motorcyclists. what happened that sparked a scary confrontation. counting down to the shutdown of the federal government. in less than an hour it could happen for the first time in nearly 18 years. good evening. >> we have team coverage of the budget showdown tonight including what it could mean for you tomorrow, but we begin with the back and forth that is still going on at this hour on capitol hill. jim has the latest. >> we are less than an hour away now to a more than likely government shutdown. republican house members went behind closed doors announcing they will send their failed legislation to a conference committee but i unlikely that they will be able to rework what didn't work in the senate. this is a live look from the senate floor. we are seeing chuck schumer. we just saw senate majority

leader harry reid who acknowledged the shutdown will happen. the bill we were referring to that failed here would have averted a shutdown but also delay obamacare. democrats continue to refuse any measure concerning the health care law. there are signs that republican unity may be fraying tonight, as nontea party members met earlier to discuss a possible deal. earlier tonight just before passing their latest version of the bill some members of the gop blamed the senate for the impending shutdown. >> i didn't come here to shut down the government. i came here to fight for a smaller, less costly and more accountable federal government. >> let democracy work. don't dictating to america that they're going to shut down the government. let's vote on it. >> now, again, house republicans still meeting at this hour despite an eminent shutdown. they could still come up with a proposal but hearing that's not likely to happen until after midnight tonight.

meanwhile the president has made no statement since 5:00 this evening but he has been tweeting out throughout the night with the #enoughalready. we're monitoring the debate from both parties and on both sides of the hill and we'll bring you any new developments if there's an agreement. >> jim, thank you. in the district tonight d.c. major vincent gray is going forward with his plan to declare all city workers essential personnel. that means shut down or not, tomorrow all 33,000 city employees will be at work. mayor gray will use reserve funds already approved by congress to pay for operations. he says the city should not face a shutdown because of the federal government. >> we raise our own money. the federal money that comes into the city comes in the way that it comes through other states and we shouldn't be treated like an agency. >> not everything will be closed tomorrow in the event of a shutdown. all emergency services in the district including 911 will continue as usual.

mail and social security benefits will continue to go out, so will unemployment checks, food stamps and tax filings. you will not be able to visit national parks or museums, apply for medicare or social security benefits. we have a full list of services that will be impacted by a shutdown on nbcwashington.com. there are other things that you will notice immediately. most of the attractions on the mall will be closed tomorrow. workers could start blocking them off in just a matter of hours now. >> jim, what people would see would be saw horse barriers going up in the early morning hours with signs that say, closed due to federal shutdown. for the thoroughfare good family visiting the nation's capital di idaho, it was a last-minute dash

to see them all. >> that's whole point of being here tonight. >> all the museums were on the list for tomorrow, as well as the monuments. >> reporter: a federal government shutdown would close most of the things on the must-do list to visitors including the smithsonian museums and the national mow motorials. even in the off season there's a constant stream of people day and night to see the spirit of this nation embodied in marble and granite. >> we're visiting from california and my cousin lives here and we talked yesterday and he told me of a possibility of a government shutdown. >> reporter: fountains would be turned off, rest rooms locked, trash pickup eliminated and the park rangers who help millions of people a year their i have it would be missing. roads on park service property will be closed. that means buses cannot drop people off anywhere they're the memorials. for the 200 world war ii veterans from mississippi expected here tuesday, that would make it almost impossible

who people who don't have it and whether the government shuts down or not, come tomorrow you will be able to go online and choose from hundreds of options. betty is hoping her grown kids will take advantage of the new d.c. health care exchange that will be up and running tuesday, giving them an affordable option to buy health insurance for the first time. >> a lot of the young kids of the future that's going so in the future, yes, this is a good thing for them because that way they can pay their tuitions back, maybe have somewhere to live and eat instead of worrying about the insurance cost. >> reporter: she was among a group of commissioners who turned out at the wilson building to learn more about the eggs changes. anthony lorenzo green is among the 20 somethings who need to buy in to make it a success. >> i have insurance but if i want to go shopping, i'm glad i have that option to do that. >> reporter: the program called d.c. health link is part of the affordable care act referred to as obamacare. it's at the heart of the shutdown showdown happening on capitol hill. logan is a veteran.

>> and the obamacare is going to pem help people who don't have insurance. stop fighting, stop trying to block something that's going to help somebody. >> reporter: some are still concerned about those who would be hard to pull into the process. >> is the city going to take up all of the costs for everybody in this city that's unemployed? >> reporter: the exchanges are meant to benefit d.c.'s 42,000 uninsured residents and small business workers. it's an online marketplace with more than 300 options. >> there's no -- it will not become effective until january 1st so they can sign up between now and then and get covered. >> reporter: now, for everyone who may be confused about trying to 1/2 gate the process online there will be 100 people operating the phone lines. you will be able to call in 24 hours a day, 7 days a week, and get those questions answered. and again, this will happen whether the shutdown happens or not. reporting live from the wilson

building, darcy spencer, news 4. when the affordable care act takes effect tomorrow people without insurance can shop for subsidized private policies online t at healthcare.gov. enrollment will continue into december. about 25 million uninsured americans are expected to get coverage. but, there have been some glitches with with forms for spanish speakers and some of the states' websites. following blakie in breakin california. explosion on the campus of cal berkeley. "the daily californian" just put this picture oints website. the paper said there was some kind of electrical explosion underground and there are injuries. power is out across the berkeley campus and several buildings have been evacuated. fire and rescue crews say one of their main concerns right now is reaching people trapped in elevator on the campus. also new tonight, crews are working to repair a broken water main right now at second street in arnd avenue northeast. we're told part of second street

between constitution and a street has been shut down. there's no word yet on how many homes are impacted or how long it might be before the road reopens. a baby born after a deadly crash in fairfax county has died. police say abraham of manassas virginia was driving the wrong way on fairfax county parkway early sunday morning. his car slammed into a vehicle carrying a couple expecting a child. that child was delivered early and survived only a few hours. arragon was killed in the crash. the parents are expected to recover. that accident is still under investigation. new video at 11:00 as police search for a group of bikers who attacked a man in front of his wife and chil. it happened yesterday in new york city and cap chufrd on someone's helmet cam. police say the driver of a black suv called 911 because the bikers were driving erratically. at one point the driver hit a motorcycle. that's when some bikers surrounded his vehicle and slashed his tires. you can see one biker using his

helmet to smash the window and attack the man in front of his family if father was taken to the hospital with injuries that were minor. so far, nobody arrested. a rock slide killed five hikers in colorado is still unknown tonight. investigators say seven hikers were caught in the slide along a popular trail near mount princeton. 100 miles from colorado springs. a 13-year-old hiker was pulled out of the debris and airlifted to a hospital. seventh person is still unaccounted for. our coverage of the looming federal government shutdown will continue tonight. >> just over 45 minutes left in the countdown to midnight. up next, loo a. look at the impact beyond the district and what it means for some voters. well, i'm not talking about voters and but i will be talking about taxicab drivers and why they feel they are sinking, financially, that is. and we're talking about

a government shutdown. speaking from the floor just a few minutes ago senate majority leader harry reid said no to that proposal. you are seeing maryland senator right now speaking. senator reid called for a clean continuing resolution just minutes ago that did not include any amendments regarding obamacare. so for right now, the shutdown is still on for midnight. at the live desk, i'm jim handly. >> the shutdown could have an impact on local high school athletes and boaters tomorrow. the boat ramps are on federal property. that means they will be closed in the event of a government shutdown. local crew teams are disappointed as they gear up for competition and customers say they're shocked a shutdown extends to the water. senator tim king, a democrat from virginia, says among the areas hit hardest by the shutdown. he says our area already took one of the biggest hits from the budget cuts known as the sequester. now he says it's happening all

over again. >> so we've hurt our contractors. we've hurd our, you know, the dod civilian nurses working at the community hospital, they've been four lowed. people, furloughed. sequester has already hurt them and this is hurting us even more. >> a shutdown also will hit hard in prince george's county. more than a quarter of the federal workforce lives there. the irs is one of the biggest employers in the county. they'ring looking at a loss of $270,000 in income tax revenue every day that the federal government is closed. dozens of cab drivers staged a walkout tonight in alexandria. they walked out of a meeting to protest a hike in fees that they have to pay in order to work. news for shomashomari stone. >> reporter: i'm sitting inside a cab and a lot of folks sit

here and they see the drivers working day in and day out. many of these cab drivers, the good news, tell me they are not striking. that is not the issue. but they say that they are sick of what they describe as unfair labor practices out here in the city of alexandria. now, the driver staged the walkout at the alexandria taxi cab task force meeting tonight inside city hall. cab drivers are essentially independent contractors who must pay rent to a taxi company in order to work. some of the companies are raising their rent. the cab drivers already start their day financially in the hole, owing the taxi company because of stand dues which, by the way, are around $200. now, they keep for themselves what they earn above their weekly debt. they say the task force didn't listen to their concerns tonight. >> our issue have t not been addressed and driver doesn't feel to be in a task force when

their agenda is not part of the discussion. >> reporter: tonight i talked to city council member and he tells me he is on the task force for the taxicabs and he wants the cab drivers to come back to the table so they can sit down and discuss their issues. live here in alexandria, news4. >> doug is here with a look at our weather. pretty nice night out there for this late in september. >> it's another great night out there. we have seen a stretch of phenomenal weather. we've only seen a little bit of rain and that's the only thing we do need. yes, the great weather is going to continue and, yes, we will stay dry, too. down towards the airport. no matter where you are this evening or no t matter where you were it was great all around. temperatures today got into the mid 70s. we saw a high temperature of 76 degrees earlier at the airport. low 56 degrees. a little bit above average for the high and right around average for the low. we are about 2 1/2 inches below average for rainfall. that's just for the month of september. we have seen a very dry month.

it does look like we are going to stay dry as we move through the first portion of october. 64 degrees. a few clouds but most of the area is on the dry side and on the clear side. average temperatures, i want you to look at this as we head through fall. from right now, tomorrow, october 1st through november 30th, our average high temperatures drop 22 degrees, from 74 down to 52. during that time we lose nearly two hours of daylight. so we except a lot going on in the next couple of weeks. temperatures out there right now are on the cool side. 55, gaithersburg. 57 in fredericksburg. a great night to open up those windows. storm team 4 radar showing what we've been talking about. dry conditions continuing. as i mentioned, i really don't see anything happening. we have a few clouds moving in over the next few hours but those clouds will give way to clearing skies over night tonight. that's going to allow temperatures to drop in the upper 40s in most areas. 49 leesburg and manassas and

around fairfax and clifton and fairfax county. 60 in washington. 59 in annapolis. 57, 58 around bowie. and in crofton. tomorrow, high temperatures with plenty of sunshine. 82 d.c. on the first day of october. 78 in martinsburg. 82 in culpeper. and we're not done yet with the warm-up. we're going to continue to see sunshine. the numbers will continue to respond. 82 tomorrow. but then 86 on wednesday. a little bit of a frontal boundary tries to move through thursday. few more clouds. 83 on thursday. 84 on sunday. and look at the warm weather continuing. 85 on saturday. if you are somebody still except the boat out there, yeah, you might want to get out the water this weekend. sunday, a slight chance of shower but that would be late in the day. most of the day sunday is dry. monday, next best chance for some really needed rainfall. hopefully we'll get some rain on monday and not the weekend. >> it is dry out there. thank you, doug. coming up in sports, the redskins taking their first win
