need to evacuate the building. evacuate the building. all engine companies hit your air horns. >> two firefighters were hurt but their injuries are minor. it's the third major fire on capitol hill in just six years. this is april 2007 when a fire destroyed the food hall at east market and then in june of 2011, tune in went up in flames. d.c. fire says that started in the kitchen. the restaurant was able to reopen after a few months of repairs. things are back to normal on 270. traffic was backed up for miles because of an accident. this is what northbound 270 looked like in germantown. all of those headlights there. police say several cars rolled over near middlebrook road before 10:00. two people were hurt. they are expected to be okay. we're tracking tropical

storm andrea as she churns in the go awfulf of mexico. andrea could pack winds of 45 miles per hour but the rain is the real story here. meteorologists say it could dump 3 to 6 inches of rain and some areas could see as much as 8 inches of rain. >> let's see if andrea will affect our weather in any way. tom, good morning. >> good morning. andrea will be a close call on friday. right now off to a mild start under a cloudy sky. temperatures throughout much of the metro area low to mid 60s. now, as we look at what's been happening here over the last few hours, no rain here. we are getting a few sprinkles. this is not associated with andrea. just a weak front with a weak area of low pressure spreading sprinkles out in the mountains. zooming south, look at this heavy rain. yellow, orange. heavy rain across south florida. a center of circulation off the coast. looks like it will be making it

inland over florida later today. and that's going to move up the east coast. i'll show you that track coming up. for the morning hours, a cloudy morning. we'll stay in the 60s through 10:00 and by noontime, low 70s under a cloudy sky. sunrise is at 5:43. a look at the latest track on andrea and the rest of the day in ten minutes. how's traffic? >> checking on things in montgomery county. here's what's happening. as you travel university boulevard eastbound at dennis avenue, the crash here is forcing you to turn off either left or right on university boulevard while crews are working to clear it. volume is light. again very light volume eastbound. be aware of that as you make your commute. also caution for folks driving connecticut avenue southbound just south of the beltway. you'll see the right lanes blocked because of paving. we saw this yesterday.

just the left lane gets by. >> thank you. 4:33. richard jordan at the live desk with breaking news. >> we're watching developments out of philadelphia where the building collapsed yesterday. this morning there's questions into the work conditions at the building before it came crumbling down. we also have new video. you have to stop and see this. a 61-year-old woman was pulled from all that rubble late last night into early this morning. she is the 14th survivor and she's believed to have been in that collapsed building for several hours before she was reached. of course 14 survivors now. many of them have gone to the hospital. one person at least is in critical condition. six people were killed here when this building collapsed adjacent to a thrift store where most of the victims were. we're hearing from the wife of one of the men killed. her husband is an employee at that thrift store and described what he was doing just a few

minutes before the building came crumbling down on top of him. >> my daughter called me and said, mommy, put the tv on. i put the tv on. it was bad. it was at 22nd and market. 22nd and market. i call. i took out my phone right away and i call him. he didn't answer me. >> that woman says that she knows that her husband had her phone close to him because she spoke to him 15 minutes before the building came crumbling down. there are questions this morning as to what the standards were for the demolition that was under way at that building in center city, philadelphia. we'll keep watching developments here as soon as we get more information, we'll pass it along to you. at the live desk, i'm richard jordan. north korea says it's open to holding talks with south korea on reopening their joint run facility closed in april. tensions grew between the two

welcome back. if you stayed up late, you might have seen a rocket streaking across the sky. >> three, two, one, zero. we have launch. >> and that rocket was launched from the eastern shore of virginia after 11:00 last night. it flew 350 miles up to take pictures that scientists will use to study when the first stars and galaxies were formed in the united states and how brightly they burned. it already splashed down 400 miles off the coast. ten months after landing on mars, the curiosity rover ready for a red planet road trip. it will begin a five-mile journey in just a few weeks to the ultimate destination. the mountain has been a goal for researchers. they believe the rocky layers contain billions of years of history on that planet.

welcome back at 4:44 right now. take a close look at this video. d.c. police need your help to find the people you see caught on this surveillance video. investigators believe they are using credit cards they stole from a home on monroe street last month. the break in happened between 9:00 p.m. and 1:00 a.m. on may

29th and the credit cards were used at this clothing store on georgia video. if you recognize people in the surveillance video, call d.c. police. d.c. police are trying to find out if two home invasions within an hour of each other are linked. first happened on north capitol street in northeast around 3:00 yesterday morning. two men broke into a home. the owner picked up ankle weights and yelled he was coming to get them. they escaped through a basement door. an hour later a couple woke to two men in their bedroom. one with a knife. the other with a gun. they took money, iphones and laptops and then one of the men tried to rape the woman. there was a struggle and a shot was fired. no one was hit. >> in both cases at least one of the suspects had a knife so they're similar enough in location and time frame and area that we are looking at them. we don't know for sure if they are linked or not but we believe there's a possibility so we're looking into that. >> police do believe the men responsible are young possibly in their teens or 20s.

14 before the hour now. we now know the name of the man who was killed in temple hills tuesday night. he's andre elmore. someone shot and killed him around 11:00 tuesday night. prince county detectives still have not found his killer. he was 38 years old and was from capital heights. a d.c. woman says she's relieved that police have someone in custody in her son's murder. police say he shot and killed akinwole olu williams. they haven't said why they think he did it. olu williams was 31 years old. he worked full time while earning a degree from catholic university. his mother says stories like his are too common around here. >> it's senseless but it's not something that's not new to this city. it's something that happens all too often in this city.

>> she accepted her son's diploma on his behalf last month. hundreds of students and family and friends gathereded for a vigil to honor the student killed in in a skateboard accident. he died doing a stunt called skiching. the 18 year old was set to graduate later this month. we're told he was going to pursue a nursing degree. they say that he was a one of a kind kid. >> i used to call john big john. it wasn't because of his stature. it was because of his heart. >> he was always there. through every single thing. >> the students collected donations for the family. charges are still pending against the 17 year old who was driving at the time of the accident. this morning we hear of evidence a hollywood

screenwriter has classified information when he wrote the film "zero dark 30." this was weeks after the raid. panetta was cia director at the time. republican congressman peter king says this is proof the white house cut corners on security when dealing with hollywood executives. the controversial drone strike the u.s. military is using overseas may not be as accurate as you think. nbc news received a look at classified documents about more than 100 drone strikes in pakistan in 2010 and 2011. those documents show the u.s. cannot determine how many people were killed in each strike. they cannot identify who some of the people killed are either. many counterterrorism experts still maintain drone strikes are far more precise than conventional attacks. >> it's combined the capabilities of surveillance

strike and long endurance all in one platform. >> they want to maintain the myth that civilians are not harmed by drone strikes which is implausible. >> the documents show that one known civilian was killed in those 114 drone strikes. this morning transportation secretary ray lahood will announce a new partnership to combat human trafficking in the u.s. it can take place on any mode of transportation. lahood will detail a new plan at a news conference at reagan national at 9:30 this morning. if you're heading to the airport this morning, leave your pocket knife at home. the transportation security administration is dropping the plans to allow small knives on planes. the proposal also would would have allowed passengers to carry sports equipment onboard. lawmakers and airlines were against the plan saying it would place passengers and crews at risk. the family of a young girl

in need of a lung transplant has won a legal victory. they allowed the 10-year-old girl to move to the adult donor list. doctors still haven't found a match for sarah. organ transplant rules prevent children under the age of 12 from receiving adult lungs. it is now 4:50. right now river front towns in missouri are bracing for more flooding as the mississippi river crests. this is what it looked like for many homes in that area. water already covers some roadways and bridges and a second levee gave way in west alton yesterday. some thunderstorms are expected in the area today which could make conditions worse. weather and traffic every ten minutes on the 1s.
