act of revenge backfires and it's all caught on tape. >> news 4 at 11:00 starts now. >> first tonight new fallout from the government shutdown. both sides are blaming the other and there's still no deal. >> lawmakers have left the capitol for the tonight and will return tomorrow leaving thousands of federal workers off the job for a second day. jim handly has the developments from the live desk. jim? >> there was a lot of back and forth today on capitol hill but tonight there is still nothing to show for it. the senate won't reconvene until 10:00 tomorrow morning and, tonight, both parties made it very clear they are no closer to an agreement. taking a live look at capitol hill right now. the lights are on the dome but lawmakers have gone home. there will be no action for at least the next ten hours. tonight, the house failed to pass three proposals to fund specific government programs, including the department of veterans affairs, national

continues and there's a decrease in ridership the agency may adjust its service. 40% of rush hour riders are federal employees. the shutdown also impacted commuters driving through rock creek park today. they had to turn around because beach drive is closed due to the shutdown. parents say they're going to break into padlock parks that are closed because of the shutdown. many kids were greeted by signs like this one at lincoln park. it's run by the national park service. it was closed after the shutdown. angry parents are telling politicians to stop messing with their kids. >> your message to congress today would be -- >> for the love of god, figure it out. >> but for now, that playground and federal programs that affect millions of americans are shut down. that includes nutrition benefits called wic where roughly 9 million pregnant women and new mothers. head start stop.

all the smithsonian museums and the zoo are closed and popular tourest destinations like the grand canyon and yosemite. they're all closed. the president's afterfordable care act officially launched today despite the gridlock in washington and tonight we're hearing from a local woman who met the president at this event. she talks about the benefits of the program. jackie bensen is outside the white house with her story. jackie? >> reporter: doreen, she says the opportunity came through facebook. >> i've been walking around d.c. and the white house for many years but i never thought i would be in the oval office, sitting there with the president. >> reporter: amanda barrett of the district seen here over president obama's shoulder was invited to the rose garden ceremony to help roll out the affordable care act which has prompted an on going federal shutdown. >> it was a central issue in last year's election, it is settled and it is here to say. but for the 15% of americans who don't have health insurance this opportunity is life chapging.

>> reporter: demand was so high the federal government's website healthcare.gov stopped working at one point. the federal website is where virginia residents seeking coverage can apply. maryland created its own insurance exchange. its website is marylandhealthconnection.gov. heavy demand the state has about 800,000 uninsured people caused the site to crash almost as soon as it opened, problems continued well into the evening. the district also maintains its own exchange, dchealthlink.com is the website. thousands have signed up including amanda barrett whose health insurance is $1200 a month. >> i did investigating and i think it will be $300 a month or less. that's a huge amount. another thing is because i have m.s. i do an infusion once a month that costs $5,000. so there's no way i could not with covered. i came back to d.c. and i'm start a business. i'm really excited to be here. i'm hiring people.

krrvekswashington.com. breaking news in florida. no planes in or out of the airport at jacksonville. that's because two suspicious packages were found there. the airport was evacuated. bomb squad called in. this picture on twitter shows some confusion as people were taken off planes and taken by a bus to hotels. one of the packages was found in the terminal. the other in a parking garage. we are told one of the packages contained a device that needed to be rendered safe, we're told. but officials are not being any more specific than that. the airport is being reopened now but most flights will not take off until tomorrow. one of the flights is a us airways flight that was headed to d.c. tonight police are inve investigating five violent robberies where the suspects used tasers to attack victims. two of the cases happened on sunday. a newspaper delivery man was attacked and robbed along tennessee avenue on capitol hill. there was another incident near

tenth and v streets in northwest and last week there were three attacks near logan circle and the convention center. this is video of three suspects wanted for the attacks. police are looking into the possibility that the crimes are related. new details in the road rage incident involving motorcycles in new york city. one of the bikers was hit by that truck. that biker is in a coma now and may be paralyzed. police say a group of bikers was racing in new york city on sunday when an suv ran one of the bikers over. police say the bikers then chased the suv and beat the driver in front of his wife and 2-year-old daughter. the wife of the injured biker says police don't seem to care what happened to her husband. >> for the police not to accept that and charge this man for what he did to my son is unbelievable. they're only considering what happened to him. but what about my son? >> today a second biker wanted for questioning came forward. another one has already been

charged. the driver of the suv has been treated and released from the hospital. howard university president will retire in september. he made the announcement today. a special committee will help conduct a search for his successor. he led the school for the last five years. announced retirement comes after a series of setbacks for the university. last night moody's downgraded howard's credit rating and they dropped 42 spots in the latest ranking by u.s. news and world report. next, he tried to target his wife but things skir rpiraled o control. one video that has family demanding justice. coming up, the exclusive ride along with montgomery county summer riff deputies as they dish out restraining orders. i'll have that coming up. x-ray image that might creep

you will see only on news 4. >> i would call a consistent issue. >> reporter: that's montgomery county state's attorney response on how big a problem is domestic violence for the county. tonight we go on an exclusive ride-along with sheriff deputies to serve protective or restraining orders. unaware of what or whom we may encounter we are asked to put on bullet proof vests. and with that, we head out. this is our first stop. >> how are you doing? >> deputies often serve up to 20 protectant orders a night. >> my wife put a restraining order on me? >> ivy? >> yes. >> okay. yes, she did, sir. >> this year alone just through the month of june there have been more than 1500 requests for protective orders like that one taking place right there. but in montgomery county, there is someplace safe where victims can go. the family justice center provides everything from legal advice to counseling and food for victims of domestic violence

and their families. they see about 15 people a day, more than 5,000 since it opened its doors in 2009. back on the move and on to the next stop. >> it's going to be on an individual who has multiple cautions, we also is a mental and police fighter and resists arrests. >> reporter: these are just some of the guns deputies have confiscated this year while serve protective orders. >> parties are not together and there's court intervention. they're much more likely to stay safe. >> many of those individuals will eventually get their day in court right here. meanwhile, a number that the county is especially proud of, zero, that's the number of domestic violence related homicides thus far this year. live in rockville, erika gonzales, news 4. a marital dispute led to a deadly head-on collision near houston, texas. a man was chasing after his wife on sunday. he was trying to run her off the

road but he ended up slamming into another car. the driver in that car and her 2-year-old son both were killed. the victim's families is demanding justice. charges against the driver of the truck are pending as police wait for the results of the blood test. she said the water is not rising anymore. there's 56-year-old in the car and she's trying to keep her head out of the water. >> technology helped save the lives of a woman and her granddaughter after their car went into a creek in kentucky. the accident happened over the weekend. police say it was impossible to see the overturned car in the creek from the road. but the car's on-star navigation system helped police locate it and rescue them. both women remain in the hospital tonight. they are listed in critical but stable condition. high school students in montgomery county might get an extra hour of sleep in the morning. right now high school starts at 7:25. the school superintendent wants to push it back to 8:15. he says that would help students

between the shows and i saw people sitting outside watching the games through the windows. hockey is back. if you were waiting all summer long for hockey to start you sure except a show tonight. a flurry of golds and the caps in the whik house came. alex ovechkin except on the board. even the cap's new guy scored. the stanley cup champs showed washington they're picking up right where they left up a. black hawks raising the stanley cups banner before the game. first period, caps down, 1-0. on the power play working the puck, alex ovechkin who puts it in the net. first can't capitol goal of the season. caps on the power play again. mike green fires one and scores. but take another look. he gets his stick in there to deflect second goal in the game for the new cap gives them a 4-3 lead. he finished with three goals later president and now tied at 4-4.

chicago with a puck. one right in and he scores off of his glove and in the net. 5-4 lead. they go on to win it, 6-4. every football team has one or two teams they consider rivals, right? for the naval academy it's playing air force and army. this saturday navy is scheduled to play air force. air force in a sold out game. that's in jeopardy because of the government shutdown. the navy football team did practice today. the decision on whether or not this game can be played will be made by noon this thursday. here's why the game may not happen. the air force academy is government funded so the football team wouldn't be able to travel to annapolis to play in the game. so for the navy players they basically have to sit, wait, and hope. >> i watched a few videos on how the shutdown would affect you. i never thought it would get anywhere near football but it is what it is. that's beyond my pay grade. and, you know, i can't worry about that. the only thing i can worry about
