good morning, i'm aaron gilchrist. >> and i'm eun yang. let's look outside at storm team 4. this is the radar. right now we are watching for potential showers and even some thunderstorms today. let's go right to storm team 4 meteorologist tom kierein with your first forecast. tom, good morning. >> good morning. grab an umbrella. we'll likely have rain when you're heading back home from work today, but probably not as you're starting off this morning. right now around the region, our temperatures are balmy. and the air is rather thick with humidity. right now it's near 70 degrees in the nearby suburbs. prince george's, arlington, fairfax, montgomery counties. farther north and west, much of the region from the mountains, right near the bay, though, much of southern maryland low and mid-70s. leading edge of this rain is pushing into the shenandoah valley now maybe near laray, winchester in another half hour or hour. for much of the morning, we'll have a lot of cloudiness. you'll notice the steam heat. by midmorning, mid-70s.

by noon, we'll likely have showers and thundershowers to our west and a chance right around the metro of a shower or thundershower by noontime. but i don't anticipate any severe storms. we'll look at how much longer those storms may last into the afternoon along with a hometown forecast. that's coming up in ten minutes. now your first 4 traffic on this tuesday morning. dawnella's back. good morning. >> good morning, tom. i'm back with a look at the rails. if you're taking metro, open, no reported delays so far. over to the roadways. traveling pennsylvania avenue, this is eastbound, outbound at woodward road, left lane blocked by the work zone there. montgomery county, as you head southbound colesville road at university boulevard, you see the work zone blocking the right lane. easy to work your way around that work zone. the outer loop at van dorn, your left lane was blocked, but now travel lanes are open on the outer loop and inner loop. you're clear in virginia. i'm back in ten minutes.

back over to you. 5:02. the hot topic today is the ongoing crisis in syria. the group should release a statement soon about the country's civil war. president obama is trying to convince other leaders to support his plan to arm syrian rebels. syria was one of the main talking points of president obama's meeting yesterday with russian president vladimir putin. russian has been one of the syrian government's main allies. you can expect to see more protests in northern ireland where the g-8 is taking place. about 1,000 demonstrators marched near the golf resort hosting the summit yesterday. things didn't get out of control, that may have been thanks to the 7,000 police officers who were on hand. it is one of the largest security operations ever in northern ireland. we're following a developing story in afghanistan. a large explosion there killed at least three people. that's as nato forces turned over security to the afghan national army and police. this explosion happened in kabul just a few miles away from the handover ceremony. police say a suicide car bomber

targeted a convoy with the country's second vice president. three civilians died in that attack. all foreign combat troops scheduled to leave that country by the end of next year. and ahead of the nsa heads back to capitol hill today. general keith alexander will tell a house committee how his agency's secret surveillance programs protect americans. what makes to the's hearing so unique? it will be open to the public. the house almost never holds an open intelligence hearing. the man who revealed those surveillance programs to the public is defending his actions. edward snowden answered questions during a web chat yesterday. he says he only revealed what he calls the government's nakedly aggressively criminal acts. he also said being called a traitor by dick cheney is the highest honor you can give an american. sthoeden says he is still hiding in hong kong. this morning investors will be watching a two-day meeting of the federal reserve. interest rates are not expected to change, but we expect bernanke to indicate whether the central bank is planning to ease

or end its bond-buying program. the fed started the program to help pull the economy out of recession. and now that the recovery is picking up more steam, experts believe the bank may slow its investment. 5:04. d.c. police are looking for a man who was shot playing basketball on rhode island avenue and tenth street northwest. police say the victim was shot in the hand. they do not believe the victim knew the shooter. also right now, metro telling us it is testing the emergency call system on a train after passengers say they weren't able to report a fight. metro says it's testing that system this morning. two men started fighting on a red line train last night, and it spilled out onto the platform at the woodley park station. one passenger says she saw several people press the emergency call button, but there was no response. now she's scared to ride the train. >> the emergency buttons have to be fixed. i had heard before there were issues, but to be on a train thinking you're in danger and not to be able to call on

anybody, that was terrible. i hated feeling that way. >> now, metro does believe there was some kind of communication between passengers and the operator because the operator was able to notify police. the fight was over by the time police arrived. you might remember that the news 4 i-team raised concerns about metro's emergency call buttons this spring. we obtained records that showed 170 intercom malfunctions in the last two years. metro said in march train cars are sent for inspection after every complaint. the transit agency is considering posting signs in trains to make sure passengers know what to expect when making a call. this morning cleaning up after some serious storms. just ahead, where heavy winds damaged office buildings and damaged dozens of new cars at a dealership. a medical mystery. still ahead, why doctors are scratching their heads after a woman suddenly starts speaking like she's from another country. 5:06. tom. showers and thunderstorms

accent. that's exactly how one australian woman said she lives her life, because her accent is french. leeann rowe was injured in a bus crash eight years ago. she says since then she has developed the french sound. it's a rare disorder called foreign accent syndrome. it happens when there is damage to the part of the brain that controls speech. rose says it's left her feeling anxious and depressed. >> i'm so angry because i am australian. i am not french. i don't try to hold it in anymore. because for me, it was not healthy. >> rose says she is slowly coming to terms with her condition. there have been just 62 cases of foreign accent syndrome in the past 70 years. >> we've heard stories like this before. obviously very rare. but you sort of have to feel for her. maybe there's some sort of therapy that can help you do both languages or something. 5:11. time for weather and traffic on

i'm melissa malay at the live desk. pictures out of brazil. massive protests happening there right now. 200,000 people in the streets in seven cities across brazil. take a look at that. that is basically their statehouse. they are angry over rising costs associated with public transportation as well as the world cup. again, protests in seven large cities in brazil. we know that the pope is expected to arrive there next month and the olympics in 2016. at the live desk, news 4. 16 after the hour. we'll have to wait until september to find out if the serial slasher is headed to prison. he pleaded guilty yesterday. he could spend up to seven years in prison. he admits to using razors and box cutters to slash women's butts at stores two years ago. at least nine women were attacked. sex assault charges could be filed today against three football players at the naval academy. they're accused of assaulting a

female midshipman officer last year. it's article 2 proceeds, the military equivalent of a grand jury investigation. the victim's family has accused navy officials of moving too slowly in this case. you can expect delays if you're taking amtrak to new york city this morning because a long island railroad train derailed last night. no one was hurt but the track is closed while crews fix the rail. firefighters are getting closer to the point of origin in that deadly fire in colorado. it's now 70% contained. this fire killed two people and destroyed more than 500 homes near colorado springs. a few people forced from their homes have been allowed to return to see what's left. the cause of this fire is under investigation. and we're following a developing story in michigan at 5:17. federal agents will head out again today to look for jimmy hoffa's remains. the fbi is digging through a field about 25 miles north of detroit.

agents are not saying what led them there, but we know the feds have been talking with an ailing ex-gangster. he says he knows where the body is buried. the former teamster's boss was believed to have been involved with the mob when he disappeared in 1975. he was last seen in a suburban detroit restaurant. we may be getting a clearer picture of what the jury will look like for george zimmerman's murder trial. so far the judge has asked 32 potential jurors to return for another round of questioning. we can't tell you their names, but we can tell you the majority are white. the pool is mostly female, and that pool could grow today. a seventh day of jury selection will begin in about four hours. today an ex-gangster expected to provide a second day of testimony in the trial against james "whitey" bulger. john martarana detailed his relationship with bulger yesterday and described some of the murders he says bulger was involved in. martarano says while he often pulled the trigger, bulger followed behind just to make

sure no one intervened. attorneys for the leader of the winter hill gang say that they will call martarano's credibility into question. bulger faces multiple charges including -- he faces multiple charges for his involvement in 19 murders. a 3-year-old boy is in the hospital after he was hit in the head with a hammer. police say a man in a wheelchair attacked the young boy at a grocery store in albuquerque, new mexico. witnesses say the man tried to attack two other children, but the boy's father jumped on him. the young boy was taken to the hospital with a skull fracture. police took the man into custody. he is expected to undergo a mental health evaluation. 5:19 right now. and new this morning, north korea's chief nuclear envoy arrived in china for talks about that country's nuclear program. he's expected to meet with chinese foreign ministers tomorrow. the north has once again offered high-level talks with the u.s. the state department says the north would need to take credible steps toward giving up its nuclear weapons before an open dialogue can happen.

the north has threatened nuclear war against the u.s. and south korea. women may be able to start training as army rangers by mid-2015 and navy s.e.a.l.s a year later according to the pentagon. the details still being worked out on this, but they would require women and men to meet the same physical and mental standards to qualify for certain infantry, armor, commando and other front-line positions across the army, navy, air force and marine corps. you might want to try some natural remedies to help lower your blood pressure. doctors say one in three americans will have high blood pressure sometime in their lifetime. so how can you avoid it? well, besides getting regular exercise, try lowering salt in your diet. good news for happy hour fans. a third glass of wine a day can help drop blood pressure. foods rich in omega 3 fatty acids like fresh salmon are also effective. take a look at a wild ride here. three people recovering after being thrown from a boat. you see the video here st.

petersburg, florida. you can see the boat spinning out of control. the u.s. coast guard says three people were thrown from that boat yesterday afternoon. they were all wearing life jackets. one of the boaters had a broken leg, though. the coast guard just let the boat run out of gas and then towed it to shore. the same storm system that could bring us rain later today caused some major damage in tennessee. check out this nissan dealership in knoxville. the manager says heavy rains and high winds tore the roof right off their main building. it landed on top of a bunch of new cars. the office is also understooded, and light poles were knocked down. it's believed just the damage to the new cars is upwards of $100,000. 5:21. tom kierein's in the storm team 4 weather center. expecting anything severe for us today? >> i don't think so because that system heading our way out of tennessee is weakening. we have some low clouds over washington now. that was a live view from our city camera. here in the weather center, our

storm team 4 radar is picking up the leading edge of some of that rain that came out of tennessee. right now that is moving into the shenandoah valley. there is a little thunder and lightning but no severe storms. right here in central west virginia, close-up view of the radar showing a few sprinkles in the shenandoah valley just to the southwest of winchester, stevens city, down toward front royal. and south of laray and near harrisonburg, they're getting sprinkles of light rain. this is heading off to the east/northeast. perhaps a few sprinkles perhaps over the next couple hours or so. the main chance of any showers and thunderstorms is between noon today all the way until around sunset tonight. so much of the region will have passing downpours with maybe some thunder and lightning. there's only a slight chance an isolated storm would produce hail. otherwise i don't think we'll have any severe weather. a lot of humidity, but by midnight, you'll notice a change. we'll be down to the mid-60s by this time tomorrow morning.

lower humidity moves in for wednesday and in place on thursday and part of friday. so some delightful days coming up beginning tomorrow. highs near 80 tomorrow afternoon. and again on thursday, may hit mid-80s friday. then over the weekend, winds shift into the south and storm team 4 seven-day outlook shows heat and humidity building as we get into saturday, sunday and monday. hazy, hot and humid each day. highs saturday, upper 80s. sunday and monday, up near 90 degrees. which is kind of typical for this time of year. we begin to see the heat waves building and great weather for the beaches and pools as we get into the weekend. i'm back in ten minutes with another update. we'll look at the storm team 4 radar. traffic with dawnella. first, brunswick east 870 was at a seven-minute delay, now it's up to ten. now, over to earlier road work, it's clear now. pennsylvania avenue at woodyard

road, that's now clear. continuing pennsylvania avenue headed towards the beltway. i'll give you a live look. if you're traveling the beltway, nice and clear. no accidents. no construction. in fact, as you continue towards the wilson bridge, your lanes are open as you cross over the wilson bridge in both directions. i'm back in ten minutes. back to you. >> than. 5:23 now. today is the last day for chrysler to formally explain why it refused to recall nearly 3 million older jeep suvs. the federal government asked the carmaker for the recall because of the position of the gas tank in grand cherokees and liberties. they say the tank could rupture in a rear-end crash and potentially catch fire. but earlier this month chrysler rejected the recall, saying the jeeps are safe and the government was creating a new standard for gas tank strength. if you have a flight scheduled for summer vacation, a new survey shows you might be more satisfied with your experience. the american customer satisfaction index found airlines improved 3% since last year in making customers happy.

discount airlines jetblue and southwest performed the best, earning scores of 83 and 81 respectively. but compared to other industries, the index says airlines are still pretty dismal. only subscription tv and internet service providers rank lower than airlines. the phillie phanatic better call his mechanic. he usually opens each home game by riding around the field on his four-wheeler. well, last night the atv apparently stalled. look at it. the mascot, grounds crew at citizens bank had to carry the atv off the field. the phillies apparently still went on to beat the mets, 5-4. i want to quickly thank the mount vernon high school class of 2013 for inviting me to graduation. i guess we don't have the pictures for you, but i gave the commencement speech there. they were very nice. gave me this beautiful plate with the image of the school on it there. mt. vernon high school. i just want to say thank you to them. there you go. some of the photos from the

security. nato officials transition duties this morning. however, the moment was overshadowed by a blast in kabul that killed three civilians. day two of the g-8 summit under way in belfast, northern ireland. the ongoing fighting in syria continues to dominate the discussion among world leaders. and some riders are a little leery about riding metro after a fight broke out last night aboard the red line train. one rider tells us the emergency call buttons aboard the train did not appear to work. we'll have much more on those stories throughout the morning. first good morning to you. i'm eun yang. >> i'm aaron gilchrist. welcome back on this tuesday, june 18th, 2013. a live look outside this morning. minutes away from sunrise. but quite a few clouds to greet you as you step outside today. and the potential for rain. >> storm team 4 meteorologist tom kierein is tracking our forecast. good morning. >> good morning. you can see the humidity thick in the air over capitol hill. a little bit of sun trying to break through. sunrise is only about 12 minutes away now. and just past 5:30. we have the thick humidity in

place all around the region. and the storm team 4 radar is showing the leading edge of some light rain pushing into the central shenandoah valley. there is a cluster of showers and thundershowers in central west virginia. and there's of heavier rain. a little thunder and lightning into eastern kentucky. and that is heading off to the north and east. that's not going to be getting and this other cluster of even showers and thundershowers may be near winchester in four hours or so. it more than likely will have that in the afternoon hours throughout much of the region. this morning with the steamy humidity in place, we're in the 60s throughout most of maryland and virginia. around the beltway, near 70. washington near the bay, low and mid-70s. low 70s through 8:00. a lot of cloudiness around. 30% chance of showers and thundershowers by 10:00. likely into the metro area, showers and thundershowers by noontime for your lunch hour. you'll need an umbrella before you head out the door. we'll look at the rest of this tuesday in ten minutes.

dane danella looks at traffic now. outer loop of the beltway at gw parkway. taking the exit to gw, had an accident reported just on the ramp. i did notice ambulance was on the scene. it's now gone. you can see those flashing lights right there, hazard lights. if you're traveling gw parkway in that area, please use caution as you take the exit ramp. i-66 out of haymarket, inbound toward the beltway, your travel lanes are open, continuing all the way to the beltway. no issues to report. a live look past chain bridge road east and westbound. again, no accidents to report on i-66. your drive time from fairfax county parkway, it will take you 12 minutes to reach the capitol beltway. back in ten. back over to you. >> thank you. 5:32 now. if you want to know more about the nsa secret surveillance programs, you might want to listen into a housarying. the head of the agency will be testifying before a house committee, and this hearing will be open to the public.

nbc's tracie potts is live on capitol hill with more. good morning. >> reporter: good morning, everyone. we'll be listening to see if general keith alexander has any new information emplabout those terror plots he says were thwarted as a result of all this information the nsa has been collecting. the nsa is supposedly going through all that info to try to declassify it so they can give us more details on what was avoided, what did not happen because the nsa had all of these phone records and internet records to go through. more on that later today. meantime, president obama over at the g-8 but also still very focused on this nsa leak. the white house telling us that when he's back, he's going to be sitting down with his privacy and civil liberties board. experts to talk about how they can reassure americans that your information is not being constantly snooped on, your phone calls not being constantly monitored. he's going to sit down and try to figure out some way to deal with that, especially since we've got new leaks.

edward snowden now saying that the g-20 back in 2009, the u.s. and uk teamed up to snoop on world leaders there. the white house says they still don't know where snowden is. eun? >> tracie, thank you. today cuba and the u.s. will resume discussions on restarting direct mail service. the two countries haven't had it since 1963. instead letters have to go through third countries. negotiations have been on hold since 2009 over u.s. demands that cuba release allen gross, the potomac, maryland, man serving a 15-year sentence in prison. he says he was trying to bring internet access to a small jewish community in cuba. officials there say gross illegally brought communications equipment into that country to spy. the white house is warning that a massive farm bill could keep food off the table for millions of americans. it is threatening to veto a house version of the bill. it would cut $2 billion a year in food stamps. it would also make it harder for some people to qualify for the

food program. the white house thinks the bill should include deeper cuts to farm subsidies instead. the debate over a controversial voter requirement in arizona may not be over yet. the supreme court struck down the provision which makes voters prove their citizens before casting a ballot. antonin scalia says arizona could get what it wants if it goes through the u.s. election assist anticipate commission. the state would have to ask the commission to add the rule to voter registration forms. if the commission says no, arizona could go back to court and sue. in the day ahead, vice president joe biden will talk about the administration's plan to lower gun violence. it will be the first time the vice president or the president has held a public event on gun control since the senate rejected a plan to expand background checks for gun purchases. that discussion will happen this afternoon at the white house. this morning we are hearing from iran's new president-elect. in his first public comments since his victory, hasan rowhani

said he wants to improve relations with the u.s. he said they are, quote, old wounds that must be healed. but he also refused to end the biggest source of those tensions, iran's nuclear enrichment program. rowhani will officially take office in august. the national smoking rate has dropped to 18%. the rate has generally fallen but stalled around 20% or 21% for about seven years. a spokesperson for the centers for disease control says scientists are analyzing the 2012 study to determine why the rate dropped. the cdc launched a graphic anti-smoking advertising campaign. smoking is the leading cause of preventable illness and death in the u.s. a shoplifting shocker. at a local kmart store. still ahead, what started as a shoplifting attempt turned into serious allegations against a security guard. you probably know how quickly smartphone batteries can drain. still ahead, hear where charging it, though, is about to get a lot easier. right now i'm checking on a report of an accident.

bicyclists here in d.c. making some dangerous decisions. take a look at this. it was posted on youtube. it was from last week's d.c. bike party. it's a monthly event where hundreds of cyclists bike to a local bar. this video taken near logan circle. watch closely. you can see the bicyclist in the white t-shirt run several red lights and then get hit by a taxi. the cab driver had the right-of-way here. fortunately the bicyclist was not seriously hurt. the organizers of the d.c. bike party say they stress safety before every event. >> it's just really not representative of everything we reiterate over and over and over, knowing that there are going to be several hundred people that come out to these rides. we know we need to reiterate be safe, stay in the right lane. don't ride ahead of marshals. >> organizers say they're going to add more marshals to next month's bike party. today we hope to learn more about an apparent murder suicide

in fairfax county. police found a man and woman shot inside the skyline towers apartments. that's on seminary road in falls church. it happened yesterday morning. neighbors say they heard screams before the shooting. police have not released the identities of the victim or a motive in this case. police did say it could be a case of domestic violence. a paramedic hurt in a deadly crash while responding to an emergency call is improving. the calvert county paramedic is now in stable condition. chopper 4 flew over the scene in prince frederick, maryland. the county sheriff's office says a car crossed the ambulance's path. the driver of the car died instantly. the ambulance driver was taken to the hospital. no one else was inside the car. today students should be able to use their d.c. 1 cards on metro again. the agency tells "the washington post" a technical glitch kept many students from using their cards yesterday morning. the issue affected more than 500 students who were on their way to school. metro says it identified the problem and fixed it. those students who had to use

their own money to get to school will be refunded. a security guard will be in court later this summer for allegedly blackmailing a shoplifter for sex. 29-year-old jalani is accused of telling a suspected shoplifter at the springfield plaza kmart that she would go to jail unless she gave him, quote, some sort of sexual favor according to a search warrant obtained by our reporter david culver. this incident happened earlier this month. court documents say he was texting and calling the victim as she was being taken into custody for shoplifting. he offered to get the charges dropped. police say last monday he was arrested at his home. we called kmart for reaction. so far no one has called us back. remember japan's earthquake and tsunami? well, things there still aren't back to normal more than two years later. one town's government just set up shop in this new building. it can't move back to its old town hall because of high radiation levels. in fact, this isn't even the government's hometown. most of it is still abandoned.

facebook's mark zuckerberg is spending the day in south korea. zuckerberg met with south korea's president today. the facebook ceo arrived in seoul yesterday. he is expected to meet with samsung electronics officials today. this meeting is the latest in a series of discussions to bring top technology firms to south korea. >> i don't think i've seen him in a tie before. usually it's just a t-shirt or sweatshirt. there's a new facebook initiative that may help increase the number of organ donors in the u.s. researchers at johns hopkins university collaborated with facebook to add organ donation to a user's profile. when someone changes their status to organ donor, they'll be given to a link to register with their state. they saw that the number of new online organ donation registrations went up more than 20 fold. researchers now plan to study whether this new facebook status will have an impact on the country's organ supply. in news for your health this morning, a study found that pregnant women who live in areas with high pollution are twice as likely to have a child with autism.

researchers at harvard university looked at data from a long term-term nurses health study in 1989. they looked at pollution levels and the women's exposure to diesel, mercury, lead and other pollutants also known to affect brain function. a study found teens who suffered a concussion playing sports had similar symptoms of early alzheimer's disease. researchers at the university of pittsburgh found head injuries appear to trigger a series of degenerative processes in the brain in the area that are also affected by alzheimer's. they found patients who suffered a concussion, had trouble filtering out white noise and focusing on important sounds. researchers looked at brain scans taken from 60 mild traumatic brain injury patients. most of those were teens. an ohio woman is accused of drugging children at a day care to get them to sleep. police say 37-year-old tammy

eppley gave six children benadryl and melatonin over a two-month period. they say she'd crush them up and put them in pancake batter and other snacks. a friend reported her after receiving several texts in which she said she had given the children their naptime medicine. eppley denies the allegations. a church has to pay a hefty price for hiring a youth pastor with a sketchy past. a judge ordered the church to pay a woman and her father $3.6 million. the woman says the pastor sexually abused her when she was 15. she claims the church knew that he had been an accused sexual aggressor when it hired him. in fact, court documents show it supported him and recommended him for a job at another church. let's check the forecast now. beautiful skies outside but still steamy out there. >> storm team 4 meteorologist tom kierein is here to break it all down for us. >> one of the great things being up at this hour, we see these spectacular sunrises. the one yesterday posted on twitter, it was trending at noontime.
