monitoring of the ap reporters of phone records. the majority of americans still have confidence in the military despite the recent rise in sex assaults. 67% of people say that they have a lot of confidence. that's down nine points from a year ago. 27% have some confidence. 5% have little or no confidence in the military. the white house committee is taking up legislation in the wake of a sex assault's crisis. the house armed services committee will debate a bill today which stwriped commanders of authority to overturn convictions in rape and assault cases. committee members say no legislation will solve this problem completely. >> i will say whatever we do legislatively can't solve that problem. it is a deep cultural problem within the military that they must confront and must have take dramatic steps to change. >> yesterday senators grilled military leaders for not doing more to crack down on assault among service members.
11:16 am
we reported earlier in the newscast president obama will announce in just a few hours that national security adviser tom donilon is resigning and will be replaced by susan rice. here to talk more about that and the latest nbc poll is senior political editor mark murray. good morning. welcome. let's talk about this announcement. "the new york times" says the republicans see this as a -- defiant measure. defiant gesture because it doesn't require any senate confirmation. >> correct. what republicans are going to be mad about, this goes over the past several months or so, susan rice, when she talked about the benghazi talking points on "meet the press" in september of 2012, republicans hammered her for that and in a lot of respects kept her from becoming secretary of state or being considered for that position due to all the controversy. so republicans are going to be upset about this but as just mentioned, this isn't a job that's confirmed by the senate. this is president obama's national security adviser. in -- he doesn't have to use the
11:17 am
senate to get her through. it is worth noting as we saw the e-mails about the talking points, susan rice did not have much to do it. we when we found out what was in the e-mails she was vindicated and this was more of an internal dispute between the state department and cia what would be cracked on the talking points, describe that september 11, 2012, terrorist attack. susan rice, while she mentioned the talking points she was not responsible for that. almost everyone is a lightning rod now in politics. she's been hit because she works for president obama. but the big part of this is this was not all that big of a surprising news. people assumed tom london would be stepping down at some point and president obama's second term. if he did step down, susan rice would be the natural pick. i-r it will be interesting. another person that the president obama is attacking to be u.n. ambassador and replace rice. samantha powell. >> we will be talking about that, i'm sure, soon. let me ask you about the
11:18 am
president's approval rating. it is holding steady. why? >> one of the reasons is it is his base of supporters. the same people who elected him in 2008, re-elected in 2012, were firm lindh him. another reason why it has not hurt him all had a much is that most americans don't directly blame him for at least three controversies we have been talking about. the irs, the benghazi stories as well as the leak investigations. so those are propping him up. if there is one bit of warning sign for the president in the poll, his numbers among independent have gone down a little bit. overall as we put it, he seems to have absorbed the punch he has taken from congressional republicans on the scandals and still is standing out and can't probably afford too many more punches. >> americans' reactions to the irs scandal. >> they have concerns and -- 58% of americans, around 58%, end up saying that this is something that gives them doubts about the obama administration's honesty and integrity but for to stress this is the obama administration. it has not got to president obama personally yet. >> thank you so much. always great to see you. >> thank you.

20s to now being in their 50s and 60s, this generation has been one that has been much more likely than previous generations to use alcohol and drugs and this is, of course, continuing into their older age. >> some people think of it it is a marijuana generation. at least for college students. i think most people assume that they had given it up. are they giving up if habits they picked newspaper college? >> it is hard to know whether they are picking up the has been fritz college or a continuation of the people continuing just to use into their older age. so it is interesting that when the substance abuse mental health administration does a survey and look at substance abuse and found that 50 to 60-year-olds ten years ago only about -- 2.7% of them said that they used an illicit drug in the prior month. now ten years later, what they pound is that number has more than doubled. close to 7%. so we do see that that of all the age groups, that's the age group that is showing the greatest spike in the number of

people who have started picking up the use of drugs and alcohol compared to previous years. >> the people in the baby boom era, which includes me, have young -- not young children but have teenagers and older. are their kids doing the same thing, having seen their parents do it? or in the closet? >> that's a great question. i don't have a great answer. i can tell you the patients i see in my practice who were baby boomers, i think they are clearly making sure that if they are doing things that are illegal like marijuana or other drugs, they are not doing hose in front of their kids. but i do think that this is a generation that has been a little bit more prewith drinking in front of their kids. little bit more willing to say to their kids, particularly maybe their teenage kids, hey, why don't you have a glass of wine with dinner, with us, you know, trying to teach that moderated drinking, the responsible drinking which we have talked about on the air before. generally a very bad idea. >> is it more difficult to
11:50 am
detect substance abuse in people of that age group? >> it is more difficult primarily because it is not suspected. so as a doctor, you just don't really think that the person who is sitting across from you who is in their 60s is going home and smoking pot on a regular basis or drinking several drinks per night. so you are just much less likely to bring up the topic and ask those necessary questions. in that sense, i think that -- you are less likely to suspect it but i think this is an for thing for doctors to be aware of and people in general because people who are in their 50s and 60s, they don't metabolize drugs the same way young people do. and they tend to have more physical problems and they tend to be on multiple medications and when you combine those multiple medications with substances, you really have a potentially dangerous cocktail. >> not much anyone can do because nobody here is policing them at home. >> that's true, too. this just what people need to be aware that just because somebody is in their 50s, 60s, doesn't mane they stopped their habits
