that's the latest from the live desk. angie goff, news 4. this morning there is fear among experts on copy cat violence. the u.s. department of homeland security will likely coordinate with corporate security chiefs and different law enforcement agencies as malls consider boosting security. today president obama will address the general assembly of the united nations. the president has appeared before the body five times before and has primarily spoken about domestic issues. this time he is expected to focus on foreign policy, particularly syria. advisors say he will push for increased pressure for bashar al assad to resign and ask for military force to be included as a u.n. punishment. the meeting could also provide a

huge break through in u.s./iran relations. the white house is considering the risk and rewards of meeting with the iranian president. rouhani has signaled a willingness to know ghosh yat. no meeting is planned but even a handshake would mark the first meeting in 30 years. two more victims of the mass shooting at the navy yard will be laid to rest today. a funeral service for john roger johnson is being held in gaithersburg at 11:00 this morning. tonight a viewing is set for kathleen gaarde. a victim who survived the shooting is spending her first morning at home. a woman who suffered gunshot wounds to the shoulder was released yesterday afternoon. these are pictures of the emergency room as patients began to arrive a little more than a week ago. d.c. police officer scott williams remains in the hospital

but doctors tell us he is in good condition. med star also treated a woman whose head was grazed by a bullet. she was released last week. the navy is planning changes to its security checks. the navy says alexis did not disclose his 2004 arrest in seattle and they say the background report done at the time did not reveal a gun had been used during the dispute that led to his arrest. instead, the report said alexis deflated the tires of a construction worker's car. five minutes after the hour now. our northern virginia bureau reporter will be in arlington tonight for the first debate between the candidates. e.w. jackson will square off against democrat ralph northum. the race for lieutenant governor is still extremely tight.

i'm angie goff at the live desk. new developments out of india on a gang rape case that captured worldwide attention. this morning we've learned that the court will review the appeals of the four men convicted and sentenced to death in the case. today lawyers for the men challenge the convictions at a high court hearing. the court says they'll starts hearing prosecution arguments tomorrow as the defense files their appeals. a special trial court handed down the sentences two weeks ago, the death skenss that is, after finding the men guilty of a fatal gang rape of a 23-year-old student in december. new this morning, a former u.s. nuclear regulator says japan and the u.s. knew of contaminated water leaks at the troubled fukushima plant earlier

in the crisis. the former chair of the u.s. nuclear regulatory commission said they were surprised how long it took them to find it. a powerful earthquake triggered a tsunami knocking the plant offline in marve 2011. new this morning south korea says there is no proof that north korea has a way to develop nuclear weapons. they do not recognize the north as a nuclear power. china banned related exports that includes materials in the nuclear and chemical fields. this comes a day after the u.s. reported the north developed nuclear weapons and conducted tests. >> 16 minutes after the hour. donald sacklebin said he gave out confidential information to

the press. the intel was in regard to an al qaeda affiliate's plot to bomb an airliner from yemen. the time he's sfensed to is 12 years. the woman at the center of the irs tea party scandal is retiring. lois lerner handled the review of these applications. she has been on paid leave since may. a congressional review board was preparing to recommend lerner be fired but she retired. after five months closing arguments are expected to get underway in the michael jackson wrongful death trial. they say aeg should be held

responsible. aeg live denies any wrongdoing saying jackson hired murray himself. a mass shooting in chicago injured a 3-year-old boy. neither man is believed to be the actual shooter but both played significant roles in the shooting. 13 people were hurt in that shooting thursday night at a basketball court in a park. the relief won't stop even if the government does. that was the message from vice president joe biden as he toured colorado yesterday. 2,000 miles of property have been destroyed there. the rebuilding will not stop until everything is back to normal. >> in this kind of situation, what's the best thing you can tell at this point? >> we're not going away. after the camera's gone, after we're not covering this anymore,

hi hill. >> reporter: president obama is supposed to help in that investigation which could end up involving american attackers according to officials in kenya. word that americans may have been involved in this terrorist group first came from what we believed to be a twitter account of the group but now authorities think that was not an authorized account. now the foreign minister for kenya says there were several young men, 18 to 19 years old, who were involved in that deadly siege on the mall. u.s. officials say that they will not know for sure until all of the attackers are identified. the names that were provided early on, again, from an account that we now believe was not accurate but the u.s. officials said that those names were not on any terror watch list. they're holding out to find out all of those that were involved and then compare and see if there were any americans involved. however, we do know that this group, al shabab, has been recruiting americans for quite some time, especially in the

minneapolis area. several years ago there were at least 50. now they believe those numbers are down. possibly as many as 20 americans fighting with them in somalia which has been a base for this terrorist group. >> tracie potts on the hill. thank you, tracie. a woman from north carolina who survived the shooting in kenya is returning to the united states. benedita malakia will arrive in dulles this morning. she saw the attackers going in and throwing grenades. we spoke to her via skype. >> you could hear them methodically going from store to store talking to people, asking questions, shooting, screams. then it would stop for a while, then it would go to another store. american security forces and the kenyan army rescued her after four hours. the 30-year-old woman moved from north carolina to kenya for

work. new this morning, we're learning that u.n. chemical weapons inspectors are expected to return to syria tomorrow. that's according to russia's deputy foreign minister. the inspectors will be looking for evidence of chemical weapons used in several attacks. they already determined that sarin gas was used in late august that killed more than 1400 people. there is reason to be optimistic that we could avoid a government shutdown. some of the senate's top republicans say they won't vote to block legislation that would prevent a partial shutdown next week. the house passed the bill last week. it defends the affordable care act. democrats plan on rewriting the bill to restore that money. texas senator ted cruz has said he's prepared to filibuster any legislation that funds the health care law even if it means a government shutdown. president obama is spending this week defending the health care law he worked so hard to get passed. he'll highlight some of its benefits today alongside former president clinton. he'll head to maryland thursday

to speak on the issue at a community college. uninsured americans can begin signing up next week under the laws new insurance marketplaces. new this morning, a report is blaming the equipment for this deadly parking garage collapse in bethesda. according to the washington post, a malfunctioning jack or overhead scaffolding may have caused a 43,000 pound concrete slab to collapse back in may. one worker died and another was seriously hurt. county officials still have to decide whether to cite the contractor, whiting turner, for possible violations of its construction permits. we learned a set of metro keys was stolen from an arlington fire engine out on a call. engine 105 was unlocked and briefly aun tended last wednesday. two men stole a forcible entry tool known as a hydro ram and a set of metro keys. those keys can unlock secure

governor. doug will launch his bid. it will be the start of a seven day statewide announcement tour. gensler gave a preview of his message last thursday when he released this video on youtube. lieutenant governor anthony brown and heather ma zur announced their bids. the commission to oversee maryland's medical marijuana programs will meet today. martin o'malley announced the program. a special wreath laying ceremony at the tomb of the unknowns this afternoon. governor bob mcdonnell of virginia will be in arlington at the national cemetery. he was an active member of the military starting in the '70s. he served 21 years both active duty and reserves retiring as a lieutenant colonel in 1997. happening today in northern virginia, v-dot will tell you about the changes coming to a

heavily used roundabout. if you use the intersection of route 50 and route 15 in gilbert corner, you know it can be tricky to get around and on and off that roundabout. news 4's megan mcgrath is live and what v-dot has planned. >> reporter: good morning. they had quite a problem here at this intersection. 15 and 50 in gilbert's corner with high speed serious crashes, so the decision was made to put in the roundabout that you see behind me. the idea is that you would slow traffic down and make this intersection safer. the problem is this roundabout did exactly the opposite. in fact, it made things worse in terms of the number of accidents in the intersection essentially tripling the number in the four years since the roundabout was put in. now these were lower speed fender bender type crashes, not the high speed crashes that they were seeing before but still a problem nonetheless that was snarling traffic. so the decision has been made to make some changes here at the

roundabout. v-dot announcing that they are going to do a number of things to try to make this a safer situation. first of all, they're going to create a single lane approach. you can see right here now live you have a two-lane approach as you go into the roundabout. this has caused some confusion with right-of-way and when people are trying to exit and make their turns. there's been a lot of bumping around between cars. one lane in, one lane out. they're also going to be changing the markings that you see on the pavement. there will be some changes to the signage as well to make things a bit more clear to motorists who are using this round be about. now v-dot says that the work will happen in october and november. it will be finished by thanksgiving. they're going to explain the plan during a neighborhood meeting that's taking place tonight at alde elementary. megan mcgrath, news 4. i'm back to you. marc trains running again following a deadly accident in

prince gorges county. a train hit a man walking across the tracks near route 1 and kennedy street in highattsville. former linebacker ray lewis is speaking out about jacoby jones. this happened on a party bus apparently parked in front of the opera ultra lounge. jones ended up with a bloody face. tmz first reported this story and took a photo as well. jones told police he couldn't remember who did it. he refused treatment as well. no charges filed here. ray lewis says the incident shows a lack of leadership on the ravens team. dozens of people are eager to get back into a silver spring hotel to see what's left of their stuff this morning. yesterday evening the days inn on 13th street caught fire. that caused the building to be evacuated. fire officials say the flames started on the ground floor, then proceeded to climb a wooden beam up to the top of the

building. at least four rooms in that hotel have severe water damage and they're unsafe to live in. no one was hurt in that fire but the emotional toll was present as reality set in. >> i've been off a week because i didn't have anywhere to live. now i really have nowhere to live. >> once the fire was out, fire officials helped residents find a safe, warm place to sleep last night. well, in just a few hours a piece of your childhood will be given to the smithsonian. jim henson's daughter is donating more than 20 puppets and props to the national museum of american history. there's our friend kermit. he might say, kermit the frog here. >> pretty good, aaron. >> been working on that for years. cheryl henson will be on hand for the event. today would have been jim henson's 77th birthday. >> we're big fans of kermit. >> fozzie bear was number one. nobody beats fozzie.

northern neck. steep climb in the temperature grab. quickly warming. ought to be into the upper 60s by noon. low to mid 70s by the mid afternoon. chuck and i were talking about are we done with our 90s? what is the latest 90 degree temperature in washington on record, chuck? >> the all-time record, tom, is october the 11th. we've never had a 90 degree later than october the 11th. easy to remember that day, my mom's birthday. we've been 90 late in the season fairly recent bely. 2007 or last 90 degree day did not come until october the 9th. that particular year, 2007, we had 44 days in the 90s. of course, nothing compares to the record hot summer of 2010. our final 90 that year was september 25th. we had 67 days that year 90 or better. >> here's your storm team four day forecast. it will feel like summer. afternoon highs near 80 as well on thursday and friday and into the weekend.

we're here with your cool tuesday forecast. tom? >> some say cold. some say refreshing and invigorating. it is down to 40 degrees in the rural areas of west virginia, virginia, maryland, closer to washington. in prince gorges county, now down to the mid 40s. most of fairfax county, the mid 40s. then right near the beltway inside the beltway, most of the neighborhoods are generally in the upper 40s to mid 50s. away from the waters, down into the mid 40s most of the region. by 8:00, still a chill in the air. bright sunshine today will warm us quickly. by 10:00, 60. by noon into the upper 60s. sunrise at 58.
