bill that bans cyberbullying. anyone that harass as minor on jail will face a year in jail. city leaders will introduce a bill today that would allow all d.c. residents to get a license even if they are here illegally. congress would have to sign off on legislation. maryland and four other states allow undocumented immigrants to get licenses. the mayor will be here at union station today to help celebrate the completion of columbus plaza. it's the park in front of union station. crews spent the last 18 months making it safer and less confusing for drivers and pedestrians. it's that roundabout there as you approach union station. it does get confusing. >> i don't know if it's less confusing. i drive there quite a bit. coming up on 4:31. tom kierein is here to tell us what he can expect this morning. >> it's a persistent east wind keeping it chilly this morning.

a number one smash in the u.s. and worldwide and one of the popular of that year. they also toured with michael jackson and even had their own video game. at the live desk, melissa mollet, news4. developing right now in california, firefighters are working in the dark to contain at least three wind fueled wildfires. the biggest is about 90 miles east of los angeles that scorched nearly 3,000 acres and only about 30% contained. at least one home has been destroyed. 400 homes were evacuated yesterday in the town of banning but homeowners are allowed to return at this hour. two other fires are burning in wine country outside of san francisco as well. they burned more than 100 acres so far. today president obama begins a three-day trip to mexico. he'll meet later today with mexican president. we expect the leaders to talk about the immigration reform bill congress is debating right now. they'll also likely discuss trade ties between the two countries. president obama will also visit costa rica during this trip and

meet with that country's president as well. this morning churches across the region and country are opening early for national day of prayer. designated by the president each year the day of prayer invites americans of all faith to give thanks for blessings. this year the president asked specifically prayers for victims and survivors of the boston bombings, texas fertilizer plant explosion and newtown shootings. the day doesn't come without controversy. gay rights groups are protesting the honorary chairman of this year's event. he will officially open the national day of prayer at the pentagon later this morning. protesters want the pentagon to withdraw its invitation because he teaches that marriage is only between a man and woman. a pentagon chaplain invites the chairman to speak every year and the defense department says they plan to keep that tradition. coming up on 4:35. this morning federal investigators are looking into a possible human trafficking case in mclean, virginia. this incident happened at a compound owned by the kingdom of

saudi arabia. our cameras were not welcome there yesterday. >> reporter: sir, do you know about what happened here last night with the with im? don't touch the camera, please. don't touch the camera. >> we were told that police were called to rescue two women inside the house tuesday night. one woman reportedly tried to escape by squeezing through a gap in the front gate. a spokesman for homeland security tells news4 officers did encounter two potential victims of trafficking and the investigation is ongoing. an american man is facing 15 years of hard labor in north korea. kenneth bay was sentenced yesterday. north korea state media says he was convicted of crimes against the state. we still don't know what those crimes involved. bay is a tour operator from washington state. he was arrested last november in a special economic zone in north korea that borders china and russia. we're learning more about three of the boston marathon bombing suspect's friends facing charges themselves. two have been in custody for

more than a week. they violated their student visas by not going to class regularly. the fbi says they hid and destroyed evidence when they saw their friend, dzhokhar tsarnaev's picture on tv after the attack. a third friend is also charged with lying to federal investigators. the fbi doesn't think any of them had anything to do with the actual bombing itself. the justice department will fight to keep the morning after pill out of younger teens hands. the government is appealing a judge's ruling to lift all age limits on who can buy the pills without a prescription. word of this appeal came a day after the fda said it would allow anyone 15 years or older to buy one brand one step without a prescription. the current age limit is 17. new this morning, the action taken after a massive rally got violent and out of control. plus, the crime the police say these two people committed

right now more than a dozen people behind bars in seattle after violence erupted at an immigrant rights may day march. look at this video. protesters throwing rocks and bottles at police and reporters. many of those officers in riot gear as they tried to control the crowd. it was supposed to be a peaceful protest. you can see someone being arrested right here. at one point the protesters even flung construction street barriers and trash cans as they moved through downtown. they were also breaking windows of businesses and even cars with people sitting inside. at the live desk, melissa mollet, news4. the faa is trying to figure out how two planes clipped each other during a takeoff event around 7:30 last night at new york's liberty international airport. the plane's left wing clipped the tail of another wing on a

taxiw taxiway. no one was hurt. two more steps could take a step closer to recognizing same-sex marriage. a final vote on gay marriage legislation expected in rhode island's state house today. it's expected to pass and would be the final hurdle before it goes to the governor's desk. if approved, it would make rhode island the tenth state to recognize same-sex marriage along with maryland and the district and delaware could become the 11th state to legalize gay marriage as soon as next week. a measure cleared a senate committee nelast month and will come before the full senate next tuesday. delaware began recognizing same-sex civil unions last year. if passed the civil unions would be converted to marriages. northern virginia bureau chief will be in court for the latest chapter in the legal drama involving the governor's mansion's former chef. todd schneider wants

belt. the winner will go to compete for maryland teacher of the year award. the superintendent of some of the country's top schools is addressing falling math scores in montgomery county. the majority of high school students in the county enrolled in grade level math courses failed their first final exams. the countywide data comes from 2012 final exam results. dr. joshua star say the results show a gap in performance that needs to be addressed but does not take away from achievements of montgomery county students. the wait is over. a little more than 12 hours now and caps will start their sixth straight playoff run. capitals finished the season on a hot streak winning 11 of the final 13 games and they're going up against a familiar opponent. the new york rangers. the teams met in the playoffs the past three seasons. last year the rangers knocked the caps out in the second round. puck drop is at 7:30 on nbc sports network. you won't have to worry
