it was the right thing to do. >> she loves her kids dearly. it any just that, right now, her lifestyle is just -- not desirable for a child. >> police think anderson any current boyfriend, pictured here may have helped take arianna to arkansas. they're still looking for him. wanted on probation vie liolati. >> the aftermath of a car hit by a csx train in brandywine, maryland. the 25-year-old driver in critical condition tonight. police say it looked lick es l

speeded up to beat the track. there are no gates. warning lights were flashing as the train approached. a man arrested for sneaking into a maryland high school is undergoing a mental evaluation tonight. 25-year-old justin beaumont was arrested for trespassing at north county high school in glen burnie monday. police say they became concerned after beaumont started talking about being bullied as a kid. they searched his home, seized a cache of weapons there, all of the weapons, owned. beaumont did not have a gun at the school. none of the students threatened. >> two major airlines are waiving their change fees. delta will let passengers change their flights free of charge, to travel through new jersey, new york, rode island. american airlines is waiving flight fees friday and saturday.

that storm is threatening to dump several inches of snow, or more, in new york. but what does it mean for us? storm team chief meteorologist doug kammerer is here with answers. hi. >> major storm for parts of the northeast including new york up towards portions of long island, boston. boston could see one to two feet, maybe more from this storm. and it is going to have implications on our weather. some of the latest computer models now coming in. i will have the late forest you in a couple minutes. right now, current temperature. 35 degrees. 27 in manassas. 30 in gaithersburg. a fairly nice night tonight. little on the cool side. we move through your day tomorrow. let's head down towards the falls church area. over toward an al dai will telln the storm moves in and what to expect in our area coming up. >> three months since hurricane sandy slammed the eastern sea barred and cost $50 billion in

damage. life is far from normal. for the tens of thousand of people who were in sandy any path. tonight, jim rosenfeld revisits areas hit hard. areas from which he reported after the monster storm. he is there to see how the recovery, how the recoveries is going. >> 90 days after sandy swept into new jersey, it is still very much a work in progress. at this boardwalk amusement park. >> here its one of the cars that go. this was made by the pretzel manufacturing company in the 1920s. >> as we are shown the flooded out guts of what is billed as america's oldest house, it is clear what is really scary here, massive rebuilding task ahead across the region. >> we need nor help and quickly. >> brian couric, runs a relief foundation, created in the whack of sandy. >> i've don't think washington or the country knows what we are

going through. >> reporter: from debris still piled in still uninhabited ortley beach. where homes remain shattered, on the battered jersey shore. two half finished repair jobs, slowed by red tape in hard-hit union beach. >> i am just fighting to try to get what i deserve to get my family in here. i think it is ridiculous. i think -- a lucht othot of oth waiting for insurance. damage estimates here, $3 million, $4 million. the owner says he has yet to see a dime coming in to help him rebuild. >> it's coming out of future earnings, a lot of bank loans, it is a broad leap of faith. >> but he is determined to reopen at least partially by spring. >> this thing is going to run again. >> his workmen and volunteers have helped rescue pieces of the place. things we saw scattered in the

muddy streets days after the storm. but ride still need repair. flood damaged buildings await renovation. and he awaits word from officials about rebuilding the protective berm that failed in the storm. through it all, he is staying jersey strong. >> there is people a lot worse off than us. people that have very little hope of rebuilding. people whose lives have been shattered. not us. we'll be fine. we will rebuild. we are rebuilding. >> tonight as many as 1,300 people are still out of their homes between kingsburg and union beach. just a small portion of the 40,000 statewide, still displaced by sandy. tomorrow at 11:00 we move north. and ravaged by flames and the flood. still very much a disaster zone. we ride with a fire chief. and third generation resident forced into temporary housing 90 miles away as she tries to tree build. jim, doreen? >> thank you, jim.

popular gourmet market in georgetown shut down until further notice. the d.c. health department closed it because of a problem. the man who opened fire last year, could spend more than ten years in jail. 28-year-old floyd corkins pleaded guilty today. he shot a security guard last august inside the downtown headquarters of the group. the guard was wounded. but he wrestled the gone way anyhow.

corkins was carrying chick-fil-a sandwich sandwiches. he planned to smear the sandwiches in the faces of his victims. sentenced in april. tonight, the son of the school bus driver who was shot and killed during a kidnapping says, he has forgiven his father's killer. 66-year-old charles pollin jr. was killed last week in midland city, alabama. police say jimmy lee dykes stormed the bus and shot pollin as he stood in front of the kids on the bus. jimmy lee dykes kidnapped one of the children, 5-year-old ethan and held him hostage in an underground bunker nearly a week. >> theesttheest-- the biggest ts my dad would have wanted us to forgive jimmy lee dykes. my whole family has. many nights we were around and praying for jimmy lee dykes and for ethan. >> swat teams rescued ethan monday. dykes was killed.

he is glad his father was driving the because he had the strength for what needed to be done. >> the search is on for a man who kidnapped and sexually assault aid teenager on the way to school in northeast d.c. police released the sketch today. the 16-year-old victim says she was attacked walking on nanny helen boroughs avenue last week. the guy grabbed her and forced her into an suv. drove a short distance and groped her before let herring go. tonight there is an arrest in a brazen armed robbery that has detectives working to see. there might be a connection to another crime. we showed you surveillance video from the frederick jewelry store last night. a man driving by saw what was happening and flagged down police. one of the suspects was arrested in d.c. this morning. arlington police say they're investigating whether this case might be linked to a smash-and-grab at a zale's in pentagon city mall monday. >> a northern virginia congressman is explain sag port for a bill to legalize marijuana. representative jim moran and d.c. delegate, eleanor holmes

horton are two of several co-sponsors of a measure introduced. calls for decriminalizing marijuana on a federal level and allowing states to regulate it. it is time to reform our drug laws. he told news 4 -- no more mail saturdays. the u.s. postal service will scale back beginning in august. the agency says the move will save $2 billion a year. the post office reported nearly $16 billion in losses last year. meanwhile, as traditional mail scales back, today apple announced it delivered its 25 billionth song on aye tuitunes. >> watching a storm that could have a major impact across the northeast. >> storm team 4 chief

meteorologist doug kammerer will let us know what we can expect. anything at all, doug for us? >> we know, we keep trying to look at the storms. keep trying to come our way. and they simply move out of our way. right now what we are dealing with the storm. and it does so, we will be watching the storm come close and then up the coast. new york, boston. high temperature. 49. low of 34. the tenth sunny day we have seen all winter long. seen a lot of clouds. a lot of cold days recently. looks like today the nicest day we will seen the next week. 35 degrees. current number. wind out of the northeast. 6 miles an hour. wind chill in the upper 20s. not too cold for this time of year. right now, sitting at 28. frederick. 28, martinsburg. 32, leesburg. 27 in manassas. and as far as what we are going to be seeing. not going to be any rain over the next say, 12 hours or so. but then things start to get interesting. nothing to show you on storm team 4 at the moment.

watch what happens. sunny skies they're out of here. see the clouds move in. early tomorrow morning. we will see mostly cloudy if not completely cloudy skies. all day tomorrow. and it will be a little on the cooler side. most likely by 5 degrees. so going to be quite chilly if you are making your way out and about. north and west of the d.c. metro area. the clouds making their way in ahead of the next storm. and here's what is happening. the storm making its way to the north. coastal storm. it needs northern energy in order to pull itself back toward the west in towards our area. that just does not look like it is going to happen, until it moves just past us. for us, that means rain along the i-95 corridor. some might not see anything at all from this storm now. the happiest rain still looks like southern maryland over towards the del marva. 1/2 to 1 to 2 inches. looked like yesterday. watch what happens after it moves off the coast. it really starts to strengthen here. just past the del marva. new jersey. new york, boston. blizzard like conditions.

some computer models in boston. up to three, four feet of snow. thinking 1 to 2 in boston the number there. new york maybe 6 to 10 inches. if you have plans to go to new york, boston, friday, saturday. may want to rethink the plans. talking about a major storm. for us, this storm is going to be a nuisance. to the north, this is going to be a blizzard. nearly 50 mile hand hour wind. as i mentioned some locations picking up to potentially 2 feet or more. flight delays in new england. mid-atlantic. any time you see flight delays. new york. philadelphia. boston. you are sure to see flight delays in our area too. call ahead. if you have travel plans to the northeast. tomorrow's forecast cloudy skies. cool afternoon. temperatures, 39 to 44. high of 47 friday. might have to low our ore chance of rain here, as that storm may be just, just beat down to the south and east. saturday, sunday. cold. saturday cold day. high of 40. 47 on your sunday. then another couple chances of rain monday. then on wednesday.

once again on friday. for us, possible snow and ice well to the west. not a big deal. rain some could be heavy to the east. could look at a messy a.m. commute on friday. but this is really looking like, less and less of a storm for our region. if you are hoping it wouldn't be much of a storm. you might get your wish. the next best chance of rain, coming up on monday. and the thing about saturday. got to talk about the weekend a little bit. saturday, high of 40. that, may be a fake number. what i mean by that, with 30 mile an hour wind. wind chill saturday morning could be 28 degrees. that may stay in the 20s tall day long. >> don't be sharing fake numbers with us, doug. >> tried to bring the real ones. >> you leave them in your office. >> we are warned. thank
