inside his home last night in the del rey section of alexandria. police are calling it a case of murder. >> he really was rather fragile, very kind and appreciative. we all just loved him. >> joe and his wife had complained about thefts at their home before. they have security cameras. they have security lights. now in a surprise move early this morning, police arrested 45-year-old marie mabel johnson and charged her in connection with a burglary at the house last november. they say she took silverware and electronic equipment. she has not been charged in connection with the murder last night. doubly sad that joe died the night before valentine's day. you see, they say joe and his wife miriam were very much in love. they got married in vegas about ten years ago when he was 84 and

she was 76. joe's wife owns numerous condos along richmond highway, apartments she rents out to people in need. they say she's a generous landlady who helped people get their lives back together. jacobs is one of those people. she believes someone may have targeted this couple. >> and then to kill a man like joe rohrs? >> if they knew him, he was sweet, he was so funny. he was an outgoing man. this was a 94-year-old man. who would -- it was just -- it was heartbreaking to even hear about. >> reporter: now back to the woman picked up this morning, charged in that november burglary here. please looking at a possibility she may have rented an apartment from this couple. what do police have to say about her?

more on that coming up at 6:00. live in alexandria, pat collins, news4. georgetown university police catch a burglar in the act. the man they say was trying to open doors at townhouses here on prospect street. police tell us he had a backpack full of burglary tools. after arresting the suspect, they discovered he was on probation for a previous burglary and still had his ankle brace lett on. he was arrested by plain clothes officers, a tactic they're using after at spike of burglaries on campus. no one was seriously hurt with the icy roads, before it a scene repeated over and over during or rush hour commute. >> it was ugly this morning. this afternoon, the sun helped melt away the trouble on the roads. as one storm moving in, we're already looking ahead to another one.

announced plans to create one, creating the world's largest carrier. adam tuss is live at reagan t. and what it could mean for flights in and out of our region. >> reporter: jim, let me show you something here. all the planes you see, us airways, us airways, us airways. 7 out of 10 flights here is us airways on american. this would in essence create the world's largest airline form the airline would operate under the name american airlines. here at reagan national, where the majority of slots are occupied by either us airways or american airlines, price is on the minds of frequent fliers. >> they don't have to compete. if you don't have to compete you don't have to worry about keeping passengers happy.

passengers were stranded for hours. the transit agency says when metro emergency personnel responded to reports there were smoke in the station, they cut the power to a section of track by mistake. mitt rho also admitted today that communication during this episode was poor. metro apologized to riders, said the transit agency has to do better. 150 riders fed up with being stuck on the trains climbed up an emergency exit and walked the tracks to get out. >> a news4 iteam investigation, leading to a new law here in the district. >> tisha thompson joins us with what that all means. >> wendy, the team told you first about scooter riders in d.c. getting hits with dozens of tickets because of a confusing and outdated law. according to the law at the time, all scooters, even

motorized kiddie bikes were considered motorcycles, meaning the driver had to have a motorcycle license. that also led to barry daniker getting tick after ticket for parking his scooter on the sidewalks, since motorcycles aren't allowed to that. mary kay promised to introduce a bill to clarify the law. it passed, and the mayor just signed it into law. here's a breakdown of the new law. scooters are now called motor-driven cycles. as long as they go under 30 miles per hour, they can park on psych walks outside the central business district if they're not blocking anything. if the vehicle goes over 30 miles per hour, it's considered a motorcycle. both must be registered, insured and inspected in the district, but only motorcycles require a motorcycle endorsement on their license. both now remember a helmet. to read the new d.c. law, log-on to nbcwashington.com.

tisha thompson, news4 i-team. today a group of moms came to lobby congress to pass strict gun control measures. volunteers from one million moms for gun control and the children's defense fund delivered teddy bears with a broken heart. they want lawmakers to tighten loopholes in gun transactions. cleopatra henderson was there. her 15-year-old daughter was gund down in chicago just a week after she participated in president obama's inauguration. >> something needs to be done. i've said it before. it's the job of the congress or whomever creates the law and they're required to put entire reinstructions on guns, then someone needs to do their job. >> organizers chose valentine's day to ask congress to fast-track gun safety laws. president obama wants to

winter. it will be nice to have one inch or move. there won't be any area that's completely out of this. and really see how big it's going to be. that will move on through quickly. here's what i'm worried about, at least a bit. cold and rather breezy. we have much colder air moving in this weekend. temperatures 27 to about 34. tomorrow afternoon, a mixture of sun and clouds. a nice afternoon early. actually we could go even warmer than that with a high of 56, but 39 on saturday, 37 on sunday, a chance of flurries on sunday, and the windchill on sunday most likely in the 20s all day long. another chance of rain on tuesday. right now wednesday, next thursday, cooler, and a bit below average. once again, not all that bad. so we've got a couple things to look forward to over the next couple days.

wow, this is the first winning powerball ticket sold in virginia. they're taking the $136 million lump sum cash option numbed of the pesky annual payments. some hairoing moments on the highway this morning after a driver refused to stop for police. this was the scene around 4:00 after a parked police officer tried to pull someone off for a minor traffic violation, that driver took over. there was a short chase the driver's in custody, and the road back open. there's no work what charges that person is facing. fortunately no one was hurt. >> governor o'malley is pushing to get rid of the death penalty. some say the state needs to keep capital punishment, especially in the most heinous murder case. tracee wilkins report from the statehouse. >> the death penalty is
