behind it and how it could get easier to report. and 50 years after a march that changed a nation. >> i have a dream today! thousands hon oor the legacy of dr. martin luther king jr. a day of celebration and tonight a call to action. good evening. i'm doreen gentzler. >> i'm jim vance. 50 years after dr. martin luther king jr. told us his dream for america, we are reminded of how far we have come and how far we still have to go. just as 50 years ago today started with a march. thousands of people walking, some hand in hand, demanding jobs and justice. >> on the steps of the lincoln memorial where dr. king gave his most famous speech, we heard from congressman john lewis, the last surviving speaker from the 1963 event. members of the king family and former presidents bill clinton and jimmy carter also addressed the crowd. >> bells rang across this

country at 3:00 this afternoon. 50 years after dr. king called upon america to let freedom ring. president obama honored those who marched for all that we have today but he also said the march isn't over. >> the universe may bend toward justice but it doesn't bend on its own. to secure the gains this country has made requires constant vigilance not complacency. whether by challenging those who erect new barriers to the vote or ensuring that the scales of justice work equally for all in the criminal justice system is not simply a pipeline from under funded schools to over crowded jails. it requires vigilance. tonight we have new reaction to the president's speech and all of the day's events. we'll go to the martin luther king memorial now with more. >> reporter: vance, at this hour there are still a number of people that are out visiting the

sites and visiting this particular memorial. this evening a number of people trying to relish, trying to bask in all of the day's events and remembering and standing in awe of what one man helped begin and where our country has come since then. the anniversary of the march on washington has come and gone. 50 years later, is there more to be done? you felt like you heard, these are the next steps? >> i don't think they laid out steps per se but the energy is there and that we have to keep this energized. we have to keep these policies moving forward. >> the country has its first african-american president. because they marched, a voting rights law was signed. because they marched doors of opportunity and education swung open. >> i'm not a fan of the speech. >> but d.c. delegate eleanor holmes norton tells me mr. obama's speech fell short. >> a wonderful thing to have

said was we've now got a president to accept your challenge. i accept your challenge. i'm going back to congress and saying will you accept the challenge? >> narrator: 1963 they marched. by '64 they had the civil rights act. how do you gauge progression in 2013? >> judyou don't judge progress a single individual or even the fact that we have 43 members of the house of representatives. >> we made it. i think we're not quite there yet but we made a lot of progress. >> reporter: we've heard so much about this energy felt today, the energy over the past couple days. what is left to be seen is where will this new found energy, where will this new found momentum take the country in the coming years? live on the national mall, news 4. >> getting into the national mall today to watch the events

from there proved challenging. tens of thousands of people were funneled through one security check point on 17th street. many people waited hours in line to get in. the d.c. fire department sprayed water to keep people cool. ambulances also stationed around the mall to help people who were overcome by the heat. most people we talked with said it was all a small price to pay to be a part of this historic day. >> tonight tmz is reporting that a bus carrying members of the king family was involved in a minor accident minutes after leaving the celebration. park police confirmed the crash but say they don't know exactly who was involved. nobody was hurt. this was just one of the traffic tieups with an estimated 100,000 people leaving the national mall all at once just at the start of rush hour. >> we have more coverage of today's ceremony still to come tonight. we want to remind you, you can listen to some of today's speeches in their entirety at nbc washington.com/mlk50. new developments tonight on

possible u.s. military action against syria. nbc news has learned that a possible strike could be delayed because of parliamentary dissent in the uk. some members of parliament are refusing to okay a strike until u.n. inspectors report their findings and that could take a few days. that could push a vote back until next week and the u.s. is not likely to act without british participation. meanwhile, president obama made his case for military action on pbs but says a final decision has not yet been made. >> we have concluded that the syrian government, in fact, carried this out, and if that's so then there need to be international consequences. i have no interest in any kind of open ended conflict in syria, but we do have to make sure that when countries break international norms on weapons like chemical weapons that could threaten us that they are held accountable. >> some republicans have accused the president of not keeping congress in the loop of all

this. the white house says it plans to brief members of congress tomorrow. look at our weather now. we saw some rain coming down on the mall and elsewhere this afternoon. apparently it's not gone yet. how we looking? >> we had heavier showers out there a little earlier this evening but most of those have now begun to subside. let's show you what the temperatures are currently sitting at 76 degrees. it is a very warm night. but notice we are on the calm side, dealing with the cloud cover. storm team 4 radar showing a few showers in and around the beltway around d.c. earlier. now they're right in through arlington alexandria but that's about it. as you widen out here one thing you notice most of the activity has faded away or moved on down to the south. we have a little different air mass moving in. it will affect us early tomorrow morning. i will let you know what to expect as you step out the door tomorrow morning and of course we have the all important labor day weekend forecast. a couple changes there, too. >> tomorrow a naval academy

midshipman who accused three men of sexual assault could face questions from their lawyers. the woman took the stand in a hearing today. she claims that she didn't remember what happened at a party last year. she says she had been drinking heavily at an off campus party and then woke up the next morning. after reading lewd rumors on social media, she confronted one of the navy football players. she says he told her that she had sex with him and also with another football player. the hearing will determine whether there is enough evidence for that case to go to trial. tonight family members of several victims of the fort hood shootings say nidal hasan is receiving justice. a military jury unanimously voted today to sentence him to death. hasan killed 13 people in 2009 in the worst mass shooting on a u.s. military post. he has said he gunned down fellow soldiers to protect islamic insurgents from american aggression. hasan acted as his own attorney and offered no defense.

>> the story we reported first on news 4, 132 new photo enforcement traffic cameras will be installed around the city over the next few months. the first wave will be stop sign cameras. so far, only one has been installed. it is still in the testing phase we're told. once in effect, those cameras will issue $50 fines to violators. d.c. residents are split on the traffic camera crackdown. >> i think if it's automated, you know, there is no recourse for the average person and they're going to have huge fines. >> flagrant violations that you see people in cars commit are just really as a pedestrian appalling. >> there also will be cameras installed to catch drivers blocking the box or failing to stop for pedestrians in crosswalks. so far this year the district has collected more than $69

million from speed and red light cameras. >> new tonight we've learned the d.c. taxi cab commission is investigating several complaints of drivers refusing to take passengers to the eastern market area of capitol hill. news 4's jackie bensen found out what the agency plans to do to make sure drivers take you where you need to go. >> reporter: residents of the eastern market area of capitol hill say they are fed up with taxi cab drivers who don't want to bring them home. a recent comment on a popular local blog claimed it was easier to get a cab to pet worth than to eastern market. >> i want to go to e! street southeast. i didn't say eastern market. >> jessica curry describes a frustrating effort to get a taxi home from the navy yard area. >> he wouldn't take me. and i said, are you kidding? this is 8th street southeast, barracks row. just the next neighborhood over. he was like, no. i don't go to southeast. mind you we were already in southeast. >> reporter: leah daniels owns the hills kitchen store near the eastern market metro station. >> i do have a routine. i do get in, close the door, put

my seat belt on and then tell them where i'm going. >> reporter: ron linton chairman of the d.c. cab association says daniels is doing the right thing. >> the passenger simply opens the rear door, enters the cab, sits down, closes the door, and then tells the driver where they want to go. if we find he violated the regulation it is a $500 fine. >> reporter: linton says riders are about to see something new on top of d.c. taxi cabs. he believes it will make it easier to report drivers who refuse a fare. >> if it says taxi for hire, and you wave at him, he has to stop or he is in violation. and also right next to that we'll have his taxi number, four digits, a letter and three numbers. you call the commission, give them that number and we find him rncht drivers who rack up enough violations could face the loss of their hack license. they break the law right in the open but police can't do

♪ his love is power his love is glory times forever and ever ♪ >> that's grammy winner heather headley performing just before president obama's speech on the steps of the lincoln memorial today. d.c. was not the only place where dr. king was remembered. bells rang across the country at 3:00 this afternoon to commemorate his "i have a dream" speech. schools and churches in boston, philadelphia, and montgomery, alabama as well rang bells in memory of king. the bell ringing traveled across the globe as well to the square in london. students gathered there to ring bells and to read part of king's famous speech. >> we have new video tonight showing some dangerous and illegal stunts being performed on d.c. streets. riders on atvs and motor bikes openly breaking the law but as

news 4's darcy spencer reports, there's not much police can do about it. >> reporter: they ride wheelies down the streets of d.c. drivers on dirt bikes, four wheelers, and other atvs weaving through traffic. >> the guys do kind of the tricks in the street and they got the quad and they're doing the whli and stuff like that. >> yes, they are illegal in the district, but, no, the drivers don't seem to be worried. it's known on the street police cannot chase these bikes. it's against department policy. >> it is going to end in tragedy one way or the other. unfortunately, we have clear marching orders. we are not going to chase those vehicles. >> in fact, those familiar with the problems say some of the drivers come from other areas on stolen bikes because d.c. is known for its no chase policy. >> they know they can drive these vehicles with impunity so we become a haven for this type of behavior. >> sunday night police blocked

in a scooter that had been reported stolen. the teen driver, handcuffed but later let go. a bike like this needs to be registered. look closely. there's only a personalized tag on the back. residents have gotten fed up. >> our neighbors are almost in unison and calling to complain because no one wants to hear the rumbling of these annoying mopeds and atvs zooming up and down the street. they are basically a nuisance. >> police tell me they're frustrated, too. their hands are tied but the solution isn't clear. some fear allowing police to chase could make an already dangerous situation turn deadly. >> i would prefer to have the cops be able to catch them and hope that nothing or no one gets hurt in the process. >> reporter: the head of the police union says he wants the city to take a close look at his policies. he says the consequences of riding an illegal bike here in the city should be so severe no one would want to get caught breaking the law. in northwest washington, darcy

spencer, news 4. >> doug is here with a look at our weather. has the rain cleared on out of here yet? >> for the most part, yeah. we did see showers during the day today and this evening heavier storms actually came in through parts of the area. not a lot of lightning though parts of prince george's county saw a little bit in the way of lightning earlier. right now out toward union station you can see what's going on. this is an area we have seen some of the showers over the last half an hour or so making their way through portions of the district and the beltway but most of those starting to die off. one thing you'll also notice low clouds and some fog. i think that could be an issue as we make our way through the night into early tomorrow morning. 83 degrees. that was the high during the day today. the low of 77 actually now our current temperature sitting at 76 degrees so that is our new low. just light rain today and a few more chances for rain as we move through the next couple days. here is your current look. look at the nats stadium. now down to 75 degrees. i think we'll drop down to around the 72-degree mark. any time the temperature gets close to the dew point that is

when we have the potential for low clouds and fog. as i mentioned i think that will be an impact for your morning commute. heads up in many areas tomorrow especially from the city and then in toward portions of maryland. i think maryland could be the place we see some of that fog. also into portions of virginia, too. don't think you're out of the woods. 73 leesburg. 68 cool degrees in frederick. 73 la plata and 74 down toward patuxent river. storm team 4 radar not picking up much of anything. few showers way down toward the south. one little shower i saw earlier coming right on through the district is now just over toward the oxon hill area right here along the beltway. a couple showers, too. that came right through nats park a little earlier. take a look at this. somebody tweeted me. they said how does it look for nats park? hey. looking good. you might want to bring the umbrella. well, they did have a little rain delay there. this shower developed right over the stadium lasted only about 15 to 20 minutes. did cause a delay. they did have to bring out the tarp but since then, things have gone well for the nats.

jason is up in a little bit with the rest of that. as far as the rain goes right now it is all moving out of here way down toward the south and that's the way things are going to be. take a look at the flow here making its way toward the east. that tells me we've got a little bit of an ocean influence here. so tomorrow we're not only going to see that potential for early morning fog but also temperatures that are a little bit below average. 72 degrees, mostly cloudy. early tomorrow morning. 84. make sure sun and clouds, i think we'll see more sun as the day goes on but we could see clouds early by 7:00 today partly sunny temperature around 83 degrees. this year breakfast, lunch, and dinner forecast tomorrow afternoon. 86 in d.c. 86 pla plata. clouds early. sun late in the day. isolated chance of shower. most of us will remain dry. if you're heading down toward the beach for the labor day weekend 85 on saturday. 86 on sunday. and monday. we will see a chance of storms sunday and monday but i don't expect much.

so we saw jayson werth knock the cover off the ball. >> yes. >> was it enough? >> it was enough. doug did not jinx the nationals during his weather report. they did pull out -- >> first for that. >> he tried to. they did pull out the win tonight. coming into tonight steven strasburg of the nationals were going after their seventh win in the last eight games. the problem is steven strasburg didn't last long not because of a bad outing but because of bad weather. an hour and 12 minute rain delay forced david johnson to pull strasburg after just two innings of work. we'll pick it up in the bottom of the second. rain starts to fall during steve lombard ossi's at bat. fans head for cover but they'll miss a good at bat here. he sends the pitch into the left field. he and desmond started on first base. he is on his horse coming all the way around to score. the nats take a 1-0 lead. after that at bat the tarp comes out. that hour plus rain delay, strasburg's night was done.

muchado. scores the go ahead run. that does it. red sox come back to win it, final score, 4-3. tennis now the second round of the u.s. open the williams sisters were scheduled to play today. venus did get her match in tonight but due to weather serena did not. venus williams taking on her opponent playing the longest match of the tournament thus far third set venus serving. trade groundstrokes here. backhand out of bounds. tied at six and going to a tie-break. 6-5 and serving. venus tries the backhand down the line but it's wide. she loses two sets to one. more than a three-hour long match. also one final note the redskins play their final preseason game tomorrow night down in tampa. after that it's all about the real season. >> she used to own that court. didn't seem all that long ago she almost came back and pulled that match off.
