frogtown in 24 minutes. we'll continue to keep you posted. now to that breaking news. one construction worker has died, another is trapped underneath tons of concrete at a park k garage that collapsed. >> right now rescuers are working to stabilize this garage at westfield montgomery mall to make sure it is safe to get him out. we have team coverage tonight with tom sherwood and mark segraves live at the scene. first up, mark with the latest on that rescue effort. mark? >> reporter: well, that's right, jim and wendy. here's the scene. as you said, one person is dead, another remains trapped with life-threatening injuries that are being treated by shock trauma doctors who are on the scene. they were flown in. let's take you right up close of the most of the action is happening on that second level up there. now, what they're doing, they're trying to shore up the concrete that has fallen so that the workers in there will be safe. let's hear what the chief had to say about that task.

>> it's about a 50 to 55,000 pound piece of construction material with an i-beam or metal i-beam that is running right underneath of that. >> reporter: back here live, so what you have are two missions going on right now. you have doctors who are working to treat the man who remains trapped, again with life-threatening injuries. then you have other workers who are trying to stabilize the scene just to keep it safe. this all started about 1:45 this afternoon with a partial collapse of this garage that was under construction. so the good news, there were no customers, there were no cars, there were no employees in the garage at that time, only those construction workers. all of the other construction work been accounted for. now, we do see some other injuries. we have seen other construction workers with minor injuries leaving this scene here today. what will happen once they get that second worker out of here, the next task will be to stabilize this scene and once that is done, then montgomery county police will take over the

investigation of just what happened. reporting live from montgomery mall, mark segraves, news4. >> the mall was packed with people shopping and lunchtime crowds too. a lot of students when this collapse happened near the food court at the mall and the macy's. tom sherwood live with reaction from a man now who was having lunch at the time when this commotion started. tom? >> reporter: jim, first we're here on westlake drive, that's next to the mall on the macy's side. this road is closed. but much of the parking lot has cleared out. police are letting cars leave. shoppers and onlookers are still stunned by what happened here. >> i was grabbing something to eat over at five guys. i heard all the sirens, i came over here and there are news helicopters, medevac. i heard somebody say that they heard a loud crash, metal on metal, something like that. i talked to a construction worker early on who was standing out there, hispanic gentleman, and he -- i said how many people

hurt? he said one person is dead and somebody else is trapped or something and that was a couple hours ago. >> reporter: and you're waiting to see what happened like we all are. >> yeah, just curious. >> reporter: again, the mall is open but people are being told to avoid this side of the shopping mall near the macy's. reporting live, tom sherwood, news4. now to the latest in oklahoma. rainy weather in the city of moore reflected the mood of many residents today. that city had its first funeral for one of the youngest of the tornado victims. 9-year-old antonia. her family describes her as a sweet and generalities child who loved to dance to the beat of her own drum. >> the mayor of moore, oklahoma, revealed new information today about just how much of a widespread impact this tornado had monday. he says 33,000 people and 13,000 homes have been impacted. oklahoma's governor says in addition to getting people back

to their homes, the main focus right now is removing debris and restoring power. she also announced a public prayer service in moore this sunday evening. news4 is teaming up with the red cross to raise money for oklahoma's tornado victims. if you'd like to make a donation, call us. 202-885-4949. meteorologist chuck bell working the phones, so is adam tuss. we will check in with both of them coming up in about ten minutes. they are taking your calls right now. immediately after president obama delivered a major speech on counterterrorism this afternoon, critics complained that terrorists are liking what they hear. the president says the u.s. is no longer fighting a boundless war on terror, but a series of targeted efforts to dismantle violent extremists. obama promised a renewed effort to close the guantanamo bay detention center and he defended the use of drone strikes as the best option to limit civilian

casualties. >> dozens of highly skilled al qaeda commanders, trainers, bomb makers and operatives have been taken off the battlefield. plots have been disrupted that would have targeted international aviation, u.s. transit systems, european cities and our troops in afghanistan. >> meanwhile the senior republican of the senate intelligence committee says today's speech by the president sends the wrong message to prisoners at guantanamo. if they continue to harass the military staff tlshere, the u.s will give this and send them home. saxby chambliss says terrorists will view today's speech as a victory. let's get an update on that sinkhole in downtown d.c. richard jordan on the live desk. >> reporter: jim, we are hearing that terrific along 14th street, only the southbound lanes will be reopened at any moment now and district officials have said that they will try to get these

lanes cleared to accommodate that big rush of people heading southbound. however, the northbound lanes, they're going to stay shut down. again, 14th street between new york and pennsylvania avenues, you should be able to move southbound. the entire stretch of 14th street has been shut down since that 15-foot sinkhole opened up at f street earlier this week. f street remains blocked between 13th and 15th in both directions. it's only 14th street southbound between new york and pennsylvania avenues that is now open and we're expecting that repairs at the sinkhole will last well into the weekend, now only on those northbound lanes. at the live desk, i'm richard jordan, news4. right now leaders of the boy scouts of america are in a closed door conference deciding whether to drop their long-standing ban on gay scouts. >> about 1400 voting members are at a resort in suburban dallas casting their secret ballots. nbc news justice correspondent pete williams joins us now with

the implications of this vote. there's going to be controversy either way. no one is going to win in this, are they? >> reporter: well, i think as the boy scouts say themselves, there may be many people who personally don't like what the scouts come up with here because this is in essence a compromise. what the scouts originally proposed in january was to allow individual scouting units to decide whether to admit gay scouts. opponents didn't think that was the thing to do and proponents thought it didn't go far enough because it would allow individual units to continue to discriminate. so what the council is voting on now is in essence a hybrid. if it passes, it would allow the scouts -- it would lift the ban and allow scouts to bring in gay members as scouts, but continue to ban adults as scout leaders. that's what they're voting on. we should know the results in about an hour. >> pete, what about religious groups? some have threatened to walk away if this ban is lifted. a lot of troops over the years

have worked closely with churches. >> reporter: well, about 70% nationwide of scouting units are sponsored by churches. and many of them do oppose a change, especially the southern baptists. they're almost united in a change. but there are other churches that openly support it. interestingly the mormon church, which sponsors about a quarter of all scouting units nationwide has signalled that it would not oppose a change. so the churches in essence are literally and figuratively all over the map. >> all right, pete williams, thanks so much, pete. let's get the latest from doug who says there is now a tornado warning. doug? >> yeah, we're looking at that tornado warning in through frederick county as well as clark county in virginia. let's take you right along i-81. this is right around winchester, virginia. we're watching this storm very closely. here is this storm that we've been monitoring throughout the afternoon. severe thunderstorm warning and a tornado warning now until 5:30. you can see a very strong storm right around steven city in

virginia right along i-81. we'll actually track this for you. coming to lost corner in 13 minutes, boyce at 18 minutes and you can see this cone here, which does include those areas. so steven city, this is i-81 right here and 340 as it comes through clark county around berryville. berryville, you are also in that tornado warning. once again, that tornado warning until 5:30. this is a doppler-indicated tornado. we have not seen any confirmation of this on the ground. doppler radar is picking up rotation an spin in the atmosphere. but a tornado warning in effect until 5:30 with this severe thunderstorm making its way toward the north and east at about 15 miles an hour. once again let's track that to show you where this is going to be. coming through about 5:14 around the parkins mills area, berryville, as we said right there along route 7 coming up at 5:29. this is for frederick county,

virginia, and also clark county in virginia. heads up if you're in this area. if you're in this area right now, what to do. basement, lowest level or an interior room. that means most of the time a closet or a bathroom. also do not open the windows. if you're in that area right now, clark county, winchester or frederick county, don't even go to the windows, not a good idea. if you're in a mobile home, get out. get to the lowest floor of a nearby building if you can. if you don't have that, you can always find the nearest ditch. sometimes a ditch is the best place to be for a tornado warning. one more time back to graphics 22. but always stay in your car in this area if that is where you are. once again steven city making its way toward the north and east at 15 miles per hour. we'll continue to monitor this situation and we'll be right back after the break on this tornado and other storms in our area.

breaking news right now from storm team 4. these live pictures from our city cam. doug tracking some tornado warnings right now. exactly where are we talking about with this warning, doug? >> you see those live pictures. that's a rainbow that just came through a shower in southeast d.c. right now. that's not where we're looking at the strong storms but it does make for a pretty picture. there's a tornado warning off to the west. we'll go ahead and zoom in here. here's the district and back along 66, right around front royal just to the north, we're looking at this storm. we've been watching this storm over the past hour or two. it has a severe thunderstorm warning until 5:30 but now a tornado warning until 5:30 too. a doppler indicated tornado meaning at the national weather service we're looking at some kind of rotation in the upper levels with this storm that could indicate a possible tornado around that region. so this is right to the south of winchester. you can see a lot of lightning with this, right around the millwood area. on this track moving to the northeast at about 15 miles an

hour. we're looking atb berryville an gaylord. here's 340. again, 340 goes right through clark and then right into portions of west virginia. around millwood, that's going to continue too. so just south of winchester is where we're looking at this possible tornado. if you are here, let's go ahead and switch over to 29 once again because once again if you're in a tornado, if you're in this warning, one thing you want to do, you want to make sure you stay in the basement of the get to the lowest level of an interior room. never open the window, not a good idea. if you're in a mobile home, get out and get to the lowest level of a building. back to 22 and we'll show you a couple of other storms developing. in through montgomery county, another one. you just saw that shower from our city camera. here's this one in southeast d.c. making its way right around the nats park area. there's another severe thunderstorm warning that

includes northern frederick county and morgan county into berkeley county, west virginia for this storm. we have a line of storms developing. we'll continue to watch as these move through our region throughout the rest of the afternoon and into the evening. once again it's that big storm up to the north. in through frederick county, virginia, and clark county where we do have that tornado warning until 5:30. a lot of lightning associated with this. no confirmation of this on the ground just yet. this is doppler indicated. but we'll be watching this throughout the rest of the evening right here from the stormcenter. now, the next couple of days we'll see big changes. we talk about the fact that we have the storms tonight. those storms coming from a frontal boundary and that will lead us to what we're seeing across our region. i want to show you the seven-day forecast. veronica, i want to get the seven-day forecast up because what we're going to be seeing with the seven-day forecast is a big shift in our temperatures. we're in the 80s today. 82 degrees at the airport. over the next couple of days we're talking about much colder numbers moving in. we're seeing high temperatures tomorrow, some 15 to 20 degrees

colder. we'll be in the 60s with winds gusting 20 to 30 miles an hour throughout the day tomorrow, throughout the day on saturday too with those numbers only in the 60s. that's your memorial day weekend. right now sunday and monday looking pretty good but we'll continue to watch this storm right here. here's the seven-day forecast showing 65 on your friday, 69 on saturday and then better sunday and monday. if you're going to the beaches, take a jacket, it's going to be rather cold. 75 monday, 78 tuesday. next week highs back into the 80s. we'll continue to monitor this tornado warning until 5:30 this evening. >> all right, doug, thank you. as we have seen the thousands of people in mor, oklahoma, who have lost everything to monday's tornado, they're going to need help for months and months and even years to come. >> that's why news4 is teaming up tonight with the red cross to raise money for victims. storm team 4 meteorologist chuck bell joins us now from our phone bank with more on how you can help tonight. chuck? >> hey there indeed.

hey, guys, taking a look at that tornado warning once again. back towards clark county, frederick county, virginia, no longer in that but seeing some of these storms around gaithersburg and clarksburg starting to fire up now. but it's this storm in through clark county, virginia, making its way off towards the east around millwood. we'll show you just the warning. the warning includes millwood, around briggs. here's frogstown. right along the blue ridge here. heads up if you're just to the south of berryville. this tornado warning going until 5:30 tonight. we'll continue to keep you posted right here from the stormcenter. well, this is a sight redskins fans have been waiting for for months and months. >> rg3 working out with the team today. our birthday boy, dan hellie, here. how did he look? >> i think he looked great. i think he looked like we expected him to look because

most people probably expect him to be back on the field for that first game. four and a half months after that reconstructive knee surgery, we get a glimpse of robert griffin iii on the football field. still ahead of schedule and not too far away from returning to full speed. >> two phases left, explosive sprinting and cutting. the timetable for the running part, you know, i was running out there, obviously, but as far as the explosive sprinting, that's in the next couple of weeks. the cutting, couple weeks after that. those are the only things left. like i said, i am a little bit ahead, but, you know, larry and the skies are doing a great job holding me back but also letting me do some of the things i can do when you saw out there, throwing, playing and being able to run a little bit. >> much has been made about griffin's relationship with head coach mike shanahan, but according to the quarterback, any issues, if there were any at all, have been resolved. >> me and mike hashed everything out. it was a while after the season because i was in pensacola for a

month. so we hashed everything out, we talked, and we're moving forward from it. >> you kind of communicate. you get to know each other better and you talk about the things that you could have done differently, things that went poorly during the season, things that went well. overall we had a great conversation. >> obviously we need to move forward and continue to just let that bad taste that was in everybody's mouth just get out. move forward to the next year. the only thing that needed rye pair from last year is my knee, and that is repaired and i'm ready to go. >> griffin plans to be ready for the season opener but he says this process has been tough, especially immediately following the surgery. >> i woke back up and, you know, told everybody who was there in that room with me. and it was tough. i mean that's the easiest way to say it. yeah, i cried. real men cry, it doesn't matter, and i moved on. as soon as we finished our little cry festival, i put the data of the first week in my phone and that was my goal since then.

welcome back. we talked about that tornado warning until 5:30. the national weather service has allowed that tornado warning to drop for frederick county and also over towards clark county in virginia right along 340 here. still a very strong storm and there's a few others that have popped up, including this one right here just to the south of bluemont and a couple in through montgomery county. this is around clarksburg and this guy around the gaithersburg area. it's this storm we've been watching down to the south. coming right through 340 and right andersen. millwood, briggs, watch out for your area. once again, a strong thunderstorm making its way through your area. the severe thunderstorm warning has been dropped. there's still one in through west virginia and back towards morgan county. we'll continue to keep you posted right here.

we have some breaking news that's unfolding right now in bethesda. a construction worker is trapped underneath a section of parking garage that collapsed at westfield montgomery mall. he has life-threatening injuries. this accident killed another worker who was with him. engineers are making sure the garage is stable so they can move this huge slab of concrete and rescue the man. a medevac helicopter is standing by. doctors from shock trauma in baltimore helping this trapped victim. this garage was closed for renovations. we're learning more now about the man shot and killed in alexandria this week and about the sheriff's deputy accused of pulling the trigger. but why their confrontation turned deadly is still a mystery tonight. news4's pat collins live from us from the alexandria police headquarters with more on that, plus new reaction tonight from the city's mayor. pat? >> reporter: jim, this afternoon the parents of julian dawkins here at the alexandria police

headquarters to meet with detectives investigating their son's death. this as we learn new information about this unusual case. new today, the mother of julian dawkins said her son had a knife with him on the night he was shot, but she says it was folded up in his pants. >> they found it when he got to the hospital in his back pocket folded up. >> reporter: new today, sources say that off-duty sheriff's deputy who shot and killed julian dawkins moved into that lynhaven neighborhood about two months ago. he's been questioned and released, and the dawkins family is not happy about that. >> for him to be free, i feel like every kid out here in this neighborhood is not safe with him on the street. >> reporter: new today, alexandria mayor bill yule described this case as strange, and promised there will be no breaks for this sheriff's

deputy. i spoke to the mayor by phone. >> despite the fact that the alleged shooter was an off-duty aurrlington county deputy sheri, that will have nothing to do with the investigation. there's no special treatment here. >> reporter: the man who shot julian dawkins identified as 44-year-old craig patterson, an off-duty arlington county sheriff's deputy, seen here in a facebook picture. they say he stayed on the shooting scene and called police. he has not been charged. a makeshift shrine has grown up at the place where it happened. 22-year-old julian dawkins comes from a highly regarded alexandria family. his great uncle is a prominent judge in the city. they say there was a confrontation between julian dawkins and that sheriff's deputy. then they say the two men broke apart, went separate ways, but they say that sheriff's deputy,

he came back. listen to what this witness has to say. she asked not to be identified. >> the man ran down the street yelling "i'll be back, you best believe i'll be back." and then maybe about three, four minutes later, the next thing you know i heard one pop and i rush outside and i seen the young man laying in the people's yard. >> reporter: again, julian dawkins' parents met today with police working the case. what the parents had to say after that meeting, coming up at 6:00. live in alexandria, pat collins, news4. a plea deal may be in the works for a local man who was the fbi's most wanted fugitive. eric toth is a former d.c. teacher accused of making and possessing child pornography. during a hearing today prosecutors and the defense told the judge they are working on a possible plea agreement and another hearing is scheduled for next month. they caught up with him in

is the beginning of another chapter, i think. >> reporter: the sex abuse started when she was just 13 and lasted for years. in court today, kelly davis curran told the judge i loved rick curl. he was my hero. but i lost chances to swim in the olympics, developed eating disorders and became an alcoholic as a result of the years of abuse. her ex-swim coach, rick curl, faced her in court saying i am profoundly sorry. what i have done to you and your family, i feel awful about my behavior. the prosecutor said curl needs to go to jail. in handing down the seven-year sentence, the judge said to curl, i do believe you have tried to redeem yourself, but i don't think it's appropriate for the court to overlook or forget or forgive all the damage you caused. kelly curran now wants a congressional investigation of usa swimming. >> there are people that knew about this abuse, and people that in usa swimming, positions

virginia beach. there are plenty of people already here waiting for you at the beach. if you're going to be taking a trip here over the long holiday weekend, the toughest part of your trip, as you probably know, is going to be i-95. the standard trip from the d.c. area to virginia beach, 95 south to 64 east to 264 east and follow on in. got all that? some wrote the directions on paper, but still got lost. >> we wanted the experience of going old school with written directions. didn't work, no. >> reporter: well, for those of you who are paying attention, it's about 200 miles. as anyone who comes here often knows, the 95 part of it can be real tough. >> do i have to sum it up? >> yes. >> a lot of traffic. >> reporter: and with the massive 95 express lanes project happening which seemingly never stops, things could get even more intense on 95. now, vdot says it will lift all construction activity starting at noon friday and the work won't pick back up until after the morning rush tuesday. but the advice, even without the

tomorrow or saturday, bring the jacks, bring the sweaters. it's going to be a fairly chilly weekend. first storm team 4 radar showing where these storms are right now and they're starting to increase in coverage and intensity across portions of the area. this is the strongest storm way up in towards morgan county west virginia. that storm making its way to the north and east. but these storms also quite strong in through clark county. here's this one in loudoun county. would not be surprised to see a severe thunderstorm warning for most of loudoun county, this is around the bluemont region. a lot of lightning and some hail with this storm too as this is all moving off toward the north and east at 15 to 20 miles an hour right along route 7. along that same trending over towards montgomery county, gaithersburg, montgomeryville, damascus, look at the heavy rain in and around the clarksburg, urbana area. you're going to continue to see that moving through your region. you're going to get very west. laytonsville, you've got this

area of rain and then this area of rain making its way up toward you. around the district and around the beltway, we've seen a couple of showers around south laurel. back towards the west around the american legion bridge, some of that rain. that's on the lighter side. another shower on 123 on this track. this one is moving right up i-95, so north springfield about 5:56, 5:59 and bailey's crossroads at 6:59 tonight. if you're heading out and about, you're going to need the umbrellas most likely. not only is there rain right now but more back to the west. let's talk about the next couple of days. once again, tomorrow much cooler. we'll see a high of 65, but then temperatures could be dropping in the afternoon. maybe even a shower early in the morning tomorrow. temperatures tomorrow will be on the cool side with 20 to 30-mile-an-hour winds, tomorrow will be cold. 69 on your saturday, still rather breezy. saturday will be chilly,

especially around the beaches. 74 on sunday. sunday and monday we start to see really nice weather come in with plenty of sunshine both days into the mid-70s and we'll be on a warmup in the middle of next week. temperatures into the mid-80s on wednesday and on thursday. once again, we'll show you that radar. strongest storm in loudoun county and over towards montgomery county. if you're in these areas, watch out, they continue to make their way to the northeast at 15 to 20-mile-an-hour clip. so when you pay for premium at the gas pump, are you getting the grade? new maryland data out tonight, and a study shows just how dangerous it can be when infants sleep with their parents. plus twitter introduces a new way to protect your account. liz crenshaw joins us now with these stories and more. >> jim and wendy, we'll start with good news for drivers in maryland this holiday weekend. the comptroller's office has been out testing gasoline to make sure consumers are getting the grade they pay for at the pump. so far it's tested about 80% of

the gas stations in the state. comptroller says a sluggish economy means no one can afford to be ripped off at the pump. >> now, in order to make sure that everybody gets what they're paying for, we're out here doing testing. we tested 11,000 samples last fiscal year, and thanks to that testing, there's less than 1% violations. >> reporter: the comp troller says violations have gone down significantly. just a few years ago about 10% of gas samples were not up to the quality they claimed to be. the comptroller tests about 50 samples a day. now on to alarming news for parents. a new study out of the united kingdom says infants who sleep in the same bed as their parents, are five times more likely to die suddenly from sudden infant death syndrome or sids than those who sleep in a separate crib. the study looked at babies under three months old who were thought to be a low risk for

sids. the best way to keep your baby safe at bedtime, according to the american academy of pediatrics, put the baby on his or her back on a firm mattress with a fitted sheet in his or her crib, free of blankets, crib bumpers or stuffed animals. after a series of high-profile twitter hacks, the company is introducing a new feature to prevent that. they call it log-in verification. after you sign in using your password, twitter will send a code to your cell phone. you will use that code to then access your account. only your phone will have the code, making it harder for would be hackers to break in. if you want to use this new twitter verification system, go to the settings on your twitter page and simply check the box that says account security. so trying to keep those twitter feeds a little safer. >> thank you, liz. a local school with a special connection to some of the oklahoma tornado victims. students in northern virginia

chaos and confusion the moments after that massive tornado hit oklahoma, slamming into briarwood, elementary. many students crying, others in shock and some students and teachers in our area saw that video and decided to do something. >> our northern virginia bureau

chief, julie carey, explains the bond they feel with that school and how they're hoping to make a big difference. >> reporter: the scenes of devastation left by the tornado in oklahoma captured the nation's attention and sympathies, but the destruction of the moore school district's briarwood elementary really struck a cord here, at briar woods high school in ashburn. brook was watching the news monday night when it hit her. >> i just knew at that moment it was like fate that i go to briar woods, they just mention briarwood. like i have to help that school. that's just when i knew that it was meant to be. >> reporter: after talking to her mom, brooke headed straight to the principal's office the next morning with these jars to ask his permission to start fund-raising, before school, at lunch, out in the neighborhood. the donations are pouring in. >> thank you. >> reporter: the senior just dropped off $5. >> briarwood, briar woods. even though they're an elementary school, you still have that bond. >> reporter: this teacher's

third grade daughter cleared out her piggy bank. >> i asked her if she really wanted to give all her money and she did. she was really happy to give everything away. >> reporter: brooke did some quick thinking tuesday night when there was a soccer game and softball game. she hit up all the spectators in the stands and collected a quick $400. brooke's friends have also jumped in to help. >> it looks like an awful thing to live through. you know, it's going to take a lot to repair it. if we can even help just the tiniest bit, that would be great. >> reporter: brooke's mom has spread the word on facebook and she made initial contact with the summit's office in moore, oklahoma. >> the plan is to donate every single penny directly to briarwood elementary and not just to the relief effort. i know brooke's hope is to build a new playground for that elementary school or stock their library with books. so it would be briar woods to briarwood. >> reporter: they plan to wrap up the fund drive on may 31st.
