the clock hit midnight but democrats and republicans still pitted against each other. the fire storm is hotter than ever. >> you are so fixated on embarrassing our president, the president of the united states. >> it cannot be accepted that both sides are to blame when clearly only one side is willing to pursue their political goals by closing down the government. >> i think it turned out horribly. >> we are hoping somebody will let us resolve. the house has voted to keep the government open but we want basic -- >> all eyes on how we get the government back up and running. >> moving forward before leaving last night speaker boehner appointed eight people to a conference committee, something that lawmakers have been calling

for for some time. the idea is to try to get lawmakers on the house side and senate side together to come up with some sort of solution. that happened at the very last minute, too late to prevent the shutdown. and a lot of lawmakers left very early this morning very frustrated saying it is a disgrace. it's nuts one said, a sad day for america. we heard from president obama. here is what he told u.s. troops who will get paid during the shutdown. >> if you are serving in harm's way we will make sure you have what you need to succeed in your missions. congress has passed and i'm signing into law legislation to make sure you get your paychecks on time. we will continue to address any impact this shutdown has the on you and your families. >> reporter: as of this morning 800,000 people making their last trip to work to close the doors

until lawmakers here on capitol hill can come up with with a budget. we want to turn now to casey hunt. this is the first government shutdown in 17 years. what is being accomplished by all of this? >> not a lot at the moment. at this point the question is really who is going to take the blame for this over the course of the next hours, days, potentially week as we see how this is going to play out. democrats are really counting on this playing out in a similar way to how the last government shutdown worked which is to say republicans took the blame there. that has sort of been the thinking among those in charge in the senate in washington as well as democrats in the house. and for house speaker john boehner who is struggling to balance his conservative right wing against demands from americans that the government

stay open that is really the question. are we going to get to a point where the right wing feels that it is so painful that they have to give in to democrats who say that they won't budge -- >> it is interesting to me when we talk about the back and forth because what is at the core of the shutdown is centered on obama care which is open for enrollment as we speak, correct? >> it is open for enrollment. this is going to be the first day that americans can sort of sign up for exchanges although coverage won't start until the beginning of next year. there are moderate republicans who say this will be bad for their party overall. one commissioned a report that basically outlined how this shutdown would not affect the president's health care law. >> help us understand who is affected by the shutdown and how that is for the general public.

>> you will see national parks close. nasa is closing almost entirely although mission control will remain open to keep in touch with astronauts at the national space station. you will see taxes are still collected. the faa is still on the job. tsa is still checking. especially in the first week the effects will feel gradual. the longer this goes on the worst it will start to feel. >> that is part of the big question here. do you have any idea how long the shutdown will last? there has been talk that four days may be a possible timeframe. >> at this point we are not sure exactly how it will play out timing-wise. the senate is coming back in the morning. we are not getting indication from house republicans about how long that they might be willing to feel this out. it is just a question of whether or not that group of

conservatives who have been so adamant about tying to the health care law feel this is painful enough that they need to give up their dug in position. >> we do appreciate it. >> thanks for having me. the government shutdown is already having a ripple effect at stock exchanges around the world, your 401 k and kids' college funds could take a beating. we are being joined by ross. thanks for being with us. >> good morning, betty. >> markets have been down several days in a row. the dow was down 128 points. will the shutdown cause the market to continue to slide? >> today it hasn't. they are taking it in this stride. you have this sell on the rumor and buy on the fact. clearly ahead of it markets were nervous and we saw the last few trading sessions markets down.

today stock markets in asia and europe nudge a little firmer. futures confirming it will depend on how long the shutdown goes on for. many of us didn't think we would be here at this particular moment. we thought we would get a negotiation that would solve it. if it goes for a little bit long there will be economic indications that that will shut the markets down and the debt ceiling negotiations. >> during the last government shutdown between '95 and '96 the s&p fell 3.7%. are you surprised that the market already factored it in? >> that theoretically is what stock markets are supposed to do. you are supposed to look forward and price it in. if they have done that that is what is supposed to happen.

easily to the 90s in much of te texas. one thing we do have to watch, the tropics. it is still hurricane season. 50% chance of development in the western caribbean. if it does develop it would move into the northern gulf of mexico. we will have to watch that. right now it is not an immediate concern. the only area with showers and storms would be miami and new orleans. pretty much across the board not many placest that won't see a really gorgeous start to october. houston, texas near 90. minneapolis 77 degrees. >> i'll take the sunburn any day. the impact of the partial

the effects of the government shutdown extend far beyond washington. thousands will be off the job. on this the 123rd birthday of yosemite national park, it will be closed. >> reporter: at chicago's federal building dozens of government workers gather to protest the possible shutdown. you worried? >> yeah, yeah. i'm the only one who is a bread winner right now. >> reporter: she works for the e.p.a., a mother and grandmother. her husband is recently laid off. >> congress needs to be turned over somebody's knee and spanked hard because they are acting

like small children. >> there won't be any business here. >> reporter: the shutdown's most visible effects, padlocking our national parks from coast to coast along with the national zoo and museums in the nation's capitol. the shutdown will also put federally backed loans on hold, delay tax audits and refunds and suspend the nutrition program for women, infants and children. >> how are we going to feed our kids? >> reporter: services which won't be effected include essentials such as mail delivery, tsa, air traffic control. while more than 800,000 federal workers stand to lose a paycheck the president and members of congress will still receive them. >> i think they can take their paychecks away. >> if you feel government employees shouldn't be paid you

1970s era has died. greenwood played 13 seasons. he was 67. what a career. the stanley cup winning chicago blackhawks finally received their championship rings and they are quite a sight. you know those personalized rings are made up of 260 diamonds and gems. the blackhawks open the season tonight against the washington capita capitals. the jaguars mascot is seen after the loss. he took about 40 shots from a paint ball gun to the chest. >> i have played paint ball that is not fun.

entertainment celebrities are taking to twitter to share feelings about the government shutdown. jim says given they are shutting down the government i am not working out. bj novak tweeted i hope everyone is 100% clear on the difference between government shutdown and the purge. tom hanks started reminiscing about forest gump. he says when watching it now when lieutenant dan introduces his wife he still bursts into tears. an ad was posted near the location in paris where diana died in a horrific auto accident. nbc and cnn scrapped plans

now to other top stories, a senate committee found time to approve caroline kennedy as the ambassador to japan. in colorado five hikers were killed by a massive rock slide. boulders weighing 100 tons came crashing down. new jersey is appealing a ruling that paves the way for same-sex marriage. the administration wants to delay when the marriages can start. currently it is set for october

putting up barricades, shutting down all national malls. this includes world war ii, jefferson, lincoln, the mlk memorials. the fountains will be turned off. restrooms locked. trash cans won't be emptied. park rangers won't be around. tour buses can't drop off people anywhere near the memorials. all of the smithsonian museums will remain closed including the national zoo. the u.s. capitol will be closed to visitors. >> this shutdown will hurt nearly 800,000 federal workers in our area. they'll come into the office to

valley. mostly cloudy farther west and partly cloudy farther east. mostly clear and we have a few clouds passing through the metro area heading to the east. right now it's a milder morning than we've seen the last several mornings. in fact, don't have any temperatures in the 40s. it's in the 50s from the mountains all the way to the atlantic seaboard. around the bay temperatures are in the mid to upper 50s. nearby suburbs are generally in the low to mid 50s. that includes prince gorges county, montgomery county and fairfax county. by 8:00 in the low 60s. partly cloudy morning. mild by 10:00. should be around 70 and then by noontime into the upper 70s for your lunch hour. sunrise is at 7:04. lexington park, mid 70s by noontime. a look at the rest of your tuesday, that's coming in about ten minutes. danella, traffic? >> first 4 traffic, checking on a couple of incidents. volume in our area, very light.

around the beltway, prince gorges county, inner loop, past central avenue you'll see two right lanes blocked by the work zone there. also, the outer loop of the beltway, this is passing route 50 also in maryland. as you travel the outer loop, again, you'll see two right lanes blocked by the road work. you can see all of these green cars get by. that means the volume is light. the other incident i want to warn you about, folks traveling 66 eastbound, medical emergency at nuttily. it was in the right lane then it moved to the right shoulder lane. you're traveling to the 66 is open. 4:30. congress will return to capitol hill. it's square one as they look to end the government shutdown. after a day sending resolutions back and forth, lawmakers aren't any closer.
