getting scattered sprinkles across montgomery county, prince george's and in fairfax county. don't have any in the district or arlington right now. farther south parts of charles county and down farther south 95 from woodbridge to spotsylvania county and near fredericksburg they are getting sprinkles. so between now and 6:00 a.m., maybe a few scattered sprinkles and then a passing shower around 8:00 or so. temperatures by then still around 70. mid 70s between 10:00 and noon and by then we have an increasing chance of showers coming through, maybe a little bit of lightning. it's not until later this afternoon that we could get some of those storms. i'll show you details on the timing on that. hometown forecast, charles county by noontime should be in the mid 70s with maybe some thunder and lightning around. we'll take a look at the forecast for the rest of today. that's in about ten minutes. now a look at traffic. >> good morning.

westbound route 50 at kenilworth avenue, construction blocking the off-ramp and construction 395 north at duke street, lanes are now open. and in 201, sign repair going on with two lanes blocked. back to you. right now the search for missing people is over in the town of moore, oklahoma. police there say that everyone reported missing after monday night's massive tornado has now been accounted for. in just a few hours the first funeral will be held for a child who died when the ef-5 tornado ripped apart plaza towers elementary school. funerals for two classmates are set for tomorrow. with the death toll still standing at 24. president obama will tour the destruction himself on sunday. it's usually the most exciting day of the school year for children but instead it will be a solemn last day for students in moore.

cameras got a first glimpse inside what's left of plaza towers elementary yesterday and as you can see there's not much left but rubble. students in moore haven't been in school since the tornado hit but they will return today for open houses with teachers and parents. those from plaza towers will go to a different elementary school about a mile away. when the sun comes up in just a few hours, hundreds of new volunteers will arrive in moore to help with the ongoing recovery effort. thousands of people are there to help clear the debris and search for personal belongings and hand out food and water. residents tell us they're touched by the outpouring by total strangers. erika gonzalez is on the ground and found two soldiers who dropped everything to help. >> reporter: you're from michigan and you're from st. louis and you don't have any ties here? >> nope. >> reporter: why come? >> because it's america. this is our land. >> we also want to tell you how you can help with the recovery effort in oklahoma. news4 is teaming up with the red cross.

afternoon. we expect the president to discuss the u.s. prison at guantanamo bay during that speech. he promised to shut it down during his first year in office but it is still open. the most anticipated part of the president's speech will probably deal with the use of drones in fighting terrorism. the obama administration acknowledged for the first time yesterday that four american citizens have been killed in drone strikes overseas since 2009. a cleric at a mosque in falls church before leaving in 2002 was one of those. in just a few hours the boy scouts will vote on whether it will allow openly gay scouts in the organization. more than 1,400 scout leaders from across the country are the an annual national meeting. demonstrators on both sides have lined the outside of the meeting. the president wrote an opinion piece for "usa today" calling

the change the right decision. the controversial keystone pipeline bill now on its way to the senate. house republicans pushed it through late last night. the pipeline would carry oil from canada to the gulf coast. supporters say it will create jobs and lower energy costs and opponents worry about the impact on the environment. the president has said that he is against the plan. that means this bill needs to pass the senate with enough votes to overcome a presidential veto. brand new numbers on teen pregnancies in this country that researchers call dramatic. >> and what sparked a violent crash between a crowd and police overnight. what time could storms interrupt your plans today?

welcome back at 4:38. new this morning, a new report says teen pregnancies are on the decline. the cdc says teen birth rates fell 25% between 2007 and 2011. in 22 states, teen hispanic rates plunged at least 40%. arizona and utah saw the biggest drops in teen births. both maryland and virginia saw a decline between 29% and 20% and d.c. had less than a 20% decline. new regulations for restaurants to list the number of calories in meals seems to help many teens make healthier choices. the centers for disease control surveyed 700 people between the

ages of 9 and 18. 20% say they never noticed calories were posted but of the remaining 80% nearly half say they considered that when ordering food. the survey found that girls and obese youth were the most likely to consider it. today will be an emotional day for many naval academy shipmen. this is the oldest parade at the naval academy. it's also the last full dress parade at the academy. this is all part of commissioning week. graduation is tomorrow. congrats. also today, the goft will tell us tell us if we're in for a rough hurricane season. noaa will release the outlook for the 2013 atlantic hurricane season that begins a week from saturday. fema will also discuss ways you can prepare for hurricane season. all right. let's check the forecast now just about 4:41. time for weather and traffic on the 1s. storm team 4 meteorologist tom kierein, any storms today? >> we could see some later this afternoon but right now all is calm and quiet.

good morning. your weather and traffic on the 1s. right now at 4:41, we have some scattered sprinkles showing up on the storm team 4 radar. no storms around. scattered sprinkles moving from the southwest heading northeast. there are moderate showers east of charlottesville now. those may make your way in around 7:00, 8:00 this morning. right now just a few scattered sprinkles in prince george's county and charles and across the potomac into prince william and fairfax and montgomery county. most of the district and arlington don't have sprinkles. temperatures are in the 60s to right around 70 degrees. as the day progresses, not nearly as warm as it was yesterday. we got into the mid and upper 80s. today we'll make it into the upper 70s by mid afternoon. a chance of a shower this morning. likely showers and maybe thunderstorms from noontime today all of the way into this evening all of the way into midnight and some of those storms between 3:00 and 7:00 p.m. could be severe. only a small chance of that. a look at your holiday weekend

we have new information for you on the building collapse in bangladesh that killed 1,100 people. the government report is faulting poor quality construction materials and code violations. they say the building owner used poor quality iron rods and cement. the owner did have permission for a six-story structure but added two floors illegally. the report also recommending life in prison for those found guilty of the building code violations there. at the live desk, melissa mollet, news4. just about 15 before the hour. security is tight at an army barracks in london in response to a brutal attack on a british soldier yesterday. witnesses say two men in a car drove up to that soldier, got out of the car and then started stabbing him. he was killed. police shot the suspects after

they charged at the officers. both are in the hospital. british prime minister david cameron says it appears to be a terrorist attack and suspects were radical muslims. these protests are part of a far right group that opposes islam. they fought with police not far from where yesterday's attack took place. place in riot gear were called in to restore calm. we're not hearing of any threats at any british locations. nypd is doing this out of an abundance of caution. we checked with d.c. police to see if you'll see changes here. police say that there will be no changes in d.c. 4:45. the man charged in the deadly colorado theater shooting will be in court. james holmes is accused of killing 12 people and injuring 70 others in a mass shooting in aurora last summer. yesterday a judge released search warrants in the case which show that holmes received ammunition deliveries from online dealers on an almost daily basis in the weeks before

the attack. holmes faces more than 160 charges. prosecutors are seeking the death penalty. the phoenix jury deciding whether jodi arias should be sentenced to life in prison or death resumes deliberation today. her attorney said she lacked perspective when she told a reporter she rather be executed than spend her life in prison. a lawsuit filed in federal court saying the law in connecticut vital theolates the constitutional rights. it includes toughest restrictions in the country. it was in response to december's attack at sandy hook elementary in newtown, connecticut. fairfax county school board will consider changes on how it disciplines students. they will discuss proposed

changes at the meeting tonight. it could vote on the issue in a couple weeks. the school board spent a year looking into changes to its discipline policies. many parents say they should be told sooner when their children are facing possible punishments. and this morning more than 100 d.c. teachers are getting ready to reapply for their jobs. teachers and staff at cardoza high school will be reconstituted for the next school year. it's aimed at turning around underperforming schools. d.c. schools chancellor say both schools need a fresh start. teachers tell "the washington post" they're blind-sided and the move ignores more serious issues. hundreds of new jobs coming to northern virginia. amazon is expanding expecting to hire 500 people. they provide cloud computing services to businesses and the government. virginia lured the company with a $500,000 grant. fairfax county speeding up road improvements to accommodate the new offices. no word on when the new business

will open. to a news4 exclusive, new information about the furloughs park police are facing and those furloughs could put your safety at risk this summer. news4 received a letter the police department's chief sent to the force. in that letter we learned calls to park police on the last hour of an officer's 12-hour shift will be put on hold. it may take an hour or longer to get a response to your nonessential call. >> the officers responding will wait until the next shift. our shift changes are 6:00 p.m. and 6:00 a.m. >> officers are furloughsed between 14 and 22 days until september because of the sequester. new jersey is officially open for the summer. the boardwalk that was so badly damaged during hurricane sandy back open this morning. during the height of superstorm sandy, the boardwalk was reduced to rubble and blown into a side street. new jersey governor chris

social media. as we take a look at storm team 4 radar, we are getting some showers that are rolling through coming in from the southwest heading northeast but they are very light. just a few scattered sprinkles are showing up right now in parts of our immediate area montgomery, arlington, fairfax, prince george's counties getting just a few scattered sprinkles in the district of columbia don't have much going on right now. just have the umbrella handy as you head out the door. could get a passing shower through the morning hours and then this afternoon especially as you head home from work and school, that's when we have the likelihood of showers and thunderstorms coming through. right now we're in the 60s all around the metro area to near 70 degrees southern and eastern suburbs and as we look going forward over the next several hours, we'll have a few of these passing showers but then these areas you see in the green, these areas and that area in the yellow to our north and west by 2:30, 3:00 this afternoon, that's a zone of potential strong thunderstorms. only a slight risk producing any

between 270 and 95. aaron and eun, back to you. >> thank you. the district's new bike lanes confuse you a little bit, you aren't alone. we set up our camera along pennsylvania avenue downtown. we saw several cars making illegal u-turns across the bike lanes. the city is thinking about putting barriers down the side of the road to let drivers know they can't turn there the washington area bicyclist association says that's just one solution. >> there's two fixes. one is a change to the infrastructure and the other is better enforcement. >> d.c. may take that advice as well. police are issuing warnings and ticketing drivers they see making those illegal turns. i'll be honest. it's confusing to me. >> all of the different traffic signs and parking signs and i have seen signs that are saying two different things right next to each other. >> if there's a bike lane in the right-hand lane making a right turn do you get into the bike lane or stay in your lane. i've seen it both ways. this morning an explanation for a bizarre sighting many of

experts say they know what streaked across the night sky this past weekend.

they say it was a fragmented meteor fireball. people from connecticut all of the way to virginia reported seeing that bright light traveling across the sky. it's believed it entered the atmosphere somewhere over washington and then headed northwest. new this morning, an 80-year-old japanese mountaineer is the oldest to reach the top of mt. everest. he conquered the mountain at age 70 and 75. he says he plans to make his own assent next week. now you have them throwing down. i'm going . >> can't even compete. there's a new addition this morning at the national zoo. a 37-year-old female asian elephant arrived in d.c. after an 1,100-mile trek from baton rouge, louisiana.
