impossible for him to leave the country. they also changed the charge from culpable, not premeditateded murder. he will be in court again on june 4th. switching gear, we are watching the weather in the midwest. much of the country buried by a rare winter storm. the storm's been blamed for at least two deaths. the worst of it is in kansas and oklahoma where some places have seen a half a foot of snow or a foot and a half of snow. sleet and freezing rain mixing in, shutting down roadways and runways. a united airlines flight from denver had just landed in wichita, kansas last night when it got stuck on the runway. workers had to clear a path for a bus to take passengers to the terminal. despite the delay, people on board say they made the best of it. >> everybody was in really good spirits. we all chatted and had a good

time. it got a little long, but for the most part, everyone stayed in good spirits. >> by for, the most entertaining delay. it's just been laughable. >> it is not a laughing matter for a lot of people. wichita, kansas is getting its second largest snowfall ever. more than 14 inches of snow and the system is headed this way. >> no snow outside our window. looks frit god right now. let's find out what's going on in the weather. here's tom with his first midday forecast. >> we got a cloudy sky now in the metro area. we just saw from the nbc 4 hd city camera. here's an up close view and where you are seeing those areas in gray, those are the few flurries. then west of washington, parts of fairfax county, prince william, across much of faulkier county and into stafford, they're getting just a light

area of some snow that's continuing to advance there off to the north and east. meanwhile, we have temperatures right near or a little bit above freezie inine ining throughout area. right now, in the low to mid-30s in washington. montgomery continue, just above freezing, so some of that snow may be sticking a little bit on some grassy areas mainly and farther to the south and east, it's still just near freezing. just most of northern virginia hovering right near the freezing mark. not much more of a warm-up on the way. we'll talk about a little snow coming our way tonight. look at the weekend coming right up. >> thank you. new today, people are speaking out against gun violence at the front door of advocates. a rally is happening right now outside nra headquarters as people remember a lot lost. what's the latest? >> thank you, good morning. the group here this morning in

front of nra headquarters is here about once a month. i spoke with nra and they say they're averaging a demonstration, one every two week, so this is nothing new for them. take a live look. you can see we have about 20 people here holding signs and demonstrating hi demonstrating here in fairfax. i want to bring in joanna simon. you are the organizer. what is your message? >> our message is that we want to end gun violence. name of the group is the alliance to end gun violence and we feel that since december 14th, which was newtown, that there has been a shift in the attitude of americans and they want to end gun violence, too. and the president is putting forth four legislatuive actions and we support all of those. we'd like to get them past in this congress. >> were you at any other locations? >> our first one oddly enough,

we had 60 people. i think the weather is not treating us well. this is also out of cycle because this is an osa day of action, so we agreed to do this. normally, we're doing it on the 14th of the month because that's when newtown happened and it will be a regular occurrence. >> thanks a lot. they are having a demonstration about every two weeks here. they were here from 10:00 until 11:00. all right, tony, thanks for the update. next week, maryland's full senate will consider a change to gun control laws. late last night, a state senate committee approved a ban on handgun sales to potential buyers who have been involuntary committed to mental health facilities. current maryland law already bans gun ownership for those voluntarily committed.

t maryland is one step closer to repealing its death penalty. a state committee passed a bill to do away with capital punishment in maryland. the legislation now moves to the senate floor where it is expected to pass. metro transit police looking for a man who pepper sprayed a bus driver. it happened just after midnight on pennsylvania avenue southeast. police say the man tried to get a bus to pick him up where there was not a bus stop. when the driver refused, the man attackeded the driver with mace. the driver is okay. a house fire that claimed a lives of a prince george's county dad and two of his daughters could have been prevented. no working smoke detectors were found outside the home yesterday. the mother and an 8-year-old girl are expected to be okay. an 11-year-old girl is still hospitalized. the cause of if the fire is still being investigated. the family had keer seen heaters

inside the home. in about two hours from now, a montgomery county teacher will learn if he can be released on bond. the 30-year-old touched two 11-year-old girs inappropriately. we're told this happened on several occasions this career. he works at meadow hall elementary in rockville. he's on administrative leave from the school. still to come, why the national zoo is bracing for some tough decisions because of the upcoming sequestration. and how to move from the stands to the sidelines at redskins games. the

morning. laura newman replaces john leopold. he resigned at the beginning of the month. he used his private security detail to run personal and political errands and to take him to sexual encounters. she will complete his term, which runs through 2014. president obama and congress now have less than a week to reach a deal to avoid sequestration. those draft extending cuts will take effect a week from today. the president appears to be making a final effort to prevent those looming cuts. he called john boehner and mitch mcconnell yesterday. we are still working to find out what the sides said to each other, but the white house described them as good conversations. the national zoo could have to make some really tough decisions if a budget deal isn't in place soon. it's facing major cuts, but how

much is still up in the air. megan has more. >> reporter: it's not typically what comes to mind when you think about federal agencies, but as part of the smithsonian institution, the national zoo depends on federal money to operate. if congress doesn't come up with a budget deal, the zoo could lose tens of millions of dollars an that could mean some very painful decisions ahead. two cheetahs playfully roll around unaware of the debate and potentially $40 million of cuts to their home, the national zoo. many visitors were also unaware and are now hoping for the best. >> what's important and what's not. this is in my opinion, pretty important. >> reporter: zoo officials would not go on camera, but they admit they're concerned. in a worst case scenario, they say it is possible that a major exhibit could be closed to save

money although a spokesperson would not speculate on which one. >> i bring a group out here from wisconsin every year, about 100 students. they look forward to it. one of those that would be shut down, probably be a stop we'd take off. >> reporter: zoo officials emphasize that animal care would not be compromised, but research one of the big missions here at the zoo, would likely be pushed to the back burner. >> i think that this is one of the best places for education. i think kids get excited to come here. they want to be a part of it. they learn, they engage. if we're going to protect our world, we have to keep places like this around. >> reporter: cost cutting could affect staffing. a spokesperson says jobs could be affected, but other positions and openings could be impacted and a zoo staff already stretched thin would have to do more with less. zoo officials emphasize they will do everything possible to minimize any cuts that might come down to try and avoid

>> a little bit. some part of the viewing area had a dusting this morning. this is one of them. up in virginia. they got a dusting there. you can see on the railing, looks like about a quarter of an inch. that was early this morning, just past sunrise and yesterday morning, there was a beautiful sunrise on mesa, on the side of the potomac. if you have a great photo, post it and we will share. great photo there, dawn. here's another photo. i took this one earlier this week when i visited the jw ali school. yesterday, i showed you the second graders. after i talked to them, i talked to the fourth graders and they had a unit on weather and we talked about all the kinds of severe weather and i want to thank one of the pasht parents. lisa thorn, for the invitation and teacher chris dalton, who

arranged the visit. well, let's take a look at another view. there's a gray sky. reagan national is at 34 degrees. wind out of the east around 10 miles an hour, this morning, you can see radar showing scattered areas of rain, little snow, sleet moving up, very little. the keyword is little. not much at all in the way of any accumulation. just a little bit of a dusting, too, in st. mary's county this morning. now, charles county, just areas in the pink and gray, that's where they're getting maybe a little sleet. perhaps a little wet snow. the green, maybe a few sprinkles of rain, so a hodgepodge of different types here moving on through. it's going to be with us for another two or three hours. temperatures are right near freezing, so any that is falling is going to be sticking. of course on grassy areas, maybe on untreated pavement areas. so watch out for that.

we're right near freezing now. suburbs and in the rural areas as well. shenandoah valley just near 30 degrees. parts of southern maryland, eastern shore, a little bit above freezing. here's the timeline. as of noontime. we may have just a little bit, this is comeing through and by late afternoon, perhaps a little more snow or light sleet and maybe a little bit of rain as well. south and east of the metro area, this is 10:00 p.m. but much of this precipitation will be gone and by 7:00 a.m. on saturday, a little rain around the metro area and areas east of washington. by late saturday, that rain is gone and tonight, a little light coating in the light blue area. a little snow and sleet and again, mainly on grassy areas. there may be a few slick spots, especially the darker blue area where they could get up to an inch. then that rain likely tomorrow in the mid-40s. sunday, we'll get sunshine back

combo. the drumming sensations, nasr, i've met you before. cush, this is my first time meeting you. i assume you taught your son the drums. >> i started teaching him and i saw early on that he had the ability to play and i didn't force it on him, i just helped him along and he's helping me now. >> so, you've played all over the world. cush, you are now getting started in an illustrious musical career. you live in new york. you also have a cd out there? >> i'm working on music, for a debut record. >> where did you get your musical inspiration from besides your dad? >> it's hard to say. my dad introduced me to a lot of things growing up, but i have to say miles davis. a huge influence. >> a great guy to get some inspiration from. so, you guys are going to do a lot of things at this festival. you're going to play with your

right now, oscar pistorius is preparing to walk out of a south african jail on bail. pistorius will not be able to return home, talk to witnesses or go near an airport.

and has to hand in travel documents. the runner will be back in court on june the 4th. also right now, a rally outside nra headquarters in fairfax. people are gathering to remember victims of gun violence. a spokesperson says this is a regular occurrence. moments ago, several prominent black leaders gathered in d.c. to speak out against gun control legislation being considered on capitol hill. >> the call for universal background checks for institutional rights invokes painful memories of jim crow law. can anyone blessed with a brain actually think background checks might nullify a gun application will not result in even fewer law-abiding black men from obtaining a weapon to protect their families? >> civic and religious leaders held this press conference this morning. participants want to protect the

se second amendment. they worry proposed legislation could strip americans rights to protect themselves and their property. the group hopes the day's events can help rally others to help support their cause. ♪ music is helping some students in prince george's county deal with the loss of two classmates who were killed this week. the school hosted a concert last night for the community. it comes after the death of ninth grader charles walker jr. the next day, someone killed aaron kid. police arrested five people in walker's murder, but so far, no arrests in the kid case. and today, we're going to find out if exhausted efforts to generate millions for transportation projects in virginia were for nothing. virginia's general assembly will vote on the sweeping transportation bill. a committee of senators and delegates negotiated the measure this week. it will replace virginia's gas

tax with a wholesale tax on gas and raise the commonwealth sales tax, impose a fu on hybrid cars and ship about $200 million a year from the general fund. it could be tough to get to the district from virginia on metro this weekend. four stations will cut down at 10:00 tonight. vienna, dunn loring and east and west falls church stations. you will be able to take a free shutting between vienna and boston. in between takoma and rhode island avenue. all work should be done by monday morning. today, a woman in frederik county is a mega winner. the 48-year-old grand mom won this week's $26 million jackpot. she chose to accept the money anonymo amsley and take the cash option. let's check in with tom for the latest on our forecast outside

on the weather deck. are we going to win the lottery this weekend with your forecast? >> no. in short. right now, getting a few light snow flurries here in northwest washington. meanwhile, in washington, you can see just a few snow flakes t there along the potomac river and they are coming through out of the southwest and the northeast. storm team 4 radar showing those areas you see in the gray, those are areas of light snow, maybe putting down just a very light coating from southern maryland across the potomac river into northern virginia. the district and into north central maryland as well and the panhandle of west virginia and all of these areas now a little below freezing, but closer to washington. we're a little above freezing, but still cold enough for any of this snow and sleet that we may be getting today to stick a little bit. just a light coating and watch out. there they be a few slick spots,

then warming up overnight. a little light rain on saturday. areas mainly east of washington, but in the metro area, we could get a little light rain with highs in the mid-40s, then milder air moves in sunday, monday. mid-30s and sunshine. afternoon highs near 50 each day. maybe rain tuesday. might get snow thursday. stay tuned. we'll keep you posted. >> all right. thanks, tom. a documentary about one of d.c.'s most notorious street artists is set to be released this weekend ch it's called the legend of cool disco dan. roger gasman and -- join us this morning. now, anybody who lived around here in the '80s probably will remember seeing that name across many buildings in this town, but tell us about who he was? >> cool disco dan is the legend of washington, d.c. he was everywhere, but nowhere at the same time. his name was everywhere, but

nobody knew who he was. >> but you knew him. >> some people knew who he was. from a homeless person to a taxi cab driver to a lawyer going from the suburbs, people that lived in the cities through the '80s and mid '90s, his name was everywhere. >> we're looking at some of the graffiti he left behind. most of that gone now. >> finding a signature at this point is a rarity, but you can find a bunch at the -- right now. >> tell us why you decided to make a movie about disco dan. >> roger and i are both from the area and we, you know, have big interests in this story and this city has changed a lot and we thought it was time to actually make a record. make a movie about this because things have changed a lot. >> let me just ask you this. some people would say why make him a hero? doing something that was illegal. you're not supposed to go around painting buildings. what do you think about that?

people who would criticize the fact that we are celebrating his art now? >> well, i've heard that argument a lot. is graffiti art? it happened whether you like it or not. at least come learn about it, who did it and the culture that surrounded it. the movie is about a lot more than dan. it's about d.c. in the '80s. >> in fact, there were a lot of bad things that happened during that time. a lot of good things, too. you want to talk about that and what's in the movie? >> yeah, if you come see the movie, you'll see basically dan's story starts. he was born december 31st, 1969. just how d.c. was burned down, the state burned down for decades. go go came. became very interested in fame, celebrity and neighborhood crews. as the '80s progressed, drugs came into the city. crack had a big influence on

him. although he's never done drugs, people around him, people become drug dealers. d.c. became known as a murder capital. >> how did he get the name? >> from a tv show. you've got to come see the movie and find out. but you hear the entire story. >> tell us who they are. >> that's the thing. we wanted to get such a wide group of people in this movie from you know, we want eed to g people on the streets, politicians, journalists, marian berry, paul berry. all sorts of crew members. ian mckie. >> did they know him or just knew of him because of his name? >> they all knew him. who he was. they were -- dan is you know, he's a d.c. name. he's up there with the biggest names of d.c. ever. >> when we took dan with us on some of the filming, they were all, oh, wow, you're dan. like this is so great.

it looks like most americans are in favor of the president's proposal to raise the minimum wage. under the president's wage minimum wage would go from 7.25 to $9 an hour. 71% of americans back the plan and the plan is even supported across party lines. 87% of democrats support the raise and half of the republicans also agreed. turning to business news now. small gains on wall street this morning. let's check in with brian shactman who joins us live with more on that and has the rest of the day's business headlines. >> we're up across the board on

the dow jones industrial average. up about 50 points. a lot of that has to do with hewlett-packard. the huge pcmaker is going through a huge change. we have better than expected results. boeing to talk about. they're meet wg the faa today to sort of get a plan in place, a flight plan if you will, to get those dreamliner 787 planes back in the air. they say it might take about two months, the problem those lithium ion batteries which were heating up and in some cases, catching fire. finally, a carmakers, just the incredible turn around within the auto industry continues and chrysler, ford, general motor, they're actually hiring. they're increasing shifts. transferring some labor from overseas back to the united states. and most important thing to our economy as you may well know is they are adding jobs, so right now, things are looking okay today. back to you.

need to have another strong season. so when you guys talk about being a redskins cheerleaders, everybody sees how good you look on the sidelines, but which one of you can tell me, if you had to give me one sentence about what is the most important thing required to be a redskins cheerleader, who wants to answer that question? >> not everyone at once. >> i'd say it's the complete package. that's what coaches and directors are looking for and alumni and veterans and everyone that's helping the new girl, you have to have the poise, the confidence, the fitness level, endurance and dancing skills. >> what about the football knowledge? do you really -- i mean, because you guys are cheering and you guys have to know when to cheer and when it's appropriate. you're not cheering when the other team scores, in that seattle game in the playoffs when seattle was scoring. >> actually, we were scoring. >> it's our responsibility to keep the moral of the crowd up

and the team as well. >> so, do you really watch the game? are you really in tune with everything happening in the g e game? >> yes, absolutely. >> yes. i love watching the game. >> so, you see the momentum start to shift and you know you have to get the crowd a pick me up? >> yes. of course. >> so, one thing people don't realize about cheerleaders and i covered the eagles for like seven years and i did features on the cheerleaders. none of you are sure to make the team. everybody has to try out, no matter how long you've been a cheerleader, you do not get an automatic spot. how much pressure is on you when that's the case? >> there's a lot of pressure because you know what you'd be missing if you do not make the team. that's why it's very important for us to attend prep classes along with potential rookies and they start next week, thursday, and continue until april 2nd, every tuesday and thursday, so everyone can come. it's a great workout. even if you don't want to try out, you can come and you might change your mind. >> we've got a minute for you guys to show your stuff. give us a sample of now
