a whisper of 90 degrees in many neighborhoods today. right now outside, partly cloudy and not a terribly cool morning at all and your saturday planner action a partly cloudy start now, 70 degrees downtown already. your planner for the rest of the day, temperatures warming way into the middle and upper 80s again this afternoon. but current temperatures. 60s in the sub beshs to 70 degrees around town. the united states air force academy taking on the naval academy today. 11:30 a.m. kick off. see you in a few more minutes. >> for the first time we're hearing from the family of a woman shot to death by police after she tried to ram her car into the white house and sped off to the capitol. she spoke about the miriam they knew. they said she was smart and fun and her actions were completely out of character but the sisters said they still have a lot of

questions about what happened that day. >> we don't know why miriam ended up going to d.c. we don't know at that time if her depression contributed to her going and taking that ride. we don't know what was in her mind at that time. >> the sisters went on to ask for a formal notification of miriam's death from d.c. police and they spoke about the need to not try and judge their sister before the evidence comes to light and investigators are in the beginning stages of a complex case. >> for sure. considering carey's mental state and the procedures being questioned authorities aren't sure when they'll have concrete answers. danielle lee has more on the investigation from capitol hill. >> reporter: the woman killed by police after trying to drive-thru barracades and leading officers to the capitol held the belief that president obama was communicating with her according to officers.

investigators have been talking to 34-year-old miriam carey's family. she had stopped taking medication for psychosis and postpartum depression she experienced after giving birth to her child found unharmed after the chase. 26 shots were fired by both the secret service and capitol police as they tried to stop carey that was unarmed. the washington police department is now examining whether the deadly use of force was warranted. >> the police officers that were firing that shot knew that she had not fired back. that could be an issue. >> in lawmakers minds, the officers, especially the two injured, are heros. >> these brave men and women put their lives on the risk every day. >> reporter: now they're risking their lives without pay because of the shutdown. carey's family is now working to bring her little girl back to connecticut. currently she is with child protective services.

until last night they weren't sure where the child was being kept. today is day five of the government shutdown. the house will convene later this morning followed by the senate around noon. house lawmakers will vote on a bill to pay nearly 800,000 federal workers now on furlough. the back pay will come once the shutdown ends. the house passed seven minifunding bills. they'll reconvene at noon. harry reid and the senate won't take up any of the bills. they're saying congress should reopen the entire federal government. >> also today they'll hold a news conference at the capitol to call for negotiations to reopen the government and democrats will hold one this morning. several couples set to marry at the national mall this weekend had no choice but to change their plans because of the show down. today two couples will get married in the gardens of the

national cathedral. the cathedral is offering it's gardens for those ceremonies free of charge. >> it's only been a few days but the administration is already shutting down the website where people can sign up for the affordable care act temporarily. the application function of health care.gov will be unavailable during the off hours this weekend. only during off hours. they're shutting it down to take care of glitches in the system. equipment will be added to handle more traffic. the tech issues crashed the site. upon launch on tuesday millions of people logged on to the sites stopping it in it's tracks when it launched and consumers have until the 15th. that begins on january 1st. the maryland health connection bus will be rolling into laurel high school around 10:00 this morning. there will also be people ready to help sign up anyone that's interesting at healthy living

metro trains start running in less than an hour but expect delays. several stations are closed for track work. here's first four traffic with danella sealock. >> weekend track work shutting down several stations. so if you're taking metro this weekend, heads up. that station is closed. also closed judiciary square as well as union station. if you're traveling taking gallery place, that metro station, no red line service there however you are able to jump on the yellow and green line. the final alert for you is at metro center. no red line there but you can use the orange and blue. i'm danella sealock with first four traffic. >> nice weather is scheduled for the final weekend of the virginia state fair. there's bound to be a lot of

midwesterners are assessing the damage from devastating tornadoes that tore across the midwest yesterday. places like iowa, south dakota, and nebraska were hardest hit seeing tornadoes a mile wide touchdown. at least 15 people were hurt in the twisters but no fatalities have been reported. 17 different twisters might have been on the ground between the three states. homes, businesses and schools were effected knocking out power to thousands. >> they're linked to the weather front that dumped nearly a foot of snow on the dakotas and the plains. it's accompanied by 70 miles per hour winds and the authority hearsay to issue a no travel advisory in the area. school, business, and main city services are us pended until the weather calms down. we're tracking tropical storm karen. it's expected to make land fall tonight near the southeast

louisiana coast. >> they're warning communities from louisiana through the florida panhandle to prepare. nbc's jay grey is in pensacola beach with the preparations. >> this morning, the surf is building and the wind and rain is on the way here. >> i hope all citizens will continue to be vigilant. be ericafu be careful and prepared. >> watches and warnings now stretch from south louisiana through the florida panhandle. emergency management teams are watching and working around the clock. the red cross is delivering essentials across the region and crews are packing up or locking down everything they can while many who live in the strike zone are stacking sandbags to keep the water out and stocking up supplies to ride out the storm. >> bought lots of water and food and everything. getting prepared for it. >> reporter: on the beach, even the lifeguard stands, like a lot of the visitors here are moving

to higher ground. >> we decided that we're going to leave maybe a day earlier than what we had originally planned. >> reporter: but for some, not before they leave one last set of tracks in the sand as karen continues to track toward the coast. jay grey, nbc news, pensacola beach, florida. >> crazy weather all over the place. >> transition part of the year is october. severe weather is not all that uncommon at this time of the year. of course tropical systems in the gulf. it's no strange time to happen either but to have it all witone map. >> i knlt remember in october where it has felt so hot outside. >> i can tell you one that was recent, 2007, our all time warmest october on record. 15 days that october 80 or higher and three days in the 90s. it can get warm.

we made 90 yesterday. that's our first october 90 degree day since 2007. outside for now, the sky is partly cloudy. there are areas of thick fog so early morning travelers and runners and bikers beware. there's reduced visibility to be contended with. at national airport it's a mild start indeed. dew point temperatures in the mid 60s. any time that gets near 70 degrees that's what we notice. not much of a breeze out there yet. we'll have a light and variable wind today. generally out of the west and northwest. 63 in montgomery county. 61 in manassas. that's far and away one of the cooler spots. mid 60s in fairfax right now and mid 60s toward fredericksburg.

the thickest end from out toward culpepper so just be on the look for a flightily reduced visibility. even fwagaithersburg with fog rt now. ball state taking on virginia at virginia. 85 by the end of the game. kick off is at noontime. a fairly light wind. no chance for rain. tropical storm karen, keeping an eye on this. the center of it is just to the south of new orleans louisiana. eventually it will take on a north easterly direction. by the time we get to tuesday morning, this is 2:00 a.m. tuesday morning the center of what's left of karen will be nearing in on the side west side of raleigh north carolina. all the moisture coming up with it. we're not looking for high winds or anything like that but with all the moisture, yes, heavy rain a real possibility monday

night and off and on through at least the first half of the day on tuesday. we'll get to enjoy a mostly dry weekend. there's a slight chance for a shower today, northern maryland and the mountains of west virginia. most of us will be dry today and tomorrow. near 90 today and tomorrow as well. your weekend plans, nothing to worry about from a rain perspective. a spot shower possible today but not much of a threat. the real rain arrives here on monday. most of us will be a monday afternoon, monday night and tuesday event and finally that will break the heat around here. the snow will keep us cool next week but no snow in our forecast. >> thank you. >> gas prices are dropping across the region. ad

our top stories this morning, 800,000 federal workers are furloughed for a fifth day. this is a live look at the capitol. the house will vote on a bill to retroactively pay those workers once the government reones. the house passed two more mini spending bills like

programs for fema and nutritional programs. they say congress should reopen the entire federal government. >> the family of the woman that tried to ram her car into the white house is fighting to get custody of her daughter. the little girl, a niece, is being helped with child projective services at this time. we're not sure if the carey family will be able to take her back to connecticut. that's part of the reason they're in d.c. at the moment or if the little girl's father will be coming to take custody of her. tropical storm karen is weakening as it approaches the gulf coast. the winds dropped to 45 miles per hour. a tropical storm warning remains in effect from louisiana to the panhandle of florida and is expected to make landfall tonight. >> but first a check on our own weather. i cannot believe we're feeling so much humidity in october, chuck bell. >> it is very, very rare for us to be so warm and so humid this late into the season. but yes, temperatures again today flirting with 90 degrees

and 90 isn't something you should be flirting with. especially in the month of october. outside, temperatures in the 60s first thing this morning but our average low temperatures this time of the year are down into the low 50s. this is 10 to 15 degrees warmer than average. 70 degrees before the sun is up this morning. one of two sprinkles here across frederick county maryland. most of us dry today. area of fog around this morning, temperatures upper 60s to near 70. we'll be in the mid to upper 70s this morning and mid to upper 80s coming on later this afternoon. maryland is on the road down in tallahassee it will feel like here down into tallahassee today. >> thanks, chuck. former secretary of state says members of congress are damaging

the country to pursue their own agendas. she spoke at hamilton college in new york last night. >> too many in our politics choose scorched earth over common ground. many of our public debates are happening in what i like to call an evidence-free zone. where ideology trumps data and common sense. >> the last shutdown was when her husband was president. she says former president bill clinton worked with republicans during two shutdowns and neither side got everything they wanted but they still managed to balance the budget. >> over to the look at the race for virginia governor. new polling information shows terry mcauliffe with support from 42% of voters statewide. ken cuccinelli has 35% and robert sarvis has 10%.

in about three hours one of those candidates, ken cuccinelli will speak about the proposed by county parkway. the attorney general doesn't support the roadway which will link prince william and lou den county. >> reporter: more than 150 years after the civil war the battle is still raging on paige snyder's historic property. >> this is the tenth battle for us. it's constant. >> reporter: she is fighting to save her land from falling victim to the buy county parkway. it would cut through the western part of the national battlefield park, including part of paige's land. >> about right there in this area is a mass burial. >> she pointed out where union and con federal soldiers are buried and where a railroad is still presevened. >> it's clear where most people

damaged black range rover, police have identified more than a dozen bikers through paragraphs and video of the scene. according to news 4 sources some are being cooperative and others hired lawyers and wontd talk. police sources say 35-year-old robert simms, the biker who ripped open the door during the chase surrendered to authorities. he might have been part of the brutal fight against the driver alexian lien. this guy was too. >> his soul intention was to diffuse the situation. >> that's high profile attorney gloria allred defending the biker hospitalized and paralyzed. he admitted running over him in a panic. >> we don't think our client should have been run over and crushed and ended up under an suv. >> a passenger in the suv

the shutdown effected a field trip for about 150 eighth graders from first academy in orlando. the sign says we came to d.c. and it was shutdown. the former congressman helped them out with a private tour of the capitol. the trip was planned long before the shutdown. >> meanwhile, the shutdown is also forcing the group called quilt of honor to change venues.

they made quilts of gratitude for men and women. they'll display it at mt. vernon. it will be at the museum for the marine corps. >> reporter: when you think boot camp, this is probably what comes to mind but inside brooks brothers in connecticut boot camp takes on a whole new meaning. 22 men and women from across the country are being outfitted with business attire on day one of the entrepreneurship program for veterans with disabilities. >> they say it's a psychological thing and it's true because i feel like i'm ready to do busy. >> he is epileptic and served in the army more than a decade. he applied after discovering the program at walter reid and hopes it can help him start a commercial cleaning company. >> i think they want to help people with their plan and off

it doesn't come up until 7:00 this evening. the humidity, though, 87%. it feels a lot more like summer than october outside. these temperatures are 10 to 15 degrees warmer than average. mid 60s toward culpepper and bristow. beautiful southern maryland, solomon's island at 66 and 69 in waldorf. not much of a visibility challenge right around town but one mile visibility in culpepper and quarter mile visibility toward stanton. areas of low thick fog primarily across north central virginia toward the blue ridge. a lot of great college football games going on today. penn state on the road at indiana, a 60% chance for rain. game time temperatures would be in the 70s. good luck them taking on the

hoisers. perfect weather in charlotte'svilcharlotte' charlottesville today. good weather around the mid-atlantic. all eyes on tropical storm karen. it's well south of the city of new orleans but the forecast track is going to take it on shore and up into parts of the carolinas over the next 46 to 48 hours. so what happens to all the moisture? by 2:00 tuesday morning the big slug of moisture heading in our direction. we'll be dry today. we'll be dry tomorrow but starting late monday and especially monday night and tuesday, rain could be heavy at times. still have a very slight chance for a shower, especially northern maryland today but that's going to be just about it. morning fog will burn away and leave us with a hot afternoon. upper 80s to near 90. dry weather overnight tonight. nowhere near as cool as it should be by october standards

i'll be like i don't remember texting that. >> the doctor, a sleep specialist at the mayo clinic has seen a number of sleep texting cases. >> people have for years done things in their sleep whether it be sleep talking which is common, sleep walking, sleep eating. but if a device is within arms reach and a person has a tendency to have any of the unusual sleep behaviors, especially now they could sleep text or e-mail. >> so we asked the question, wouldn't the screen light on the phone wake you up? >> well, most of the devices aren't actually that bright. in order to be awoken by light it has to be an intensity bright light. >> goes to show there's a medical condition for just about everything and many of us can't get away from our phones. >> it does show the power of technology in today's day and age. that's something you go for subconsciously. >> and that was her reporting. i have actually done this.

of the year. outside, it is 70 degrees at national airport but 63 at du dulles international airport. low 60s into southern maryland. it's a mild start for sure. we have seen one or two sprinkles here afew hours ago. rain chances are really low but not quite zero for today. if you're going to have a chance for a shower, probably northern maryland and areas of thick fog this morning. start off temperatures upper 70s by later this morning and highs, how about 89 degrees? we made 90 yesterday so we'll be within a whisper of it today and more about karen coming up. >> chuck, thank you. for the first time we are hearing from the family of the woman that was shot to death by police after she tried to ram her car into the white house and then sped off toward the capitol. miriam
