witnesses describe seeing police pursue a small black car. >> heard sirens coming on. a black sedan at a high rate of speed. they stopped the sedan 50 feet from where i was standing and surrounded the car, opened the pedestrian's, the passengers side with guns drawn. the sedan slammed in reverse, hit a cruiser behind it, did a 180 and took off. >> reporter: one man who heard the shooting is a furloughed worker. government worker just like you? >> i certainly pray for him and hope he pulls through. >> reporter: witnesses say it was a good thing that there was a federal shutdown today. a good thing there were fewer people on the sidewalks in the area. this was fast paced and a dangerous situation. i'm jackie bensen, news 4 live.

>> thank you. we are waiting now for a news conference to begin. it's a joint news conference by any number of different police forces to give us an update. >> the metro police, capitol police and the fbi we are expecting to hear from them in a few minutes. looks like they are headed toward the microphone so we are going to stay with it for a bit. there's a lot of unanswered questions, exactly what happened in the shooting of the woman who was apparently driving that car that was trying to elude police and what about the baby. >> and they are trying to figure out why? what brought her to washington. the woman is from connecticut. there was a report earlier that someone said there might have been something in terms of a mental problem, psychological problem with her and it has not been determined, yet, at least as far as we know, why she was here or what her purpose was, especially as it regards to the

incident at the white house where she tried to breakthrough the barriers. >> one of our uniformed officers at a check point of the white house at 15th street and e street northwest. the vehicle then fled east on pennsylvania avenue. there were multiple crime scenes as a result of the vehicle fleeing. there were multiple shots fired at several different locations. this case is under investigation by the metropolitan police department with assistance from the capitol police, secret service and federal bureau of investigation. that's all i have but i'm take questions. >> is there a way this could have been an accident? she didn't know where she was going? >> this is under investigation. at this point, an unauthorized vehicle attempted to gain access at a check point. this was an outer perimeter check point of the white house. beyond that check point, there were multiple check points

someone would have to go through. there's this unauthorized vehicle, approached the check point, officers acted appropriately, the vehicle then fled and in fleeing, struck one of our officers as it departed the initial scene. [ inaudible question ] >> it's not being released at this point. that is also under investigation but uniformed division officers and capitol police officers. >> where were the shots fired? were there shots fired at the white house? >> no shots fired at the white house. these other locations is where the shots were fired. again, it's under investigation. >> the officer who was struck? >> i'll let the chief of capitol police talk about that. i'll turn it over -- ed donovan from secret service. >> good evening, kim dine, chief

of the united states capitol police. you have heard the preliminary information regarding what happened at the white house. subsequent to that, our officers attempted to make a stop at garfield circle. the vehicle eluded them and continues on behind us at first and constitution avenue. it appears our officer, in an attempt to pursue the vehicle struck barricade. ultimately, the vehicle stopped at second and maryland northeast where we were able to capture the suspect. >> dew the status of the officer? >> i personally spoke to the officer, he is doing well. he's a 23 year veteran of the united states capitol police and he's doing very well. thank you for asking. >> is he at the hospital? >> he was at the hospital when i spoke with him. he's going to be fine. [ inaudible question ] >> i don't have the specific injuries. >> how was he injured?

>> his vehicle, apparently struck the barricade behind us. it appears all around the capitol the security worked exceptionally well. we had a brief lockdown of the capitol and we were able to kind of lock things down and clear the event extremely quickly, keeping everybody safe, notifying everybody of what was going on. we actually cleared the scene rather quickly. we had a briefing within the hour of what was going on. we obviously are investigating the incident. multiple law enforcement agencies and this appears to be an isolated singular matter, at this point, no nexus to terrorism. thank you. >> can you rule out terrorism? pardon me? >> how can you rule out terrorism? >> from the facts we have, it appears there's no --

[ inaudible question ] >> we are not releasing any information on the suspect at this point. >> the child in the car -- >> what was the motive? >> can you talk about the child in the car and where is the child now? >> my understanding is there was a 1-year-old child in the car. i believe one of our officers initially rescued the child and took the child to initial medical care in the vicinity here and then the child was taken to the hospital. [ inaudible question ] >> pardon me? >> the barricades were they up when he came through? were the barricades up? >> we are obviously investigating that. let me turn it over to chief lanier. information. >> let me try to answer a couple questions real quick. i'll tell you up front, there are certain questions we are not going to answer. we are not going to answer questions about the suspect at this point. all the information we are giving you is preliminary. there is some video that has been released. we caution you, that video only captures the incident, a small part of the incident. there were things not captured before and after obviously. as of right now, we know there were shots fired in at least two locations during the pursuit. the pursuit was from 15th and e down to 100 block maryland avenue. it went several blocks. involved united states capitol police and secret service. right now, the suspect in the vehicle, we do know was struck by gunfire and has been pronounced. the suspect has been pronounced at this point. the child is approximately a year old in good condition and

in protective custody. right now, it is preliminary. we don't know which officers fired, how many rounds were fired. i will say both at the white house and the capitol, the security perimeters worked. they did exactly what they were supposed to do and they stopped a suspect from breaching the perimeter both in a vehicle at both locations. i would say from both of the united states secret service and capitol police officers from what i have seen so far in this investigation acted heroically in trying to stop the suspect from entering the security perimeters at both locations. we have two officers injured one from capital and one from secret service. they will both be okay. two officers injured from doing their job. i will take a few questions. i am not going to answer anything that pertains to evidence of the suspect. the suspect, the last gunfire

was in the 100 block of maryland avenue. the suspect was pronounced sometime later. >> do you think this could have been an accident or do you think it was intentional? >> all the information we have right now is this does not appear to be in any way an accident. this was a lengthy pursuit. there were multiple vehicles rammed and officers struck, two security perimeters attempted to be breached. it does not appear to be an accident. [ inaudible question ] >> we don't know that. >> why are you not releasing more information? >> we are not going to release information about the suspect. >> was she armed? >> we have -- we are not going to comment on any information regarding evidence at this point. >> from the white house that this person traveled to get to maryland avenue, where was the car going? where were the different places the shots were fired? >> there were two places shots

were fired that we are aware of at this point. this is preliminary. it starleted at 15th and e street came down pennsylvania avenue and garfield circle. the suspect rammed into a secret service vehicle. then the vehicle then continued on first street to constitution avenue up constitution around the barriers and then on to 100 block of maryland avenue where the vehicle crashed and additional shots fired there. >> around the barriers? >> we are not sure yet. there was contact made by at least one vehicle. we don't know if there was other vehicles. we know the barriers went up and at least one vehicle struck the barriers. we don't know that until we finish the reconstruction. [ inaudible question ] >> both agencies had officer that is fired. two more questions, then we are done. the police department will be

investigating this case. we are getting support from fbi, capitol police and secret service. i can't comment on that. i'll take one more question. [ inaudible question ] >> the crash add 100 block and maryland avenue. at that point, it's close to security officers from the capitol. another round of gunfire at that point. >> how can terrorism be ruled out? >> it's all we are giving you is the facts we know and what's happened. i'm not ruling anything out. i'm pretty confident this is not an accident. all right. thank you. >> what i said was it does not appear to be. i just want to reiterate the heroic work of the united states capitol police officers at multiple locations in addition to rescuing the child out of the vehicle. at this location and second maryland northeast, our officers kept the perimeters secure and

responded quickly and heroically and locked the scenes down. thank you very much. >> that's u.s. capitol police chief kim dine. we heard from d.c. police chief cathy lanier about the shooting that happened on capitol hill this afternoon. the new information we learned, another officer was hit by the suspect in her car at the white house and in that case, it was a secret service officer. the other officer injured today, a capitol police officer who had to be pulled out of his car after a crash and the chief says he is doing very well. he's talked to him on the phone. it's good news. we understand that the infant that was taken out of the suspect's car is in the hospital and is in good condition in protective custody. >> chief also pointed out they was no reason to believe it's an act of terrorism but it was

intentional. >> witnesses were hitting the ground when they heard the gunshots this afternoon. people lying on the sidewalk, not what they expected to do today. it was a surreal scene for everyone involved. pat collins is on capitol hill with more on this. pat? >> reporter: in police va knack l -- the suspect, the woman driving the car shot and killed by police. sources kell us she was shot and hit in the neck. sources say she has a connecticut driver's license, connecticut plates on her car. they say she was born in 1979, which makes her about 34 years old. two sources have told me she did not have a gun. now there was a baby in that car about 1 year old. during the chase, during the gunfire, that baby was rescued by a cop. david is an intern. he saw that cop come to rescue

that baby. let's hear from him. >> i did see a police officer hugging a small child and taking that child away from the scene. >> reporter: boy or girl? >> i believe it was a girl, but tough to tell from where i was. >> reporter: did she appear to be all right? >> from where i was standing. >> reporter: let's go to the video shot by comcast sports. he was riding his bike down here when it happened. you can see people lying down on the steps, ducking for cover during the gunfire. some people jumped into bushes to escape danger. you'll see the police car that crashed. the officer in the car injured. he was taken to the hospital for treatment. you'll be able to see later, a helicopter that landed here to try to help out that injured police officer. now for a short time, for a short time, the senate side, the house side were all in a shelter in place situation.

what was it like in there? well i talked to carolyn noble. this is what she had to say about that. this radio warning said what? >> said something along the lines of there's a shooter on capitol hill. shelter in place. >> reporter: stay away from windows and doors. >> yeah, it was hard to hear, the buzzers were going off and we were trying to listen to the news. >> reporter: were you scared? >> it's alarming to hear there's a shooter somewhere. you hope it's not in the building. >> reporter: investigators are looking into the possibility she had mental health problems back in connecticut. they are checking her entire background to figure out why she did what she did. jim, back to you. >> pat collins, thank you. minutes after the shooting happened, we brought you live pictures from the scene. mark segraves has been following the chaos from the start.

he's live with more. mark? >> reporter: that's right, doreen. you are looking at the scene live. this is where it ended. there's the police car that the officer was injured in after his car crashed through the barricade and intended to stop cars from piercing the perimeter here. the yellow evidence markers all over the road where the gunfire was exchanged. you just heard this all started at the white house just after 2:00 this afternoon where the woman tried to run through a barricade there before trying to do the same thing here at the capitol. i spoke with two women who witnessed this event. one of them at the white house and one of them witnessed things here at the capitol. here is how they describe the scenes. >> so she ended up going around the round about trying to go up the steps. you could hear the car bottoming out on it. the police officers got out of their cars and they were

surrounding the car, guns at her window. i don't understand how she was able to back up and get out. she reversed and they started firing at her. then she came out there way, went around the round about a couple times and went up the hill. a loud crash, almost like an explosion. >> she busted through the barricade. a guy was in front of her. she hit him and he flew over the hood. if we were back one car length, she would have drilled us. >> reporter: police tell us moments ago both of the officers, the secret service officer and the u.s. capitol officer injured are both doing well. this is the scene live here. we have seen people, police officers scouring this area looking for evidence. police helicopters hovering above. police chief cathy lanier and kim dine saying this remains under investigation. there were two locations where shots were fired here on capitol hill. sources telling us the suspect,

the woman driving the car was unarmed. that's the latest from capitol hill reporting live, mark segraves, news 4. >> thank you. the u.p.s. capitol police officer who was injured during the crash was flown to med star washington hospital center. it's where we find erika gonzalez. erika? >> reporter: we have new information about who this entails. we need to tell you, this is about a 23 year service or law enforcement, i should say a u.s. capitol police officer with 20 years of service on patrol when this began to happen and is in fact doing well. he is talking. as a matter of fact we should tell you, senator harry reid himself called this individual, senator harry reid, a former u.s. capitol police officer himself. he is doing well and quote said, to senator harry reid, the only thing i do every day is make sure you and everyone who works

up here is safe, end quote. this coming from the u.s. capitol police officer that was injured in today's events. we should tell you, this was not an exchange of gunfire that caused the injury or injuries we are hearing about. this is because this officer somehow struck a security barrier. the video you are seeing right now is the moment the capitol police officer was put on a gurney, wheeled to the chopper. the woman who was involved, we are told was shot and killed. the officer, we are told, is conscious and breathing. he is talking, is slighted to be okay. what we know from the u.s. capitol police, no officers were shot, as far as they know. no officers were shot in this. another piece of information, the capitol police cheer saying there was a 1-year-old child that was in the car. you heard all this coming out of the press conference that the child was taken from the car for medical treatment. we have not been told the child

the shooting this afternoon brought business to a standstill this afternoon. shomari stone spoke to people on lockdown while all the stuff was happening around them. he joins us live from capitol hill. >> reporter: i'm at second street southeast and east capitol street southeast. this area opened up and is accessible to people walking. you can't drive around here. take a look across the street,

you can see the police officers with the cones up. the area is barricaded up, making sure people aren't driving in that area. once again, they just opened it up. a lot of folks are out with their babies and walking. move to the left here, the capitol is about a block away and many congressional staffers are leaving, going home after a day of uneasiness. let's roll video. many didn't know what was going on outside the capitol when they were under lockdown. they are shocked after hearing about this. many congressional staffers are heading home after this day of uncertainty. many not knowing what was going on. they were worried after the capitol went on lockdown. some were in meetings around 2:30 when the woman with a small child and car tried to ram into the white house. one man was meeting with the senator from delaware in the russell building. another woman was working with a catering and event company. let's hear what they have to say. >> it was definitely scary.

our pagers go off and it's usually just a drill. so, for them to say there's reported gunfire, shelter in place, it was scary. i have never experienced that before. people were running from my company telling us to get in the back office, get on the floor, hold your purse, stuff like that. it was nerve-racking. >> it was a little unsettling. you had alarms going off. you couldn't understand what the alarms were saying. there was some kind of emergency notice, but not clear what. >> reporter: just to give you perspective, a lot of folks are walking up asking me if i know about the woman, where is she from? how is her child. they are the questions people want to see answered. this woman interrupted their day. live here, i'm shomari stone, news 4. tonight, some severely ill patients may not get the treatment they need. the result of the government shutdown that caused huge

cutbacks at the national institutes of health. patients enrolled in clinical trials will continue to get treatment. with so many staffers on furlough because of the shutdown, those waiting to start new clinical trials are going to have to wait. bethesda is not enrolling new patients, usually they take 200 patients a week. that includes cancer patients like this one hoping to be approved for a clinical trial this week. >> when you are given a terminal diagnosis, each month counts. >> if there's a trial being done where samples must be sent for analysis, it can't be done. >> the longer the shutdown, the longer medical research will be on hold. it could take a toll on patient care. we have more team coverage on the chaos on capitol hill and questions for law enforcement. stay

>> d.c. police chief cathy lanier said the incidents were no accident. >> a woman drove into a white house check point, fled the secret service and was shot and killed after crashing near the capitol. tonight, we know the baby in the car with her is doing okay. so are two police officers who were injured. police just wrapped up a news conference about the chase and shooting on capitol hill. let's go to wendy rieger at the live desk with more. >> we just learned the 1-year-old child inside the car involved in the chase will be placed in protective custody. because he or she was injured remained in the hospital. the driver hit a secret service officer at the white house when it started to unfold. when the driver was trying to enter the barricade. the driver took off and the chase began. she was cornered near the u.s. capitol but was able to get away and later crashed around second and maryland avenue where she was shot and killed.

yellow caution tape that was up all afternoon. things are starting to change. you can see the officer bringing over the metal barricade. this is the check point where it started. we were told by cathy lanier the woman pulled into the check point, then something happened. she was told something, tried to gain access. the police chief said this was not an accident. as she exited this area, she struck a secret service officer and the entire chase began down pennsylvania avenue, down the capital and the dramatic video you saw. what's unclear is why she was trying to gain access. you can see the jersey barriers here. this would not be easy. this is an outer check point to the white house. you have to get through this check point and several others to get close to the white house. so, still a lot of questions about exactly what happened here in the past few minutes. this scene starting to open back

up. we have to figure out what she was trying to do here at the white house. that's the latest in northwest. back to you guys. >> thank you. questions or answers to those questions will be sought. so will others in regards to the police response. tom sherwood is with us now. they are going to look at things and asking themselves some questions. >> the first thing is the police officers have to make split second decisions whether it's fbi, the d.c. police or secret service and police officers. they surrounded the woman with their car. you have her surrounded. the normal police tactic is to block. suddenly, she drived away on the sidewalk as if that wasn't blocked. i think the police will check their own procedures about how this person was able to go up on the sidewalk and get away. the other one was the capitol

police officer injured in the horrific crash when he clipped the barriers in the street at constitution avenue. some of them were down. some were up. so those barriers have been in the street for several years now. this is a veteran officer. who decides when they go up and when they go down? some were up and some were down. again, the police have to make split second decisions. we'll see in the days coming how it happened. the barriers didn't operate like they were supposed to to block the cars. >> police have a lot of tough decisions to make. there were pedestrians everywhere in potential danger. >> i had been down there a short time earlier. they have a split second decision to a, understand what's going on, protect the innocent people, stop the person causing the trouble and try to do it all in a matter of a heart beat. i think the issue of the car not being totally blocked off may be

veronica is here with weather. it's about to change, isn't it? >> it is. i'm tracking two storms, they are fairly sizable storms as you will see. let's look around the area and see what's going on. no issues today. we had quite a few clouds out

there. some folks said hey, are we going get rain from the clouds? no, we are going to stay dry this evening. we could be looking at rain next week. we have tropical storm karen that is moving this way. a western winter storm system expected to move this way. the timing of both of these storms very, very critical. one could arrive before the other. they could arrive at the same time. i'll explain in a couple minutes here. 82 degrees. partly cloudy skies. the sun gets ready to set. the temperature by 9:00 p.m., 74. we are comfortable. we'll be clearing out more during the late evening period, part of the night. watch this on the future weather. the clouds move out of here. we are at 6:00 a.m. now. no problems starting out early tomorrow morning. a mild start for us. we are going to see a few more clouds build into the area. i can't rule out with a warm front coming into the area it will drive the temperatures up higher than they were today.

can't rule out isolated sprinkle around frederick, maryland, martinsburg and gaithersburg. you could see a sprinkle out of this tomorrow. that is it. the air is so dry. it's going to get really wet. it's going to get wet the early part of next week. 6:00 a.m. saturday and take you down to the gulf of mexico where by that time, one of our sizable storms, this is tropical storm karen could strengthen into a hurricane and get downgraded again before it makes land fall between new orleans as well as panama city and florida. it's tracked to the north, then the northeast. we have rains from a cold front moving into the area. that's going to hit us around the same time, monday, tuesday time period. 56 gaithersburg. manassas and mcclain starting in the 50s tomorrow morning. hot for tomorrow. the high temperature, 87 degrees. we cool to the low 80s by late afternoon. look at this.

we are learning more information about the suspect in the capitol hill chaos. jackie bensen is live with more on that. jackie? >> reporter: doreen, we have information that will help us begin to put together the puzzle

of what prompted this unbelievable chain of events. nbc news says that the unarmed woman who was shot by police is identified as 34-year-old miriam carey of stanford, connecticut. this woman, apparently came from connecticut, her car has connecticut license plates. attempted to crash into barricades, went through one of the most congested parts of the city, up to capitol hill, had a confrontation with police officers there. pursuit all around the capitol, around the reflecting pool and garfield circle there. a pursuit that sent barricades up to capitol and caused a police cruiser to become in an accident, an officer injured. this woman has been identified but it may take some time to figure out exactly what prompted her trip here to the nation's capitol doing all this with a

small child in her car. jackie bensen, news 4. >> i assume we have no idea whether the child is hers? >> reporter: we don't, jim. i mean anytime you have a woman that age, they assume the child, but we have absolutely no confirmation the child is hers. >> thanks, jackie. a developing story in montgomery county, a teacher with ties to three local schools is held on $250,000 bond. his name is richard shumar. he's accused of sending sexually explicit e-mails to a student. he's on live from einstein high school but he's worked at rockville high school and a middle school. a parent alerted detectives about the e-mails. he's charged with sex abuse of a minor. a father is in jail in the death of one of his 6-week-old daughters. the 21-year-old was found guilty of child abuse.

she died in june, 2012. jurors are recommending four years in jail. in december, a judge will go along with it or come up with another sentence. the shooting on capitol hill took away from some of the government shutdown. there was confusion about which memorial sights were open to the public. tom sherwood reports the vietnam memorial, at first was opened, then closed. >> reporter: at mid-morning, the popular vietnam memorial was open to aur tourists and visitors. many came to pay their respects. >> i was a pilot patrol aircraft p-3. lost my best friend over there. >> reporter: suddenly, a lone park police officer arrived and without warning or comment simply closed the gate. >> no one.

>> reporter: he walked through it clearing out the tourists. what's open or closed during the shutdown has been unclear since world war ii vets removed barriers to visit their memorial. the memorials must be closed during the federal shutdown. officials are reluctant to turn away veterans. meanwhile, the korean memorial was shut down for much of the morning, then it was later briefly reopened for a bus load of korean veterans. at the martin luther king memorial, someone removed the gate and some tourists got in. there was lots of tourist confusion. >> it's a shame. we have people from out of the country here. i would like to show them all the memorials. >> reporter: tom sherwood, news 4. >> in this government shutdown, an arlington man is on furlough from all three of his federal jobs. he is a major in the air force reserve, a civilian employee at the pentagon and he serves as

u.s. capitol. >> the woman shot and killed by the police, her name is miriam carey. he lived up in stanford, connecticut. secret service officers surrounding her car with guns drawn ar law enforcement officers. the car sped away. the same car hit an officer at a barricaded entrance to the white house. carey had a child inside the car with her, an infant, in fact. after driving up constitution avenue, she crashed and was shot and killed. the young child is said to be okay. >> people ducking for cover. tourists lying flat on the ground and covering their heads. here is some of what witnesses saw and heard during the chaos. >> you could hear multiple shots. we knew we were in danger and harms way. we heard the police screaming get down, get down. we hit the concrete and laid
