make landfall later today and new information just released shows the storm packing winds of nearly 60 miles per hour. it's already raining heavily right now in florida. some areas could see as much as eight inches of rain. tom kierein is here with what to expect. >> we're starting off with increasing clouds. a mild morning. temperatures are in the low to mid 60s in the nearby suburbs in prince george's county, montgomery, arlington and fairfax. mid 60s in the district of columbia. all around the region low to mid 60s. a few sprinkles of light rain in the shenandoah valley and mountains of west virginia. let's zoom down to florida. areas in yellow and orange heavy downpours across most of florida now. there's the circulation of tropical storm andrea. the first one of this 2013 season. here is the brand new updated track. this just came in. does look like it will pass just west of jacksonville, florida, by late today. then here's the position. 2:00 a.m. on friday right near

follow us. 295 northbound from oxon hill nice and clear. slow as folks travel on the 11th street bridge. back over to you. >> thank you. 6:02 now. we're following the developments in southeast this morning where nearly 12 hours after flames ripped through frager's hardware crews are on the scene looking for hot spots and that could impact your commute. outbound pennsylvania and parts of 11th and 12th street are still shut down. today investigators will be at the local landmark looking for what caused the fire that gutted the historic building. >> and today we expect to get our first good look at just exactly how much damage that four alarm fire did. news4's megan mcgrath has been on the scene all morning checking out the damage live now with the latest. megan? >> reporter: aaron, you can see all of the crews that are still here on the scene and we're going to give you a live look at pennsylvania avenue. this is inbound pennsylvania avenue which has reopened. outbound penn avenue heading in

the eastbound direction still closed and this is the reason why. take a look at all of the damage here. this is frager's hardware store or at least what's left of it. we've got some new video to show you as well. just a little while ago they once again were hitting hot spots spraying water through a window up on the second floor of the building because they had another flare-up here this morning. this hardware store was just jam packed full of stuff. a lot of it combustible. a very difficult fire to put out. they still don't know what caused it. fortunately no major injuries. two firefighters had minor injuries but nothing beyond that. that's good news here. investigators will be returning here this morning trying to figure out exactly what started this blaze. they still don't know. not as of yet. as far as these road closures, pennsylvania avenue will be closed for quite some time in the outbound, eastbound direction, good news here is that for commuters headed into town, your lanes are open at this point. reporting live in southeast,

megan mcgrath, news4. back to you in the studio. >> other local businesses already stepping into help employees at that iconic store. match box on capitol hill offering temporary work for the 60 people who work at frager's. they can stop by between 2:00 and 5:00 this afternoon for more information about that. the company's vp of operations will be there to personally talk to the employees. they say they will hire them until frager's can get back on its feet. the fire at frager's is the third major fire on capitol hill in just six years. take a look at these pictures from april 2007. it took two years for the food hall to be rebuilt. and then in june of 2011, a staple among bars on capitol hill tune inn went up in flames. d.c. fir says that started in the kitchen. the restaurant was able to reopen after a few months of repairs. a developing story in philadelphia where the 14th survivor was pulled from the rubble of that building that collapsed. take a live look over the scene

this morning. you can see the area is still a mess littered with bricks and debris. firefighters say the 61-year-old victim reached for rescue workers nearly 14 hours after the building came crashing down. six people were killed. at least 13 others were hurt when the four-story building came down on a salvation army store. the building that collapsed was in the process of being demolished. >> the head of the irs in for another tough day today. the house oversight and government reform committee wants to know more about how the irs is spending your tax dollars. we learned last week that the agency spent more than $50 million on hundreds of conferences for its employees. this will be the third congressional hearing this week that's scrutinizing the irs. we're following a developing story that neither white house or verizon is commenting on a report that nsa is collecting

kierein has the forecast. >> that's the last of the sun we're going to see. weather and traffic on the 1s at 6:11 a lot of cloudiness rolling in and some sprinkles of light rain showing up well west of washington. cloud cover east. and we're getting these speckles of green here. sprinkles of light rain around winchester and northern shenandoah valley and panhandle of west virginia. these are going to be moving gradually to the east. here's how our day is looking. cloudy morning. 60s and low 70s by noon. upper 70s mid afternoon and by then 3:00, 4:00, we'll get light rain showers coming through and moderate showers after that into the evening hours. a look at the latest track on andrea and your seven-day outlook is in ten minutes. how's traffic? >> 66 eastbound seeing delays because of an earlier crash blocking the center of the roadway at 123. your delays as you make your way to fairfax county parkway looks like camera is moving.

developing this morning. you are looking live at what remains of frager's hardware in southeast washington this morning. the capitol hill institution gutted by flames. firefighters are still there. you see putting out some hot spots this morning and some streets are still closed in that area. coming up in half an hour, we'll check in with news4's megan mcgrath getting an up close look at the major damage to that historic building. let's check in with richard jordan at the news desk. >> we're hearing from the woman trapped in that factory collapse in bangladesh. she spent 17 days under the rubble.

she's now out of the hospital and talking. she says she will never work as a seamstress again. she did suffer a very serious head injury. she now has accepted a new job. she's going to work at the weston hotel in their housekeeping department. her new boss says she's going to be a public area ambassador. she is very grateful for all of those that supported her. she's become a celebrity in bangladesh. back in april 1,100 people were killed when that factory collapsed. it's called the world's worst garment industry disaster. new this morning, north korea says it's open to holding talks with south korea on reopening their jointly run factory. the complex closed in april. tensions there between the two governments after the north korean's nuclear test in february grew. a date for the talks has not yet been set. today the late senator frank

lautenberg will lie in repose in the senate chamber. he'll be buried tomorrow at arlington national cemetery. vice president joe biden and hillary clinton were among mourners to pay respects yesterday in new york city. lautenberg died on monday. he was 89 years old. president obama heads to north carolina today. he'll visit the charlotte area to taut his plan to boost the economy. the president will speak at a middle school there. it promotes what it calls digital learning. this is the third stop on his middle class jobs and opportunity tour. he visited austin, texas, and baltimore last month. new this morning, a poll shows most americans now oppose what's called obama care. these are the results of the latest nbc news/"wall street journal" poll. 49% of people surveyed now believe the affordable care act is a bad idea. highest number since we started tracking opinions of the controversial plan in 2009. just 37% of people say it's a good idea. girls of any age will be allowed to buy generic forms of the

morning after pill without a prescription for now. that's what a federal appeals court decided to do while reviewing a judge's ruling of allowing the sales. right now you must be at least 17 years old to get the plan b pill. new information released ahead of the trayvon martin murder trial shows george zimmerman once applied to be a prince william county police officer. new paperwork was filed this week including a rejection letter from the prince william county police department but there's no indication of what the prosecution plans to do with it. there is no comment this morning from the prince william county police department. zimmerman said he acted in self-defense when he shot martin more than a year ago. jury selection starts on monday. 19 after the hour now. a pilot truck driver leading a truck with an oversized load across a washington bridge just as it started to collapse says she did her job correctly. investigators say the bridge segment crumbled when a girter

was struck. major milestone and honor for a victim of the shootout with the boston marathon bombing suspects. transportation authority officer richard donohue left the hospital to serve as honorary banner captain for the boston bruins last night. he waved a giant flag before the game from his wheelchair. he received a standing ovation from fans. donohue was nearly killed after being shot during a gunfight with the tsarnaev brothers. the bruins led their series with the pittsburgh penguins three games to none. river front towns in missouri bracing for flooding. many homeowners have stacked sandbags and tarps across property. water already covering some bridges and roads there. and a second levee gave way yesterday. because of that people in 40

this morning. meanwhile, south in florida heavy rain causing flooding. they could get up to 8 inches there today. there's the main center of circulation of tropical storm andrea. first named storm of this 2013 season. here's the brand new track. it looks like it will come ashore florida panhandle by late today into tonight. and then near savannah, georgia, the position by 2:00 a.m. on friday. right now packing winds up to 60 miles an hour. after that, track comes up along the carolina coast and then near the mouth of the chesapeake bay by friday afternoon. it may track anywhere within this zone but the most likely track is the red line. position off cape may at 2:00 a.m. on saturday. it will be a post-tropical storm by then but coming close to give us moderate to heavy downpours. for today, increasing clouds by noontime 70s and light rain mid to late afternoon into this evening as we reach the upper 70s. some heavy downpours are possible here tomorrow. we could pick up an inch or two

look at this video here. customers at a taco bell in ohio got a shock when a minivan came crashing into that restaurant. this van crossed four lanes of traffic and a drive-through lane. investigators believe a medical emergency caused the driver to lose control. two men inside that store taken to the hospital to be treated for cuts from that shattered glass. >> this morning a look at one family who is very glad it doesn't have a convertible. look at this youtube video from south africa. it shows a tiger on top of an suv hanging out crawling on top of the suv and used it as a chew toy and then fell asleep on top of the vehicle. this is at a private game reserve tiger canyons. at one point do you say, excuse me, i got to go now? >> that's when you go buy a new car. i don't want that one anymore. let the tiger keep the car. move along. >> quietly exit. pulling in the star power in

temperatures are milder this morning starting off this thursday morning in the 60s throughout much of the region including fairfax county, low 60s. low 60s in montgomery county. near 60 much of prince george's county and mid 60s in the district of columbia. low to mid 60s everywhere else too. right now storm team 4 radar showing sprinkles of light rain around the blueridge into the mountains. maybe a couple sprinkles trying to reach the ground in northern fairfax county in western montgomery county. all eyes on florida getting pounded with heavy rain now. this is the latest track coming ashore in the florida panhandle late this afternoon into this evening and then after that coming close to us tomorrow. maybe tracking just east of us during the day on friday. giving us some heavy downpours and blustery winds. here's how we look for today. we'll have our afternoon highs reaching upper 70s by noontime mid 70s. a cloudy morning but you'll need your umbrella heading back home. latest on the afternoon and evening. that's in ten minutes. first 4 traffic now with danella. good morning.

in virginia. she's headlining a terry mcauliffe fund-raiser in tyson's corner. supporters that donate $5 or more can be entered into a contest to attend the event. mccauli mcauliffe's opponent is using the event to show they can make progress with grassroots efforts. maryland corrections officers plan to introduce new actions to prevent scandals in prison. they plan to add cell phone blocking technology to keep inmates from using smuggled phones and they plan to put new tests in place that focus on ethics before hiring officers. a polygraph unit is also being created. we know the name of the man killed in temple hills tuesday night. he's andre elmore.

someone shot and killed him objecting buckland court around 11:00 tuesday night. prince george's county detectives haven't found who killed him. he was 38 years old from capital heights. police are trying to figure out if two violent home invasions within an hour of each other are connected. the first happened on north capitol street in northeast around 3:00 yesterday morning. two men broke into a home. the owner picked up ankle weights and yelled that he was coming to get the men. they escaped through a basement door. an hour later, a couple woke up to two men in their bedroom, one with a knife and the other with their gun. the two took money and iphones and laptops. there was a struggle and a shot was fired. no one was hurt. today the last remaining battle over the alexandria waterfront could be settled. the virginia supreme court will hear arguments in the lawsuit filed against the city. three women who live near the

area say they tried to file a last-minute petition last year to stop the city council from taking a vote. it wasn't accepted because it was submitted past a deadline. they argue that the petition should have been allowed and that it would have forced a super majority to pass the rezoning. a newly elected council did pass the plan again in march. today is an emotional day for many world war ii veterans. today is d day. some veterans and their families from kentucky are flying here to washington to commemorate this day. ford is sponsoring an honor flight so they can visit the national world war ii memorial. you might want to avoid some parts of loudoun county parks today. the county is spraying an insecticide to kill ticks. they will spray three more parks next monday. staff will be there today to make sure you don't go into any of the sprayed areas until the insecticide is dry. a developing story unfolding right now in southeast

if you stayed up late, maybe you saw this. a rocket streaked across the night sky. it launched from virginia just after 11:00 last night. it flew up to take pictures that scientists will use to study when the first stars and galaxies were developed in the universe. it has splashed down already 400 miles off the virginia coast. >> let's check the forecast now. 6:41. time for weather and traffic on the 1s.

a nice cool start. lots of clouds out there. what does this mean for our weather? >> let the angels sing. look at that glorious shaft of sunlight pouring down on the potomac river. a break in cloud cover there. live view there. elsewhere, storm team 4 radar showing a few scattered sprinkles that are trying to reach the ground in northern virginia. maybe here in montgomery as well. sprinkles reaching the ground shenandoah valley and out of the mountains. most passing to the north. down to our south, heavy rains in south florida all coming from tropical storm andrea coming close to us tomorrow. here's how we look for the day today. a great chance of an afternoon shower as we reach the mid and upper 70s by mid afternoon. this evening, occasional showers likely through the evening down into the 60s by midnight. a look at the effects of andrea here during the day tomorrow. we'll look at that and your seven-day outlook in ten minutes. how's traffic? >> i have good news on metro. the earlier single tracking between braddock and huntington

impacting traffic outbound pennsylvania avenue. something we've been hearing from you is that the store is an institution and capitol hill community is crushed this morning by this devastation. news4's megan mcgrath has been talking to residents and has a closer look at the damage. megan? >> reporter: all morning long residents have been coming by. they've been taking pictures. they've been sharing stories about what a loss this is. we've changed our vantage point and gone further down the block. you can get really a better idea of the damage here especially since the sun is up here this morning. just devastation here at this landmark hardware store and they're still spraying water on hot spots here. perhaps up on the second floor you can see there's just a light haze of some of the smoke in the area. they are running a ho ing ning

the top of the ladder to spray from the air once again here this morning as they try to knock out those hot spots which have been a problem through the night. this was an incredibly intense fire. frager's hardware store absolutely packed with all kinds of stuff. all kinds of materials. some of them combustible and flammable so this was a difficult fire to fight. you can see here from this video just how intense it was. 200 firefighters were here on the scene. now, two firefighters did sustain minor injuries but they are going to be okay. no other injuries beyond that. as we've been talking and discussing all morning long with residents. they say this is a landmark and that the loss of this hardware store is just really devastating to the community. >> i'm 58. i've been going to the hardware store since i was 12 years old. there are entire generations of kids that earned college money and high school money working at

frager's. it was a tiny slice of being in a town of maine. the hardware store was crammed and fabulous and everybody knew each other and this is how all of the houses were renovated on the hill. everybody went to frager's. >> reporte >> reporter: and you can see that firefighters are up on that ladder and they're running a hose line to the top. it looks like they'll again start to spray the roof area, the second floor, from the air using that hose and ladder apparatus here. still knocking out hot spots. as for traffic, we are seeing traffic impact in the area outbound pennsylvania avenue is still closed. inbound reopened. that's good news. other areas in the closure as well. megan mcgrath, news4.

weak tropical systems so they spin up quickly. they don't last long causing minor damage around the tampa/st. pete area. central and south flare including miami, tampa, orlando, cocoa beach, all under a tornado watch until 11:00. we've got a 60-mile-an-hour tropical storm making landfall early this evening up in appalachian bay pushing water toward the coast. the tide will go out and that's a good thing. behind me, you can see the surf here and looking it he pier just to our north here at north redington beach, two to three footers. tide coming in here. unlike tropical storm debbie, we don't have those impacts. that was last year when the entire beach was under water. since then the corps of engineers has put more sand back. they have replenished the beach. we have wind, the rain, the risk of severe weather and some of those impacts heading up toward the maryland/delaware coast later tonight and certainly on friday. this moves out of the way if you're coming from d.c. toward
