it's going to be a rainy day across our area or at least the afternoon will be. >> we'll check in with storm team 4 meteorologist tom kierein for a look at the forecast. >> grab the umbrella before you head out the door. we have clouds that have rolled in ahead of rain that's down to the south. it's all cloudy all around the region. the high clouds. over that cloud cover, we've got cold air aloft, at the surface, we have temperatures below freezing as well. the cold air aloft is going to be receding as the day goes on. by the time the moisture arrives, we're going to have just some rain moving in much of the area. some of the higher elevations to the west and north, they may get some sleet and icing. generally above 1,000 feet, shenandoah valley into western maryland. this area in green, this is under a flash flood watch. it includes northern virginia shall the district, much of maryland. 1 to 2 inches of rain may cause

will likely consider two bills, one banning assault weapons and high capacity magazines and another for background checks. we'll have a reporter at the supreme court later this morning. the justices will hear arguments to determine if and when police can take a dna from a suspect. prosecutors used dna to convict a man of rape. the high court overturned the conviction saying police didn't have authority to take april sample after he was arrested his attorney argued they violated his right to privacy. the supreme court will likely rule in this case later this year. a nightclub and restaurant after a deadly shooting over the weekend, police closed 1920 d.c. a restaurant for the next four days calling them a threat to public safety. saturday morning a man was shot and killed inside the nightclub

after an argument. police arrested the suspected shooter. police closed the club and the restaurant because the two share a liquor license. the owners can request a public hearing to regain their license once they reopen. d.c. police are asking for your help in finding the driver of this car whom they believe was involved in a deadly hit and run. the accident happened a week and a half ago if in the 100 block of m street northeast. a man was killed in that collision. surveillance video captured a passenger from the car walking to a nearby metro station. fire investigators in maryland say baseboard heaters are to blame for two massive house fires. a deadly house fire in myersville was caused by drapes too close to a heater. two young sisters died in that fire. another family was displaced after a heater caught fire in the bedroom. firefighters are urging people to check their heaters to make sure nothing flammable is next

i'm angie goff with breaking news out of egypt. investigators are on the ground interviewing witnesses after a hot air balloon catches on fire killing 19 people. the balloon went down near the city of luxor. all on board were foreign

tourists including french and british nationals. two people survived and are in the hospital. no word if any americans were on board. at the live desk, angie goff, news 4. secretary of state john kerry is in berlin. america's top diplomat has a very busy day before taking off for france. kerry will meet with angela merkel and other top german officials later this morning. this is part of his whirlwind tour of europe an the middle east. his first overseas trip as secretary of state. he's set to visit nine countries in the next week and a half. a report about leaked papal documents will remain secret. only benedict and his successor will know the findings. investigators were told that he -- the pope pardoned him. italian newspapers speculate the report found corruption and a cover-up leading to the pope's

resignation. the vatican denies that. a baltimore teenager is waking up in prison. after opening fire inside his school on the first day of classes. 15-year-old robert gladden jr. learned his sentence yesterday. he pleaded guilty last week to the shooting. police released surveillance photos showing gladden pull out a shotgun inside the cafeteria at perry hall high school. we're hearing 911 calls like this one from a daughter who just escaped the gunfire. >> locking down the school and i can't get ahold of anyone to let them know she's safe. she was actually right next to the shooter. i don't know. i'm so nervous, i don't know who to get in touch with to try and tell them she's home safe. >> only one person was wounded. a 17-year-old student with down syndrome. he has since recovered and returned to class. the trial for a man suspected in the death of a mother and daughter gets derailed. the judge declared a mistrial in

jason scott's case yesterday. scott is a former ups worker accused of killing delores and ebony dewitt in largo in 2009. a detective referenced scott's alleged involvement in several home invasions that were unrelated. the judge said the jury could only hear about one of those home invasions. scott will remain locked up until a new trial this fall. this morning, police are looking for a person of interest in the murders of an elderly couple in fauquier county, virginia. they want to question john jeffries as they investigate the murders of nelson and ethel slack. the couple was found dead in their home in the plains on sunday. police had suspect jeffries was involved in a home invasion in fredericksburg. the 67-year-old homeowner fought back hitting the intruder over the head with his oxygen tank. today, you can weigh in on whether those signs along roadways in fairfax county should become history. there's a proposal to remove

signs from median strips and intersections. it's illegal to put signs along roads that vdot owns. but they don't have the manpower to remove the signs. the hearing begins at 4:00 p.m. in the board auditorium at the county government center. >> montgomery county school board asking for more money as the enrollment grows. they're asking to approve a $2.23 billion budget for fiscal year 2014. that's a 2.5% increase over this year. the board says most of that increase simply allows them to serve about 2300 more students expected to move into the county. it will also fund investments in math instruction and more middle school staff. >> last week -- thank you very much. >> heated moments between fairfax county teachers and the school board. this came as teachers vented frustrations about the demands of their jobs. last night in falls church they

last six starts. the caps also signed a two-year $4 million extension with defenseman john erskine. >> the redskins may be considering legal action against the nfl. the "washington post" is reporting the team is thinking of going to court over the salary cap penalty. the league assessed against the 'skins. the redskins may try to delay the start of free agency until the issue is resolved. the nfl stripped the team of $36 million in salary caps last year for its handling of contracts during the uncapped 2010 season. the 'skins dealt with half that penalty last year. they don't want to face a second half of it this year. blizzard warnings are in effect across much of the midwest this morning. for days now, residents in kansas, oklahoma and parts of texas have dealt with these conditions. high winds, heavy snow, causing drivers to get stuck. the national guard actually had to be called in to help some of them. white-out conditions caused snowplows to get stuck. the snowy conditions could stick

around until the end of the week. >> no snow in our area. we are going to get rain. >> tom kierein is here to explain it for us. >> could be dealing with flooding in the morning. the residual runoff from rain this afternoon. no travel problems right now. heading off to work and school, just a cloudy sky this morning. temperatures right now are cold in the 20s. below freezing just about everywhere except on the tidal potomac at reagan national at 33 degrees. in the mid 20s to upper 20s. from the blue ridge east to the bay. on the bay waters, near the freezing mark. here's the timing as we go forward. the area in lavender may be wet snow and sleet initially. shenandoah valley and into the panhandle of west virginia. areas east of there, looks like light rain moving into the metro area by 1:00 to 2:00. by 3:00, getting home from school, it's going to be raining. but off here this pink zone in the west, this could be icing.

freezing rain, icing up on the blue ridge, parts of the shenandoah valley. only for elevations though generally above 1,000 feet there. all rain elsewhere by 4:30, 5:00. getting home from work. the rain will pick up in intensity. the area in the yellow is heavy rain by 6:00 to 7:00 p.m. we'll have the heaviest rain moving on through between 6:00, 8:00, 9:00. then it will taper off quickly by 11:00 p.m. by 5:00 a.m. on wednesday, it's all done and we'll get sun back wednesday afternoon. how much rain will we get? it's looking like all the areas in the blue, generally an inch or a little bit more and maybe an inch and a half to as much as 2 inches in some areas in the darker lavender color. that may be causing some creeks and streams to come out of their banks. the timing, dry this morning, through noontime. by then in the low 40s. during the afternoon we'll have that rain beginning, heavy rain, 6:00, 7:00, 8:00. chance much flooding after that, holding steady in the mid-40s. tomorrow, near 60.

the ban goes into effect, monday, march 4th. the plan is they'll be ready for opening day. both teams are working on other plans to accommodate smokers. mixed reaction to a d.c. council member's reprimand for ethics violations as punishment. jim graham had his committee assignments reduced, lost control of the alcohol license issues as well. council members voted to reprimand the representative, multiple investigations found he tried to barter contracts for the district and the metro system in 200 which is considered unethical but not illegal. some say the punishment is not enough where ethics has become a serious issue. >> the council wanted to step up to the plate and show they were supportive of ethics reform in the district, they would have dpon for a censor. >> i'm reminded of something shakespeare said. all's well that ends wells. i would modify it and say all's

. starting this week, illegal downloaders will get warnings to stop pirating music, movies and tv shows. the music and film industry set up the copyright alert system which will work with the five major american internet service providers. companies that discover users downloading illegally will send them a warning. they'll receive up to six warnings before companies take drastic steps like slowing their internet connection. this morning, federal regulators launched three separate investigations involving 1.3 million cars. the national highway traffic safety administration is looking at the toyota prius hybrid built between 2004 and 2009 because of streerg problems. unexpected power problems involving the ford escape, fusion, mariner and milan models. they're looking into braking problems of the honda pilot. regulators have not issued any recalls yet. m
