>> tonight a live look from times square in noirk. a monster storm is hitting the east coast, this could be one for the record books. right now, more than 350,000 people in the dark. forcing minimany to hunker down. we are in massachusetts for more. >> we are out here on the northshore of boston, about five or six miles from the downtown area, we have gotten many hammered already, winds gusting over 50 miles an hour. and we are expecting wind gusts up to 70, that will cause drifting of the snowfall, we will see drifts as high as six feet and the worst of the weather has arrived. we are expecting that the wind gusts will push the rates to 2-3 inches of an hour. looking down, you cannot see much, what we see are the plows trying to stay ahead of the

blizzard. there's another emergency vehicle, it will be tough all night with the snowfall rates. on the coast, we have coastal flood warnings up and we are expecting 20 foot breakers south of here with a surge as high as 4-1/2 feet, that could cause and likely will cause destruction to beach front property, some of the local police departments and others, a town that is usually hard hit has ask canned the residents go to higher ground. a long night ahead, including thunder snow, it will not wrap up until midday tomorrow and the wind will blow through tomorrow afternoon. >> and as mike mentioned the storm is far from over, someplaces could get more than two feet of snow before it's done. >> the governors of massachusetts, new york, connecticut, all declaring states of emergency and warning drivers to stay off the road. >> it is a massive winter storm, dropping a staggering amount of

snow across the northeast. in some areas, including boston, accumulations could reach 3 feet or more. some of that snow pushed by winds of up to 75 miles an hour. a brutal combination, creating dangerous blizzard conditions. >> the storm has literally stopped most of new england in its tracks. more than 1800 cancellations at new york area airports, 4700 flights cancelled nationwide. the governor of massachusetts today ordered off cars off the road way starting at 4:00, a move that that made sense after this 19 car pile up in maine. scattered cars across the road and into ditches. >> please, please, exercise caution and use common sense. this storm is the result of two converging systems colliding over the northeast. >> the conditions are horrible. horrible even for veteran snow plow operators. >> last year we had a mild winter.

very mild. and i guess, mother nature is maki making for last year. >> mother nature delivering a powerful punch to an area still recovering from sandy. >> as the snow piles up, airports are shutting down. 1800 flights have been cancelled. same story? boston. no snow here, but at reagan national airport, 150 flights are stopped, all of them head hadding in or out of the northeast. areas to the northwest, school delays and the big story, the high wind, if you are out there, it's whipping. >> it has come up around the past couple of hours. look at the gusts. 45 miles an hour wind with gusts in leesberg and 28 right now in the reagan national airport. take a look at union station. you notice the flags blowing in

the wind. we will continue to see the wind all night long. and right on through the morning hours and then the national weather service has extended the wind advisory, it was to the west earlier and now it includes just about everybody in the viewing area. you will still get winds of 30 to 40 miles an hour, but near 50 across the rest of the region. you know what you add in the wind with the cold temperatures you get the wind chills, the wind chills will be in the teens early tomorrow morning. the storm system itself, still pulling away, just now to the south of boston, seeing so inin snow totals here, six inches an hour. an hour. >> a father died waiting for an ambulance to arrive from another jurisdiction.

we are at the d.c. fire ems headquarters. >> well, jim, tonight we are here at the headquarters and i must say that the son is angry. he wants to know wto know why d fire ems sent him a bill when his father died waiting for the ambulance to arrive. >> it's ridiculous. >> he is outraged. >> i feel angry and upset and disturbed that we received this bill. >> d.c. fire ems mailed a bill for $780.85 for ambulance services new year's eve night, that is when his father died while waiting for an ambulance at his southeast home. for more than 30 minutes. >> my sister and i were grieving about the situation. very angry about what happened and the service we did not receive from the district. >> the day after news 4 reported the story, the chief told us a fire truck was first on the

scene. >> we did respond ask quickly as possible. i think we were at the area in question been nine minutes. the challenge for us was, providing ambulance service. >> the ford family sells us that they called 911 for the ambulance service after ford, sr. had trouble breathing. the call was logged at 1:25 a.m. dispatchers requested help from prince george's county at 1:47. a minute later a county ambulance responds. >> he said this seems unusual and i will help the family resolve this matter.

under 95 tons of garbage. >> a teacher is on leave tonight after somebody posted video of her lecturing a student. don't sit here and say you did not interrupt me or disrespect me, everybody in the classroom saw how you was being disrespectful. >> and everyone in the classroom saw how you are treating me. >> a 14 minute clip shows the middle school teacher arguing and then lecturing a student on wednesday. parents were concerned. some of them did, after somebody in the class posted the video on facebook. in a letter sent home, schools principal said that she showed poor judgment. and investigations are now under way to determine what actions that school will take. she may be the last child adopted out of russia. tonight that little girl is here in northern virginia and her parents are talking about the mountain of red tape they had to climb to get her. darcy spencer is in vienna with the story.

>> lilly is the late addition to th family. this -- to this family. this is possibly the last russian orphan to be adopted by an american family. >> she deserves mom and i daddy and a sister. so it was a great feeling to take her out of there. >> her journey from a russian orphanage, where lived on tea and crushed biscuits are over. >> it was out of my control and out of my hands, and just sit and wait. the unknown. >> the uncertainty was tough. >> it was painful. >> when she went to russia to get lilly, there were legal problems and holdups and other challenges. but working with the state department, u.s. embassy and russian courts she got the final go ahead so take lilly to america. >> just drive out of there as fast as we could.

slamming the northeast tonight, it's creating coastal flooding and power out acknowledageoutags have declared a state of emergency, someplaces could get more than two feet of snow. already thousands of flights have been cancelled and amtrak suspended service between new york and boston. our area, safe to say, dodged a big bullet, but we are still feeling some of the effects. doug will explain. >> and the biggest effects will come in the form of winds and cold temperatures, overnight tonight, 38, the current number. but with winds at 21 miles an hour out of the northwest our temperatures are in the teens and 20s. 28 in d.c., 20 in winchester and right now, the wind which i am coming in fredericksburg at 32, it will go lower as we go through the night. the winds will stay up right on through early tomorrow morning. gusts of 50 miles an hour and a

wind advisory is in effect through 6 :00 a.m., even after 6:00 a.m., we will see the winds gusting 30-40 miles an hour. through noon tomorrow. heads up out there, we could see a few trees down and limbs down too, there could be scattered power outages, not looking at a lot of that, but we could see that through the region. as we move through the night. this is 7:30 tomorrow morning. 16 in washington, and 15. that is one cold saturday morning if you are going out and about tomorrow morning or out and about tonight. tomorrow afternoon, the wind chills stay in the wents all day long. the radar all day long. the closest snow toward the eastern shore and that is the closest we will get as the system pulls away. take a look at this band in connecticut, they are seeing amazing amounts of snow, i see reports of 5-6 inches in an

hour. let's go to up connecticut right now, amanda has been there all day. >> we are in connecticut where the mixture of snow and sleet really has made for a messy situation here. if you look over here, you can see that really it's only the private plow drivers that are out on the road ways and in the parking lots trying to get ahead of the accumulation that we have already seen here. let's show you a bit of the accumulation. if you look on the ground, you can see that we are probably up to, i would say about a foot of snow and there's more to be expected as we go through the overnight hours. that is the latest, back to you, doug. >> she said 12 inches, there are already reports of 18 inches in parts of connecticut, and connecticut because of the band getting hit the hardest. let's look at the forecasted snowfall, that is rest, the left overs of the snow storm. we are still going. another six inches in new york and 20 in providence and 20 in boston. reports out of boston coming in 6-8 inches right now.

that could put them close to 30 inches of snow before it's all said and done. our forecast different. mostly cloudy, windy and cold with the wind chills 20s, winds are gusting to 30 during the afternoon. then as we move through the day on sunday, our winds calm down and sunday is looking good. a 45 degree temperature, and 56 with rain, and then we have to really watch out for this area right here, just happens to be valenti valentine's day. a couple of computer models giving us all snow and others not as much. once, this is a system we are watching this closely. if you are a snow lover, you want to stay tuned. tomorrow, everyone is going to enjoy this. rather, on sunday. best day of the weekend for sure. partly sunny skies, the winds staying on the light side, if you have anything to do outdoors sunday, sunday will be the best bet to do so. and then, bring the umbrellas on monday temperatures warming up
