midnight, thousands of federal workers will be furloughed. a little over an hour ago, house republicans held a rally on the steps of the capitol, demanding action from the senate. nbc's brian mooar is following developments on the hill. >> reporter: hours after house republicans passed a spending measure, they rallied outside the capitol. >> and where is the senate? they're not here. >> reporter: and they declared democrats are to blame if the government shuts down after midnight monday. which have offered the compromise. they're turning us down. they are the ones who are shutting down the government. >> reporter: senate democrats say they will reject the house plan as promised because it contains a one-year delay of obama care. >> there is a time and place to debate obama care. but not at a time when millions of innocent people are held hostage if we don't fund the government. >> reporter: beginning tuesday, about 40% of the nation's two million federal workers could be sidelined. social security and medicare checks may be delayed. but some of the first hurt may

be home buyers seeking government-backed loans, and tourists hoping to take in america's national parks, museums, and monuments. >> i guess we'll just have to deal with it. >> reporter: many americans want congress to deal with it. >> it just seems like people have their individual causes, and they fight for those instead of fighting for the greater good of the country. >> reporter: with time running out, house republicans and senate democrats are still standing their ground. even if this crisis is averted, congress is heading for another big showdown. uncle sam is about to max out his credit card on october 17th. brian mooar, nbc news, washington. a lot of senators are not even in the district tonight. they went home for the weekend. they will be returning to the capitol until tomorrow at 2:00. that's when they're expected to reject the house bill that keeps the government running, but delays obama care. senators are then expected to send back a government funding extension, and will ask house members to vote again.

republican leadership have not said what they will do if the senate rejects their legislation. debate over the standoff on the hill spread across the river to virginia today. news4's rek ward has more on how this debate is impacting the governor's race in the commonwealth, and what some visitors had to say about this impending shutdown. >> reporter: the face of opposition to the affordable health care act on nbc's "meet the press" with david gregory. >> the next step is the senate needs to act. right now the senate is on recess. in my view, harry reid should call the senate back in today. we have a bill in front of us there. is a government shutdown in 48 hours. >> reporter: and bargain any unforeseen change of position from either party that will likely be the case. >> the republican majority recklessly decided to hold the entire country hostage until they get what they want. >> reporter: government agency, the smithsonian museums, national parks and citizens who work for the government or need to file a student loan or small

who allegedly went on a robbery spree last week in northwest. one of them was armed with a taser. police just released this surveillance video. the first robberies happened. >> reporter: wendy, it happened right here in this block there is usually a lot of people walking around, walking dogs. and as you say, police released this surveillance video earlier today. they want to bring these taser robberies to an end. this surveillance video is short, but it's long enough to capture the images of three men, men d.c. police say are connected to a string of armed robberies in the logan circle neighborhood. their weapon? a taser. this woman walks her dog bryce in the area where the robberies have been happening. >> yeah, i'm always out walking my dog. it is a bit disturbing that this is happening, because it's so close to home. but and the cops will take care of it. >> reporter: the video was taken

in connection with a robbery in the 1300 block of 12th street northwest. it was 3:40 in the morning on september 23rd. two of the other taser robberies happened between 2:00 and 4:30 in the afternoon. one at 5:20 in the morning, all along n street between ninth and 13th streets. the men have been stealing wallets, cash, and cell phones, and tasering some of their victims. >> situational awareness. just don't walk around by yourself. make sure you walk around in pairs. don't walk around at strange hours of the night where you don't need to and places you are offering a $10,000 reward for information that helps them solve the case. reporting live from northwest washington, darcy spencer, news4. a man was killed and a pregnant woman delivered her baby early after a head-on crash in fairfax county. this accident happened about 1:30 this morning. on the fairfax county parkway

near braddock road. police say 44-year-old abraham aragon of manassas, he was driving the wrong way on the parkway when he hit another car head-on and died at the scene. the victims in the other car are a couple from camp hill, pennsylvania. they were treated with nonlife-threatening injuries, but the woman went into labor. her baby is now in serious condition. police are investigating whether alcohol was a factor in this crash. tonight police are looking for a suspect who sexually assaulted and robbed a woman in northwest d.c. this was on irving street around 2:30 this morning. police say a woman was approached by a man with a gun. he forced her into an alley, sexually assaulted her. the suspect reportedly took several items from the victim and fled on a bicycle. if you have information, you're asked to call the d.c. police. an exclusive look inside that mall in kenya where dozens were held hostage. the tribute today to some of those victims. the retrial of amanda knox's murder case is set to begin tomorrow in italy.
