speaker john boehner is saying the senate like the house should be in session to address the budget emergency. the senate took sunday off despite the escalating scandal. it's up to the senate and jerry conley said no compromise means big consequences. >> billions of americans are signing up for all kinds of benefits and veterans and social security and medicare. all of that will be in the backlog. >> it is scheduled to meet at 2:00 this afternoon. harry reid said they will strip the measure to delay the health care law as well as another that will repeal attacks on medical devices. we have a shut down to deal with if they don't come to a compromise. >> hundreds of thousands of federal worker who is live here and work at agencies across the region will feel the impact. many are concerned about what will happen tomorrow.

melissa is live on capitol hill with the reaction. good morning. >> that's right. we talked to a lot of federal workers and a lot of them say they are anxious and wondering and waiting to see if congress will go through with the shut down. >> we workers are paused and we don't like it. we really don't like it. >> 800,000 federal workers hanging in the balance. they are rushing to work this morning and could be sent home tomorrow if the congress doesn't pass a bill before funding expires tonight. >> it's unfair as a federal worker we are all kind of like we are part of a tug of war. >> for they blow through the deadline, they would be forced off the job without pay. many keeping tabs on the showdown as they walk, toting newspapers and eye on their phones. barbara is frustrated. she has been a federal employee

involved in the crash may have been stolen. this after they spoke with the mayor of forest parks. this is a suburb that was stopped a a station in the city. the other was traveling the wrong way on the same tracks that hit the train that was stationary. the conductor of the train said that he didn't see any controls. the mayor is saying they are treating this as a crime scene. meanwhile dozens are recovering in area reports from the accident. we are told that none of the 33 that are hospitalized are facing-threatening jurisdiction. news 4. >> a group of inspeckors wrapped up another investigation. the un team left this morning and headed back to lebanon. they inspectioned six cases of alleged weapons use.

their goal is to dismantle the manufacturing ability by november 1st and destroy the current weapons by next year. right now israel's is here in washington. benjamin netanyahu is sitting down with president obama at the white house. they are expected to talk about syria as well as iran and that comes days after iran's new president spoke with president obama on the telephone. the first time the leaders have spoken to each other in more than 30 years. as the president meets with netanyahu, they are wondering if anything can be done to stop the government from shutting down. we have more on the approaching deadline. we have less than 12 hours now. >> we do. midnight tonight is when the government would shut down. about 800,000 federal workers and a lot of people would be without a check if the

government does shut down. there is a chance, a small chance that we do avert a shut down, as long as there is time on the clock, speaker boehner can potentially after the senate actions this afternoon say let's do a one or two-week funding measure and clean cr. his office said there is a 50-50 chance. >> the house is in session. the senate doesn't meet until 2:00. why isn't there more urgency? >> they voted over the weekend and they voted on friday to send a continuation back to the house and they sent that back and said we are not going to completely defund obama care, but say it should be delayed boy a year and repeal the device tax. the senate said we will reject anything that has anything to do with the health care law. they passed this and harry reid said we will not deal with anything that has this to do

with the health care law. they will send another back to the senate. ba being to where we started. >> i heard chuck todd said if they do this by secret ballot, they would pass this. >> probably true. when you look at roll calls, people are concerned with their name on something that they would be attached to that vote. because of the way this has been drummed up, this is a proxy for voting for the president's health care law. if that's the case, a lot of republicans who might have voted for a clean resolution to keep the government open for a few more weeks would have voted for that. because of the way it is billed for the president's law, they are against it. >> let's talk about the affordable health care plan. it's about to happen unless they stop it in its tracks. they are supposed to get going. what is it that people don't like about it? >> republicans think it will who

blow a hole in the budget and it's bad for small businesses. because it's going to be complicated and they have to buy insurance. we are still struggling where there is a lot of people who don't make a lot of money who have to buy insurance or face a penalty and a tax that they wouldn't have had to pay before. that's the argument on that side. the white house said this is something that more people than not will have insurance than didn't have it before. you can see this new poll is out by nbc news and kaiser, 29 people are angry and only 24% are enthusiastic, including less than half of democrats. that's why there is such an uphill battle. >> many of them don't understand what they are angry about. >> 15% of people in another kaiser poll said they even knew that the exchanges were opening october 1st. >> thank you. we will see what happens

around 70 degrees. mid-and upper 60s and the rest of northern virginia, most locations are near 70 and that includes fairfax, alexandria, falls church and arlington. in the 60s, shenandoah valley. it is a beautiful autumn day and highs this afternoon should be reaching the mid- to upper 70s. the light wind and lots of sunshine. the temperature graph showing that it's going to be turning cooler this evening after sunset. it will be dropping down into the 60s. by midnight should be back down to the mid 60s. this is the last day of september. we certainly do need rain. looking forward as we get into october. joining us on the mall is chuck looking at the rainfall deficit and wa we need into october. >> absolutely right. america's back yard. the national mall. you can see the grass browned

out quite a bit there sections that are lush and green, but those are the parts that have a sprinkler system to help. typically as you know, we tend to get the rain in short doses. over this year we had days with at least one inch of rain. those days alone account for more than 40% of the total rainfall for the entire year. that's about wa we expect. about to ten of the rainfall days per year. the last time we had one was on july 18th. it's 2 1/2 months since you have seen a big soaking rain. as you go forward, we only average about 3 1/2 inches of rape for the month and we are at about a half inch behind already in rainfall for the year. the other thing that we know about, temperatures start to fall. the average high drops from the 70s to to the 60s and drop from the mid 50s to the mid 40s by the time it's time to talk about trick or treaters.

>> right now we are a little more than 12 hours away from a government shut down. the house is in session while the senate will be later this afternoon. as tom costello reports there is a lot at stake if lawmakers can't agree. not everything will shut down. >> the military will continue to operate, but instead of paychecks, those in uniforms could get ious to collect pay at a later date. that could happen if they vote to pay the employees. 1i68ian employees could be furloughed. the federal reserve,if bi, dea and federal courts will operate normally, but if it lasts longer than two weeks, they could run out of reserve funds. the mail will keep coming through snow, rain, heat, even a government shut down. most homeland security

murder of her british roommate. she and her roommate were acquitted, but they decided to overturn the case and the court cited inconsistency including the question of a motive and d in na evidence as reasons to retry the case. knox will not travel to italy for the trial. knox's ex-boyfriend rafael said he will return to court to testify if called. he called it a never ending nightmare. >> my life is still on hold and i cannot move on and make plans for my future. i don't see any real future for me instead of standing in had the trial forever. >> knox said she may testify via video. right now investigators are waiting for the whereckage to cl

after a small plane crashed in santa monica, california. the crash was unsurvivable. the plane was attempting to land when it went off the runway and crashed into a hangar. they described a huge fireball. the plane was coming from haley, idaho. the star of mia farrow is expected to be sentenced for molesting two boys. he pleaded two counts of child abuse. two men came forward saying farrell abused them between 2000 and 2008 when they were younger. the abuse happened at pharaoh's home in the edge water area. he faces up to years in prison. >> some principals are not making the great. only about 45% of principals received ratings of highly effective or effective.

more than half of the principals earned developing or ineffective ratings. the bottom 8% lost their jobs this past spring. the ratings are based on observation on student progress. here's a live look this morning at union station. city leaders are celebrating 25 years since the station reopened after a massive restoration project. throughout the day, you can see a number of artifacts and photos as well as interactive model and future plans to expand the station. the station was built in 1907. it cost $160 million to restore and reopen in 1988. check in again with tom who is outside to enjoy this weather. what's it feeling like out there? still chilly? >> comfortably mild. you top the sit on a bench and

trading. down because of the craziness in washington? >> absolutely. stocks are in negative territory with the likely hood of a shut down. checking the dow down 93 points and the nasdaq down eight. s&p down eight. that's one of the key items where they look at what's happening here. from the labor department, we get the minutes of the last federal reserve meeting and policy makers decided not to end the economic stimulus. that will be released and on october 17th, we have the dead line to make a deal to raise the debt limit. now while the markets are heading down ahead of the possible shut down, analysts say losses could be temporary and stocks would recover well when washington resolves a fisk 58

>> these are just regular boiled beats. >> it's like a potato. it takes maybe 30 minutes to cook. we slice it and layer it. this is a traditional swedish recipe. atting the beats give it a twist. >> we see the beats in the grocery stores and i often wonder how you make them. you can boil them and eat them, but this looks like a great idea. what happens now? >> this is finished. this is how fast it is to cure cal mon. we need to cover it and put it in the fridge for 48 hours and then it's ready. the finished product looks like this. . >> it actually turns the color of the beats? >> it absorbs the juice from the

beats. now we have goat cheese cream. >> you can eat it like this. 48 hours with the salt and sugar mixed in. using local ingreedients and the grapefruit and the beats and golden beats. what is this? >> a goat cheese cream. >> the goat cheese and half goat cheese and half half and half. warm it up so it melts and we will assemble the fish. we are using the salmon sliced. this is nice and easy to prepare. it lasts a few days in the fridge and it's versatile. >> it's beautiful. that's the finished plate over there.
