florida, bringing heavy winds and tornadoes to that state. this is the first named storm of the season, and it made landfall just before 6:00 last night. now it's moving up the coast and it's coming our way, folks. tropical storm warnings are now posted from florida to virginia. >> we begin with jay gray in north reddington beach in florida. >> reporter: florida's gulf coast as the tropical storm made landfall thursday afternoon. the storm surge flooding coastal communities while the driving rains of winds, with gusts of almost 60 miles per hour, caused problems inland. streets were swallowed by water, power lines and trees pulled down, homes damaged by both straight line winds and a handful of tornadoes spawned by the system. >> it's just a lot of devastation for 15 seconds of fear. as the storm pushed across the peninsula, business owners

packed away what they could, andrea getting their attention just six days into the hurricane season. >> you don't expect it so early in the year, like i said. usually a month down the road you get the tropical storm or tropical depression and then you start watching. >> reporter: now everyone along the coast is watching closely, including tourists, most looking at andrea as an inconvenience but not the end of their trip. >> we came for a sunny beach vacation but ended up having a tropical storm and making the best of it. >> the effects of andrea left the coastline here almost as quickly as they came, the fast-moving system now churning through the south and targeting the carolinas. yellow and red flags are already flying at beaches on the outer banks warning visitors of the potentially dangerous surf. as andrea takes aim, forecasters are warning the system will likely remain a tropical storm with heavy rains and harsh winds until it reaches new england sometime on saturday. jay gray, nbc news, north reddington beach, florida.

>> that storm as noted in the graphic is now moving up the coast. it will have an impact on our weather. doug hammerer has been keeping a close eye. how big an impact? >> i think it's going to have a real big impact on our friday because of the fact we'll see a lot of rain from this. this is a big rain maker, skpeen thou -- and even though the storm has begun to weaken a little bit, it's not going to affect what we're going to see. some locations picking up well over half an inch to an inch of rain during the day today, and we still have that rain moving up the i-95 corridor, down through portions of fredricksburg and down to the south, that's where the storm is. the rain we're seeing now, not even associated with andrea, but this, this is where andrea is just to the north of jacksonville. it's going to make its way up there tonight. our winds will start to increase, but the winds will not be a factor. it will be the rain. the storm by tomorrow night around 8:00, 45-mile-per-hour

winds just down to the south. we're expecting 1 to 3 inches of rain. we have a flash flood watch across the region until tomorrow night. some locations could pick up more than three inches. we'll talk about that threat in just a minute. i'll also let you know what to expect for your weekend. and any time, you can download our storm 4 team weather app to get any weather events going on in your area. you can download that on your iphone and android devices. sources tell news4 federal prosecutors tomorrow will file criminal bribery charges against former d.c. councilmember michael brown. brown is scheduled to appear in court next week to plead guilty. according to our sources, brown accepted money 18 months ago in the form of a loan from two men who turned out to be undercover fbi agents. in exchange, the agents asked brown for help in lobbying d.c. minority business contracts. former d.c. councilmember kwame

brown and ward 5 member, aaron thomas, jr., both resigned from office earlier after pleading guilty to unrelated felony counts. and a federal investigation of mayorincent gray's 2010 campaign is ongoing. so a guy was eating dinner one minute, and the next minute he is staring down the barrel of a gun. tonight a local man is talking about an unnerving robbery at a restaurant near logan circle. s shamari stone is live with his story. >> reporter: that man was sitting at this very table with his friend. they were eating pizza slices like this one right here. suddenly the suspect walked up, and little did that suspect know, right up there, you see that camera? well, it captured the robbery. take a close look at this surveillance video. the man shown at the right top corner of your screen calmly walks up to two guys, robbing them at gunpoint outside pizzoli's in northwest d.c. last

month. >> what's your reaction when you look at this video? >> well, i mean, i can still see it visibly in my mind. >> reporter: in an exclusive interview, the victim who doesn't want to be identified tells me he was eating slices with a friend. >> the first thing he said when he came up was, do you guys have any money? >> reporter: they thought he was a panhandler, then he handles the gun, flashing it. >> just to let us know he's not jerking around. >> reporter: and demands money. >> give me everything you've got in your pockets right now. don't make a scene. >> reporter: they hand over their wallets and iphone. the suspect hops on a bicycle getting away with $200 in cash. then the man walked inside the pizza shop saying he had been robbed. keep in mind his iphone had been stolen so he didn't have a phone. he asked the folks here if they could use htheir phone and calld 911. >> this is something i'm not familiar with here at all, but people have to be cognizant and watch their surroundings.

>> just because you have a gun doesn't mean you have a license to just go up to anybody on the street and rob them. >> reporter: the good news is the guy was able to get his iphone back, because the crook, when he was trying to get away, dropped it in the area right around here. people around this area hope police catch the man you saw in the surveillance video. you can see it on our website at nbcwashington.com. live right here in northwest d.c., i'm shamari stone. tonight a search continues for a man who attacked a woman with pepper spray, taser and handcuf handcuffs. the victim was 61 years old. she heard a man knocking on her door about a package delivery. when she opened the door, the man attacked her. he hit her in the face, tried to sexually assault her. the woman fought back and the man ran away. a local landmark lost. an investigator says it will take days, if not weeks, to find out what sparked a huge fire at

frager's hardware store on capitol hill. federal agents are now joining d.c. police and fire officials in this investigation. the fire gutted this nearly 100-year-old business last night, and while employees are still reeling from that loss, they say they're touched by all the support that they have received. >> everybody i met was hugging me, giving me the cause, wanting me to know what can they do. >> it's just a great local business with great customer service, and to see it go up in flames last night was disturbing. >> two groups are raising money for frager's employees, and local businesses are also offering them temporary jobs. in philadelphia, the first lawsuit has just been filed in the wake of yesterday's deadly building collapse. that building was about to be demolished when it caved in unexpectedly, killing six people. a woman who works next door is now suing the building's owner and the demolition contractor

for criminal negligence. she was one of the first people who were rescued. and overnight paramedics saved another woman who spent 12 hours trapped under that rubble. the search for others is now over. for the past four hours, the fairfax county school board has been meeting on proposed changes to the student discipline policy. the big issue there is when parents should be notified once a student commits a serious offense. reporter david culver has our report. >> reporter: behind these doors here at luther jackson middle school, the fairfax county school board is still meeting at this hour discussing those proposed amendments to the student discipline policy. the sticking point here? parental notification. that is, when should they let parents know that their child is being questioned on a serious offense? we can show you a look inside as they started discussions ju. just a few minutes ago, they actually voted down the first of several amendments. initially more than 100 gathered inside this auditorium.

that has dwindled to about 50. there is a clear and rather intense division in the audience, those representing the school administration, including many principals are on one side, and those supporting parental notification sitting on the other, ta other. talking with school board members, it is clear they, too, are divided. there are several other amendments being taken up tonight regarding parental notification, so this meeting could last for several more hours. we, however, will be here until it ends. follow my twitter handl handle @davidculver. nbc news has learned that the program isn't just collecting your phone records. the national security agency and the fbi are also monitoring nine major internet companies for suspicious e-mail, photos and videos. the government is also storing data on all calls in the united states and all calls between the u.s. and overseas.

the house intelligence committee chairman says this surveillance has already prevented one terrorist attack. congress first approved the program in 2009, but it just came to light along with privacy concerns. there is an investigation under way in northern virginia tonight to find out who shot a woman's dog and why. megan lotti's st. bernard -- she called him bentley -- wandered away from her home in fort royal over the weekend. her search in two counties came to a heartbreaking end yesterday when somebody found her dog dead. somebody had shot him. >> i feel like my child has been murdered. that is how i feel. i feel like somebody shot him for no reason, just because they wanted to shoot an animal. >> officials in virginia will perform a necropessarropsy to d exactly how the dog died. lotti hopes to prosecute if

tonight we have a new look at last night's deadly tornado that devastated the oklahoma city area. police just released this dash cam video of the ef-5 twister as it was crossing the highway. the officer behind the wheel

stayed a safe distance for ten minutes until the wind became too strong. he wasn't hurt. the tornado did kill more than 20 people and it caused widespread damage. video tonight following a home explosion in vermont. officials say they still don't know what triggered the blast yesterday, but several propane-fueled appliances were found in the house. it's difficult to believe the homeowner was not injured. he was treated for a headache. damage, though s close to half a million dollars. a well-known d.c. community activist and his wife were victims of a disturbing home invasion, and police say it may be connected to other crimes in a series on his street. >> my neighborhood is going through a crime spurt, and it's a dangerous crime spurt. >> reporter: this is the window the burglars climbed through sunday morning. they were in and out of the house in the 100 block of adams street northwest with a flat-screen tv and a purse

before robert branam and his wife, sleeping upstairs, knew what was happening. >> our alarm goes off. my wife comes downstairs and says the doors are open. i'm on my way downstairs. when i get down, i come into my living room and i see that my window is up. and i look around and i said, we've been robbed. >> brana.mm, a former amc commissioner, lives in the area where several crimes have happened. in that crime, burglars, one armed with a knife, the other with a gun, entered the bedroom of a sleeping couple. police say one suspect tried to rape the female victim and then shot at but missed the male victim who successfully fought him off. >> the aggravating thing is you feel violated. you feel personally violated that someone would come into your home and do this to you. >> reporter: police say that

because of similarities in the crimes and their locations, they cannot rule out that they may be connected. jackie bensen, news4. oh, this is good sleeping weather. the rain falling out there. >> uh-huh. >> and not good driving weather -- >> not good picnicking weather. >> i think there will be a lot of things canceled in the next 24 hours, and there will be a lot of things canceled for saturday just because of tomorrow's rain, although i don't think saturday will be that rainy at all. here are things out at the airport. we're looking at plenty of rain coming through the area. some locations already picking up a quarter of an inch to half an inch, some areas over an inch to two inches out west. winds out of the east at about 6 miles per hour. the rain is still coming down across the region. you can see that rain right along the i-95 corridor. some of the heaviest rain is in montgomery county, right around montgomery village just north of

gaithersburg. fairfax county right now inundated with some rain. heavy rain down towards quantico and woodridge. this is part of a frontal boundary that's moving in ahead of andrea, and it's also going to help andrea move down the coast to our region. this is a frontal boundary i'm talking about, so there is moisture ahead of it. as we move down toward the south, here's where andrea is, and it's going to move right up to the north right to our area by this time tomorrow night. this is the official track now moving at 15 miles an hour. the winds are at 45 miles an hour, but don't let the fact that this is decreased in wind speed let you think that this is going to be less of a storm. for us this was never about winds, this is about the rain. tomorrow the wind speed will be about 45 miles an hour down to the south of norfolk, but this track brings a lot of rain to the northwest side of the storm, and we are going to be looking at the storm maybe well to the north of us by saturday, so by saturday this will be gone.

it's already moved out of florida, but take a look at the damage it's already caused down there. a lot of surf upwards of 3 feet storm surge on the west coast. it also affected people on the east coast, too, and that was with tornado damage. a handful of tornadoes did come through, including one tornado that moved through palm beach county. that one did create quite a bit in the way of damage. there were a few injuries, but fortunately, nothing more than that across our region. as far as our rainfall goes, we're seeing the rain out there now. watch what happens overnight. more rain to start off your 8:00 a.m. drive, so take your time tomorrow morning. tomorrow afternoon around 11:00 tomorrow morning, we're still seeing that rain. it gets heavier around 5:00 just in time for a heavier rush hour, and by 8:00, we're dealing with that rain. i think we'll see 1 to potentially 3 inches during the day tomorrow. that flash flood watch is in effect until 10:00 tomorrow night. that storm moves out quickly. then on saturday, 82 degrees.

no baseball tonight, huh? >> no, and an amazing thing, our stellar meteorologist predicted this earlier today. he's looking around. who could he be talking about? veronica johnson. doug called it, the nats' game was postponed because of rain. they will host the twins tomorrow without brice harper who will see dr. andrews next week, harper getting a second opinion on his knee which has been diagnosed with bursitis. wrapping up four straight days of workouts. his most extensive week of field work during the rehab process. griffin still not practicing fully, but he is throwing, planting and looks a lot more comfortable working with his receivers, even doing some rolling out. no soreness or swelling. griffin's target return date? day one of training camp. >> without a doubt, one, it's a mindset, and number two, it's
