through loudoun county, some very strong storms right now. no severe thunderstorm warnings but i wouldn't be surprised any minute to see one of these go severe, especially right around damascus, this is just to the south and east of mt. airy. and then down towards gaithersburg, very heavy rain around gaithersburg, over towards montgomery village and follow that back toward the west and we're looking at the bluemont area. right along route 7 along 287, some very strong storms with this. this is the storm that did have the tornado warning associated with it earlier combining with another storm. so we're no longer talking about tornado threat here, at least for this storm, but we are talking about a lot of wind, a lot of very heavy rain and lightning too. as we move to the east right around poolsville, around 28 up towards barnsville and over towards gaithersburg, as i mentioned, laytonsville seeing some of that heavy rain. look at all of the lightning strikes. in northern portions of montgomery county just to the

south of mt. aerie. this storm means business. they're only moving at 15 miles per hour so we'll continue to watch those. another storm just down to the south through southern fairfax county, that one around ft. belvoir. that's round one. i want to show you this line right here. see this line coming through the mountains of west virginia and maryland? that line we expect to make its way our way and increase and move to the south and then move through the washington, d.c., metro area around 8:00, 9:00, 10:00 tonight. we could see more strong to severe storms with that. anything we see we'll give to you first right here on nbc4. >> thanks, doug. now might be a good time to download the free storm team 4 weather app. we invite you to search nbc washington, weather. we continue to follow breaking news in bethesda tonight. one worker died when a parking garage under construction at montgomery mall collapsed. rescue crews are trying to reach another worker who is trapped. the garage was next to the food court and macy's. there are traffic problems around the mall. westlake drive is closed off.

we have team coverage on all this tonight. we begin with news4's mark segraves. mark? >> reporter: doreen, we are just getting word now, i think you can probably hear the ambulance in the background, we're just getting word now that that lone survivor who was trapped has been freed and he is being rushed to a hospital. we believe that he's in this ambulance that you're seeing leaving right now here from the scene. so now this situation here turns from a rescue operation, now the work will turn to keeping this structure safe. it all started just after 1:00 this afternoon in the parking garage behind montgomery mall right here next to the macy's department store. when firefighters arrived on the scene, they found two men trapped underneath more than 50,000 pounds of rubble and debris. >> we're developing a plan to stabilize the collapsed area first in order to make it safe for the rescue to take place. >> reporter: a shock trauma team was blown in by helicopter. they have been treating the one surviving victim on the scene while firefighters try to free

him. the garage was being renovated so there were no cars or customers inside the parking structure at the time of the collapse. about a 40-foot long section of the garage platform came down on top of the workers. it's not known what caused that collapse. now we're being told that that ambulance will be taking that worker to a nearby helicopter that will transport him to a hospital. now back here at the scene, we do know all the other construction workers on this scene are accounted for. we did see a few of them being treated on the scene for minor injuries. now, what will happen here now? you can see this large tractor-trailer has been brought in with all that lumber. that will be used to help shore up this structure to make it stable. and then tomorrow montgomery county police will begin their investigation to see just what happened here. remember, this area around montgomery mall, if you're coming into this area, you're going to have really bad traffic.

westlake drive is closed and democracy boulevard is jammed up. we are told the mall continues to remain open and that inside there really has been not much of an impact. reporting live from montgomery mall, mark segraves, news4. >> thank you, mark. our coverage continues now. tom sherwood today talked with shoppers who were inside the food court when all this went down. tom? >> reporter: jim, let me show you the scene here first. normally behind me is where people park and go into the mall. but over here, this area is now filled with emergency vehicles and the news media where there's a briefing going on right now behind me. we talked with some of the shoppers that were here when this incident occurred. >> i stopped because i wasn't sure what it was. i didn't know did i bomb go off? and i had parked right there, where now it's blocked off. it makes you wonder there's that saying where you never know what's going to happen the next minute. it's really true. i'm just happy that i was out. >> i was grabbing something to eat over at five guys. i heard all the sirens, i came

over here and news helicopters, medevac and i heard somebody say they heard a loud crash, metal on metal, something like that. i talked to a construction worker early on who was standing out there, hispanic gentleman, and he -- i said do you know how many people hurt? he said one person is dead and somebody else is trapped or something. >> reporter: now, again, the mall remains open inside but people are being asked to stay away from the side where the macy's parking lot is because of the all the activity here. reporting live, tom sherwood, news4. >> thanks, tom. we invite you to stay with news4 and nbc washington for continuing coverage of the garage collapse at montgomery mall. you can get updates on facebook and on twitter as well. we're following a developing story that affects boy scouts nationwide. in just a few minutes, we're expecting to hear a decision on whether the boy scouts of america will allow openly gay scouts in the organization. richard jordan is following the developments from our live desk. richard? >> doreen, the more than 1400

votes are all anonymous and this decision will determine whether openly gay scouts can join the boy scouts. it's all unfold at the convention center in grapevine, texas. that is where the vote just took place. we're waiting for the results of that vote. the vote will not affect scout leaders. those in favor of allowing gay members say the scouts should not exclude anyone, that's not the scout way. but those against say allowing gay members would lead to a safety issue for other members. then of course there are the financial implications of the most of the contributions to the boy scouts come from faith-based organizations and religious institutions. right now those secret ballots are likely being tallied. the results are expected to become public soon. we'll stay on top of it here from the live desk. >> richard, thank you. president obama said today the u.s. must narrow its focus in the war on terror and to do otherwise, he said, will harm the nation. critics did not wait long to

call the president's idea the wrong move at the wrong time. steve handelsman is on capitol hill with the president's plan and the reaction to it. >> hi, jim, thanks, good evening. president obama himself won't use the term global war on terror. in part, top aides said today, because he sees terrorism as a tactic and not an ideology. and in part, they say, because he thinks war no longer describes what the president believes americans need to protect us from islamic extremism. president obama said the terrorist threat has changed and our fight against it ought to be scaled back. >> a perpetual war through drones or deployments or troop deployments will be self-defeating. this war, like all wars, must end. >> reporter: another 9/11, he said, looks less likely, even though terrorists are still active. >> if dealt with smartly and proportionally, these threats

need not rise to the level that we saw on the eve of 9/11. >> reporter: with bin laden dead, al qaeda decimated in pakistan and weakened in yemen by u.s. drone attacks, president obama laid out new guidelines. drone strikes to be used only to prevent attacks, and only with near certainty that no civilians will be killed. but he won't stop using droughns. >> the results would be more u.s. deaths, more blackhawks down, more confrontations with local populations. >> reporter: homegrown islamic terror, suspected in boston, is the growing threat. >> the best way to prevent violent extremism inspired by violent jihadists is to work with the muslim american community which has consistently rejected terrorism. >> reporter: the president is sending more inmates back to their home countries from the u.s. terror prison in guantanamo, cuba. agreeing in part with a protester who disrupted him at national defense university.

mr. obama pushed again to close gitmo, a move some republicans support, but they're upset by the president scaling back the war on terror. >> to somehow argue that al qaeda is, quote, on the run comes from a degree of unreality that to me is really incredible. >> reporter: but scaling back the war is the new policy of the commander in chief. now it's the latest controversy. part of the political war that rages in our town constantly. i'm steve handelsman, news4. tonight a 2-year-old boy is in critical condition and a suitland man is behind bars charged with attempted murder. police arrested clifton bernard yesterday. bernard was dating the child's mother. police say he admitted hitting the boy while watching him. the boy has several injuries, including head trauma. a carjacking in prince george's county ended with the suspects plowing into this d.c. school bus in southeast d.c. it happened about 7:30 this

morning. two armed suspects carjacked a mercedes on seaton way in district heights. when police tried to stop them, they drove into d.c. and crashed into the bus on ridge road. 17-year-old malik wilkins of northeast d.c. was arrested and charged as an adult. police just released this photo of him. they're still looking for another suspect. two adults and two children on the bus at the time are all okay. we are keeping a close eye on the radar for a potentially dangerous storm. doug has his full forecast coming up. robert griffin iii back on the field. hear from him later in sports. survivors in oklahoma hit with another punch of bad weather. plus we're taking your donations to help the victims of the oklahoma tornado. we'll have

openly gay wendy rieger with more. >> reporter: the boy scouts have just voted and lifted the ban on gay members. it passed by 60% of the vote. those in favor of allowing gay members say the scouts should not be excluding anyone, that's not the scout way, but they still will not allow gay scout leaders. again, 60% of the vote, it did pass. the ban has been lifted. there will be a news conference tonight coming up at 7:00. back to you. now we go to doug kammerer in the weather center with the latest on the storms out there. doug? >> yeah, guys. we're still watching very strong storms, nothing severe. we have not seen a severe thunderstorm warning but very heavy downpours. a lot of lightning back through northern loudoun county and even a few in fairfax and prince william moving right up i-95. they'll head right into the district here soon.

one of the strongest storms is in western loudoun county just to the west of leesburg. you see this other one in through montgomery and howard county. we'll do a couple of zooms for you and take you towards the bluemont area and this is right along -- just to the west of leesburg right along 287 back towards hillsboro. notice all the lightning. any time you see reds and oranges, that is fairly heavy downpours. you'll continue to see this as it moves toward the north. across the river, barnsville, clarksburg, down around poolsville, this storm right here has been intensifying as it moves up to the north. you can see these are numerous lightning strikes within the last ten minutes we've seen those. over towards laytonsville and seeing these storms making their way to the north and east. the strongest portion of this storm is well into howard county but still in through this area. this is right around the boot jack area and will continue to bring down very heavy downpours. just south of d.c., not too strong here. we have a couple of downpours right along i-95.

this one is right around springfield and the mousetrap down towards woodbridge also seeing this storm. as i mentioned, this is just round one of what we're seeing this evening. see this line, boom, just really develop along the mountains and in towards west virginia and maryland. now a new severe thunderstorm warning with this just popped up. you saw that just pop up. amelia, you can click that button for me and make sure that warning gets off of there. allegheny county and back towards morgan county in west virginia. this line continues to trek down towards the south so i expect to see more thunderstorm warnings the rest of the evening. take a look at future weather. here we are around 6:00. watch what happens later this evening. we get a couple of strong thunderstorms in here around 8:00, but then we watch that line form around 10:00. back towards frederick, back towards gaithersburg and leesburg once again, so the same areas getting it now, you may get it again later. that same line down to the south

moves through the district right around 11:00, could see strong storms there before they start to fizzle out. behind that we have got big changes and of course tomorrow starts the memorial day weekend for most of us. tomorrow we're just starting off with cloud cover but we'll take you hour by hour. 65 degrees at 5:00 a.m. and then the numbers start to drop. 64 at 8:00, 62 at 11:00. not just 62 degrees but 62 and windy. it's going to feel more like 55, 56 tomorrow. 60 degrees by 3:00 in the afternoon, rather chilly. winds gusting upwards of 20 to 30 miles an hour. tomorrow will be a very chilly day. you wore the shorts today, you will need the coats, at least the jackets during the day tomorrow. 65 tomorrow, 69 on saturday, rather breezy on saturday. still talking about those winds gusting 20 to 30 miles an hour. 74, though, on sunday. sunday and monday looking really, really nice. if you're heading down towards the beaches or back toward the mountains, friday and saturday you'll need the jackets.

sunday and monday much better temperatures, still a little below average but not that bad. was we move through next week, temperatures warm back up wednesday and thursday. so not all bad for the weekend. just know wherever you're going this weekend, make sure you take that jacket. taking a look at the radar, still seeing stronger storms moving in through loudoun county. these will be right across the river in through frederick county over the next couple of hours. a lot of lightning associated with these storms. no warnings in our immediate area at this time. we'll continue to keep you posted right here from stormcenter 4. in moore, oklahoma, today students and teachers reunited at the plaza towers elementary school for the first time since monday's deadly tornado. their reunion came as the tragic situation in that region became more difficult because of more rough weather. jay gray reports. >> reporter: this time it was the driving rains that brushed across central oklahoma. >> showers and thunderstorms still moving over the same areas again and again. this includes moore. >> reporter: flash floods.

>> mother nature, it's a 1-2 punch. >> reporter: another shot to the gut for an area already staggered by the violent upper cut delivered late monday. >> this poor place, the rain -- first you've got the tornado and everything is getting rained on. >> reporter: making things more difficult, if that's even possible, as the cleanup and recovery continues here. >> there are a lot of people that are still suffering and will continue to face lots of challenges moving forward. >> reporter: still, many can't help but look back. these images from the storm are perhaps the best lk at the sheer power of the ef-5 tornado. charles gaffert captured the intensity from the door of his storm cellar as the twister ripped through his neighborhood. >> this whole monster just comes sliding by, and i ended up getting the whole thing. my jaw was just dropped. it was pieces of houses flying above your eyes. it's undescribable.

>> reporter: even in a safe shelter, he could feel the power of the funnel. >> a rumbling in the ground that just turns your stomach. >> reporter: but the most sickening feeling here is for the lost. the first of 24 funerals was today. 9-year-old antonia was laid to rest. first responders found the third grader in the rubble at plaza towers elementary. she was hugging her very best friend, emily, who will be buried later this week. a sobering reminder that all of this debris and damage is really nothing compared to what two dozen families have lost here. in moore, oklahoma, jay gray, news4. the red cross needs your help and that's why news4 has teamed up with the agency for tornado relief. 91 cents of every dollar donated goes to support victims of that disaster. volunteers are taking calls until 7:00 tonight. meteorologist chuck bell joins us now from the phone bank. chuck, how's it going up there? >> jim, things are going very

them. >> reporter: this is what's waiting for you in virginia beach. the surf, the sand, the sun, all here. but this is what's probably waiting for you before you get here. virginia beach is about 200 miles away from downtown d.c. the standard route, 95 south to 64 east to 264 east and follow on in. anyone who's been here regularly knows that the 200 miles to the beach can be tough. >> you're only going about 15 miles an hour and sometimes you come to a dead stop. >> reporter: with the massive 95 express lanes project happening, which seemingly never stops, things could get even more intense on 95. now, vdot says it will lift all construction activity starting at noon friday, and the work won't pick back up until after the morning rush tuesday. eugena is from northern virginia. she got here early and has been here all week. >> and when you pulled into virginia beach on saturday. >> yes. >> what was that like? >> happy.

over with the creeks and streams there. so a flash flood warning in effect for the rest of the evening. the potential is there for flooding. never drive across flooded roadways. turn around, don't drown. we'll continue to watch this storm as it continues to make its way across the north and east. we'll continue to watch these storms. right now storm team 4 will continue to keep you covered. there is new fallout tonight in the irs tea party targeting scandal. wendy reagor is at the live desk with an update. >> reporter: lois lerner who pleaded the fifth, refusing to answer questions from lawmakers, she's now on administrative leave and the agency just named her replacement. lerner had been in charge of the irs division that had singled out those conservative groups who were seeking tax-exempt status. lawmakers on both sides of the aisle have been calling for her to be fired after yesterday's hearing when she defiantly stated she did nothing wrong.

the irs says that one of its deputy directors will be replacing lerner in the interim. still no word on if or when lawmakers will call her back to testify again in a scandal that has rocked the obama administration in the recent weeks. at the live desk, i'm wendy rieger, back to you. a local coach is going to prison for sexually abusing one of his swimmers, and today he apologized to her in court. a few hours ago, a judge sentenced rick curl to seven years in prison. a swimmer, kelly curran, says curl abused her for five years beginning when she was 13 years old. that abuse happened about 30 years ago. today in court, curl told his former student that he feels awful, he wrote, about his behavior. curran now wants a congressional investigation of usa swimming. >> there are people that knew about this abuse, and people that are in usa swimming, positions of authority right now, and that -- those people

need to be held accountable for the fact that they knew and did nothing. >> a judge also ordered rick curl to get treatment for being a sex offender. he is no longer coaching. a woman from quantico, virginia, will spend eight years in prison for shaking a 9-month-old baby to death. that's a much lighter sentence than prosecutors had wanted. amy hunter learned her fate in u.s. district court thursday. earlier this year she pleaded guilty to second-degree murder for the death of chelsea peterson. hunter ran a day care on the marine base in quantico. court documents say the baby died from violent shaking. doctors said it was like somebody had hit her in the head with a baseball bat. hunter's public defender said she was sleep deprived and depressed at the time. a plea deal may be in the works right now for the local man who was once one of the fbi's most wanted fugitives, eric toth is a former d.c. teacher accused of making and possessing child pornography. during a hearing today,

prosecutors and the defense told the judge they're working on a possible plea agreement. another hearing is scheduled for next month. authorities arrested toth in nicaragua last month after five years on the run. he taught third grade on the grounds of the washington national cathedral. there could be some answers tonight for the family of a man who was shot and killed by a sheriff's deputy this week. the victim's parents met with police in alexandria late this afternoon. pat collins now with more on that meeting and new reaction from the mayor of alexandria. >> reporter: the parents of julian dawkins at the alexandria police headquarters today to meet with detectives working the case. they say they're looking for justice for julian. 22-year-old julian dawkins, shot and killed around 12:45 wednesday morning by an off-duty arlington sheriff's deputy. after the meeting with police, i talked to curtis dawkins, the victim's father. >> at this point in time, you

know, the detectives are doing their job and we're more than satisfied with the outcome of speaking with the detectives and we need to let professionals do their job. >> reporter: the man who shot julian dawkins, identified as 44-year-old craig patterson. an off-duty arlington county sheriff's deputy, seen here in a facebook picture. they say he stayed on the shooting scene and called police. he has not been charged. the shooting came after a confrontation between the two men at a place they call the rock park. after an exchange of words, they say the two men walked away, but they say that sheriff's deputy came back, and a short time later a shot was fired and julian dawkins, he ended up dead. today alexandria mayor bill eulle described the case as strange. he said the sheriff's deputy won't get any breaks. i spoke to the mayor by phone.

>> despite the fact that the alleged shooter was an off-duty arlington county deputy sheriff has nothing -- will have nothing to do with the investigation. there's no special treatment here. >> reporter: tonight this plea from the dawkins' family. they say they want anyone who has any information about their son's death to come forward. to come forward so the family can get the answers that they're looking for. in alexandria, pat collins, news4. let's go back now to wendy rieger at the live desk. she has an update on the worker rescued from that montgomery mall parking collapse. >> he's out. they have freed him. take a look at this picture. nbc4's david culver was on the scene and was able to get this picture of this worker as he was freed. for four hours he was trapped under a slab of concrete when that garage they were working on renovating collapsed, killing

his fellow worker. he is giving the thumbs up. baltimore shock trauma's medevac helicopter and doctors have been on the scene all afternoon just waiting to start treating this man as soon as they got out. there he is, he's out giving a thumbs up. we do not know his name or the name of the worker who was killed in this, when this concrete collapsed, massive slab collapsed in this garage that was under renovation. we'll be updating you on his condition as we ge it later tonight on news4. back to you. >> thank you, wendy. tonight, a tribute for a local high school student at the graduation that he never got to attend. markell williams was shot and killed while walking to school back in september. today his mother accepted his diploma. prince george county bureau chief tracee wilkins was there today, as his classmates celebrated his life. >> reporter: today there was celebration for central high

school's graduating class of 2013. the beginning of their school year was marked by tragedy after fellow classmate markell ross, an honor student, was shot and killed during an attempted robbery on his way to school. >> it was very tragic and it brought us down a little bit, but we were able to rise up and get better and do better. >> we still had to walk down that same step that he was killed on every day. it was really shocking but everybody persevered and everybody made it to the graduation that we're at right now. >> please join me in a moment of silence for markell ross. >> reporter: at today's graduation there was a moment of silence in ross's honor and his mother sat on the stage and was given what would have been her son's diploma. >> he's a part of 2013 as any of us, so he definitely deserved the diploma. >> reporter: the men accused of ross's murder are in jail awaiting trial. they weren't much older than the students here today. these students are looking forward to a bright future. >> i declare this class of 2013

hello, everybody. storm team 4 chief meteorologist doug kammerer. we're watching this line of storms. more than in addition, this is just one huge rain producer right now. flash flood warning until 9:30 tonight. but look at these storms in through loudoun county too. very heavy storms just south of leesburg. this is right along 15. another big storm that's moving to the north and east at about 20 to 30 miles an hour just south of frederick. this one has a ton of lightning on this track that will be near ballinger creek. also notice and damascus, you've already got heavy rain but then you're going to get enhancement from that storm as it moves on through. another line of storms coming right through front royal, in

through 66. this will continue in through portions of northern faulkier county and also down through southern loudoun and faulkier, so we've got a lot of storms out there. once again we're not done quite yet. we're going see those storms moving to the north and east around poolsville and barnsville. very heavy rain around those areas and that's going to continue through the rest of the evening hours. the big change here, we're going to see the storms tonight but tomorrow a huge change. temperatures down to 65 degrees. nearly 20 degrees cooler than where they have been the last couple of days. 69 on your saturday, breezy and cool. the start of memorial day weekend. but sunday and monday looking pretty good. if you're going anywhere this weekend, take a jacket. you'll be able to put it away as you start next week. by the end of next week we're back to the mid-80s. >> thanks, doug. i've got to say this. from watching these pictures of rg3 all day out at training camp, do you know how much i would give, do you know what all i would give if i could just look like that one more time.

the next two in baltimore. speaking of the o's, they're in toronto tonight and it's the major league debut of 22-year-old kevin gossman, baltimore's highly touted pitching prospect. he was picked fourth overall last year. he's 2-4 but has a 3.11 e.r.a. and the kid is a stud. he struck out 49 batters and given up just five walks this year. after a whirlwind season, his major league debut has finally arrived. >> obviously it's going to be really exciting. you know, i'm trying not to think about it too much and just go out there and keep doing what i've been doing, throwing strikes, and just trying to pitch my game. i called my dad and he didn't answer, of course, so i called my mom and my dad told me he thinks she almost about fainted. so it was pretty -- it was pretty exciting and kind of emotional for my mom. so it was definitely something i'll never forget. >> baby face. hey, take a look at his locker

today. you know what those are? it's not golf balls, it's powdered doughnuts. in college at lsu he would eat one mini doughnut before his first pitch and four between each inning. but a nutritionist said it wasn't a good idea. his new orioles teammates not aware he no longer eats powdered doughnuts so somebody will have a lot of extra doughnuts this their locker. talking hoops now, don't doubt lebron. don't you know yet? michael jordan did a few months ago saying the way to stop lebron was to force him to go left. last night a perfect example why michael jordan is not nearly as good as a talent evaluator. indiana's paul george appeared to be the hero in this one. time winding down in the fourth, pacers down by three, they give it to george. the tough three over lebron, hits it and they're going to overtime. then in o.t., check out the crowd. watching as george hits three free throws to give the pacers a one-point lead.

we want to share some new video that's coming into our newsroom. the worker rescued from the parking garage collapse at montgomery mall gave a thumbs up as he was wheeled away from the

scene. one worker died in the collapse. a 50,000-pound slab of concrete fell into that garage this afternoon. it was under construction. no mall customers were inside the parking garage at the time. we'll have more on this tonight on news4 at 11:00. final check from doug. where are those storms, man? >> right now still in loudoun county, montgomery county. this is a fairly dangerous situation. once again a flash flood warning in through northern montgomery county until 9:30 tonight. that also includes portions of howard county. 1 to 2 inches, maybe another 1 to 2 inches as this is really not going anywhere. loudoun county also seeing a lot of heavy rain. look back to the west. this is what i'm worried about here, this line here. there are a couple of severe thunderstorm warnings to the west. but this line will make its way our way and intersect with this area. with that we'll see more showers and thunderstorms, very heavy rain and more warnings. stay right here with storm team 4. we'll continue to keep you covered. charles ramsey, he's the guy who helped three kidnappedomen escape from a house in cleveland back on may 6th.

he will never buy a burger in his hometown again. ramsey told reporters he was eating a big mac when he heard one of the women call for help. he said he put down his mcdonald's big mac and helped the women break out of that house. ramsey works as a dishwasher at a restaurant in cleveland. that restaurant named a burger in his honor, but other restaurants in the city decided a bigger tribute was in order. they created something called the chuck card. ramsey can use that card just about anywhere for a free burger. one restaurant notably missing from the list is mcdonald's. after the rescue, officials from that fast food chain sent a tweet. they said they would be in touch with charles ramsey. we're waiting to hear what comes of that. we'll let you know. charles ramsey will probably let us
