around today. i don't think it's going to be quite as hot. hometown forecast for hagerstown, washington county there, partly sunny by noontime with temperatures in the mid-70s. a look at your afternoon and how hot it may get. that's coming in about ten minutes. . >> tom, thank you. an end to the government shutdown is nowhere in sight this morning. that as lawmaker return to capitol hill. the house will get back to work at 10:00. the senate at 10:30 this morning. as of right now, both parties are refusing to budge. after last night's failed meeting, no more talks are scheduled with the president. >> the the price tag of the shutdown is skyrocketing. it's costing more than $12 million for every hour it drags on bringing the total right now to more than $662 million since the closure began monday at midnight. richard dan is live with more on what we can expect from congress

today. >> reporter: good morning. it's unclear what congress can accomplish today, but there will be meetings in the house to see if perhaps there could be a partial funding for just some different issues. one of those would be d.c. government. another issue regarding veterans. but it's still unclear how that's going to go. last night didn't go well between john boehner and the president. he says he feels the president is not willing to compromise when it comes to his affordable care act. the new health care law that went into effect. democrats say they are standing firm. >> we have divided government. democrats control the white house and senate. republicans control the house. we sent four different proposals to our colleagues. they rejected all of them. >> i can only conclude that they wanted to shut down government. i think that that has a purpose

for them. we know what that is. they want to overturn the affordable care act. it's not going to happen. and frankly, that's not what our constitution had in mind. if you don't like something, you threaten to shut down government. >> it's expected to be another quiet day here at the national mall as far as congestion because those workers are still furloughed. 800,000 workers are still furloughed. you will see a big presence as some workers say they will be out here. they want to get the message across that they want to get back to work so they want a solution. not clear if that will come today. richard jordan, news 4. it will be a busy week for the agencies that deal with unemployment placlaims. the department services says you should do initial claims online because of increased demand. the department of labor says it's already getting higher than

usual number of claims from federal workers. in virginia you'll get a special paper application to file your claim. d.c.'s only public university could take a financial hit from the government shutdown. the university of the district of columbia gets some federal funding. the board of trustees held an emergency meeting last night. the school feared a lack of funding would keep students from finishing out the semester. they are forcing a change of plans at one of the most famous theaters. they are taking the show on the road. the laramie project will be performed at the first congressional united church of christ which is about a block away. the performance will be free. the legacy panel discussion will be moved to the center for education and leadership. many places are closed during the shutdown, but there are a number of places that are still open. our web team has been working for you compiling a complete list of what's open and what's closed. just head to nbcwashington.com. you'll see the link at the top of your home page. 5:05 right now.

a northern virginia utility company is calling on congress to block parts of the affordable care act. the fairfax county water authority sent letters to virginia lawmakers. it plans to drop coverage pr employees when government plans take effect in 2018. if not it could face taxes. economists say the water company could scale back coverage to avoid the taxes. the impact could soon take a follow tol on the private sector. the company already making plans for layoffs. also letting them take the field. the action take on to make sure air force and navy football game will not be sidelined by the shutdown. good morning. we are off to a mild start in the wake of yesterday's upper 80s. right now we kept some of the warmth overnight. we're in the upper 50s to around 60. 60.

a landmark transportation bill is up for consideration. even though it's backed by republican governor mcdonnell... ken cuccinelli joins tea party republicans to block the plan. but terry mcauliffe believes it's time to break through the gridlock in richmond. mcauliffe presses democrats to support the bill. and the bill passes. terry mcauliffe. putting virginia first. "i'm terry mcauliffe, candidate for governor, and i sponsored this ad." the government shutdown is affe affecting all people. it it left a nasa group of interns in california with no job and no housing. somebody tweeted a picture of a post on a bulletin board there. a community center is working to connect those interns from all over the country with programs at tech companies. >> the national intelligence director is warning that the

congress will have an opportunity this morning to end t the government shutdown. a live look at the capital right now. the house will convene at 10:00 this morning. the senate will convene about a half hour later. 5:14 right now. president obama heads to maryland this morning. he will issue a warning about the impact the shutdown is having on businesses when he visits a construction company in rockville. >> reporter: president obama is going to be coming here to a business in rockville. take a look behind me here. we changed our vantage point

business. we went to pentagon city. restaurants there count on federal workers and government contractors to stay in business. >> we haven't seen the business had week. >> that shop opener says he's taken more delivery orders from people working from home. nongovernment workers could soon have to face furloughs because of the shutdown. united technologies corporation says it may have to furlough more than 5,000 people if the government is still shutdown in a month. some of those employees may not have that long. more than 2,000 could be furloughed as early as this monday in a division that makes black hawk helicopters. the kboft can't approve spending on military projects. wall street is starting to get nervous. stocks have not taken a huge hit from the shutdown, but experts

fear if lawmakers can't agree on what to do about the debt limit, that will not be the case. if congress misses the deadline, some say we could see a less severe version of the setback we saw during the 2008 financial crisis. it's 5:17 right now. one thing that the shutdown can't touch is the highly anticipated navy/air force football game. the naval academy says saturday's soldout game against the air force will still happen. you're looking at file video of previous games. the government-funded air force academy will travel to annapolis thank s thanks to a gift that covers expenses. every year thousands travel from around the country to see the rival gos head to head. kickoff is set for saturday morning. our coverage of the shut down continues immediately after news 4 today on "the today show" with an interview with president obama. he will talk about the impact the closure is having on the budget battle and the future of the country. it's now 5:17. later today supreme court

justice scalia is set to give a speech at the university of virginia. tonight's speech is part of the annual public lecture series. the institute is a nonprofit group of faculty and others founded in 2000. the nsa is opening up slightly to reveal details on spying to defend the agency. keith alexander said that they ran tests in 2011 and 2010 to see if it was technically possible to gather u.s. cell site data. that would allow them to pinpoint where cell phone users have travelled. the information was never used and the testing was reported to congressional committees. he also denied reports that the nsa snooped on american's social media accounts. new this morning, the u.s. will station new radar in japan and deploy surveillance drones next year. the moves are part of a renewed mutual defense guideline set up

signed by secretary of state john kerry, chuck hagel and their japanese counterparts in tokyo. the deal formalized to relocate marines to other areas in the pacific. japan will pay a third of the cost of the relocation effort. let's check in with mollet green with breaking news. >> the death toll from a migrant boat accident is rising. we're getting reports now up to 73 dead off the coast of southern italy. a 3-year-old and a pregnant woman among the dead. all of this after their boat reportedly caught fire and then sank near a island near sicily. 100 or so have been rescued so far. this area said to be a frequent destination for smugglers. that's the latest from the live desk. another leak at fukushima.

your way to the beltway. the commute between the toll road and both directions, it's clear. your drive times. 12 minutes from the dulles toll rad to the interchange. 5:23. we're keeping an eye on wall street after test la's stock took a tumble. they dropped 6.2% after a model sedan on fire popped up on youtu youtube. it it happened near seattle. nobody hurt here. a spokesperson said the driver hit a large metallic object and that sparked a fire in the vehicle's battery pack. southwest airlines fired the captain of a plane that landed so hard at laguardia that its nose gear collapsed. you'll remember this rush landing from july. the captain was monitoring the landing when he suddenly took over from the first officer about 400 feet from the ground. the plane landed on its nose. gear and skidded and sparked

before come ing ing to a rest a nearby patch of grass. 16 people were hurt. forensic experts are looking for new clues in. the the home of oscar pistorius. he's charged with premeditated murder in the death of hifz girlfriend. they examined the girlfriend where he shot and killed reeva steenkamp. they are reconstructing the crime scene there. he's preparing his own defense. the trial begins in march. a new study suggests older people have trouble making financial decision than young or middle aged adults. researchers at yale university posed several scenarios to people of all ages. they found those over the age of 65 made worse decisions and were less likely to take financial risks. the poor skills are not related to illnesses including dementia and more to do with the shifting value they place on risk and benefit as they age. you may want to go to sleep

the government shutdown is in its third day and an outlook to the end is bleak. a more than hour-long meeting between congressional leaders and the president overnight failed to produce any signs of progress. the president will take his message to louise construction. the white house says it's just one example of a small business that could be hurt by this shutdown. and the lack of federal employees is having an impact on another local business. metro says a drop in ridership is forcing it to reduce the number of trains it's putting on the track. >> tracking developments on capitol hill, at the national mall and a business in montgomery county being put in the spotlight. first, let's turn to our weather and meteorologist tom kierein. >> no record today. we came within one degree yesterday. the record for washington each day all the way into the next

pay. also john delaney. he's donating his pay to charity. tim kain asked his salary be withheld. also mark warner and representative rob whitman. why is their salary not being automatically revoked? well, lawmakers are being paid. their paid comes from mandatory funding. that's why it's not revoked like we saw happen with the federal workers a couple days ago. i'm danielle leigh, back to you. >> thank you. 5:32 now. a group of senior citizens says it it will protest potential fallouts from the government shutdown today. they plan to form a human chain outside the capital. president obama and some lawmakers could see this as an opportunity to cut social security benefits. more than 20 members of congress were invited to this rally. it begins at 10:00 this morning at the house triangle. you may not see many protests here.

d.c. government and whether or not to fund that or veterans affairs individually. however, democrats are saying this has to be done all together in one swoop. however, the negotiating goes back and forth. last night house speaker john boehner says he was not optimistic after meting with president obama. the president is not willing to budge on his health care law. and boehner says that will be critical in the negotiations. that's a big part of what led to this government shutdown. many people say it's the biggest part of what led to the shutdown. now there are still those workers on furlough. 800,000 of them. many of them will be coming here to the national mall today. they want to rally and get the attention of congress that they need to move fast because many of them say if they miss out on their paycheck, that could lead them in a serious financial bind. many of the monuments and museums will be closed today

welcome back. happening right now in nigeria's capital, emergency crews are rushing to the scene of a passenger plane crash. reports say the small plane crash landed in the domestic terminal at the airport. we're not sure yet of all of the

details. there may have been as many as 20 people on board. witnesses say it was not a large jet. lots of smoke coming from the runway make iing it it very tou for firefighters to get to the scene. that's the latest now from the live desk. lawmakers will return to capitol hill in just a few hours with questions mounting over whether they will be able to break a dead lock over the budget. one thing is certain after last night's failed talks at the white house. there are no more meetings scheduled with the president. today president obama will warn businesses of what they can expect if this shutdown continues. he will visit a construction company in rockville. megan mcgrath is live there with more. >> reporter: you can see behind me, preparations are in full swing for the president's visit this morning. you can see the stage, the chairs, the flag that's been put up here. the president is going to use the backdrop of the construction materials to illustrate his

point about the impact that the shutdown is having on small business. s. this is a drawn out situation that the economy is going to be impacted. that businesses will be negatively impacted. now this is a female and minority-owned business. a construction company that does a lot of business in asphalt and road construction. the white house says it's an example of a company that's done well in recent years because of low interest rates. so the business has been able to borrow cheaply. but if the shutdown continues, the president today in a few hours is going to make the case that the economy will be damaged and that businesses will be damaged as well. and that all of that will trickle down to the american worker. the president expected here in the rockville in a few hours. reporting live in rockville, megan mcgrath, news 4, back to you. >> thank you. 5:46 right now. the republican national committee is offering to use its

own money to keep a popular memorial open. >> the republican national committee has put aside enough money to hire five security personnel full-time to keep the world war ii memorial open. >> the chairman actually had a $150,000 check with him when he made the announcement. many veterans honored by the memorial have supported the republican party and it wants to do what it can in the face of the shutdown. he also challenged democratic chair to offer up funding as well. the offer also shows to what extent the memorial has become an unlikely hot bed for debate over the shutdown. for the second day a group of veterans on an honor flight tour were allowed into the barricaded memorial. that prompted one lawmaker to criticize a park ranger for not letting everyone in. >> how can you deny them access?

virginia's republican lieutenant governor candidate is back wag from comments he made two years ago. e.w. jackson says he opposes the government shutdown even though he shouted cut it or shut it in 2011. his opponent brought up the issue during the debate last night. jackson says the circumstances were different two years ago. he also called the impact devastating on virginians. they are accusing republicans of trying to keep thousands of virginias from voting next month. the party filed a lawsuit claiming the names were put on the list that's supposed to prevent fraud. this was no accident. they say it was politically motivated. the lawsuit was called faceless. today many prince georges county, a man charged in connection with a police officer's death will be in court. police say he helped steal the car involved in the chase with officer adrian morris. the 23-year-old officer died when his cruiser ran off i-95 in

beltsville and crashed. police say mitchell was a passenger in the other car and neil was the driver. neil's manslaughter trial expected to start early next year. eight students in virginia are charged with vandalism. according to the fredericksburg freelance star, the students are accused in two separate spray painting incidents last week. the students are all facing misdemeanor charges. this morning we're getting a look at the d.c. police department's new state of the art training facility. look at the tour they went on yesterday. the $6 million complex includes a tactical village that allows officers to simulate real life situations in an area the size of a couple city blocks. because it is indoors, they will be able to use it year round. >> i feel for the guy who has to simulate being attacked by a dog. >> it's part of his job.
