to enlist in world war ii, blames congress. >> they can't even get along. all they do is fight each other. >> reporter: now the honor flight network has thousands of more vets scheduled to come into washington here to the world war ii memorial the rest of this week. hundreds of them showing up on saturday. now as for that confrontation. coming up at 6:00, we'll talk with the congressman and that federal employee. reporting live at the world war ii memorial, mark segraves, news 4. well, events are starting to be canceled now for the weekend on the mall. the american cancer society just announced it's making strides breast cancer walk on sunday will move from the national mall to six flags in largo. some 2,000 people are expected for that event. for the second day in a row the house is taking a piece by piece approach to funding the most popular and visible parts of the government. for example, there are votes on

bills to reopen national parks and museums and restore funding for research at the national institutes of health. a similar effort failed when republicans could not secure a two-thirds majority. both republicans and the president spoke and called for an end to the crisis. the president calling on the republicans to pass a clean funding bill. the gop called on the president to allow several smaller bills to reopen national parks and several other services. >> i'm pretty well known for being a calm guy. sometimes people think i'm too calm. and am i exasperated? absolutely i'm exasperated. because this is entirely unnecessary. >> stop with the games and join us in trying to relieve the pain that is being inflicted on federal employees and on the people of this country. >> this is a live shot at the white house right now as we monitor the arrivals there.

president obama, vice president biden and congressional leaders for both parties are set to meet in less than 30 minutes to discuss this. our team coverage begins with kristen welker, who is live at the white house. are they going to maybe stop some of the political rhetoric and get the job done? >> well, it's hard to know, wendy. but white house press secretary jay carney told us during the briefing this will not be a negotiating session. that president obama is going to reiterate his stance, call on congress to reopen the government, increase the debt limit, without any strings attached. to do that he's going to have his treasury secretary, jack lew there, who will talk to the congressional leaders about the potential economic impact of a prolonged shult down and allowing the debt limit to expire. something economists have called potentially economically

catastrophic. now republicans continue to dig in their heels. they want a delay or to defund the president's health care law. and the president's just not budging. that is, of course, his signature piece of legislation. now also during that interview that you just played with cnbc's john harwood, president obama said, look, he would be willing to negotiate on some aspects of the budget, but only after congress passed a bill. if you look at the polling, the majority of americans are placing the blame on congressional republicans for the government shutdown. so president obama to some extent has some leverage here. also leverage because republicans are divided about this strategy. moderates saying they don't like this idea of trying to defund the president's health care law or delay it. so the president does think that he has the upper hand to some extent. however, of course, with each passing minute, with each passing day that this government shut down continues it is bad politically for everyone. we just learned president obama

could cancel part of his trip to as asia. back to you. >> thanks so much. we are now 15 days away from another critical fiscal deadline. october 17th is the day the u.s. government is expected to hit the so-called debt ceiling. that's the amount of money the government is allowed to borrow to pay bills that congress has already approved. if congress does not raise the debt ceiling, the government runs the risk of a historic default on its obligations. similar to the shutdown, house republicans have threatened to delay the debt ceiling. l. meanwhile, the director of national intelligence says furloughs caused by the government's shut down are putting our country at a serious risk. he told the senate judiciary committee that 70% of nsa workers are on furloughs. >> this is a dream land for foreign intelligence service to recru

recruit. particularly as our employees already, many of whom subject to furloughs driven by sequestration are going to have greater financial challenges. >> unlike the impact with monuments, wre may not see the effects on intelligence for weeks or months. federal employees are filing for unemployment benefits because of the shutdown and furloughs. they are urging all workers to file initial claims online because of increased demand. in maryland the department of labor says it's already getting more unemployment claims than usual from federal workers. and virginia's unemployment commission plans to provide a special paper application for federal workers. advocates for the head start program marched on washington to ask congress to stop cutting its budget. the program lost 5% of the

funding through sequestration earlier this year. now the government shutdown is keeping grant money from being processed and distributed. head start proeducation, nutrition and health services to low income children and their families. we've seen and heard from a lot of people opposed to the shutdown, but there's another side to this. coming up later on news 4 at 5:00, we travel to one virginia town where a lot of folks are in favor of the government shutdown. you can find much more on our website. nbcwashington.com. in other news tonight, an investigation is just beginning into a dead pli police shooting in maryland. and we're just learning the man killed did not have a weapon. it happened near the twin lakes apartments early this morning, and details were sketchy until just the past few hours. news 4's erika gonzalez has new information now. >> a man is dead after a prince george's county police officer shot him. the man was killed around 2:00 this morning near these

apartments. >> a woman was screaming get off me. >> that's what initially brought police to this location. two officers arrived on scene, but only one gave chase, scaled two fences, crossed a drainage ditch, and gave the victim numerous verbal commands to stop. a preliminary investigation reveals the officer discharged his weapon when he saw the victim reach into a dark bag. >> i couldn't sleep. so i was watching tv. >> he tells me he clearly heard men yelling. by the time neighbors woke up this morning. they tell us this entire area was roped off with yellow crime scene tape. meanwhile one man we spoke to says he lives in this building and could hear more than just an argument coming from that side of the parking lot. >> i heard something that sounded like gunshots. >> reporter: do you remember how many of those shots you heard? >> it was about five to ten. >> reporter: you heard five to ten shots? >> reporter: police confirmed this is, in fact, an officer-involved shooting.

. the government shutdown is having a significant impact. dozens of prospective patients, and that includes children, are being barred from treatment studies. for each week the shutdown holds 30 patients. some may be able to take part in research at other hospitals. from tour guides to taxis, a lot of other workers in the district are taking a big financial hit during the

shutdown. tensions and protests are mounting around the national mall because of it. >> good evening. there are very few people out tonight here at the u.s. capitol or on the national mall. metro ridership was down so dramatically one metro worker told me this morning when she arrived at her station at the federal center it was so empty it was eerie. and take a look at rush hour traffic tonight. it appears the biggest impact of a federal shut down is here in our area. tourists have to fw satisfied by snapshots because it's closed. >> my husband and i are from australia. all he wanted to see was the air and space museum. we've been down to the space center in florida. this was his other big thing. to come here and also dallas and see the one here as well. and we can't see either.

it has been a trying week for navy athletes and their fans. the navy women's soccer game against american university this afternoon has been canceled because of the shutdown. no makeup date has been announced yet. this follows a men's soccer game. and there's no word if the game will go forward. tonight georgetown university is investigating two women's basketball coaches. they were on administrative leave because of allegations of unprofessional conduct ininappropriate language.

friend and the world lost a great author. writing i enjoyed all of his books but had a special feeling for clear and present danger because he got the idea from conversations we had. jurors are deliberating the case of a young father accused of child abuse. 21-year-old david thatcher is accused of killing one of his 6-week-old daughters and hurting the other. just about 30 minutes ago jurors walked out of the courthouse and went home. still no verdict in the case. these are pictures of david thatcher on monday. he told jurors he only confessed to police to allow the his relatives to sit his surviving

daughter who was in the hospital fighting for her life. on june 7th the 6-week-old was rush odd the hospital and died soon after. two days after that her twin was admitted to the hospital in serious condition. now police started talking to thatcher soon after and videotaped an interview in which he confessed to hurting the girls, saying he dropped one on the floor and squeezed the others. testimony from doctors in the case has been conflicting. the medical examiner said there was evidence of blunt force trauma in thalia. but another doctor said both babies were suffering from something else that could cause bleeding on the brain. now david thatcher's attorneys told jurors police jumped to conclusions and focused only on david thatcher. she said right from the beginning it was dad who did it

some time this hour top democrats and republicans remain at odds that there does not appear to be an end to the shutdown. steve handelsman is at the white house keeping track of all of this tonight. steve? >> thanks, doreen. that bill will die in the senate. point number one. point number two, here at the white house, for the first time since the crisis began, this are talks but not negotiations. both houses of congress are here presumably meeting at this moment with president obama. but he said in advance of the meet i meeting talking about boehner that he, the president, will not negotiate as long as republicans keep them shut down over obama care.
