seemed to be in a bit of a hurry. he was, indeed, a federal worker, saying he was on his way to get prepared. there you have it. derrick ward, back to you. >> derrick, thank you so much. lawmakers are not in session today. the sent ate is expected to tak up the house bill tomorrow. however they're expected to strip the one-year delay from the affordable health care act from that bill. if lawmakers cannot pass a budget by the end of the day tomorrow, the federal government will shut down. tuesday is the start of the new fiscal year. it's also the day people can start shopping around for insurance under the new health care law. now coming up on "meet the press," texas republican senator ted cruz sits down exclusively with david gregory. cruz made headlines for his epic 21-hour filibuster type speech. you can watch that interview with david right here on nbc 4. it starts at 10:30 this morning. we'll start to david a little later this half hour. american nurses are helping

this morning, dozens of senior citizens are without a home after their retirement home caught fire overnight. this happened in phoenix, arizona. take a look at the heavy firefighter response. firefighters aren't sure what started it. they say smoke engulfed the building's whole first floor.

more than 40 seniors who live there were forced out. the red cross is helping. no one was seriously hurt. on the other cost, firefighters are saying an electrical issue spark aid fire that left hund d hundreds homeless in new jersey across from manhattan. all yesterday afternoon and into the night. dozens of families lived in that complex. one firefighter was hurt but should be okay. it will be at least another week until we have concrete evidence about what really went down during that kenya mall attack that killed 67 people. today, authorities will continue to sift through the debris, looking for clues and any survivors. kenya military said its first goal is to identify specifically what caused the large explosions inside the mall which triggered three floors to collapse. agents from the u.s., britain, canada and germany are participating in the investigation right now. and meanwhile, the kenyan government is not happy with the u.s. state department after it

issued a trip advisory against the country. kenyan mall attack was cited as a reason to be careful when traveling in the area. authorities believe the u.s. advisory could hurt tourism. they noted that the group responsible for the attack targeted kenyans as a response for sending troops to somalia to fight other members of the group. end of an era for the washington nationals. >> where this new development could soon pop up in our area. quick check of the forecast. hey, chuck. >> fine day for outdoor activities today. we'll have clouds. whether or not that will lead to rain chances, and we'll talk

now to the race of virginia governor. terry mcauliffe fund-raisers, both of which may be hosted by political heavyweights. former secretary of state hillary clinton will be hosting a fund-raiser, and "the new york times" is reporting a second fund-raiser will take place on october 15th in new york. two tickets to the second event will cost you $25,000. meantime, republican candidate ken cuccinelli has no campaign events posted on his schedule at the moment. and republican ken cucinelli does not have that going on right now. tyson's corner sky line

could be changing very soon, given the go ahead by the fairfax county supervisors, called tyson's west off the spring hill station on the silver line near leesburg pike and the dulles toll road. it will look something like this, some renderings here, complete with a 700-room apartment building. 24-hour fitness center, walmart and renovated sheraton hotel. today is the last day you can visit the national aquarium out in northwest. after 81 years, the landmark will be closing its doors in the basement of the commerce building. renovations are forcing the aquarium out. the owners are looking for a new location right now. after monday, the staff will pick up the animals and take them over to the national aquarium in baltimore. >> all right. the redskins, can they get the win today? fans have been asking themselves that, as the skins head to oakland to face the raiders. it was a close one last week,

krouz, who has been in the middle of the fight, will be my guest. he is with me exclusively. yewel you'll want to hear from him. and if he's in control of ultimately what happens in keeping house republicans together. there's really no end in sight here. the republicans are saying you either delay or defund ol care and the democrats are saying that's not going to happen. the president saying he will veto it. now there's a lot of blame back and forth for who would get the blame for the government shutdown. there are some escape valves here. i don't know if they're going to be exercised. the politics of this is interesting. the white house, i think democrats think that because republicans are so divided on this, they'll get the blame for the shutdown and so it will move forward. >> when we talk about the debt ceiling, that's another issue. it seems like nobody wants to do it. they always end up doing it. the alternative -- the word you used was shocking. >> it is a shock to the economy. it's interesting. you'll hear raul albador, tea

party republican. he says we want to have this fight on the government showdown. they can absorb that knock, republicans feel like they can. they don't want to mess with the debt ceiling. but the reality is that nothing has moved in terms of the future of obama care. it's the law. it will be implemented. could be changed down the road. cruz and others have not moved anything in the country or legislatively with regard to dismantling the law. he takes exception to that and you'll hear how and why. >> david, if you had to take a temperature check of just the average american and how fed up they are with the way things are going on capitol hill, what would you find? >> it's almost beyond righteous indignation and frustration. there are real world consequences to this. i think it's become ridiculous to a lot of people. it's like, you know, if you watch all the jaws movies, by the third one you don't care

everywhere. you can start to see, much like yesterday, very similar setup in the atmosphere. we started out with full sunshine and then we saw the clouds building. that's exactly what's happening this morning. already some low strato cumulus clouds bubbling up. these clouds toin increase in coverage area as we go through the morning and into the afternoon. we won't have as thick of a cloud deck today as we had to contend with yesterday. nonetheless it won't be this bright and sunny. 68 at reagan national airport. naval academy in anapolis. warrenton, culpeper. it took a little extra time to burn through the morning fog. out and about planner later this afternoon a mild day but with a mix of clouds and sunshine.

governor's highway safety association tell us they expect enforcement to step up with the new law. get caught once and it's a $75 fine. twice, $125. three times, $175. some local drivers say they've already paid the handheld price. >> when it first started in d.c., i got twice in my neighborhood and one time one of my daughter's teachers was walking by so it was really embarrassing. >> did it change why your behavior? >> oh, yeah. the fine is big, too. >> another law in maryland takes effect tuesday, requiring all passengers, even those in the backseat, to wear seat belts. violators will be fined $50. if you were out late last night, you missed a good saturday night. >> we'll be boarding all parents traveling with small children. >> and all children traveling with small parents. with small parents. >>
