exclusive. police say they made sure security will not be compromised following a theft reported on news 4. two men stole a set of keys from an arlington fire engine on an emergency call last week. they allow access to ste cure metro areas uncolliding tunnels. the fire officials say they have taken steps to make sure future thefts from engines don't happen again. if you know the feeling of a long wait at the dmv, you will understand why hundreds of customers are frustrated. the department of motor vehicles canceled their appointments. adam tuss talked to the head of the dmv to find out why that's changed. >> it's not the news you want to get if you are trying to get your license in the district. 800 people told they cannot take their road test because of a staffing shortage at the d.c.

dmv. that means if you are expecting to go and get behind the wheel of a car, get your license, you are 16 years old, you can't do that if you have been contacted by the dmv. we talked to them about the issue. unfortunately, we have to cancel the road test appointment. reapologize. we recognize it's an inconvenience. the agency is simply short staffed. turns out the virginia dmv was actually helping out with road test examiners in the district. virginia's examiners have been called back. what happened was we had support from another jurisdiction. unfortunately, they had to notify us that they needed to pull the resources back. i'm assuming because of their own issues. >> reporter: stay with us, coming up, we'll have much more reaction on the story. plus, will you get a call sooner rather than later to come in and take that test. in southwest, adam tuss, news 4.

we have word of a worker trapped in a trench on a construction site in frederick county. scott macfarlane has details from the live desk. >> there are powerful images coming from chopper 4. this is frederick county north of i-70. crews are trying to rescue a construction worker stuck in a trench. the 7100 block of eagle head drive. it's half way between frederick and new. at the bottom right of the screen, they are trying to excavate him. at one point, water and mud up

to his chest. frederick county is there with their crew. the rescue units are helping out. they are expert at trench rescues. this is not far from the line. you have a construction worker, dead center in the middle of the screen, in a trench, they are trying to rescue him. ladders are being used to traverse it. at one point, he was chest deep in water and mud. this construction sight at eagle head drive, the 7100 block. chopper 4 is giving you a look. police teams very close to the worker now. rescue teams wearing red vests and appearing to get closer and closer. let's go back to jim and pat. >> those are impressive pictures. live, coming from chopper 4. chief graham, your folks are assisting in this. it looks like a delicate operation but looks like they are making progress.

as scott mentioned, he was covered in mud up to his chest earlier. >> we were called to assist this afternoon at about 3:20 or so. our technical rescue teams responded at the 7100 block of frederick county. you are looking at an adult male. it looks like the water receded. he is trapped with mud and soil from the waistline down. we are far from over on this one because we need to shore around the patient in order to have no more erosion come in on top of him. we'll be placing -- we'll be placing shoring around that patient before we put anybody in with him. you are probably seeing him from the waist upright now. from the waist down, he is pinned with a lot of soil. that can weigh, you know, upwards to 1,000 or greater pounds of pressure on the patient. it's delicate at this point.

we were able to start to remove some of the water from the trench in order to keep it from coming up on him. the water was rising quickly. we are working to shut the water down. it will probably be a prolonged rescue effort. we are on the scene. we are assisting frederick county fire and rescue in this effort with our technical rescue team. >> do you have any idea what kind of work he was doing at the time he was trapped and how he became trapped in that hole? >> not at this time. it's preliminary. the maryland occupational and safety help will work to determine the cause. >> he was actually wiping away mud and water with his hands there. are these rescuers, the responders using their own weight to pull him up or is this

machinery that can lift him? you are talking 1,000 pounds of pressure. >> you can't just pull him out of there. it's a suction around your lower body. it could injure the patient to pull him up out of there because of the suction. what you are seeing is someone common with patients trapped. he is trying to dig himself out. we have a process not to cause a slough in or keep the dirt from caving in behind him or anything that would pin him. we have to make sure the ground pads are placed all around that not to cause vibration or further pressure to cause it to collapse in on him. i would say from my own experience, his anxiety is causing him to dig out around him. >> chief scott graham of the montgomery county rescue. we are seeing pictures of the

erosion around him. he is communicating with first respondsers. we will keep you updated with the rescue coming out of frederick, 7100 block of eagle head drive. let's go to wendy rieger at the live desk with new details about the alexis murphy case in virginia. wendy? >> this is in connection with the disappearance of a 17-year-old missing since last month. today, a grand jury indicted 48-year-old randy taylor on two felony charges, one for the abduction of myrrh fi, the other for a theft of an atv. myrrh fi was last seen on video at a gas station august 3rd. taylor is insisting he wasn't the last person to be with her. earlier this week, a new person of interest was contacted in connection with the case. police are describing it as a normal lead and no specifics given. i'm wendy rieger, back to you. we want to shift gear. first, the muppets took

manhattan, now they are taking washington, d.c. today, the smithsonian received a huge piece of america's childhood. >> jim henson's daughter donated 20 puppets and props to the museum of history. tony tull has more. >> reporter: today is the anniversary of jim henson's birthday. that's why they picked this day. 20 puppets are going to be donated. we have bert and ernie and kos car the grouch. if you come in and take a look at the characters and they look weathered, it's because they are the first characters used in the first shows and the first commercials. we talked to a curator here at the museum. her talking about the legacy they will be able to display. cheryl henson, jim's daughter spoke with us on the local ties

we are following breaking news at this hour. a worker still trapped in the trench in frederick. let's get the latest from scott macfarlane at the live desk. >> chopper 4 is over the scene. a worker was trapped at one point to his chest in water and mud. the worker is between the red panels that have been put in place. the yellow panels there, to secure the trench from collapsing. technical rescue from montgomery county helping frederick county officials trying to extract the worker from the trench. it's the 7100 block of eagle head north of i-70 between frederick and new market. they have attached a rope to the construction worker. we think there's a breathing

apparatus, some type of oxygen he's been given. he seems exhausted. he's been in the trench for an hour now. it's north of i-70. this is lincoln and frederick county. frederick and montgomery countries have responded to rescue the worker from the trench. he was trapped to his chest in water and mud at one point. >> we want to go to the frederick county fire chef. tell us about his condition. we saw him earlier using his arms to get water and mud away from him. he's been communicating with the rescuers is that right? >> caller: that is correct. he is stable at this time. >> how long do we think this process will take? he has been down there in this position for the better part of 1:10 or so? >> caller: yeah, it could take a significant amount of time more, actually, to tell you the truth

because this is a very delicate procedure. we want to be really careful. obviously, he is buried at least waist deep and we have to be very careful about how we get him hoisted out of this trench. so, it's a process. we have to be very method cal. >> you are working closely with montgomery county folks. we can see in the pictures we are showing on television the trench is shored up. you have boards around it to try to prevent it from collapsing in on it. we talked earlier about the weight, the pressure of the water and mud that is working against the rescuers. >> caller: yes, ma'am, that is correct. you have to be careful as you are making the rescue that you don't cause more of the water and debris to be trapped, thrown on to the victim. >> do we know, chief, what they were doing in this area at the time? we said he was a construction

worker. what is happening? this is the 7100 block of eagle head drive. >> caller: all i know is about what you do, they were performing some construction work and then suddenly we have this collapse. so, specifically, exactly what they were doing, that information is not available yet. >> we watch, again, this live rescue taking place. the worker trapped between those two red boards there. we understand, as we have been told, he's getting oxygen and they have a rope tied around him, but they are having a tough time getting him out of the mud and water that he's been trapped in for an hour now. we'll continue to monitor the situation and let you know how the rescue is going. >> you can see, they are trying to -- a 19-year-old is charged right now connection with the murder of a woodbridge high

back live now, we are still following this rescue attempt in frederick county. these workers are trying to get a construction worker who has been trapped for an hour out of a trench. he's trapped in water and mud. he's exhausted. he's attached to a rope. they have him on oxygen, we believe. it's in the 700 block of eagle head drive east of i-70. >> they are trying to stabilize the area around the trench. there could have been as much as 1,000 pounds of pressure when the mud and water was up to his chest. we saw it come down to below his waist. they are having a tough time stabilizing the area around him to hoist him up. as pat mentioned, they have ropes and planks around there because the last thing they want is for further erosion to happen in the 7100 block of eagle head drive, north of i-70 in

frederick. meanwhile, trouble at a work site is being blamed for a deadly parking garage collapse in bethesda. it happened back in may. a construction worker there was killed. a private investigation determined a malfunctioning jack and an improperly installed scaffolding may have played a role in that collapse. county officialings are deciding whether to cite the construction site. french fries with fewer calori calories. burger king is cooking up satisfries. it's 20% fewer calories than traditional ones. a small order has 270 versus regular at 340. a new batter coating doesn't absorb as much oil. we are going to do a taste test at 5:00 here. next, a round about is supposed to make traffic move

a fast moving wildfire is burning out of control just 25 miles from downtown l.a. firefighters are using an airlineial attack to fight the blaze of the forest. right now, the fire is threatening a few homes. there are fears strong winds could move the fire toward larger neighborhoods. so far, they have it about 5% contained. back to news 4s scott macfarlane at the live desk monitoring the trench rescue in frederick. has the picture changed? >> more workers on the scene and more equipment near the trench. this is frederick county.

a construction worker, at one point was trapped to his chest in water and mud. they placed yellow boards around. rescue workers can walk around without making the situation worst. workers are now in the trench with the construction employee who's been trapped. ladders are in place. you can see buffer walls. they are holding the wall to keep the trench from collapsing. this is between frederick and new market. frederick county and montgomery fire are on the scene to help with the rescue. we are seen dozens of workers working around the perimeter of the trench to repair things. you can see one worker there trying to nail a buffer wall in place to make sure it's secure. ropes have been attached to the worker that is trapped. this, again, is in frederick county.

it's been at least a 45 minute rescue for a worker trapped in the trench. jim and pat? >> it's a long time. we are going to stay in touch with the live picture from chopper 4 and bring the latest at 5:00. residents are dealing with an unusual traffic problem. a round about is now working a little too well. traffic officials tell us instead of riding their brakes, drivers are going too fast now. as megan mcgrath tells us, it's red to a rise in crashes. >> at the auto service, the round about is well known by customers. some have nicknamed it. >> it's a squirkle. >> whether you call it that or the proper name, the round about has spelled trouble. >> it's confusing. you don't know which lane to be in, to turn or go around. located at the intersection of

routes 15 and 50 in virginia, the round about was installed four years ago to ease traffic. and it worked. this time lapse video taken during the rush hour shows a constant flow of traffic, no more long back ups. >> it's made traffic much better. ift was a gridlock here before they put the circle in. >> reporter: in fixing old problems, a new one was created. since being installed, the number of minor fender benders tripled. part of the problem? speeding. another issue is the two-lane configuration on route 15. >> it's not clear to a lot of drivers with the two lanes how you enter and merge et cetera. >> reporter: change is on the way. the round about will soon go down to one lane. v-dot is changing the pavement markings and signs to simplify things.

we are back live now on the scene of this rescue attempt in frederick county. they are trying to get this worker out of the trench. hees been trapped for almost an hour now, trapped by water and mud. they have shored up the sides. frederick county and montgomery county are helping to save him. a tough and delicate operation under way now for the better part of an hour. they are hoping to get him out of there as soon as possible.

buy your private medical information online. intimate details only you and your doctor should know. >> there are between 1 million and 2 million americans identified by that a year. it can happen in all sorts of ways, insiders that are paid to steal information from hospitals and nursing homes. >> reporter: there have been recent cases in the d.c. area. in 2012, more than 66,000 people put at risk after someone stole a howard university hospital's laptop. in 2011, the company that provides health care for the military, tricare, lost tapes containing private information of almost 5 million people. >> some studies have indicated on the black market you can get more for medical information than you can for social security number. >> that's my social, date of birth, everything. my drivers license number. >> reporter: terry martinez was

shocked. >> they have term life insurance. >> with private information we found for sale online. if you ever checked your medical records? >> i hardly go to the doctor. seldom to i check that. >> reporter: he's not alone. we were able to find private information for people all over the d.c. area. physician information, insurance providers, whether people smoke, insulin doses taking a day. >> it's a big, big business. >> reporter: it's all in the hands of this seller. he got most of the current medical records in india where they gather information by phishing over the phone. >> you want to see people buying data and selling it like it's candy at a store. >> reporter: he wouldn't show his face, but via skype, he agreed to show how it worked. >> they gave me a script to read. what is your name? what is your doctors name? it didn't have the doctors name.

>> reporter: the private details were sold to medical companies that targeted people with health conditions and charged insurance companies for services and supplies. everyone should check their credit report for unusual medical bills or charges. ask your health insurance provider for a list of benefits in your name and never provide medical information over the phone from a caller. >> once they have your information, they have your information. you have to rebuild from scratch. >> reporter: the hospital says they don't think private information on that stolen laptop was misused. after the incident, it toughened up security. tricare could not comment on the lost tapes due to ongoing litigation. if you find out you have been a victim, file a complaint with the ftc and police and contact your medical providers. we want to point out, we did destroy the medical information we were able to find online.
