elsewhere farther west, much of the shenandoashenandoah valley,s to near 70. south and east of washington, southern maryland, eastern shore, it's a steamy start there. temperatures upper 70s to around 80. here's how we're looking for this tuesday morning. still around 80 degrees at 8:00 a.m. by 10:00 a.m., should be into the mid to upper 80s. and then the low 90s by noontime. and then during the afternoon, it may turn a little less humid. i'll show you how hot i think it's going to get this afternoon. a look at the rest of this tuesday in ten minutes. now danella checking traffic this tuesday morning. >> good morning, tom. in the first 4 traffic office, another live look. the outer loop of the beltway in the college park area, use caution. slow down. something in the roadway leaving drivers stranded. they're dealing with flat tires right now. and they're blocking just the right shoulder lane here. also seeing -- i also saw an earlier car in the left shoulder lane. so police are on scene. and they're still trying to figure out what type of debris is causing the flat tires in

this area. so please use caution. reduce your speed on the outer loop of the beltway in college park. now we shoot over to i-95 in virginia. here's a live look at lorton road. no issues from quantico. easy drive. under 30 minutes to get to the capital beltway. northbound clear as well. staying on top of the developing story that you are going to want to stick with us all day for. take a look at the map on your screen right now. if you live in this highlighted area, you will have your water shut off for days. wsse says the outage is necessary to fix a water main that is about to break inspect news 4's megan mcgrath has been in forestville all morning. crews trying to reach that main. you say they've just put a new road down there. >> reporter: yeah, they had to cut through a wooded area to access where the pipe is. if you look behind me, you can see exactly what they've done here. the pipe is about 450 feet off of forestville road in that wooded area. and overnight they brought in heavy equipment, took down trees

and created this little path so that they can access the pipe that's about to rupture here. now, that's the good news is that it hasn't actually broken. they're monitoring system was able to pick up the problems in time. they do, however, need to do these emergency repairs. now, here is one of the tricky issues here. is that there is no redundancy with the pipes in this area. this is a massive pipe, 54 inches wide, and there is no other pipe in this area. often when they shut things down to make repairs, they reroute the water and are able to provide service to areas that are affected by just rerouting through other pipes. that is not going to be possible in this situation. so the bottom line is, once they shut everything down, you've got about 14 hours before the water all drains out and service is stopped. basically until the water is stopped. and once they hit that point, it could be two to five days before people get their water back. let's take a look at the map here to give you an idea of some of the neighborhoods here.

morningside, camp springs, forest heights, temple hills, oxen hill, joint base andrews, even the national harbor development will all be impacted by this once the work gets under way. they have not shut down the water yet. what we're told is that after that happens, there will be a number of hours, about 14 hours that you may still have some water. once it's off, though, it is off for good until the repair is made. so people are being asked to stockpile drinking water. aaron, back to you. >> megan mcgrath live for us in forestville. megan, thank you. and she just mentioned those communities affected. we want to show you this map again so you can make sure that you are ready for this when it happens later today and into tomorrow. take a look at the map. temple hills, oxen hill, part of fort washington all included in that outage area. we are going to stay on top of this story until those water pipes are throwing again. can you check out that interactive map for yourself of the affected area. it's on our website right now. nbcwashington.com. we've also put it on twitter and facebook. so you can find it and be ready.

6:04 now. we are gathering more information about another night of violent protests in the wake of the george zimmerman verdict. this is what police in oakland, california, have been dealing with. they had to call for backup when protesters blocked traffic on an interstate. they arrested at least six people. l.a.'s police chief says you won't see scenes like this in his city anymore. he says his officers will be much tougher on protesters starting today. police arrested more than a dozen people last night. this was the third straight night of demonstrations. here in the district, ben's chili bowl is holding a vigil at 11:00. don't expect a scene like the one playing out in california right now. everyone there will have to sign a pledge agreeing to be peaceful. george zimmerman has sued nbc universal, the parent company of this station, for defamation. the company strongly denies the allegations. 6:05. new this morning, police are trying to figure out who shot three people in southeast d.c. this triple shooting happened just after 12:30 this morning on

elvin's road. now, police tell us that two guys approached three men when the shots were fired. all three men were taken to the hospital. their injuries not life threatening. police have not released any other details about a suspect or a motive in this case. new this morning, preventing alzheimer's. the behavior that could be allowing people to live without the disease for longer. plus, bracelets made of dentures? the process an artist is putting the teeth through before selling them online. we've just learned that seven people were killed in protests in egypt today. the latest details on today's clashes. plus the heat wave rolls on. the high temperatures coming. that's in your weather and that's in your weather and traffic on the 1s next.

to put that off for a few years. a new study suggests you're less likely to develop alzheimer's and other forms of dementia if you postpone retirement. researchers studied more than 400,000 former workers in europe. they found that you're 14% less likely to develop alzheimer's if you retire at age 65 instead of 60. while the world is waiting for the royal baby, bookies are really cashing in. british betting firms say that baby cambridge is drawing a record number of bets worth over $1.5 million so far. right now people are betting she gives birth in the morning. red is 4-1. long-term bets as for the baby's career, joining the royal air force. >> seriously? >> 16-1. a model. they're a good-looking couple. 33-1. journalist, 90-1. 60-1 odds the baby will be 19 when he or she is first photographed leaving a nightclub. they will bet on anything, people. >> everybody just -- they want to feel connected.

some breaking news out of egypt at 6:15. at least seven people were killed. more than 260 others hurt in fighting overnight with police in cairo. take a look at some of this. protesters in the streets there. you can see tear gas that was fired there by police. they're trying to clear thousands of protesters from the streets there. they are calling for the reinstatement of ousted islamist

president mohamed morsi. george washington university is canceling its study abroad program in egypt for the fall semester because of safety concerns. the university says eight students plan to study in that country. right now more than 7,000 people are evacuating villages in eastern india because of massive flooding. take a look. the water has swept away dozens of homes. monsoon rains have been blamed for thousands of deaths throughout india this summer. just yesterday indian authorities announced the nearly 6,000 people listed missing after last month's heavy flooding in the northern part of that country are now presumed dead. new this morning, panama seized a north korean ship suspected of carrying missile equipment. take a look at this twitter picture. overnight panama's president tweeted this photo, saying officers seized that korean ship traveling from cuba with, quote, undeclared military cargo. the ship was on its way to north korea when officers stopped it near the opening of the panama canal on the atlantic side. officers found sophisticated missile equipment hidden inside

massive containers of sugar. and new this morning, south korea blaming the north for a se cyber that attack that left several media websites down. investigators in south korea say hackers targeted file-sharing websites last month to find security weaknesses. they claim the online assaults took place on the 63rd anniversary of the korean war and were planned for several months. one of mexico's most notorious gangsters is under arrest this morning. the arrest of miguel angel trevino morales is a big blow to the group's command structure. morales is charged with kidnapping and killing 265 people as well as other crimes. new this morning, lawyers for former illinois governor rod blagojevich appealing his corruption convictions and 14-year prison sentence. the democrat was entered into a colorado prison 16 months ago. jurors convicted the 56-year-old for wide-ranging corruption including trying to profit from appointing someone to fill the vacant state senate seat left by president barack obama.

jodi arias will make another plea for her life today. she'll ask a judge to throw out a jury's finding that made her eligible for the death penalty. prosecutors are deciding whether to ask a new jury to decide her fate. the jury that convicted her of murder could not decide on her sentence. if it did determine that arias killed her ex-boyfriend in an especially cruel manner. happening today, they'll swear in a new police chief. kevin davis will take the oath of office later this morning. if he looks familiar, he's the former assistant chief in prince george's county. former chief larry toliver resigned in may. maryland's board of elections is looking closely at contributions baker received when he ran for prince george's county executive. according to "the washington post," a committee that helped pay for his 2010 campaign did not report more than $200,000 in contributions. the committee didn't say where that money came from either. baker says his campaign staff just found out about the problem. he told the "post" we need to fix it.

today the race for governor in maryland will get its first complete republican ticket. hartford county executive david craig will introduce delegate riccio as his running mate. the 36-year-old represents caroline, dorchester, talbot counties on the eastern shore and has served for ten years in the house. right now craig and riccio will face ron george in the gop primary. lieutenant governor anthony brown is the only democrat to declare so far. but attorney general doug gantsler is planning to run. johns hopkins hospital is the best hospital according to "u.s. news & world report." boston's massachusetts general hospital was number one. it took the second spot this year. followed by the mayo clinic in rochester, minnesota. 6:20 now this tuesday morning. a live picture behind us, you

see the sun is shining brilliantly in the sky right now. it is 78 degrees outside our studios at 6:19 in the morning. >> yeah, only getting hotter. tom kierein is here now with your steamy forecast. >> we tried to get the sun to go back down, but it won't do it. it's continuing to climb, and it will be cooking us later today. right now it's a pleasant morning here in the storm team 4 weather center. dew point reports coming in showing the humidity is quite high now. but i think it's probably going to get drier as we get into the afternoon with a little bit of a northwesterly breeze. we should dry out a bit. right now near 80 in washington and the nearby suburbs and around the chesapeake bay. and many of the rural areas in the low to mid-70s now. the most pleasant part of the day now. 60s shenandoah valley into the mountains. and we'll have it rapidly warming up. here's your temperature graph. by noontime, ought to be into the low 90s. upper 90s by midafternoon and lots of sunshine. a quick burn if you're not wearing sunscreen. and if you have to be outside,

take frequent breaks, drink plenty of water. and wear loose-fitting, lightweight, light-colored clothing as we'll have that heat index, that feels-like temperature going to be maybe up around 105 today. and then actually the heat index may be higher than that tomorrow, tuesday -- or rather thursday and into friday from tuesday all the way into friday. afternoon highs each day, upper 90s. and the humidity actually probably higher tomorrow. again, thursday and friday, a little greater chance of maybe some scattered afternoon storms thursday, friday. then a likelihood of storms on the weekend as we get cooler weather moving in. highs 80 sunday into monday. i'm back in ten minutes with another update. here's danella with traffic. >> still watching the situation on the outer loop in college park. in the right shoulder lane, six broken-down cars. and in the left shoulder lane, two cars left. disabled. what's happening is we spoke to police, and they're saying that metal debris is to blame for the flat tires. and there's also a few good samaritans that have pulled over as well to try to help these drivers out.

back at 6:25, the stores you visit on your next trip to the mall may be watching you. some brick and mortar outlets are using your cell phone and special cameras to track your movements d moods. nordstrom used the technology in a pilot program last fall. the store says it was able to use the wi-fi signal from your cell phone to see how long you stayed in a certain section or if you even entered the store. nordstrom's stopped the program after customer complaints. but bennettton, cabela es and family dollars are believed to use that technology. a designer taking statement jewelry to a whole new level. you're not seeing things here.

take a minute to look at this map. if you live in the highlighted area here, your water will be shut off later today. and it won't come back on for days very likely. wsse crews cut through this road in forestville early this morning to get to a water main that they say is close to bursting. they will shut off the water for the next two to five days to fix that main. we have everything you need to know to be prepared for that outage. our megan mcgrath is at the site of the main. we'll go to her live in just about ten minutes. plus we are watching the temperatures climb in our area right now. take a look at this map. 80 in washington, d.c., 80 in annapolis as well and well into the upper 70s throughout the region. bright sunshine heating things up. >> storm team 4 meteorologist tom kierein here with just how hot we can expect it to get. tom? >> there is a live view of the sunrise over the potomac river now. and it is continuing to climb. and a partly cloudy sky. right now 80 degrees at reagan national. the dew point, a steamy 71.

but i think it actually may be dropping back down into the 60s, this dew point. it may turn a little less humid as we get into the afternoon, but that's not going to stop the heat from building. here's how we're looking for this tuesday morning. we will have it hovering still near 80 by 8:00 a.m. then by 10:00, should be in the mid to upper 80s and ought to be hitting the low 90s by noontime with lots of sunshine. and then a sunny afternoon. the heat will be building. i'll show you how hot i think it will get. that's coming in about ten managements. minutes. and now a look at traffic with danella. good morning. >> chopper 4 above a new accident on the beltway. we were talking about college park. this is the other side of the beltway. folks traveling the inner loop of the beltway near ikea, you can see a crash off to the right side of the roadway. ambulance, fire department on the scene blocking the right lane. and so just expect a brief delay as you travel the beltway inner loop in college park. outer loop still dealing with those broken-down vehicles

because of some type of metal leaving cars with flat tires. tow trucks and other broken down vehicles. again, inner loop stick to the left to get by the accident there. 66, and this time as you head westbound, at sycamore street, broken down car luckily just off to the shoulder lane. but westbound looks good. eastbound just a bit slow from the beltway to gw parkway. over to you. >> 6:32 your time now. this could be a tense day on capitol hill. we'll see if senate democrats make good on their threat to change rules for filibusters. that could trigger a bitter partisan feud. nbc's brian mooar is on the hill with the latest. >> reporter: hours ago all the senators gathered together in the old senate chamber, ornate, full of history, but more importantly, no cameras. they tried to talk things out. apparently they failed. and today all eyes on the senate. if republicans continue their filibuster of president obama's nominees, senate majority leader harry reid says he's going to go ahead and make sure the rules

get changed. so instead of a 60-vote filibuster threshold, it will be just simple 51%, an up or down vote. it's called the nuclear options. republicans threatened to do the same thing back in 2005 when democrats were holding up president bush's nominees. democrats caved then. let the president's nominees through. democrats are betting that republicans will cave this time around and let president obama's nominees go through. but right now harry reid has that finger on the nuclear trigger. eun? >> brian mooar on the hill for us, thank you. this morning walmart asking d.c. residents to tell d.c. mayor vincent gray to veto a bill that would force big-box stores to pay higher wages. walmart supporting a publicity campaign that includes flyers and a website asking d.c. residents to contact mayor gray, telling him to veto that bill. the company is threatening to stop plans to build six new stores in the district if that bill becomes law. ready under construction. sources tell news 4 the mayor will veto that bill. they say the council doesn't

have the votes to override it. today a new top judge will be sworn in in d.c. richard roberts will become the new chief judge of the u.s. district court for the district. he replaces royce lamberth who has served in that position since 2008. police need your help solving a shooting that injured four people in southeast washington. take a good look at this video. police need your help identifying these young me suspe suspecting of firing gunshots over the weekend. they were seen boarding a metro bus before the shooting. connecticut state police investigating a white powder found on a jetblue flight. that plane departed ft. lauderdale and landed at bradley international airport last night. an airport spokesman says the powder was found in the plane's bathroom. no one was hurt and no arrests have been made. we are following a developing story impacting tens of thousands of people in prince george's county. a water shortage there. the work our crew is watching

welcome back. it's 6:38. this morning we're getting a look at the new panda cubs born at zoo atlanta. take a look at these little guys. the giant panda named lun lun gave birth to two tiny cubs. they're the first twin pandas born in the u.s. since 1987. take a look. this is a live panda cam in atlanta. we're still working to learn the size and the weight of the cubs as well as their condition and the mother's condition. if you'd like to watch it, the panda cam, we have a link to our news 4 today facebook page. looks like lun lun is resting there. there's a little fun fact for you. on this day in 1790, president george washington signed an act

that gave him the power to choose a new u.s. capitol. it was called the residence act. it meant the federal government would move from philadelphia to right here in washington, d.c. the capitol officially moved here about ten years later. right now temperatures are climbing in washington. feels like 85 degrees in the district at this hour. that's the heat index. we are in the middle of a big-time heat wave, my friends. storm team 4 meteorologist tom kierein here to show us just how high temperatures will go. tom? >> that plane just took off. somebody wants to get out of town. we've got that heat building. live view from the nbc 4 hd city camera. right now reagan national at 80 and near 80 near the chesapeake bay. eastern shore around 80 as well. but the rural areas north and west of washington in northern virginia and maryland, many locations in the low 70s. farther west in the shenandoah valley and mountains, many locations there in the 60s.

right now reston town center, there's a live view from the camera. partly cloudy sky. there's the reston parkway in the foreground crossing the dulles toll road. we'll have a partly cloudy morning hour by hour through the morning, near 80 by 8:00. by noontime, should be into the low 90s. by midafternoon, should be hitting the upper 90s. that feels-like temperature, the heat index, probably going to be near 105 this afternoon. even though it may turn a little less humid just because of the extreme heat. but probably not a record. all the records this week are at 100 or higher. we're probably not going to be having record week. look at the rest of the week and weekends. seven-day outlook in ten minutes. there's danella. >> good morning. a few problems in prince george's county. first this live look from chopper 4. if you're traveling the inner loop of the beltway in college park near ikea, a crash along the right side of the roadway. police still on scene. same thing with the fire department, they're there as well. emergency response blocking two of your right lanes making it a

difficult merge to merge onto the inner loop of the beltway. also in college park, outer loop dealing with some kind of metal debris causing drivers -- leaving them stranded, really, in the right shoulder lane and left shoulder lane. also in the college park area. and as you're traveling in this area just a bit slow. and you'll see broken down vehicles on the right and left side of the roadway. but check out the delays on the inner loop. not only are you dealing with the accident i just mentioned in college park, a report of a second accident. this time near bw parkway. reportedly with three vehicles involved. police are on the way. let me show you the delays in green belt. so far your delays are about two miles as you travel this morning. slow. so again, inner loop of the beltway in college park, you have to look out there. outer loop as well. slow down because the debris in the roadway. aaron? >> thank you. we are following developments in prince george's county this morning. 6:41 now. if you live there, you need to hear this. everyone living within the highlighted area you see on your screen now on that map, you will have your water turned off later today.

and you could be without running water for up to five days. that's as crews work to fix a main that is on the verge of bursting. news 4's megan mcgrath has been in forestville all morning watching as crews try to access that main. megan, what's the latest? >> reporter: well, aaron, just within the last few minutes, a front-end loader arrived here on scene. i'm told by crews they're expecting even more heavy equipment to arrive here in the next 20 minutes or so. now, i just got off the phone with wssc, and they're still trying to pinpoint the exact location of the break. they've narrowed it down, they say, to about a 100-foot stretch of pipe, but they want to narrow it down even further before they start the work of digging. when they begin to empty this water main and when the water level drops low enough, they say they're going to put a person actually inside that pipe to take a look around and find the exact trouble spot once they shut the water off, we're told it will take 14 hours for the water to stop flowing. once the water is off, they're talking anywhere from two to

five days before things will be restored. so people are going to be without water in certain sections of prince george's county, anywhere from two to five days. the problem is there's no redunn dandy in this area. normally when they shut down a line, they can reroute water to other pipes to get water to the affected areas. they just cannot do that in this situation. there is no other pipe. this is a 54-inch main. it's a very large main. and so this is going to be a huge inconvenience to a lot of people. we're talking tens of thousands of people who are going to be without water. we'll, of course, be following this throughout the day and bring you the very latest. aaron, back to you. >> megan, thank you. megan just mentioned this, but we want to show you this map again so you know exactly where the affected are is. here it is for you. forest heights, temple hills, joint base andrews, fort washington, all will be without water during this outage. you can see that interactive map of that area on our website. nbcwashington.com.

you can plug in your address, see exactly if you're affected. stay with news 4 for continuing coverage. we're on top of the story until the water comes back on. new this morning, d.c. police are trying to determine who shot three people. the triple shooting happened just after 12:30 this morning on elvins road not far from suitland parkway. police tell us the men approached three other men when the shots were fired. all three men were taken to the hospital with nonlife-threatening injuries. police have not released any detailed suspect information or a motive in this case. a former aide to congresswoman michele bachmann is fighting charges this morning that he stole from bachmann's capitol hill office. javier sanchez was arrested last week after a hidden camera investigation. capitol police started looking into thefts there shortly after sanchez was hired. they planted two envelopes with $200 in bachmann's chief of staff office and then installed hidden cameras. they say the video shows sanchez taking the envelopes. he denies he took the money but has been charged with theft and was fired.

new this morning, a local football player is off of the vanderbilt university team and banned from campus. he is one of four players being investigated for sex crimes. the school announced that brandon banks was removed from the team for a violation of team rules. banks is from brandywine, maryland, and played for gwynn park high school. details of the sex crimes investigation are not being released. 15 before the hour. new this morning oakland's police chief just told us about the protesters they arrested overnight, at least eight people. they're facing several charges including assault, vandalism and resisting arrest. we also just got this video into our newsroom. these are protests in los angeles. the city's mayor says the lapd going to get tough on protesters starting today. >> people deserve to be able to express their opinions, and we will continue to allow that space to happen. but people also deserve to be safe on their streets and in their cars. >> police arrested at least 13

people in los angeles. i want to tell you that both of these stories happening as a result of protests from the verdict in the george zimmerman trial. want to give you some insight into how the jury in the zimmerman trial reached its verdict. one of the six female jurors spoke to anderson cooper last night on cnn. >> she says prosecutors did not present enough evidence to convict zimmerman of murder or of manslaughter. >> i mean, there was a couple of them in there that wanted to find him guilty of something. and after hours and hours and hours of deliberating over the law and reading it over and over and over again, we decided there's just no way -- other place to go. >> because of the only -- the two options you had, second-degree murder or manslaughter, you felt neither applied? >> right. >> the juror says she also believes zimmerman was acting in self-defense. here in the district, ben's chili bowl is holding a vigil at

11:00. don't expect a scene like the one playing out in california right now, though. everyone at ben's will have to sign a pledge agreeing to be peaceful. george zimmerman has sued nbc universal, the parent company of this station, for defamation. the company strongly denies the allegations. we will keep a close eye on the naacp's national convention today. attorney general eric holder is part of a panel on gun violence. we'll also see if he talks about the justice department's review of trayvon martin's death. he called it a tragic unnecessary shooting yesterday. he also promised that the doj would follow the facts and the law before deciding whether to file federal criminal charges against george zimmerman. we'll see what prince william county is doing to make sure it's never stuck with a budget blunder again. according to "the post" they typed the wrong year in a code that projects the budget. the county's budget then came up about $5 million short. a company that looked into the matter will present its findings to the county board of supervisors today. 6:47 now.

right now police are asking for your help to find a missing germ germantown man. this is joshua ellis. police say the 37-year-old was last seen saturday morning walking near his house along kitchen house way. if you see him, call montgomery county police. a new report details the response to the massive wildfire in arizona that killed 19 members of an elite group of firefighters. the wildfire near yarnell was sparked by a lightning strike on june 28th. in the report, the arizona state forestry division describes how the fire worsened hour by hour. the report does not address why the hotshot crew was still on the mountain more than an hour after the winds shifted, bringing the flames back toward them. it is also not clear whether the hotshots were warned of the erratically changing weather before they were killed. new today, a bomb planted on a bicycle exploded, killing at least two people and injuring at least three others in eastern afghanistan. investigators are trying to figure out the target of that

bombing. nato says one of its service members was killed from a direct fire attack as well. no word if those two incidents are related. the ntsb intern who wrongly confirmed the names of the asiana flight 214 is looking for a new job this morning. he confirmed to a fox tv station in san francisco four names of the pilots that were fake and racially offensive. that station has issued apologies online and on air, but asiana plans to sue because it says the report badly damaged their reputation. russian president vladimir putin says he wants edward snowden to leave his country. but he also says he is keeping snowden's asylum request on the table. putin says the former u.s. contractor arrived in russia without an invitation. snowden has been stuck at the moscow airport since june 23rd. he told human rights activists he would seek temporary asylum in russia. new this morning, we've learned that one of former president richard nixon's top advisers has died.
