discuss options at a closed-door meeting. some republican lawmakers say they would be willing to approve a budget without including a delay on the health care law. one of them, charles from pennsylvania, says he's willing to vote for a bill to keep the government running not linked to health care. he thinks there are enough votes to pass it. a colorado republican says they may have to give up, even if they are committed to a fight against obama care. other house republicans are prepared to support a new delay. this one, they are requiring people to buy health insurance. they want to require members of congress and their aids to pay their entire cost of health care insurance. it could be thousands of dollars. right now, the government covers 75% of their premiums. harry reid says democrats will reject that move as well. this work is expected to stretch well into the night with a midnight deadline looming.

at the live desk, i'm erika gonzalez. >> for now, all the district's 33,000 government workers will stay on the job tomorrow even with a shutdown. mayor gray decided to tap into the emergency funds. the $134 million fund is made up of local dollars already approved to keep the city running two to three weeks. last week, the mayor declared all city workers are essential. the white house has the final say on that. so far, they have not commented on that. >> don't plan to visit monuments or memorials if the government shutsdown. they will barricade them. they will shut off dozens of fountains including the world war ii memorial. the boating community is going to be hit hard. the boathouses along the anacostia and potomac rivers are

500 closed down about ten point. despite today's pe formans, the market is still higher for the month. let's go to steve handelsman on capitol hill. steve, where do we go from here? >> reporter: we go back to the house. the ball is in john boehners hands. there's a plan for obama care. the details are instead of cutting off funds, it would invalidate or delay the individual mandate, which is the crux, the linchpin of how obama care would work requiring all or almost all americans to buy. it would delay the mandate for one year. it would delay congress taking advantage of aspects of obama care which republicans hope can pass the house tonight and jam the senate later tonight into passing it. harry reid says he won't be, and these are quotes.

maryland's new gun law takes effect tomorrow and gun advocates are fighting it to the end. tomorrow, a group of gun shops, associations and private citizens will be in federal court to stop the law. they filed a lawsuit last week calling it unconstitutional. they ban 45 different kinds of assault rifles and magazines that hold more than ten rounds and you will be fingerprinted when you buy a gun. cell phone and seatbelt laws get tougher and more costly if you break them. adam tuss explains what's changing starting tomorrow.

the clock continues to run at 4:30 now. we are seven and a half hours from a government shutdown. there does not appear to be a compromise in sight. late this afternoon, the senate rejected the house bill that delayed the start of the newest reforms in the affordable health care act. the white house called the bill extortion. >> it looks like the 33,000 government workers will stay on the job tomorrow. mayor gray decided to tap into an emergency fund. it's made up of local dollars already approved. >> stocks ended on a lower note. the dow closing off 128 points to end the day. 15,129, the nasdaq off ten points and the s&p 500 was down ten to finish at 1681. analysts point out that all three closed out the month and the quarter with healthy gains. from the smithsonian museums

to the military, the impact of the shutdown is expected to be swift and costly. >> tom is here with a closer look at what's at stake. a reality check. >> it's silly. the irony is shutting the government down is not cheap. it will cost taxpayers hundreds of millions, nearly a billion dollars. nearly a million paychecks jeopardized and some will feel it more acutely than others. the military will continue to operate but instead of paychecks, those in uniforms could get ious to collect pay at a later date. it could change if congress votes to pay the military rather than issue ious. civilian employees could be furloughed. the fbi and d.e.a. and federal courts will operate normally. if the shutdown lasts longer than two weeks, the court could

run out of reserve funds. the postal service operates independent, so the mail will keep coming through snow, rain, heat and a government shutdown. home security will continue. fda would be unable to keep up food safety oversight. 6600 employees could be furloughed. hud shut down. same with the department of interior. that means the national parks would close, the smithsonian and the zoo would close. the department of labor, energy and commerce are expected to shutdown. irs functions would cease. social security checks would go out. veterans could see their benefits affected. medical services should continue. the new federal health care law, obama care would be implemented. those funds are not dependent on the process. the longer the shutdown and the longer people go without paychecks, the greater the

impact on the overall economy. you saw wall street sell off. >> there's an impact even if there's a compromise tonight. >> a lot of analysts made the point. if you have the option to go to a big store and buy all your groceries in bulk, it's going to cost you less than if you go every day or hour to the store and buy groceries. the government likes to buy things in bulk, if you will. if we are buying piecemeal, it gets expensive. yes, to answer -- that was a long way of saying yes, they have started the wind down clock. >> a lot of people are going to feel an impact. >> in this area. >> especially. thank you so much. the national zoo will be closed if the federal government shuts down. the panda cam is going to be turned off. the live video stream gives us a chance to watch the panda mom cuddle with her newborn. a government shutdown will not

year's seasonal hires. walmart announced plans to hire 55,000 workers for the holidays, 10% increase. target's seasonal hires are expected to fall 20%. year round workers will be able to work more hours. ikea wants to bring renewable energy to people's homes nationwide. they started selling residential solar panels in british stores. if all goes well, they branch out to other countries. a solar panel system costs just over $9,000. the package includes installation, maintenance and an energy monitoring service. no word if the panels will come to stores in our area anytime soon. home depot and lowe's sell them in the u.s. a typhoon packing 73-mile-per-hour winds slammed into china's southern coast yet. it sank two fishing boats and now 75 fishermen are missing. the storm uprooted trees, cut

authorities in california are trying to determine how many people were aboard a small jet that crashed yesterday. the flight left idaho landing in santa monica. it ran off a runway and crashed

into a hangar and erupted into flames. tony reports. >> reporter: the pilot of the twin own gin was in contact with the control tower as he prepared to land. minutes later, something went wrong during landsing. >> you could hear the reverse thrusters and everything kicking in in an unusual way. it was like wow, that is super crazy loud. nothing that i have ever heard before at the airport, then it crashed. >> reporter: the investigator with the ntsb confirmed the top priority recovering the bodies of the victim or victims. santa monica based builders issued a statement acknowledging the crash saying it believes its president and ceo mark benjamin and his son and senior project engineer luke benjamin were on
