they're a rare insight into the actions of a deranged killer. haunting surveillance video of navy yard gunman aaron alexis with his shotgun at the ready, inside building 197. running down the stairway. moving about in a strategic way. it was at this building ten days ago that he shot and killed 12 people. video and pictures released by the fbi. it shows alexis driving through the navy yard gate, parking his rental car in the garage around 7:53 in the morning. entering building 197 around 8:08. the gun in a backpack. the backpack over his shoulder. he had sawed off the stock of a gun and put purple tape over the bobbed end. in a stall in the men's room he

removed a shotgun and left that backpack hanging on a hook inside. the victims, according to the fbi, alexis had a routine 7tings. and on the barrel of that shotgun, end to the torment. >> there are indicators that alexis was prepared to die during the attack, and that he accepted death as the inevitable consequences of his actions. >> reporter: building 197 is

still closed. fbi agents are still processing the crime scene. it's likely they'll be there through the weekend. the pentagon is also promming to do its job to assess safety proce proce procedur procedures. >> where there are gaps, we will close them. where there are failures, we will correct them. that process is under way. the victims and every members of the department of defense committee. >> the subcontractor of the employed gunman aaron alexis says the pentagon confirmed twice that alexis had a valid security clearance. the pentagon's investigations will be completely late december. in the meantime they continue to bury the dead.

he was working for a furniture contractor when he was killed at the navy yard. daniels was married. he leaved behind five children. kenneth proctor was laid to rest after a funeral today. proctor spent 22 years working for the federal government. he leaves behind two teenage sons. he was 46 years old. the 24-hour filibuster or similar didn't change a lot of votes. that means just a few minutes after texas republican ted cruz wrapped up his day long speech to delay the bill, he voted for it. they want it defunded as part of new budget. failure to pass a spending bill will force a federal shut down on monday. now an unprecedented ability

of defiance by the federal government. the city served official notice to congress that it would not shut down with the federal government. mayor gray instead declared all 33,000 city workers essential. therefore, making them not subject to the shutdown. >> jim, this has never happened before. city officials do risk being charged with a crime. as a budget impasse in congress threatens a federal shutdown next week, the local nation's capital says it won't go alone. mayor gray defying federal law and congress declared the city will leave all the employees on the job. these are dollars paid by the tax payers and district of

columbia our sales taxes, our income taxes and we should have the authority to be able to spend our dollars. in a brief letter, grey declared all the 33,000 employees essential, exempting them from amanda tori's shutdown. he was getting unanimous backing from other leaders. >> it's not in the best interest of the district of columbia and the citizens to shut us down. not specifically authorized by congress. >> would you risk being arrested or going to jail? >> we'll cross that bridge when we get to it. >> the district as a federal area would normally have close libraries, motor vehicle offices and many other routine city functions in a federal shutdown.

and hit the bus head on. then the bus crashed into a seafood truck sitting on the side of the road. >> a metro train operator is in trouble with his bosses now. the doors opened on the wrong side of the platform on his train. it happened this morning at the silver spring station. a rider posted a picture on twitter showing when the train pulled into the station. no one was hurt and it caused a six-minute delay. we're less than an hour away from the first debate between republican and democratic candidates for the governor of virginia. polling shows the race is running close and a lot of people have still not decided. nbc 4 is broadcasting the debate live at 7:00. northern virginia reporter david culver joins us live from the debate site in mcclan with a preview. >> reporter: yeah n the past hour you sue julie kerry and

unveiled the proposed casino for national harbor. the entertainment and casino giant says it was inspired by d.c.'s monuments. >> we wanted this architecture to have its own meaning. it will fit on a 1,600-foot long pedestal, opening to evoke the feeling of a grand monument. it will span 1 million and 7 square feet. including the hotel tower, expected to have 400 rooms. >> we know we have to have something that fits in the community. >> that's what it's going to look like. >> wow. we showed some folks at national harbor the plans. and got rar varied reactions. >> it's like a space shift. >> it's beautiful. this is like my backyard. so i'm not happy with it. >> it doesn't look like mgm grande type of hotel.
