accepted will have to go to work. if you thought it would get you out of jury duty, think again. the d.c. superior court and u.s. district courts remain open. a tribute to honor fallen firefighters is in jeopardy. the memorial is set for next weekend in maryland. it's on a federal campus, the emergency training center. friends, family and fellow firefighters of 80 fallen heroes are planning to attend the event. a woman whose son died tells us the memorial is important to so many. >> you experience this tragedy and people tell you how sorry they are for your loss. but then to go to the service and see his name, to see kenny's name physically on this monument, actually validated what he did. >> organizers of the memorial

say the cost of moving that memorial would add up to $100,000. a nightmare for several women in arlington. they woke up to a stranger in their bedroom. it happened in the same apartment building in the courthouse area. jackie bensen joins us live from arlington. >> reporter: one victim says she woke up to find a complete stranger in her bedroom, touching her arm. another woman told me the man kept staring at her, even after she started screaming. >> it was terrifying. i just screamed and screamed. >> reporter: the meridian courthouse is secure. how has a man been able to get into the apartments of sleeping women three times in the last ten days? on wednesday, a woman awoke to find a strange man rubbing her arm. police believe the same man struck twice on september 15th. both victims woke up to find a stranger staring at them. >> i started screaming.

i screamed for about 60 seconds. he didn't say or do anything. he backed out of my room. >> reporter: heather says she's frustrated by the response of building management. >> they have suggested i have given keys to ex-boyfriends or friends of mine. i have never done that. >> reporter: her request to change the lock was done the next day. no building wide notice was posted until today. >> they said because it was public record they didn't need to notify anyone, doing so would cause a mass panic among residents. i feel guilty. if they would have notified people after my incident happened, the incident this weekend would not have happened. >> reporter: police believe the same man is involved in all three incidents. >> it could be an inside job. that's something we are explo exploring as well. >> reporter: they denied our request for comment. they say he's a white man with brown hair, possibly asian, early 20s, medium height and

armed with a rifle. progress tonight in getting chemical weapons out of syria. president obama says a united nations resolution to eliminate syria's stockpile is a huge victory for the international community. if syria does not comply to get rid of the weapons the united nations will have to adopt a second resolution, that will include consequences. >> an airman was killed sunday in the red sea. he graduateed from the naval academy in 2001. he was 35 years old. it's not clear what caused the crash. we have breaking news from the washington navy yard. the news 4 i-team learned the navy was in the midst of buying new equipment when the gunman opened fire killing 12 people. the i-team obtain add copy for a contract for panic alarms and electric lock systems for the building. the plans were scrapped yesterday in the wake of yesterday's violence.

jersey are trying to land a test site for drones. today the govern of all three states sent a letter. the governors want to operate six test sites. the university system of maryland, rutgers and virginia tech agreed to collaborate. the faa is expected to select the sites by year's end. a developing story, a judge in new jersey ruled the state must allow same-sex couples to get married. a judge says since the federal government recognizes gay marriages, if new jersey does not, it would violate the state constitution. marriages can begin october 21st. governor chris christie is opposed. he had not said whether he will appeal the ruling. tonight, a major delivery to get it done. every crime in fairfax county. tonight, a look at the number of crimes in 2012 and what the police chief plans to do about it. the cell phone law is about to change next week in maryland. what you need to know before you talk on your cell phone when you

folks, conservatives, senator cruz, i think they want to shut the government down. they are happy to do it and stand on principle on this. speaker boehner does not want to do that. but he's going to have to figure out, they are going to meet tomorrow whether they send back what the senate sent them and get into a shutdown scenario or try to find a way to avoid it. i think the prospects are higher for some kind of short term shutdown of the government. >> it seems the republicans have the most to lose politically. >> they think that, too. the leaders think that. i think the president thinks that. if you saw the president, he seemed quite serene about it. it's the law. there's no end game the republicans have that changes that. they don't have the votes. they don't have the votes among republicans. they certainly don't have the votes among democrats.

is the president going to decide. he amped up the pressure to say look, if we shut down the government and national parks are closed and the audience here, federal workers get ious or sent home, you have to blame one set of folks here. those are republicans saying we have to defund obama care or else these things are going to happen. >> the rebellious republicans, what do they have to gain? what do they think they are going to gain if they shut it down and don't they gain the animosity of the house speaker? >> yeah, well, but i'm not sure they are concerned about that. they have to -- there are activists at home and voters at home energized about what he's done. standing on principle. i believe there's a feeling the conservativism has to push to the next level to really energize americans who we know are opposed to the law at this point. because it hasn't taken effect

new details about a panic alarm that was planned in recent weeks. tonight bikesharing is a reality in montgomery county. they opened at montgomery lane and maryland avenue in rockville today. 50 other stations are planned along metro's red line. eventually 450 red bikes will be available to rent. maryland's handheld device laws are getting mixed reviews. starting on the 1st, if you are caught talking on the phone while driving, you will get a pricey ticket. adam tuss has the story. >> reporter: hang up or go hands

free. that's the message delivered to drivers here on wisconsin avenue in bethesda. the message is simple. if a police officer sees you talking on the cell phone, the handheld cell phone on tuesday, they will pull you over. if you don't want the fine, get used to putting down the phone behind the wheel. >> everyone is constantly on their cell phone. it's hard to avoid. >> reporter: maryland law getting tougher when it comes to handheld devices. for some, it's not much of a change. she is from germany saying it's forbidden. >> it's absolutely against rule. >> reporter: is everyone getting the message? see how it stands up. in d.c., there were handheld and texting bans. in maryland, it moves to a primary event tuesday. in virginia, no handheld ban, there is a texting ban. back here in maryland, where drivers were chatting away, some

because of last week's shooting. we have a copy of the specific security equipment for building 197, the building aaron alexis shot and killed people. the contract solicitation lists panic alarms and electric lock system among other pieces of equipment. the alarms would include an eight inch long magtized alarm. panic bars trigger a siren when pushed. they described the purchase as routine and periodic security update. the purchases have been scrapped due to the september 16th mass shooting. that footage shows aaron alexis moving about during the shooting spree. it's on the west side of the

navy campus. the navy yard is the listing contracting office for the purchase of the security equipment. it's unknown how long the rehabilitation will take. the navy doesn't specify the upgrades that are part of the work. scott macfarlane, news 4 i-team. >> thank you. 0 00 is dropping in fairfax county. a positive trend overall. a disturbing trend among some of the more serious offenses. david culver has the report. >> reporter: fairfax county residents the newly released crime stats are unsettling. here is what she's referring to. when you add up the various offenses, crime dropped .22% in 2012 with 2011. certain serious crimes saw a jump in 2012. there were four more homicides,

15 more kidnapping and seven more forcible sex offenses. generally, i feel safe here. that makes me nervous. >> reporter: we asked police about the spike in homicides. they said it involves domestic cases, not random killings. >> we have detectives and people devoted doing nothing but working with family members, working with victims and trying to assist them. >> reporter: with the change in landscape, they have to shift policing tactics. urbanization has the chief adding nine new officers. they will often work in pairs. they have seen a spike in drug offenses over the past three years. they are turning to residents to be their eyes. >> be on the lookout in their neighborhoods. when you see those increases, other crimes can be involved. >> reporter: in a couple months they plan to update the mapping tool. as soon as a crime is reported,

you will know where it happens. i'm david culver, news 4. police plan to begin the new patrols in tyson's by thanksgiving. officers will be trained to patrol around the silver line. schools have money for extra security. today, the justice department passed a measure. it gives $45 million in grants nationwide for police officers in schools. that means schools can pay for 356 new officers and two police officers will be stationed in all the newtown public schools. a volunteer fire department in prince george's county is moving forward is a firearm fund-raiser despite disapproval from the county. tracee wilkins explains, this is an effort to raise money to improve outdated facilities and equipment. >> reporter: this old fire truck and dated building need replacing.

tomorrow, the volunteer fire department is going to host a fund-raiser, raffling shotguns and rifles. >> it's the message that we are concerned about. >> reporter: when they attempted last year, the prince george's fire county fought it tooth and nail after a slew of permitting issues, it was moved across the county line to charles county. this year, the volunteers are doing it again. >> funds raised from volunteers in another jurisdiction and not associated to a firehouse in prince george's county. >> reporter: it features a berretta a-300. sponsors who did not want to speak on camera say it's aimed at hunters. the co-sponsor is from charles county. >> we felt uncomfortable with the message. things worked out in our favor. they were able to conduct their

fund-raiser in a neighboring jurisdiction. >> reporter: they tell me they are dealing with a federal gun dealer who will bring the weapons for them to see. no live ammunition there. they have to take a ticket to the actual dealer to purchase that weapon after the fact. they are going to have to go through security clearances before they can get the kep. charles county government says yes, there are beers and guns involved in the event. because there's no live ammunition, it's no problem. i'm tracee wilkins, news 4. gun rights supporters are making a last minute push to stop a new maryland law. a group of gun owners and dealers are suing. it violates the second amendment. the suit filed yesterday says the law keeps responsible citizens from defending their families. the governor says the law would make marylanders safer. it requires fingerprints to buy a new handgun. it adds 45 guns to a growing list of banned assault weapons.

washington d.c. is rocking. neighborhoods that people were afraid to walk through are now jammed with hot restaurants, cool shops, expensive condos. logan's circle, u-street corridor. now the building boom is heading southwest to the waterfront. the southwest waterfront looks like it was abandoned around 1970. if it has a vibe, it would be shabby bleak. >> any world class city usually has a world class waterfront. the district of columbia is 26 miles of waterfront. >> reporter: the developer hopes to break ground and begin transforming this weary space into a hot, new place. >> this is going to be extraordinary. >> reporter: it will be 3 million square feet of condos, apartments, restaurants, musical
