government shutdown, but more and more lawmakers are making another offer in the meantime. danielle leigh joins us on capitol hill with that. >> reporter: good morning. so many federal workers aren't getting paid so we. ed to find out what are lawmakers while the shutdown continues. at least 108 of them have said they will go without pay as long as the shutdown continues. 56 republicans, 52 democrats and among those are five lawmakers from maryland and virginia. one is eric cantor is refusing pay. also john delaney says he's going to donate his pay to charity. tim kain is asking his salary be withheld. now if you're wondering why with the shutdown wasn't their salary removed, they are paid by mandatory funds, not discretionary funds. live in capitol hill, i'm danielle leigh, back to you. 4: 32.

leaders at university of district of columbia is trying to come up with a contingency plan. they held an emergency meeting last night. they received federal funding. it's the only public university in the district. this morning we learned the government shutdown will not stop an event that will bring thousands of people to our area. the naval academy said saturday's soldout game will still happen. the government-funded air force academy will travel to annapolis due to a gift that covers their expenses. with so many people furloughed during the shutdown, it's a busy week for unemployment agencies. if you're furloughed, the department of employment services says you should do initial claims online. maryland's department of labor also getting a higher number of claims from federal workers. in virginia the unemployment commission -- rather the employment commission says you get a paper application.

welcome back. republicans may be losing in the court of public opinion. most polling blame the gop for letsing this happen. republicans say they have been trying to open programs. democrats want the whole government reopened at once. the shutdown is forcing one group to change venues for a popular fundraiser this weekend. the making strides will be held at six flags america on sunday. the american cancer society plans to host the event at the national mall. money raised from the walk goes to breast cancer testing and resear research. not everybody is opposed to the shutdown. our northern virginia bureau

mid-60s by the way waters. upper 50s to near 60 in the valley and mountains. thursday by 8:00 a.m., upper 60s and high clouds coming in. partly cloudy. noon should be around 80. hitting the mid-80s this afternoon. probably not upper 80s. still certainly hot for october by mid-afternoon. how much longer will the october heat wave continue? we'll look at that in ten minutes. how is traffic? >> still pretty light volume in our area. if you're traveling in mona sis, it's closed at dumfries road. work your way around the accident. montgomery county, no issue there is. outer loop specifically at central avenue earlier had roadwork. it was blocking the right lane. now in both directions if you're traveling the inner loop or outer loop, no accidents or construction.

three of the shutdown, there's a lot of talk about the negative impact on businesses. specifically small businesses. later this morning the president will be coming to the business that you see behind me here. this is a female and minority-owned business. a construction company that does most of its business in asphalt and road construction. now the white house says it's an example of a company that has done well in recent years because of low interest rates. they have been able to reinvest and borrow money cheaply. if the shutdown continues, the president says it will harm the economy and ultimately harm businesses like this. the president is going to make that case later on this morning in a speech delivered here in rockville. >> megan, thank you. if you want to see the impact the shutdown is having on local cities.

restaurants depend on it it to keep them in business. look at some of the restaurants yesterday. plenty of empty tables. >> we had a 25-top here for happy hour. because of furlough, nobody wants to work. >> one economist says the shutdown is costing the local economy about $200 million a day. >> if the shutdown stretches on, some nonfederal workers could be furloughed as well. united technologies corporation says it may have to furlough more than 5,000 people if the government is still shutdown by november. some of those employees may not have the that long. more than 2,000 could be furloughed as early as monday in a division that makes black hawk helicopters. wall street starting to feel the effects of the shutdown, but the worst could be yet to come. the shutdown is one thing, but if lawmakers here in washington

can't agree about what to do about the debt ceiling, it could miss out. it it could be a replay of the 2008 financial crisis, not quite as severe. sblmplts a group of seniors will protest potential fallout from the government shutdown. demonstrators plan to form a human chain outside the capital. organizers say president obama and some lawmakers could see this time as an opportunity to cut social security benefits. today's rally begins at 10:00 this morning at the house triangle. 13 before the hour. the world war ii memorial becoming a hot bed for debate about the shutdown. for the second day yesterday a group of veterans on an honor flight tour were allowed into the barricaded memorial. that prompted one lawmaker to criticize a park ranger for not allowing everyone. >> it is difficult. >> park service should be ashamed of themselves. >> i'm not ashamed. >> you should be. >> this woman is doing her job. i'm a 30-year veteran. i'm out of work.

less than two months which raises new questions about the cleanup effort after that massive 2011 earthquake and tsunami. that's the latest from the live desk. back to you. southwest airlines fired the captain of a plane that landed so hard at newark that l the nose gear collapsed. ntsb investigators say the captain was monitoring the landing when he suddenly took over for the first officer about 400 feet from the ground. the plane landed on its nose gear and skidded and sparked before coming to a complete stop. 16 people were hurt. we're keeping an eye on wall street this morning after stocks took a tumble because of this video. . stocks dropped 6.2% after this video of the sedan on fire popped up on youtube. it happened near seattle. a spokesperson said the driver

county. alexandr alexandria, arlington and the district, low to mid-60s. it's in the 60s near the bay waters. away from the waters many locations in the upper 50s. the rest of northern virginia, much of maryland, most locations are in the 50s and 60s. and for the afternoon, we'll have right around the metro area temperatures reaching the low and mid-80s in most locations. we'll have a light wind and we'll have more clouds around today than we did yesterday. that should keep the temperatures down a little bit. after we peak there in the 80s, we'll be dropping back down into the 70s through the evening hours. by dawn tomorrow, we should be into the upper 60s starting off friday morning. during the day on friday, another warm, summer-like day. partly cloudy. we're talking beach weather on friday, saturday and sunday. highs in the 80s and morning lows in the 60s. a little more humid, but we'll have more clouds around. increasing clouds on sunday. a front will be moving in

perhaps drawing in a little tropical moisture on monday. that will likely give us needed rain monday and also break the heat wave. we'll have highs in the 70s on monday. might get a lingering shower on tuesday. otherwise drying out on tuesday with highs in the 70s. then on wednesday, it should be mostly sunny with highs reaching the upper 70s. a break coming next week but still a pleasant pattern. i'm back with the forecast. good morning. the traffic center, we're going to head up to i-95 in maryland. making the commute between the beltway and capital beltway. earlier this morning at 198 and the icc in. both directions, there was construction blocking the left lane. it's gone now. travel lanes are open. easy commute. also route 29, same thing there. no accidents. we'll shoot over to the parkway. this is 32 traveling southbound as well as northbound.

this morning we're getting a look at the d.c. police department's new state of the art training facility. a that $6 million complex includes a tactical village that allows officers to simulate real life situations in an area the size of a couple city blocks. . because it's indoors they will be able to use it year round. >> if we were entering an active shooter scenario in a school is going to be different than entering an office building. >> police chief says the new facility is getting attention from other law enforcement groups before look iing for betr training. today in prince georges county a possible guilty verdict. kevin mitchell helped steal the

car involved in the chase with adrian morris. the officer died when his cruiser ran off i-95 and beltway and crashed. he was a passenger in the other car and kevin neil was the driver. neil will go on trial for manslaughter early next year. in northern virginia the department of transportation wants your opinion about the bicounty parkway project to link i-50 and route 66. it it would relocate 234 out of the heart of the national battlefield park. it's part of the north/south corridor project. leaders will hold a public meeting tonight. it runs from 6:00 to 9:00 p.m. the effort to bring minor league baseball to louden county hit another speed bump. the atlantic league released their 2014 schedule and there's no sign of games scheduled for the lauden. owners only broke ground on the stadium in june. since then little has been done

on the $37 million project and construction is not expect. ed to be done until late next year. the stadium would also be home to a minor league soccer team. eight students are charged with vandalism. the mountain view high school students with are accused in two separate spray painting incidents last week. the students are all facing misdemeanor charges. candidates are back wag from comments he made two years ago. e.w. jackson says he opposes the government shutdown even though he shouted cut it or shut it in 2011. his opponent brought up the issue during the debate last night in norfolk. the circumstances were different two years ago. he also called the impact of this shutdown devastating for virginians. news 4 continues at the 5:00

a.m. president obama putting the spotlight on local businesses this morning as the government shutdown drags into its third day. that means another day of no work for local employees. you may have a harder time finding a seat if you take metro to work. they are operating only six trains because of the government shutdown. it usually mixes in some eight-car trains during rush hour. business is down more than 20% because of the shutdown. it might make some changes next week if the government shutdown is still going on. mark says ridership is down, but it does not expect the shutdown to have a big impact on long-term revenue. for more on the morning commute, let's check in with danella sealock. >> good morning. we'll check the rails now. they are hope with no reported delays. over to the roadways, for folks
