the government shutdown. that would give the 217 votes to pass it. that's why you're seeing pressure on john boehner to call for that vote. the problem he's got, the conservatives in his party who say they control a third of the votes in this country, represent a third of the votes in this country and absolute will will not back down with dealing with health care. they want to see it go away. >> tracie, nice to see you. now to more charges and new details on that high speed motorcycle chase in new york city. 34-year-old reginald chance is the fourth person facing charges. prosecutors say he played a key role in the suv driver's beating. they say he's the one shown here smashing the window with the helmet. police are also looking for two more persons of interest in the chase.

one off-dutyunder cover cop witnessed the speeding. police sources say he was so under cover he didn't want to step in. internal affairs is investigating why it took him four days to come forward. but this morning, we're also learning more about a good samaritan who did step in. >> i stood my ground, i kept saying, let it go guys, that's it. let it go, you know? and they started to leave. a brazen raid in libya to till about ending in the capture of a top al qaeda leader, officials say that leader is anas al libi. the pentagon confirmed his capture saturday. he's in a secured location outside of libya. al libi is also an alleged conspirator in the bombings that killed 220 people. on the days after 9/11, he was in the first named place of fbi wanted terrorists.

over the years, al libi was reported killed, captured or living in iran but the u.s. has known he's back in his native libya for two years. secretary of state john kerry said al libi was a, quote, illegal and appropriate target. what started as a peaceful day marking a national holiday turned to mayhem as supporters of ousted president mohamed morsi poured into the streets and turned on each other. hundreds were injured, most in cairo where security forces rieged for hours. tragedy at a monster truck show in mexico this weekend. an out-of-control truck plowed into a crowd of spectators on saturday, killing eight people, including at least three children. 79 others were injured. the driver is being held on suspicion of manslaughter. some witnesses said he appeared

to have hit his head inside the truck as he drove over the cars. the local governor said alcohol was detected on his breath. in southern china a typhoon has battered the coast with massive waves. the storm which made landfall only hours ago prompted the chinese government to evacuate. 700,000 people from coastal areas. this is china's 20th storm of the season and comes on the heels of a storm that killed 25 people. and now for a look at weather state side, here is nbc meteorologist bill karins. >> we lucked out. obviously, we could get big storms but karen proved to be a big dud. it never materialized out there so that was fantastic. >> so what's left of karen is heading actually for the tampa area this morning. just a remnant low we call this. you'll see showers and

good morning. i'm richard jordan in for aaron gilchrist. >> and i'm eun yang. part of the beltway is shut down because of an accident. danella is here with your first 4 traffic. here is what's happening if you're traveling the inner loop of the beltway, as you make your way to i-95, you'll find a five-vehicle crash. lanes are blocked. right now drivers are forced off onto i-95 heading northbound. the good news to work around this, first, it's still light volumes early in the morning but, second, when you take the exit ramp for i-95, you can loop around, use the park and ride, and then continue back to the inner loop of the beltway. again, if you're traveling the inner loop of the beltway, you'll be forced off at i-95 as you travel in prince george's county because of an accident involving five vehicles.

died from a freon leak. the hospital says melvin lewis was called to fix an air conditioner in the east building. he was overcome by fumes when he went into the me kchanical room. he was taken to the emergency room where he died. he worked it at the hospital for 15 years. some patients were briefly evacuated, but they are now back in their rooms. this morning metro's red line is expected to reopen following a deadly welding accident. a large piece of track hit and killed a contractor. two metro employees were injured in a tunnel near union station. the three men were replacinging parts of the rail as part of the weekend track work on the red line. investigators say there was a small fire and a loud noise when the rail fell. 41-year-old harold ingram from richmond died. metro says one employee was treated and released from the hospital. right now investigators are digging through surveillance video to find out if street racing played a role in a violent crash in brandywine,

maryland. 11 people were injured. check out the scene on route 301. state troopers say a car traveling north crossed the median and hit a pickup head-on. it cause add chain reaction that involved as many as six cars. two people were flown to the hospital. at least four children were hurt. we spoke to two men who walked away from the crash. >> they were going at a good rate of speed. >> if there's a drag racing issue or problem in this area, they need to -- that needs to be addressed. >> the road was shut down more than six hours. troopers will look at security video from businesses along 301 to see exactly how the crash happened. 4:29 now. a group pushing for the red skibs to change their name will bring their fight to the district and put it on display for all of the league's owners. members of the owe my da indian nation will greet the team owners as they meet at the ritz-carlton in georgetown. the group is spearheading a change the mascot name.
