hope he pulls through. >> reporter: let's take a look at the video, again, shot by a crew from alharra, an arabic channel based in the u.s. you can see how the cruiser approaches the barricade here on the hill. we are told it shows how there is a confrontation, the car attempts to ram the barricade. at that point, for police, this is a chase. they have to stop that vehicle. they have to get that vehicle so it does not hurt anyone. they pursue it in a small circle behind the west front of the capital. tourists are standing around. thankfully, not many people around because of the federal shutdown. that pursuit goes and continues until second and constitution avenue. there is a final confrontation, which we understand officers draw their weapons and shoot and kill the female suspect who was driving that car. very, very dramatic footage

provided by alharra, an arabic tv station. they were just doing a story on the shutdown. then this scene that shut capitol hill down. jackie bensen, news 4. >> thanks so much. we have more compelling video. tourists were cowhering on the steps outside capitol hill. people in their shorts as sirens blare. they were ordered to get down. we get more stories from the witnesses on the hill. pat collins joins us with more on that part of the story. pat? >> reporter: sources tell news 4, again, that woman suspect in the car is dead. sources tell us she was shot in the neck by police during this confrontation. sources tell us she has a connecticut drivers license that she was born in 1979, which would make her about 34 years old. again, as we reported before, there was a baby in the car between the age of one year and

18 months. a baby was in the car during this whole incident, during all that gunfire. we are told investigators are looking into the possibility this woman had mental health issues in connecticut. they are trying to investigate her past. they are trying to figure out what brought her to washington for this deadly confrontation. now, let's take a look at some video here from comcast sports with greg. you are going to see video or people ducking for cover. they are lying on steps. they are going into bushes as the guns are fired here up on near the u.s. capitol. you are going to see that police car. the police car that crashed where the officer was injured and then you are going to see the helicopter that came in to aid the police in trying to help out this injured officer. again, this investigation is still going on.

they are trying to figure out what brought this woman to washington. why did she do what she did? now earlier, i talked to some people who witnessed this whole thing. this is what they heard. this is what they saw. >> they were going around the round about. as they went around the round about, they boxed him in. looked like he tried to drive up on the sidewalk. they boxed him in and the shooting started. >> somewhere between six and 12 shots fired. surreal. it happens quick. i don't know if there's time to really be scared. we just, you know, following the orders. >> chaos. all the sirens and police vehicles, just all running around. started to lock everything down, moving people back. i didn't see anyone out. >> reporter: what do you make of this? >> unbelievable. >> reporter: unbelievable, indeed here on the site of the u.s. capitol, senate employees,

house employees and a shelter in place for some time here as police began to investigate this incident. again, the police chief said this really is one incident with many different scenes. police trying to figure out what brought this woman to our city, why she did what she did. jim, back to you. >> pat, it's wendy. i'm curious, there's been a lot of confusion, obviously, in this. did the woman, at the very end, did she open fire on the officers? can you clarify or clear that up for us? >> reporter: i have been told by two people this woman did not have a weapon. they found no gun on her, wendy. so, at this point, it doesn't appear that she fired any shots at all. >> good. thanks for clearing that up. thanks, pat. let's look inside the capitol after the shots were

fired. he tweeted the officers were inside the capitol with guns, as you can imagine. >> one police officer was injured in the chaos after the crash. he was taken to washington med star hospital. it's where erika gonzalez is live now. erika, what are we learning about his condition? before you mentioned a female patient. what more can you clarify on that? >> reporter: the officials here at the hospital are staying tight lipped, releasing minimal information to us. what we have confirmed from them is they did receive two patients from the capitol hill area, one being a woman. that is to the extent they will explain and detail who the person is. they simply say a woman. the other, they did specify, it is a male capitol police officer. now, let's show you some of the video you have been seeing or the past couple minutes. the impressive scene of the car that is in pursuit. police after this vehicle, then

eventually the moment where that car rams that barricade. this is what happened about 2:18, 2:19 this afternoon. what we can confirm for you is here at med star washington hospital they did receive two patients, one female, the other a male capitol police officer. now the reports we have from the u.s. capitol police, this is something that nbc washington tweeted a short while ago. the injured officer appears to be conscious and breathing. this is coming from the u.s. capitol police. as far as we know, no officers were shot. the video you are seeing now is the moment this individual is put on a gurney, sent into or placed into the chopper, headed for med star washington hospital center. that is the individual we believe to be the u.s. capitol police officer. again, minimal information that we are getting here from the hospital. just the fact they do have two people here, one female, the

other the male capitol police officer. the extent of their injuries, whether or not they are in surgery has not been given to us. erika gonzalez, news 4. >> thank you. we continue with mark segraves who was first on the scene. you have information. you say the baby in the car was injured. >> reporter: that's right. i have a source telling me the infant is about 18 months old, was injured during the altercation. the person i spoke with had no idea the extent or the nature of the injuries. he did tell me that word is that infant was injured during this altercation. here is a live shot looking right at where this whole thing came to an end. you can see the police car in a distance that the officer was injured in. those yellow tabs on the ground are evidence markers. this is where many gunshots were fired. earlier, when we first got here, i spoke to witnesses on the scene who said they saw a black car speeding down the road,

coming from the direction of the white house, coming up here to the capitol grounds and speeding around near the west lawn near the capitol. at that point, they heard an exchange of gunfire, as many as ten shots and the car sped off to this direction where it came to an end here at second and constitution avenue where the police car came into, had its accident there. earlier, chief dine briefed reporters. here is what he had to say. >> no, this appears to be an isolated incident with one vehicle involved. there's been a coordination with the agencies including the fbi, so both scenes are under control. i do not have that right now. >> do you have the condition of the injured officer? >> on the way, one of our officers was struck in his scout car. he appears to be conscious and

breathing. >> no officers shot? >> as for as we know, no officer was shot. >> reporter: we expect an update within the hour, fbi, d.c. police and capitol police will hold a press conference in about an hour. capitol police were going through the crowd and there were hundreds of people here, as you can imagine on a beautiful day, police going through the crowd yelling, asking for any witnesses, anyone who saw or heard anything. quite a few people stepped forward and they are being interviewed. mark segraves, news 4. >> of course, all this played out with the government shutdown as a backdrop. the senate adjourned until tomorrow. the shutdown goes into a fourth day. democrats and republicans are no closer to resolving the stand off. house republicans refusing to pass a temporary spending bill that does not delay or dismantle

right now about the suspect in this chase and shooting this afternoon. let's go to the live desk and chris gordon. what are you learning? >> we just heard from pat collins and we are learning from michael isikoff that all the shots fired at the capitol hill shooting incident came from law enforcement, not the woman in the car. that's according to a police source just briefed by the capitol hill police. take a look at this video from alhurra tv. it shows the suspect cornered by police. they back up as she speeds away. they have guns drawn at this point. she goes around, in front of the west lawn of the capitol. this is taken by a crew who was on the west lawn of the capitol following the vehicle. u.s. capitol police in pursuit. you see her go around a second circle. this is on the northwest corner

of the capitol. as she does, she is in very tight pursuit. u.s. capitol police secret service and she goes up constitution avenue. right about here, police are following her and one police car hits a barricade, a security barricade, broadsides it and the officer was injured during the police chase. that is how the police officer was injured. right side damage to the vehicle when a security barrier went up on connecticut avenue. he broadsided it, came to a stop, he was taken to med star washington hospital. we are trying to get more information about the woman, the suspect who was shot and killed in this incident today. it appears she might be from the connecticut area. that's all we can say at this point. that's the latest from the live desk. chris gordon, back to you. >> thank you. the roads are closed around the white house due to the

shooting. >> adam tuss has more and joins us from the area. have you moved locations? >> reporter: we have. we were at 15th and pennsylvania avenue. we have now moved to 15th and e, a couple blocks down here in northwest. as you know, with the situation there's been uncertainty. we heard the woman tried to run a barricade out the white house. now we are hearing from a witness that this right here, this check point, 15th and e northwest is the area where the woman first tried to gain access to the white house grounds. you can see here, there are a number of jersey barriers on that side. there's a lot of police activity there. we are in the third hour of this situation. they have been here the entire time. the yellow caution tape rings the area. there's the vehicle inspection team that is out here. these officers have been out here milling things around and discussing things. the jersey barriers, it's a different situation than where

we were at 15th and penn. they had the metal ballards. the woman actually tried to get around the jersey barriers here. that's when the entire situation happened. we talked to people in the area. you can see the tape is still in the area. 15th street southbound toward the washington monument, you can see there's park police and secret service officers in the middle. it's still a very fluid situation. take a walk here. this is 15th street. the traffic is moving. a lot of people are out and about trying to check out the sites in the area. outside the white house, things seem to continue a little bit as normal. back over here, 15th and e, we are told by a witness, this right here is where the whole thing started, where the woman tried to gain access and tried to ram one of the barricades here in northwest.

graphics here is the big western storm system. it's all expected to make its way to our area. again, it's all about the timing of these storms, will they arrive at the same time or separately? some folks have been tweeting me saying are we going to get rain from the clouds? the radar is dry, quiet, not expecting rain. the clouds start to break up. we are at 83 degrees right now. we drop to the mid-70s by 9:00 p.m. it will turn mostly clear by 11:00 p.m. as we drop to 72. another mild evening. put the clouds into motion, they head out of here by tomorrow morning. we'll have a mild start, call it a partly cloudy start to the day. then, i think, as we go throughout the day, there's a very slight chance we could see a few sprinkles to the north. that's it because of the warm front coming into the area. today, highs into the mid-80s. for saturday, we could get close to 90 in a few neighborhoods. look at this.

agarngs we are waiting a press conference from capitol police and u.s. park police along with d.c. police, the fbi to a joint news conference bringing us up to date on the chaos. after the lockdown, the house resumed debate on the government shutdown. meanwhile, president obama, again, said today if a clean budget bill came up for a vote on the house floor, it would pass. he blamed house speaker john boehner for siding with the quote, extremists of his party. house republicans, meanwhile, are offering smaller spending bills that would fund individual departments, including the national institutes of health.

>> we call upon democrats to join us now. let's start finding that common ground where we can start moving forward. >> you don't get to demand some ransom and exchange for keeping the government going. you don't get to demand ransom and exchange for keeping the economy running. >> speaker boehner blamed them for refusing to negotiate. he accused them of a my way or the highway approach. the president made his speech at a company in rockville. they grew to 250 employees. it was able to do that, in part, thanks to loans from the small business administration. right now, because of the shutdown, businesses don't have access to sba loans. the white house says nationwide, that's $93 million a day that is not going to help small businesses. >> there's no word yet on whether this is going to go anywhere, but a bipartisan group

of lawmakers provided a plan for john boehner. it funds the government at current levels until march 31st. the bill repeals a medical device tax that republicans hate. this tax is expected to raise $30 billion in revenue to help fund the affordable care act. the revenue lost from the repeal would be offset with an extension of a pension stabilization provision. those passed last year. >> right now at 5:00, more breaking news on the shooting at capitol hill. we are going to the white house with up to the minute details. stay with us.

now, at 5:30, chaos on capitol hill. gunshots fired after a chase that started at a white house gate. >> you could hear multiple shots. we knew we were in danger in harm's way. >> lawmakers and staffers placed on lockdown. details emerging about the woman behind the wheel and the officer who is chased her down. >> welcome back to this wild afternoon. we have a lot of nmpb to give you. >> new pictures and details coming in. chris gordon has new information

about the suspect. he's working that angle from the live desk. >> we have new details. the woman who rammed a white house security entrance on the east side of the white house hit a bike rack and as she was backing up, apparently hit a secret service agent, an officer at the white house and fled toward capitol hill where she was cornered by a number of police with weapons drown. she takes off again. she goes around the west front of the capitol. she's been chased at this point by u.s. capitol police in cruisers as well as secret service police at some point were involved. she goes around a second circle, then up constitution avenue. that's the second circle. you'll see a cruiser on her bumper, a second, possibly third cruiser joining the chase as she

goes up constitution. there are barricades that pop up in the street. one of the u.s. capitol police cruisers actually crashed, sideswiped the barricade. the officer was injured was med evaced to med star washington hospital center where he has life threatening injuries. the woman continued on as the chase continued all the way to second and constitution. she was shot and killed at the scene. now we now know from police sources that all the gunfire came from law enforcement officers, apparently the woman was not armed. there was a child in the car. news 4s mark segraves reports the child was about 18 months old and was injured. we do not know the condition of the child at that time. chris gordon, back to you. >> thanks, chris. >> the senate adjourned for the day after the shooting on the hill. the government shutdown is going to go into a fourth day.

>> it's been a frightening and chaotic day. kristen welker joins us from the briefing room. the president has been briefed throughout all of this about the incident. >> jim and wendy, that is absolutely right. i can tell you that this basically, when this all started pennsylvania avenue was closed off outside of the white house. that is typical when you have a potential security breach like the one we had this afternoon. that has reopened. we can also tell you extra security was brought in. at this point and time, things seem to be getting back to normal here. president obama was briefed on the situation. senior administration officials have been in touch with local law enforcement and law enforcement officials throughout the afternoon trying to get to the bottom of exactly what happened. i can tell you when it all started to unfold, they were huddled behind closed doors monitoring the situation.

in terms of the suspect who tried to crash into a gate outside of a security area here at the white house, that happened over at 15th and e. that's by treasury. that is really the farthest security gate from the residence, from the west wing. it is all the way east of where i'm basically standing right now. it's interesting to note that the president, administration officials, reporters didn't hear that occur, didn't hear, sort of the, what occurred in the wake of that, which was a security response. that is really what has happened in terms of these latest developments. as you point out, president obama was in the midst of trying to reopen the government. he met with congressional leaders. it didn't yield a lot of results. there's a big question mark about how the government is going to reopen. president obama was speaking in maryland today urging republicans to reopen the

government, but still no real progress on that front. certainly, this is, as you know, a town that has been tense because of the government shutdown. the evolving events of today added to the mounting tension. back to both of you. >> kristen welker, live at the white house, thank you. due to the government shutdown, they will not be sending anyone to investigate the deadly bus crash we brought you yesterday from tennessee. a spokesperson for the ntsb says the crash would usually be investigated by their department. eight people killed and more than a dozen injured in the crash. due to investigators being furloughed, it will be impossible. an arlington man is wondering what he's going to do next after he's been furloughed from three of his federal jobs. he's a major in the air force reserve. he's a civilian employee at the pentagon and serves as adviser to senator tim kaine.

now he's home with his family and worried about the mortgage and the bills. >> you never want to be told you are non-essential. especially three times in one day at three different places. that's a little bit hard to take. >> he was furloughed for six days this summer because of the sequestration. a large group of senior citizens gathered outside the capitol this morning to protest a chained cpi benefit cup. that measure would lock in social security benefits at the current rate meaning they wouldn't change with cost of living. they say the loss would make a big difference in their day-to-day lives. the government shutdown could become a matter of life or death for a massachusetts man. he suffers from bile duct cancer. he was hoping to be part of a clinical trial that starts next week at the national institute of health. now the plans are on hold. >> i'm mad that the government can walk away from people. we don't matter.

we have a developing story right now out of montgomery county. a teacher with ties to three local schools. a teacher sent sexually explicit e-mails to a student. he taught at einstein high school. he's also worked at a middle school and rockville high. a parent alerted detectives about the e-mails. he's charged with sex abuse of a minor. he's being held on $250,000 bond. new details coming out about the california man behind silk road. the fbi arrested the 29-year-old on tuesday in san francisco. investigators say he made $80

million in commission on drug sales in two years. federal agents started tracking him in 2011. it wasn't easy. he used an alias online and sales paid with bit coin, an electronic currency. it's designed to be as anonymous as cash. >> bit coin allows you to hide what you are doing. unlike a credit card, it's untraceable. >> ultimately, he made mistakes allowing the feds to catch up with him. court documents say he ordered a fake id from canada, but used his real picture and birth date. he tried to hire an agent posing as a hitman. hundreds of federal workers going without pay this week. today, news 4 learned some key republican congressional leaders are going without pay as well. house speaker, john boehner, majority leader, eric cantor is giving up their paychecks. the army/air force football

some wild and frightening moments for those on capitol hill during the shootout. >> shomari stone spoke to two people under lockdown. he joins us live from capitol hill with their story. >> reporter: i'm at second street southeast and east capitol street southeast and a lot of folks out here are trying to come to grips on what happened. they were inside with meetings when all of a sudden, they find out about the lockdown. let me move out the way before i show you video. you are looking at east capitol street. there's yellow tape and a lot of folks were not allowed to go down the street. a short time ago, the street opened up. to the left is the supreme court building. here, this is the street leading to the capitol, east capitol

street. those officers moved people back. a lot of folks we talked to were shocked when they found out a woman with a small child in her car tried to ram it into the white house, leading authorities on the chase in the u.s. capitol. many are asking about how the child is doing. they were very unsettled, scared when they heard about the lockdown. let's hear what some staffers had to say. >> it's scary. our pagers go off and it's usually just a drill. for them to say there's reported gunfire, shelter in place, it's scary. i never experienced that before. people were running from my company telling us to get in the back office, get on the floor, hold your purse, stuff like that. it was nerve-racking. >> it was a little unsettling. you had alarms going off, you couldn't understand what the alarms were saying. there was some kind of emergency notice, but it wasn't clear what. >> reporter: now a lot of folks i talked to tell me it's been

tense up here on capitol hill due to the government shutdown. of course, we are two to three weeks after the d.c. navy yard shooting. many of them, when they heard about the lockdown, the fact of what happened, many say they were definitely concerned. live outside the capitol, i'm shomari stone, news 4. >> thanks. let's look at live pictures. this is first and constitution. this scene unfolded through a -- over a lot of blocks there up on the hill. these are officers now gathering evidence along the path because this is going to be a very pain staking process as they look at how all of this unfolded and what happened throughout the afternoon when this thing started about 2:19 this afternoon. >> again, in about 15 minutes, we expect to hear from police, d.c. police, u.s. capitol police as well in a news conference. top of the hour, 6:00. we are hearing from witnesses near the capitol during the

chase this afternoon. let's go back to chris gordon at the live desk. chris? >> reporter: two friends say they were standsing on the street as the woman sped past them. she was, apparently, according to to them, trying to drive up the capitol steps. >> this woman driving to the round about. she started to turn left up the capitol steps because policemen cut her off, so she couldn't continue. then she tried to go up the capitol steps and put her car in reverse to evade police. >> her car finally crashed near second and constitution avenue. the woman was shot several times and killed. we know there was an infant between 12 months and 18 months of age in the car. that infant, we are learning, through tweets, that infant is being treated at children's hospital. we will continue to update you as we learn more. at the live desk, chris gordon, back to you.

this is really unseasonably warm. our temperatures running more than 15 degrees above average. october will be returning and that will be for the first part of next week as we cool down. a good weekend to head to fall for fairfax. a kid fest 10:00 a.m. to 7:00 p.m. saturday and 10:00 to 5:00 sunday. we'll have the storm team truck out there. amelia segal and chuck bell will be out there. a 70% chance of rain for monday with a high temperature of only 75 degrees. in fact, on monday, i think we could squeeze out anywhere from 3/4 to an inch of rain. possibly heavy. tuesday, more rain. that could, in some areas give us 3/4 to an inch of rain. by the time we get to the end of tuesday, we'll have a lot of rain. it's going to come all at once, possibly. we are going to continue to track the system for the early part of next week.

as you see, the heat is gone as we head out of the weekend. back to you. >> thanks. right now roads are closed around the white house because of the shooting on capitol hill. adam tuss has an update on travel conditions and that ride home. adam? >> reporter: let's take a look at what's going on here. this whole situation as we have been telling you over the last hour, this is where everything started. this is the corner of 15th and e northwest. you can see the traffic here on 15th street is moving in both directions. we have pedestrians walking here. everything outside the perimeter here of the white house is pretty much business as normal. take a look closer there. closer to the right. you are seeing the yellow caution tape there. what we have been told as this situation unfolded, this woman tried to gain access through the barriers here. the secret service police started telling her to turn around. she hits one of the bike lane barriers here and then we're told she hits a secret service

officer. it's at that point the whole thing starts. the chase ensues all the way down to the capitol and the dramatic video you have been showing about the chase and the gunfire at the capitol after that. it's not clear why she thought she could get through here and what the situation was. you can see the concrete jersey walls. she tried to almost snake around the barriers and had to come back out. trying to put the pieces together here. the police are still out and the caution tape is still up here at 15th and e. this is one of the areas where if you are a pedestrian you can almost walk to the south side of the white house and get a picture. right now, the investigation and the reason why all this happened here at 15th and e still ongoing. outside the white house, 15th, the traffic is moving. on the other side, 17th street, traffic is moving there.

again, we are waiting. in just minutes, a live press conference from police on capitol hill. police in southern virginia are looking for a man who kidnapped and sexually assaulted an 11-year-old girl. it happened in carrollton. investigators tell us tonight, the man forced the girl into his car while she was waiting at a bus stop along route 17. they say he assaulted her twice before releasing her. officers say the man was driving a white chevy coupe. jurors in fairfax found a young father guilty of child abuse in the death of his daughter and recommended the 28-year-old spend four years in jail. the 6-week-old was rushed to the hospital in june of 2012 where shelated died. in december, the judge will go with the jury's recommendation

or lessen it. a group of worker who is got furloughed by the shutdown decided they didn't want to spend the time sitting around at home. >> so, they packed their bags and started camping, near the capitol. zachary kiesch has the story. >> reporter: when clayton got his furlough papers, he was well aware he wouldn't go to work but had no intentions of going to work. >> there are a lot of people that support us and wish they could sit with us. >> reporter: he found his position with family and friends outside the capitol. he's prepared to be here every day until it ends. retired from the military, now working in national security, cooper has given his adult life to public service. >> i'm disgusted and disappointed. >> a lot of us live paycheck to paycheck. to have this happen is very difficult thing to accept and to

about the dramatic chase, the shootout. >> i heard six gunshots, rapid. ak. >> and those injured in the aftermath. capitol chaos. good evening, i'm doreen gentzler. >> i'm jim vance. a woman tried to crash her car through barriers outside the white house shortly after 2:00 this afternoon. she then started driving away very fast. secret service started chasing her. near the capitol, the car and police cruiser crashed. shots were fired. witnesses say there were 10 to 15 of them. that woman is now dead. >> the gunshot sent shock waves through capitol hill. they were locked down for an hour. both houses of congress went into recess. the president was briefed at the white house. >> these are live pictures of the house of representatives still in session. the senate left for the night. the government shutdown will go into a fourth day. >> we have live team coverage of

the situation that started at the white house and went up pennsylvania avenue. we are expecting a news conference to get under way at any moment. we are going to start with jackie bensen. jackie? >> reporter: doreen, the video we are about to show you is astonishing. it was shot by a tv news crew in the area doing a story on the federal shutdown. the video shot by arabic language tv station shows the black sedan striking barricades. officers give chase pursuing the black car along the capitol grounds and around a traffic circle around the west front of the building. out of the camera's sight, a police crash and confrontation that ends with the driver of the black car being shot. the scene was chaotic. u.s. capitol police officers worked with firefighters to free a trapped colleague from his damaged police
