in sex assaults. 67% of people say they have a lot of confidence in the military. that's down nine points from a year ago. 27% say they have some confidence. there's a house subcommittee now taking up legislation in the wake of the sex assault crisis. the armed services committee will debate a bill today that would strip military commanders of their authority to overturn convictions in rape and assault cases. yesterday senators grilled military leaders for not doing more to crack down on assaults among service members. also new this morning, a gaithersburg family is looking for a place to stay after a fire ripped through their apartment. montgomery county firefighters say it sparked just after 11:00 last night on quince orchard boulevard. there are no injuries reported. investigators believe the fire

may have started in a dryer. councilwoman hosting a meeting on taxi cab safety, this comes after more than 100 complaints against passengers on drivers or drivers on passengers. the hearing comes on the heels of a tax driver's murder. 57-year-old solomon okoroh was shot and killed yesterday morning along ontario road in adams morgan. d.c. police have two suspects in custody. ercell overton, charged with murder. 24-year-old joshua king was taken into custody on an unrelated probation violation. more charges could be brought against king. 6:03 now. later today a candlelight vigil will be held for the arlington high school student killed in a skateboarding stunt. 18-year-old john malvar was doing a stunt called skiching. you can see in this youtube video, that's when you hold onto the side of a car while riding your skateboard. he was on his board while his 17-year-old friend drove a pickup truck. he lost control on south

for mcdonald's daughter's wedding as well. the fbi is investigating his relationship with the governor's family. today senate democrats and college students from across the country will rally outside the capitol. they're protesting the upcoming student loan hikes. right now rates are set to double to 6.8% on july 1st if congress doesn't take action. last month the republican-led house passed a bill that would allow the interest rates to vary annually but the white house has promised to veto that measure. breaking news. a second smoldering power cable was found in the russian system. that brings one line to a complete halt there. more than 5,000 had to be evacuated earlier this morning when a similar power cable ignited in a tunnel near red square. 45 people were hurt there. seven hospitalized now, suffering from smoke inhalation in that fire. trains started running for a short time before the second cable was found. now service again on hold. the subway system there, it can carry up to 7 million people a day. it's considered one of the most

call 1-800-progressive. welcome back. at 6:15, new this morning, we're trying to get reaction from the white house after the first lady was heckled during a private fund-raiser. michelle obama was speaking to 200 supporters of gay rights at the home of a lesbian couple when a protested interrupted, demanding the president issue order. the first lady reportedly went over to the woman and said she could, quote, listen to me or you can take the mike, but i'm leaving. you all decide. you have one choice. the others attending encouraged her to stay and the heckler was escorted out. take a look at this video from turkey. protesters threw fire works at police officers in istanbul, they did that after the police

threw water cannons and tear gas to break up a protest. police arrested 25 people. the country's deputy prime minister is expected to meet with environment at leaders today. a military judge could decide today whether to delay the trial of the ft. hood shooting suspect. major nadal hassan asked for a three-month delay saying he needs more time to prepare his defense strategy. he could get the death penalty if he's convicted. today a funeral service will be held for a new jersey senator frank lautenberg at park avenue synagogue in new york. vice president joe biden and former secretary of state hillary clinton will be among those who deliver eulogies. after the funeral lautenberg's casket will lie to the u.s. capitol where it will lie in repose and be buried at arlington national cemetery friday. 6:17 now. new jersey governor chris christie says he wants a special

election in october to fill lautenberg's senate seat. it will happen three weeks before the general election in november. christie is running for re-election at the time and he says the law, not politics, determine the special election being on a different date from the general election. it costs the state of new jersey about $12 million to hold an election. christie may be a republican, but some new poll numbers out say he has wide appeal. take a look at the results of the latest nbc news/"wall street journal" poll. 40% of republicans surveyed say they see new jersey governor in a positive light. 43% of democrats say the same thing. so do 41% of independents. today a houston community will mourn the loss of four firefighters killed in the line of duty. thousands are expected to attend the public memorial at reliant stadium for the firefighters who died while battling a fire at a hotel last friday. part of the building collapsed, killing them and injuring more than a dozen others. the cause of that fire remains under investigation. a developing story right

now. parts of the midwest dealing with major flooding problems. take a look at west alton, missouri, near st. louis. residents there packed up and got out of town. the mississippi river breached a nearby levee. it is mostly farmland that's flooded right now but police urged a lot of people to leave their homes just to be safe. this morning firefighters say they're gaining the upper hand on a massive fire in california. the powerhouse fire right now, that wildfire is about 65% contained. so far it has scorched more than 32,000 acres in southern california. the wildfire is threatening hundreds of homes and businesses as well. firefighters say they hope to have it fully contained by this weekend. the latest tornado outbreak in oklahoma killed 19 people. friday's storms also created the widest tornado ever recorded. the national weather service says the twister in el reno was 2.6 miles wide. the winds topped 295 miles per hour, making it an ef-5 tornado, the highest rating.

welcome back. 6:24. heads up before you get into the office this morning. a new study says reading your work e-mails could be making you sick. according to researchers at england's, reading work e-mail causes your blood pressure and heart rate to soar. 92% of employees reportedly become stressed when they receive and read an e-mail in the workplace. the most stressful messages are those which require an immediate response. >> didn't need a study for that one, i'll tell you that. southwest airlines is defending the flight crew that kicked a group of high school students and their chaperones off a plane. they were waiting to take off

from new york's laguardia airport and head to atlanta. southwest says workers repeatedly asked the group to sit down and put their cell phones away. when they didn't comply, the crew told the group to get off the plane for safety reasons. southwest put the students on another flight, but it took 12 hours for some of them to reach their destination. >> people are going to be talking about this one. it's not just a behavior issue. the pilot says it's a safety concern. >> i never understand people who -- they turn off their phones. you knew before you bought the ticket, you had to turn the phone off when they get ready to take off. >> and they're high school students. >> follow the rules, come on. the race to be maryland's new governor is getting more crowded. who is expected to throw his hat in the ring today. special ceremony today honoring civil rights pioneer. the performers you'll see at this year's fourth of july celebration. another cool start to the morning. tom kierein shows us if a warm-up is on the way. that's

with a number of controversies lately, including the current irs investigation. today american voters are weighing in on how these events are impacting their view of the president. we have the numbers in about 15 minutes. we're also tracking some unusual weather. the calendar says june but feels like fall out there. >> june-tober, tom calls it. we're seeing temperatures in the 50s in some places. meteorologist tom kierein is tracking a warm-up on the way. good morning. >> good morning. off to another dry start with low humidity. there's the live view from our nbc 4 sky watcher camera, looking way off to the west now. beautiful visibility all the way to the horizon. nice, clear visibility. way out on the horizon is loudoun county. in the foreground is southern montgomery county. we just have a few high clouds drifting over the region now. temperatures are chilly in the low and mid-50s. by 8:00 ought to be in the low 60s. by 9:00, mid-60s. by 10:00, mid-70s. by noontime should be in the mid-70s with a light south easterly breeze.

we'll have these clouds in and out of with us, too, much of the day and for the hometown forecast, fairfax county, reston, virginia, should be 70s by noontime and art partly sunny sky. we'll look at the rest of the day coming up in ten minutes. now an update with traffic. >> we're going to start with the rails because i have a rail-alert caution for you. traveling camden south 845 is expected to run 10 to 15 minutes late because of heavy rail volume on the line. just be aware of that. so far it's not reporting delays but just may be a little later. metro vre, no delays, running on or close to schedule. in the district, traveling eastbound, 12th street, this is at florida avenue, your eastbound lanes are blocked because of a crash in the area. to work your way around, shoot over, take 11th street, not seeing any heavy volume there just yet. but i am seeing heavy volume, 66 eastbound at fairfax county

parkway. your delays continue as you head toward 123. eastbound and westbound, your travel lanes are open. sluggish eastbound. also sluggish from 234 as you make your way eastbound all the way to 28. then you'll get a small break before you get to fairfax county parkway. i'm back in ten minutes. over to you. right now let's go to richard jordan with news from the live desk. the syrian army has regained control of a key border town. the move is seen as a victory for syrian president bashar and hezbollah fighters. it's on the lebanese border. that's been a spot for tense fighting but the syrian army says they were able to overtake it in an overnight offensive. the assad regime has made significant gains in this ongoing syrian uprising. today they have gained control of a town rebels have controlled for about a year. this-t all comes a day after france and britain said nerve gas was used in that civil war.

at the live desk, i'm richard jordan. today an american soldier will plead guilty to one of the most serious war crimes in more than a decade. staff sergeant robert bales admits he went on a deadly rampage last year. he killed 16 in afghanistan, most of the victim were women and children. he'll enter the guilty plea. he'll still face life in prison but may be eligible for parole. bradley manning's court-martial continues this morning. we expect to hear testimony from a female soldier who claims the army private punched her while she was an intelligence officer in baghdad. she witnessed manning in several violent outbursts. today is day three of manning's court-martial. he admits to giving classified information to wikileaks. we are digging through a new report out this morning that says police in the district may

be racially profiling when making arrests for marijuana possession. the analysis by the aclu and reported in "the washington post" shows that arrests for marijuana have surged in d.c. define 2001 and 2010, and of those arrests, nine out of ten were black people. police chief kathy lanier says she needs to take a closer look at the report but she says her department is not specifically cracking down on marijuana possession. police say this guy was brazen enough to take pictures of himself while breaking into a home in bethesda back in january. the home was for sale and no one was in it at the time. two others have already been arrested and charged in this case, but this guy and his vanity, they're still out there. there's a $10,000 reward for info that leads to his rest. bob mcdonald is set to sign legislation designed to improve school safety following the shooting at sandy hook.

the signing ceremony will happen this afternoon at robeus elementary in suburban richmond. the law allows for hiring more resource officers, provides grants for security equipment. mcdonald appointed a school safety task force following the deadly shooting rampage in newtown, connecticut. today in virginia civil rights leader medgar evers will be honored. a number of distinguished guests will join his widow and daughter for a memorial service, including bill clinton, eric holder as well. next week marks 50 years since evers' death. he was shot and killed outside his mississippi home in 1963. the race for governor in maryland will heat up. ron george will announce today he's running. he will be the second republican

to enter the race this week. harford county executive david craig announced his bid on monday. 6:35 now. after a decade of planning, loudoun county is finally getting a new stadium with two professional teams. community leaders held a ground-breaking ceremony yesterday for the new edelman financial field. that will be along route 7 at loudoun county parkway in ashburn. the virginia cavalry fc soccer team and loudoun hounds, independent league baseball team, will play at that stadium. this is part of a new development called one loudoun. >> live, work and play environment 24/7 throughout the week. that will attract empty nesters, young professionals and a whole host of individuals. >> the new 5500-seelt stadium opens next may. st. mary's college of maryland is resigning. according to "the washington post," he asked the college's board of trustees not to renew his contract. he's been under fire for failing

"the washington post" is reporting mcdonald attended a luncheon at executive mansion in 2011 to promote a new dietary supplement star scientific made. some of the governor's aides urged him not to attend. star scientific's chief executive johnny williams sr. has donated more than $100,000 to mcdonald's campaigns and paid the kairting bill at mcdonald's daughter's wedding. the fbi is investigating his relationship with the governor's family. a gaithersburg family is looking for a place to stay after a fire ripped through their apartment. it sparked after 11:00 last night. they encountered heavy smoke inside but everyone escaped and no injuries are reported. investigates believe the fire may have started in a dryer. the bladensburg fire department is offering its own reward this morning for information leading police to whoever set this fire in riverdale. seven firefighters were injured

battling the flames in february of last year. two were critically burned. crime solvers and the atf are already offering rewards. a report out this week showed decisions made while the fire was raging may have unnecessarily put firefighters in harm's way. 12 before the hour now. this morning a 33-year-old d.c. man is waking up in jail. he's charged with a series of high-end robberies. prosecutors say walter douglas is connected to as many as 14 robberies in the region. they say he was a part of a group that robbed high-end stores in the middle of the day, like the cartier store in chevy chase. he's being held without bond. 6 now 6:48. today senate democrats and college students will rally outside the capitol. they're protesting the upcoming student loans hike. right now the rates on government subsidized loans are set to double to 6.8% on july 1st if congress doesn't take action. last month the republican-led house passed a bill that would let the interest rates vary annually but the white house has promised to veto that measure.

the messy legal battle between samsung and apple may make it hard to find ipads and ipod models. courtney reagan with that story. >> the international trade commission rules in favor of samsung in it's long-running patent fight with apple. the agency says apple infringed on older patents found in older ipads and iphones. it's slapping it on the sale of iphone 2, 3, 4 made in china and sold by at&t. it's likely they'll retire the iphone 4 when it launches the iphone 5 later this year. president obama has 60 days to appeal the ruling. toyota is calling 242,000 prius hybrids worldwide to fix a problem with brakes. vibrations may cause problems in brake. no injuries or accidents have been reported. the vehicles were made in 2009. back to you. >> courtney reagan at cnbc,

thank you. chrysler refusing the government's request to recall almost 3 million suvs. the national highway traffic safety administration asked the company to recall older model jeep grand cherokees and jeep liberties. it's worried about the gas tanks. the agency is worried gas could leak and cause a fire if someone rear-ends one of those vehicles. chrysler insists the suvs are safe. they claim the government didn't have all the data they needed before they requested the recall. the susan g. komen three-day walk will not be returning to washington next year. organizers posted a message on facebook yesterday saying enrollment has dropped over the last four years. participation fell 25% last year alone after the organization announced plans to stop giving grants to planned parenthood for breast cancer screening. the three-day event in d.c. this october is expected to go on as scheduled. a northern virginia community honored high school students who are enlisting in the military after graduation. ♪ >> it was a privilege for me to
