let's look outside at 5:00 a.m. i thought it was refreshing. maybe because it held humid yesterday. it's a little muggy out there according to aaron and tom. >> let's check in with tom and see how bad it is. >> a little steamyness in the air this morning. it's comfortably mild. we have a mostly-cloudy sky around the metro area. a few passing light sprinkles in southern maryland, the northern neck, where you see light green. southern charles county. southern calvert. and across the potomac into the lower neck. farther north and west, a few breaks in the clouds. the sprinkles are through central charles county. maybe a few sprinkles trying to reach the ground in prince william county. temperatures, 60s. montgomery county points north and west. closer in to washington, and farther east, it's in the low to mid-70s.

through the day, a partly-sunny morning. temperatures by 9:00 should be in the mid-70s by noontime, hitting the low 80s. and hometown forecast for today is in stafford county. we'll show you that coming up in a couple of minutes. i'll be back then. back to you. >> tom, thank you. breaking news right now on the roads this morning. we're hearing about an accident on northbound 395 at ed sal road. this is in the h.o.v. lanes. the fire department has responded to this accident. they've shut down the h.o.v. lanes at edsall road. the h.o.v. lanes, 395 at edsall road closed. two people in the hospital after a shooting in southeast d.c. it happened just before 2:00, along g street.

we're told one victim was shot in the face. the other victim, a 17-year-old girl was shot in the leg and chest. both victims were taken to the hospital with life-threatening injuries. police are not revealing details about a suspect or a motive. a fire damaged a row house in the district. it broke out about 11:00 last night at 14th place and c street in northeast. no one was home when that fire started. one family was displaced. it's now 5:02. let's check in with melissa. >> first lady michelle obama just started speaking in belfast, northern ireland. look at what's happening there right now. you can see the president, actually, now taking the stage. just a few moments ago. she was talking with the audience about how she got where she is today. telling them the future of the world, in their hands. the president, just taking the stage here. he's going to be focusing on security, foreign policy as well as the economy. we'll be listening in and give you an update on what he says,

shortly. we are following a developing story in syria right now. activists say a car bomb targeting a checkpoint wounded more than 20 soldiers. that attack happened in the same neighborhood that houses several embassies in a damascus. want to show you video posted online. this appears to show rebels attacking troop there's. nbc news cannot verify the authenticity of this video. you can expect more fallout from the nsa secret surveillance programs. colorado senator mark udall says he will introduce a bill to limit what phone records the nsa can access. he thinks the nsa can only collect information from people with ties to terrorism. >> i don't think collecting millions and millions of americans' phone calls -- this is the meta data. this is time, place, to whom you direct the calls, is making this

any safer. and i think it's a violation of the fourth amendment. >> you'll remember the federal agents arrested this man for planning to blow up new york city subways. the government says the nsa surveillance program helped them foil that plan and a dozen other terror plots around the world. firefighters in colorado working to keep a wildfire from fred spreading. steady rain moved in through the area, helping firefighters there. they hope to have it under control by thursday. that fire has burned 22-square-miles. it killed two people and destroyed over 2500 homes. week two of george zimmerman's murder trial begins this morning. jury selection. lawyers from both sides have to agree on six jurors and four alternates. the judge ruled that the jury will be sequestered during the trial. it could last as long as four weeks.

investigators are trying to figure out what caused a deck to collapse in st. mary's county. this happened yesterday afternoon at a home in hollywood, maryland. state police say the deck fell eight feet to the ground. one person went to the hospital. two others taken by ambulance. today, baker makes his first appointments to the county board of education. under the new law, that went into effect this month, baker has the authority to appoint three members. the new members will be sworn in this afternoon. they will work with the current nine members who were elected. this is part of baker's plan to overhaul the county school system. stopping violence on local trails. this morning, what local runners, bikers and walkers plan to do to stop a string of attacks. storms have turned deadly right now. causing a huge mess this morning. we have a few sprinkles passing south of the metro area

15 after the hour now. this morning, a prince georges family is asking for your help to solve a tragedy on the beltway. 22-year-old tiara jackson was involved in a crash last weekend. it happened on the outer loop.

she survived that crash. when she got out to call police -- when she got out of her car, police believe she was hit by several cars, including a tractor-trailer. no one stopped to help her. jackson leaves behind an 18-month-old son. her family in clinton, maryland, hopes somebody will come forward. >> someone's car came home, you know, that was smashed in that wasn't when they left home and they don't have a good explanation as to why. >> anyone with information about that crash can call maryland state police. today, two community groups will walk and hold a moment of silence for victims attacked on the metro branch trail in the district. they will walk the trail at 6:30 tonight, at the entrance of l and first streets. they will meet on pocket park in northeast at 7:15 for a moment of silence. last week, a group of teens attacked a man riding his bike on the trail. police say the attack was not provokes and the man was not

robbed. the eight-mile trail runs from silver spring, maryland, to union station in the district. a drunk driver is to blame for a wrong-way crash in new jersey. a man was driving his car with two, young children when another vehicle slammed into his car. the father and his 4-year-old daughter died. his 7-year-old boy is in serious condition at n the hospital. the driver of the other car was arrested and charged with driving under the influence. a 16-year-old cyclist died in a charity ride from british columbia to seattle. it was part of a ride to conquer cancer. police say the boy was cycling with his mother when he fell, trying to pass a large group of riders on the two-lane road in arlington, washington. a driver ran over the boy. more than 2,600 people participated in the 2-day cycling event. an 11-year-old boy is recovering from a shooting in a park in ohio. he was shot in the thigh during

a june teen celebration in columbus. after the shooting, organizers canceled the festival. it celebrates the date the last slaves were freed. officers took a 15-year-old into custody. they found the weapon. no word on a motive. police clashed with protesters in brazil. they threw tear gas and rubber bullets to disperse the crowd there. hundreds tried to make their way to the stadium before the confederation cup match. the demonstrators are upset over the amount of money the government has spent on that event, next year's world cup and the 2016 olympic games. more rain expected to fall in northern india after a record rainfall spawned a deadly landslide there. this is in a northern province. three people were killed in a landslide when a house caved in. the prime minister of the czech republic is stepping down over a spy and bribery scandal.

the prime minister's top aid was arrested last week after charged with abuse of power. she's accused of ordering a military intelligence agency to spy on the prime minister's estranged wife and seven other people. he claims he knew nothing about the surveillance. and today is the new rutger athletic director's first day on the job. and julie hermann won't have time to settle into the position. she is taking over for an a.d. forced to resign over the former basketball coach. that coach was fired when video surface showed him abusing his players. hermann may have to defend her own past. players on the university of tennessee volleyball team that she coached in 1996, claimed she verbally abused them. a former hitman is expected to take the stand to testify against james "whitey" bulger. he admitted to spending 20 years in jail before striking a deal with prosecutors. bulger is charged with

participating in 19 murders in the '70s and '80s. he is facing charges for extorting bookmakers and drug dealers and running illegal businesses. what do you think when you hear that somebody is having liposuction? you probably don't think about this guy. he eats pretty well. he exercises. but he's having the procedure to harvest his stem cells. he's not alone, either. a lot of people are having liposuction because doctors discovered that fat contains embryonic stem cells. one day, scientists think they can use them to create any tissue in the human body. sibling rivalry may lead to mental health problems. researchers found children who were the target of bullying were more likely to report mental health issues. they found bullying between brothers and sisters can cause as much mental distress as bullying from peers. parents and pediatricians should know this type of bullying is

not beneficial. and they should encourage their kids to get along. today, you can teach your children a history lesson, even though it's summer break. you can explain to them why they don't read the bible at public school. it's because of a supreme court ruling that came 50 years ago today. that was abington township versus shemp. that struck down a public law that made students read the bible in school. we're expecting to learn about a one of a kind solar-powered plane. the solar impulse program, along with the energy secretary will hold a roundtable discussion today. the solar impulse landed at bulless international early sunday to a cheering crowd. look at it right there. it's making a trek across the country, showing how solar power alone can be used to fly a plane day and night. the team hopes to fly a second version of that plane around the world in 2015. >> incredible to see what solar power can do.

and what could be in store for our future. >> yeah. have to charge that puppy up for nighttime. >> that's right. time for weather and traffic. let's check in with tom. >> there's some solar power on the eastern horizon. look at that. a beautiful sunrise, gathering there. right over the mall. beautiful picture on this monday morning. as you step out of the door, dress for a summer day. humidity in the air. we're starting in the weather center with reports of few sprinkles showing up on storm team 4 radar. that's in southern maryland. that's moving the color you see. also, in prince william county, and stafford county. most are in the northern neck, lower part of southern maryland. and the lower part of the eastern shore. they're continuing to track to the east. and a few of these passing sprinkles are in charles county, as well. you may briefly need an umbrella if you live south of washington over the next hour.

right now, we're in the mid and upper 60s in the nearby suburbs. mid-70s in washington, near the chesapeake day. it's in the low 70s. the rest of maryland and northern virginia, most locations there, mid and upper 60s, starting off this monday morning. we're looking through the day today, afternoon highs climbing to the mid-80s with rather steamy humidity. partly-sunny through the day. and about a 40% chance of a passing thunder shower during the afternoon, maybe perhaps around noontime in the mown fans but mainly midafternoon, late afternoon. the metro area, points south and east. a passing shower possible. i don't think they're going to be severe thunderstorms like we had on thursday. and partly-cloudy, in the 60s tomorrow morning. partly-sunny, humid. highs low to mid-80s. then, an east-northeasterly win, bringing in cooler weather. highs around 80 on wednesday. maybe a shower on wednesday. then, we dry up. it turns less humid, thursday

and friday. the seven-day outlook. high 80s both days. and the weekend looking nice. getting a little more humid. but great beach and pool weather. i'm back in ten minutes with another update. we checked in with the traffic team. and they are keeping an eye on breaking news. northbound 395 at edsall road. the h.o.v. lanes bla s blocked two-car accident. the right lane is getting by there. no major slowdowns as a result of that accident. in the district for you. d.c. 295, all clear on that road. all-clear on the southbound side, as well. south capital street, looking pretty clear at this point. and north quaker lane is closed between duke street and seminary road because of a water main break. the city of alexandria says you need another route.

if you filled your gas tank lately, you probably notice that gas prices are holding steady right now. aaa expects prices to drop by the end of the month, if refineries go into summer production. the average for regular in the district, $3.75. in maryland, it's $3.50 a gallon. and in virginia, $3.39. that's where we see the lowest prices. west virginia, it's $3.63. if you own a general motors made suv, the carmaker expanding a recall to include 500,000 cars. gm says a circuit board in some of the 2006 and 2007 model year suvs could short and cause a fire. that included in the recall, the chevy trail blazer and trail blazer ext. the gmc envoy. the buick rainier. the saab 97-x. and the isuzu ascender.

what are you having for dinner tonight? chances are, it's going to be fish and not beef. more people are eating fish than beef. the number of fish coming out of fish farms has increased six-fold over the last 20 years. doctors not shocked by this. we're officially in the summer wedding season. a new survey says planning a wedding is getting more high-tech. david's bridal says 59% of brides and grooms are using social media to find inspiration for their wedding. pinterest, anybody? that includes browsing sites for ideas. more couples are e-mailing save the dates. and invitation using sites like paperless post. and for the dress -- >> digital fittings are the hottest, new thing.

plots the government says it was able to stop thanks to the nsa surveillance program. dick cheney says the programs could have prevented 9/11. tracie potts live on capitol hill with more. >> reporter: good morning. it's rare we get democrats and republicans agreeing here on capitol hill or in washington in general. but you mentioned former vice president dick cheney. over the weekend, we heard him talking about the president's program the surveillance programs run by the nsa the national security agency. while he's not a big fan of president obama, he thinks that the programs work and they are necessary. they could have prevented 9/11. he's not alone. he's not the only republican defending these programs. listen to what we heard over the weekend from senator saxby chambliss. >> and the way he utilized the tools that we have to figure out what they're doing, what they're planning. and we're able to disrupt them.

we've done that time and time again. i hope we can give the american public more examples of those interruptions over the next several days. we've done that as a result of utilizing these tools. >> reporter: terror plots were foiled in the u.s. and 20 other countries as a result of the surveillance. they are hoping to declassify information this week. we're receiving word in a britain may have a surveillance scandal on its hands. gchq hacked into foreign diplomats phones during conferences. they stole passwords at a g-20 conference in 2009. the information appears to have come from edward snowden. the tea party scandal may be bigger than we first thought.

that would contradict the agency's claim that a small group of workers at an office in cincinnati mishandled the applications. the supervisor has not said that any of the irs' top brass were involved. today, we expect president obama to name a high-powered d.c. attorney to as an envoy to close guantanamo bay. it was just shut down in january. the move fulfills president obama's renewed pledge to close the military prison. 166 prisoners suspected of terrorism are currently being held at guantanamo. there's a new showdown between north korea and the u.s. this morning, over peace talks. north korea proposed they would sit down with the u.s. as long as there were no preconditions. the u.s. says they're open to talks.

but north korea has to give up its nuclear program. north korea will often propose talks after igniting tension to try to earn some concessions from other nations. right now, 800,000 turkish union workers are holding a one-day strike over the forced evictions of protesters. yesterday, riot police fired teargas and water canons on protesters. one group was holding a sit-in at the park. that demonstration began two weeks ago as a protest against plans to redevelop it. it has spread to a broader discontent against the prime minister of turkey. waking up early. one local school system is bringing in outside help to decide whether to have classes start later. and a running outfit usually includes shorts and sneakers. but a necktie? why well-dressed runners hit the pavement. this is not your average church service. why the bikers showed up at the vatican.

puppeteer won three daytime emmys. kevin clash won outstanding performer in a children's series for his work on "sesame street." he also won awards for directing and producing the series. he played elmo for 29 years before resigning last december. his attorney says the lawsuits against clash are without merit. new this morning, a study shows most parents are not doing enough to keep up with their kids activities online. the internet security firm mcafee found a growing divide between parents and children when it comes to online safety. 72% adults survey admitted they lacked the time or the energy to keep up with their kids on the internet. >> figure out what the platform is that your child likes. learn about snap chat. and if your child is on

facebook, learn about facebook your own. you should experience the environment a little bit. >> the footprints that kids leave on the internet will follow them as they welcome adults. they could regret their cyber footprint one day. in rendell county, public school employees are expecting to get a pay raise next month. the cast of living adjustments would range from 1% to 2% of employee salaries. they would take affect in july. the step increases would go into effect early next year. and the effort to push back high school start times in fairfax county is moving forward this morning. the school board hired sleep experts to work on a plan to move the start time to 8:00 a.m. right now, classes begin at 7:20. they will hold meetings to discuss how to implement the time change. the school board agreed to move high school start times back to 8:00. but so far, no changes have been

made. montgomery county leaders may be having a little deja vu today. the county hearing examiner is holding another hearing to review costco's plan to open a gas station in wheaton. sound familiar to you? this is the sixth hearing on that issue. the county will hold a dozen before it rules on the proposal. costco wants to build a 16-pump gas station near its wheaton store. that store opened in april. police pulled a kaayker from the gunpowder river. police are are not releasing his name at this point. he is 26 years old and from parkville. that's also in baltimore county. two people accused of setting a series of fires on virginia's eastern shore are expected in court. charles smith iii and tonya bundick are charged with arson and conspiracy to commit arson. police believe the duo is responsible for 77 arsons on the

eastern shore since last fall. police arrested the couple in april. smith told investigators he set 55 fires. and bundick set 15 of them. police in ocean city, maryland, dealing with a spike of crime. some of the incidents include an armed robbery last week and a stabbing on friday. ocean city consistently experiences a dramatic encrease in crime every june. last june police received more than 16,000 calls for service. that is more than twice the number of calls in 2012. that's caused by the sheer volume of people visiting ocean city. it's been four days since thunderstorms ripped through our area. and we're hearing from people cleaning up the debris. people spent their father's day cutting apart trees and hauling them away. the national weather service has

confirmed that a tornado was spotted in montgomery county on thursday. and some tell us they're fortunate the damage wasn't worse. >> i can't say how fortunate i am. i have a little more understanding. but nowhere near what the people in moore and elsewhere. they have come out and their house is just a pile of rubble. count our blessing. >> no one in our area was hurt in last week's storms. if you're diabetic you might want to get a glucose meter. diabetics who use the meters to track their blood sugar are in better held than those who track it by hand. patients that brought their glucose meter to appointments had a lower blood sugar level. investigators are trying to figure out what caused a park ride to get stuck, stranding dozens of passengers 20 feet in the air. this is cell phone video.
