gun. we'll hear from the police chief as investigators zero in on suspects. good evening. >> no deal. president obama and congressional leaders have failed to reach a compromise to end the government shutdown. the move will keep 800,000 federal employees off the job for a third day. and there's no end in sight. >> we are team coverage tonight from the impact on workers and businesses to the protests. we begin at the live desk. wendy? >> high stakes meeting at the white house tonight but it doesn't look like they accomplished very much. the president and congressional leaders met for over an hour. john boehner called it, quote, a nice conversation, unquote, but no one is bulging. earlier today the house did vote on piecemeal funding to reopen the national parks and to fund the national institutes of

health. the democrats refused to take up that measure in the senate demanding a clean funding bill, one that removes any threat of derailing obama care. so it's status quo as we head into day three and both sides continue to play the blame game. >> john boehner right now has not been willing to say no to a faction of the republican party that are willing to burn the house down because of an obsession over my health care initiative. >> and i can only conclude that they wanted to shut down government. they think that has a purpose for them. >> we sent four different proposals over to our democrat colleagues in the senate. they rejected all of them. we asked for a conference to sit downed and resolve our differences, they will not negotiate. >> tomorrow president obama heads to rock veil where he will visit construction. white house saying it's an example of a business that could be hurt by the shutdown and the looming debt ceiling fight that

tonight and that's cause for concern. >> last night was kind of soft. today was really soft at lunchtime. as i said before, we had 25 top that was supposed to be here for happy hour because four lurloug nobody went to work so they didn't post. >> he says his clientele is varied enough to survive a brief shutdown but he is worried about the lack of progress on capitol hill. >> i don't want to blame anybody but, you know, we just got to keep on going on and hopefully the children will get together and make a deal. >> reporter: just down the street extreme pizza has been turning out west coast concept pies for only 3 1/2 months. >> we typically have a good lunch business or moderate and a fair number of people that come in from the local government agencies i haven't seen them this week. >> reporter: local owner says you can tell a lot of what's going on by how people order pizza. >> early part of the week we've gn getting deliveries. we've actually gotten a couple

a.m. in annapolis. the air force academy my which is government funded is able to travel to maryland thanks to a $250,000 gift that will cover their expenses. no word as to who gave this large check and no word on the status of the rest of navy athletics for this weekend. metro is making changes as the shutdown continues. the transit agency has seen a 22% drop in the number of passengers since yesterday. six car trains will run now instead of eight car trains until ridership is back up. the trains will run on the regular schedule. commuter buses will also run on schedule through friday but transit officials may change that come monday. there are more than 800,000 federal workers out of work because of this government shutdown. some of them took to the streets today voicing their displeasure outside the smithsonian museum of natural history. frustration boiled over at the national zoo.

crime. shomari stone joins us live in northwest. >> good evening. right now i'm in the 4,000 block of georgia avenue. this is where the latest stun gun robbery occurred by this 7-eleven shell gas station behind me. the crooks stole the victims' cellphones, bicycles, and money. and tonight folks in northeast d.c. are concerned. >> i don't want to be fearful. i just need to be more aware. >> reporter: tonight rita jones is extra cautious walking home from a town hall meeting involving stun guns that look like this one, a northwest d.c. >> the only thing that the officials have stun guns, so other people are having stun guns. that's more scarier, kind of take the community for granted. >> reporter: the community listened to police chief kathy lanier give them tips about what to do in a robbery. less than 24 hours after police arrested two men allegedly involved in the latest stun gun robbery outside the seven 11 on

georgia avenue. is sixth stun gun robbery in ten days. the chief says if someone is trying to rob you and ask you for cash or iphone, don't put up a fight, just give it to them. >> if somebody approaches you and attempts to commit a crime and take your property, none of your property is worth being injured. >> reporter: tonight police are searching for one more suspect in this latest case. rita jones wants him booked and jailed. >> i'll feel more safer knowing that at least that one person has been caught. >> reporter: exactly. that's what a lot of folks out here are telling us. now, police will question the two men that they have arrested. they will also search for that third suspect and try to see if they are all connected to the other recent stun gun robberies. live here in the 4,000 block of georgia avenue, i'm shomari stone, news 4. the mass shooting at the navy yard re-enforced the need for police to train for violent scenarios anywhere in the city.

today they unveiled a state-of-the-art training facility that recreates real life conditions in an urban area. tom sherwood has our report. >> reporter: the d.c. police dog was real. and so were the d.c. emergency response teams. but it's all being done on a new $6 million mock-up of an urban street that allows training 24/7 in any kind of weather or light. the facility includes hollow top buildings for observation and a rabbit warren of rooms. >> obviously the tactics we use if we are sberning an active shooter scenario in a school is going to be different than our entering an active shooter scenario in an office building. >> reporter: the chief led a tour on the facilities getting attention of other law enforcement groups looking for better training, like learning to repel from office buildings and garages and guiding bomb-seeking robots up we steps,

after two weeks of searching for a suspect tonight police have made an arrest in a violent robbery at a gas station in north philadelphia. that arrest came just hours after they released this security video of the attack. you can see a man sucker punched the victim, a 75-year-old customer and beat him up until he gave up his cash and lottery tickets. police say the same guy robbed a woman about an hour after he left the gas station. phantom injuries and ghost riders. the metro bus system says it's trying to stop the growing number of people faking injuries on its buses. >> it's all an effort to stop cheats from seeking cash settlements and payouts. scott mcfarland obtained some of metro's internal videos. the agency says it shows

passengers playing possum. >> reporter: paramedics weren't the only ones to arrive at scene. we did, too. passengers in route to the hospital, a bus and truck colliding on minnesota avenue. but when we arrived we saw not a crash, not even a dent, metro said no damage. a meter on the truck and bus touched when the vehicles brushed each other. >> several people were standing on the bus, nobody hits anything. nobody touches the floor. nobody gets knocked off balance. >> reporter: metro said that didn't stop several passengers from claiming they were hurt. years ago that might have led to a month's long investigation or trials but to root out fraud and passengers faking injuries metro installed seven surveillance cameras on nearly every bus. nationally installed to id criminals and train staff, now also used to stop false claims. we sought copies of the security video of the bus involved in the

minnesota video accident. look at what we saw, one passenger suddenly grabs his left leg. a fellow passenger carries him off the bus but now using the left leg and avoids standing on his right and then he takes off and runs back to sit on the bus. fellow passenger who carried him, minutes later he hits the ground even though he initially hustled off the bus, out the door after the incident. staffer later seen with a board taking his information. metro buses are also using cameras to watch for ghost riders, passengers who have claim riding the buses in accidents. metro opens 220 injuries cases a month now but how many are legit? the agency says only 100 are followed up on by those who file complaints. 15 h 15% are rejected out right after reviewing evidence, the videos includ included. >> all the taxpayers of the

region. >> reporter: the freud centers make it harder for those with legit cases. >> this is martha and this is sally. >> reporter: metro bus driver hit around killed his wife martha and sally in 2007 after twen months of what he called exhausting settlement negotiations with the agency. he received a payout and built a music studio near charlottesville. he says those faking injuries and loss are reprehensible. >> because of martha and sally, for instance, they're piggybacking on the back of them. they see that happen. they're probably trying to get in on that, you know? >> to get money. >> yeah. >> reporter: metro has been deploying 100 of these surveillance cams each year since 2002 and just now have out the entire fleet. but a agency says this indent shows the cameras haven't deterred everyone from taking a dive, at least not yet. metro is paying an average of $2400 passengers who file claims at the agency. a spokesman says it will not be

the first time in weeks. that means it's going to be a mild and humid as you make your way early tomorrow morning. 64 in leesburg. 64 in culpeper. last night at this time, mid 50s. a couple of nights ago, low 40s already in many areas. you can see the warmth that has moved in and that warmth is not going anywhere soon. also is not moving anywhere soon, the dry conditions. storm team 4 radar is all dry and that's going to be the case as we move on through the night tonight. clouds are trying to stream on in. i do expect more clouds tomorrow, effort first part of the day. it's not going to obscure the sun the entire day. we will still see sunshine during the afternoon. that sun is going to allow us to warm up. 64 in d.c. 55 in gaithersburg. 53 in leesburg. five to ten degrees above average for this time of year. and then tomorrow we're back above average by at least 10 to 15 degrees once again. high of 86 in d.c.

85 in gaithersburg. 86 in leesburg. a little bit of an easterly flow. annapolis and places along the water, five degrees cooler with a high temperature near 81 degrees in annapolis. next couple of days. 86 tomorrow. back to 88 on friday. 89 on saturday. nowhere near record. the record on saturday is 96. 85 on sunday. so there's your good weather. there's the temperatures in the 80s. then we get back into the 70s and then we're watching a system. this is going to be a tropical system making its way out of the gulf of mexico. will it have a name? doesn't matter. we're still going to see the moisture. watching tropical moisture that could move up the coast right towards our area. that would be next monday into potentially next tuesday. but right now it does look like monday has the best chance to see some heavy rain and, once again, hopefully we'll get it. our lawns need it. >> they do indeed. things are looking crispy. >> just a little. >> thank you, doug.
