there. looking at 270. this is in the germantown area. traffic moving well. this is 270 northbound at democracy boulevard. traffic moving right along. metro transit, on time right now. moderate delays on vre. new this morning, two people are in the hospital after a shooting in southeast d.c. this happened along g street. one victim was shot in the face. the other victim, a 17-year-old girl, was shot in the leg and chest. we're told both victims taken to the hospital. they do have life-threatening injuries. police are not releasing details about a suspect or a motive in this case. new this morning, a fire damaged a row house in the district. the fire broke out just after 11:00 last night an 14th place and c street in northeast. no one was home when the fire started. and no one was hurt.

the fire displaced one family, though. right now, president obama is in northern ireland for the g-8 summit. he and the first lady spoke to college students in belfast less than 30 minutes ago. the president and other world leaders will discuss trade, security and their economies in the two-day meeting. they will discuss the crisis in syria. that will be one of the topics the president talks about when he meets with vladimir putin. russia has been one of the syrian government's key allies. new this morning, we're receiving word that britain may have its own government surveillance scandal on its hands. "the guardian" is reporting that the british spy agency, gchq hacked into e-mails and phones during international conferences. according to the report, they stole passwords in 2009. "the guardian" got the information from former nsa contractor edward snowden.

back in the u.s., you can expect fallout from the secret surveillance programs. colorado senator mark udall will introduce a bill to limit what phone records the government can access. he thinks the nsa should be allowed to collect information from people with ties to terrorism. >> i don't think collecting millions and millions of americans' phone calls -- this is the meta data. this is time, place, to whom you direct the calls, is making us safer. and i think it's a violation of the fourth amendment. >> remember when central agents arrested this man for planning to blow up new york city subways. the government says the nsa surveillance programs helped them foil that plan and more than a dozen other terror plots around the world. this is just into the newsroom. we know that 23 people have been killed in floods in northern india. dozens of people missing. the water washed away buildings

and roads. a landslide triggered by the monsoon, buried a bus. at this point this morning, troops trying to rescue people who are stranded. also getting some food and water supplies to be dropped off in the villages that have been cut off after roads were washed away. the rains expected for another three days or so. at the live desk. in the day ahead, baker makes his first appointments to the county's board of education. under a new law that went into effect, baker has the authority to appoint three members. the county council can appoint one to the board. the four new members will be sworn in this afternoon. they will work with the nine members that were elected. today is one of only three decision days left for the supreme court. the final day of their term is scheduled for a week from today. and the justices have to rule on four high-profile cases.

the actual closure itself on quaker is between duke and seminary. now, there are some crews on the scene. but they have not begun the work of digging up this pipe. it's going to be a while before this repair can be completed. if you use quaker lane in alexandria, keep in mind, everything is closed between duke and seminary. so, you want to plan accordingly this morning. >> megan, thank you. jury selection will resume less than three hours than now in george zimmerman's murder trial. lawyers on both sides are agreeing on six jurors and four alternates. the judge in the case ruled that the jury will be sequestered in the trial. 43-year-old paula cooper will walk out of an indiana prison a free woman. she was sentenced to death for killing a bible schoolteacher.

the death sentence gained international protests, including a plea for clemency from pope john paul ii. she was ordered to serve 60 years in prison. she's being released because of good behavior. a former hitman expected to take the stand to testify against james "whitey" bulger. he admitted to killing 20 people and spent 12 years in jail before striking a deal with prosecutors. bulger is charged with participating in 19 murders in the '70s and '80s. also facing charges for extorting bookmakers and running illegal businesses. activists say a car bomb car getting a checkpoint near a military airport in damascus killed ten soldiers and wounded ten others. it happened in the same neighborhood that houses embassies in damascus. this video appears to show

the -- from the fairfax county parkway to the beltway on 66. today, two people accused of setting a series of fires on virginia's eastern shore expected in court. charles smith iii and tanya bundick, charged with one county each of arson and conspiracy to commit arson. police arrested the couple in april. in court documents smith told investigators he set 55 fires and bundick set 15 fires. suffolk county public schools rerising its weapons policies after two students were pretending that pencils were guns. under the revised policies, school administrators can look at factors whether the opt is listed as a weapon. two 7-year-old students were suspended for pointing pencils and making gun noises. one of the boys was reportedly

impersonating his father who is a former marine. this morning, a prince george's county family is asking for you help to solve a tragedy on the beltway. 22 tiara jackson was involved in a crash last weekend on the outer loop. they say she survived the crash. when she got out of her car, police believe she was hit by several cars, including a tractor-trailer. jackson leaves behind her 18-month-old son. her family in clinton, maryland, hopes someone will come forward. >> someone's car came home, you know, that was smashed in that wasn't when they left home and they don't have a good explanation as to why. >> anyone with information about that crash can call maryland state police. if you live in virginia, you helped pay for vitamins for governor bob mcdonald's dog. you also paid for sunscreen and

body wash. mcdonald used taxpayer money for stuff they should have bought on their own. someone told them they should be paying for the items themselves. the mcdonalds reimbursed the state. it's not cloer how much they paid or how much taxpayers covered. jack lew will visit rockville. he will kick off national small business week. he will start at n. lewis construction. the road building company is a minority-owned women's-own business, as well. they used a treasury loan to hire more workers. and consider this when you're pouring a bowl of cereal this morning. a vote in congress this week could determine how much you pay for a gallon of milk. the house will vote on a proposed dairy insurance program that's part of a large farm bill. any farmer who signs up for it, would have to participate in

another program which included the production cuts when there's too much milk on the market. that would keep milk prices from dropping too low. today is the new rutgers' athletic director's day on the job. and julie hermann won't have time to settle into the position. she is taking over for an a.d. forced to resign over the former basketball coach. that coach was fired when video surface showed him abusing his players. hermann may have to defend her own past. players on the university of tennessee volleyball team that she coached in 1996, claimed she verbally abused them. and there is evidence that intense sling rivalry may lead to mental health problems. researchers at the university of new hampshire found children who were the target of bullying were more likely to report mental health issues. they also found bullying between brothers and sisters can cause as much mental distress as bullies from peers. researchers say parents and pediatricians should know this type of bullying is not

avenue. only 37 miles per hour. at this hour, traffic is moving pretty slowly. heavy volume there. and looking at transit right now. no delays on metro. on time right now. a little slow-going on mrc and vre. we'll bring you the latest in ten minutes. another problem right now. part of quaker lane in alexandria is closed because of a water main break. want to go live for the latest on this. >> reporter: as you can see here, we have the work crews that just arrived on the scene. they're going to be taking a closer look at this water main. we learned it's a 12-inch pipe that's burst here near the intersection of quaker lane and coventry lane. you see the water gugling up out of the cracks in the pavement. they have to take a closer look to figure out what kind of break it is. apparently some breaks are harder to fix than others. we don't have an estimate in terms of when this will be back up and running.
