the accident scene. while we do have a tow truck here, it's not as easy as just towing the vaex oehicles out of. there's at least one very serious accident. they've had to bring the accident reconstruction team in to document things. so that work needs to be completed before they can tow the vehicles away and reopen the lanes. ner loop closed right there at that exit for the park and ride in college park. with more on traffic, over to danella. good morning, megan. yes, so thank you for that. again, as you travel inner loop of the beltway to i-95 that's where you're going to see your lanes shut down. we're going to talk about i-95 in virginia right now. earlier this morning in the had hov lanes as you travel northbound in virginia, had construction there. that is clear. so making the commute this morning along i-95 as you travel north and southbound. your travel lanes are open. the drive times from quantico, it's early and it's very clear. 23 minutes from quaubt he quantico to the capital beltway.

the government may still be shut down but hundreds of thousands of federal workers will be back on the job today. defense secretary chuck hagel has ordered all furloughed employees to return to work. tracie potts is live on capitol hill now with more. >> reporter: good morning. this does not mean everyone on shutdown is going back to work, but it does mean several hundred thousand people will be happy to see this, the pentagon building. basically they took a look at the law and said that almost all pentagon employees are essential to keeping this country safe, and for that reason they come back and they come back with pay. that leaves some 400,000 people who work for other parts of the government who will not yet be coming back until congress decides on a budget. the other big date you need to be aware of, october 17. that's the day this government is scheduled to run out of money

to pay its bills. essentially our credit card being canceled. that whole debate over the debt limit is gearing up here on capitol hill as well with republicans saying they do not have the votes to raise the debt limit unless we deal with health care. it's the same issue that's holding up a budget. we're hearing that both issues may be dealt with together. we just don't know yet how or how soon. eun? tracie potts live on capitol hill for us. thank you. stay with news 4 throughout the government shutdown. we'll keep you up to speed until the crisis is resolved. head to nbcwashington.com to get answers to some of the questions you may have. 4:34. secretary of state john kerry is defending the cam tour of a suspected al qaeda operative in libya. the libyan government calls it a kidnapping. he says anas al libi was a legal d appropriate target. he says he'll get a fair trial. they say al libi was involved in the bombings of american embassies in tanzania and kenya. kerry is commending bashar al assad for destroying some of his chemical weapons. he says assad deserves credit

for complying with a resolution calling for the weapons to be destroyed. this is the team of u.n. inspectors making sure the weapons are dismantled. kerry says assad isn't off the hook yet, but he calls the progress so far a good beginning. more than 50 demonstrators died in violent clashes with security forces and others in egypt. supporters of ousted egyptian president mohamed morsi fought with backers of the military who removed him from the office in the straets of cairo. despite the street violence the military continued its celebration marking the 40th anniversary of the start of the 1973 mideast war with israel. developing right now on the west coast at 4:35 the fire started on a california marine base, slowed down dramatically overnight. officials say the camp pendleton fire is about 20% contained. the fire torched more than 2,500 acres of land so far.

initially fast moving flames were being carried by the santa ana winds but those have died down giving firefighters the upper hand. they believe the fire should be mostly contained by tomorrow. a deadly weekend on the roads in northern virginia as a series of car crashes killed half a dozen people. in leesburg an suv lost role yesterday morning on evergreen road. the vehicle missed the curb slamming into a tree and then bursting into flames. both people in the car were killed. neither of their names have been released. police believe the suv was speeding at the time. in fairfax two more people are dead after their car hit a train bridge on south vandorn street near i-95 early sunday morning. they say speed was likely a factor here. 21-year-old devin austin and the front passenger, 23-year-old, were pronounced dead on the scene. other passenger was rushed to the hospital with serious injuries. and in ashburn a loudoun county man is charged with drunk driving after a tedly crash. police say mark anthony fw alotta had hit two people while driving on ashburn farm parkway. it threw the man and woman off the bike. they were rushed to the hospital

we are following break iing news at 4:40. take a look at this live picture right now. the inner loop of the beltway near college park is closed because of a crash there. police lights flashing. we'll have the latest on the traffic. danella sealock will be with us. we've learned government contractors are providing office space for navy employees following the deadly shooting at the navy ward. "the washington post" reports at least three contractors are pro-vlading temporary work space in and around the navy yard. 12 workers were shot and killed when a worker opened fire. the navy says it will move all employees to the former coast guard headquarters at buzzard point. this morning we're getting a look at the damage caused by record rainfall in kentucky. in louisville about 7 inches of rain fell in just 36 hours. emergency crews rescued 12 people from floodwaters.

80 people had to leave their homes. so far no reports of serious injuries. now at 4:41 we haven't seen rain in quite a while but today might be the day. storm team 4 meteorologist tom kierein watching the forecast. rain coming, tom? yeah, likely by late morning and during the afternoon. that's the live view from our city camera showing cloud cover over washington you now. the storm team 4 radar showing an area of rain in the southern shenandoah valley into west virginia. out ahead of that a the lot of humidity in the air and it is a mild morning, our temperatures are in the low to mid-70s now. we'll stay in the 70s through the morning and might even have a little sun in it and out here the next couple of hours and then by noon a chance of some showers moving in but then likely downpours with thunder and lightning from about 3:00 to 4:00, 5:00 in the metro area. earlier in the day, further west, temperatures will be peaking around noontime and then drop down to the low 70s when we could get some storms perhaps with some severe weather. we'll talk about the details on that coming up in ten minutes.

we are following breaking news right now at 4:45. a major crash on the inner loop of the beltway at college park, maryland, has the beltway shut down right now. police activity and megan mcgrath on the scene with the very latest. danella sealock will have us up to date on the traffic in a moment. a week into the government shutdown, some federal workers will be back on the job today. defense secretary chuck hagel ordered nearly all 350,000 pentagon employees back to wok. it comes as the house returns to the hill at noon and the senate at 2:00 with more than just the budget to worry about the country will default on its loans for the first time ever in just ten days. speaker john boehner is demanding concessions to raise the debt ceiling. a big warehouse store is offering to help military families impacted by the shutdown.

sam's club is offering free temporary passes to all members, retirees and their families. sam's says they are offering the passes because commissaries are closed during the shutdown. to get a free pass you'll need to show a military i.d. or proof of past or present military service. he says the offer is good until the commissary is reopened. the affordable care act website is up and running again. it seems like a lot of people are taking advantage of it. the new system is opening the door for scam artists. consumer advocates warn people need to be careful with the public and private sectors going after your business, scam artists are using this opportunity to get your personal information. many of them are calling or e-mailing pretending to have an insurance plan to offer you. the better business bauer owe says only talk with certified application counselors. >> we definitely want to make sure people are comfortable coming it us. we are easily identified by our i.d. badge and our services are no cost at all.

flight on thursday. he did not have a boarding pass. the tsa says they have reviewed videotape of the child at checkpoints and are investigating whether they should reconfigure barriers to prevent another incident like had this one from happening again. new this morning, new york city police are searching for two more people wanted for questioning in that road rage beating involving a group of bikers. police released pictures of them and need your help identifying and locating them. part of the incident was caught on helmet cam. the bikers chased the suv and beat the driver in front of his wife and 2-year-old daughter. at that point a good samaritan stepped forward and put himself between the victim and the attackers. >> i felt that they wanted to kill the man, i have to take a chance. i have to step in. >> so far prosecutors charged two bikers with gang assault. police are also investigating as many as six off-duty police officers who took part in the unauthorized bike rally.

dario franchitti is part of this terrible accident that sent his car airborne. he is married or was married to actress ashley judd. he was awake when he was transported to the hospital. a spokesperson says he was only complaining of a sore ankle and back. the degre from the accident rained down on race fans sending two more people to the hospital. they're expected to be okay. the death toll from that boating disaster off the italian coast continues to climb. they pulled 83 more bodies from the water yesterday. at least 194 people died when a fishing boat packed with african migrants sank last tuesday. more than 150 people are still missing. this could be the deadliest accident ever involving a ship in the mediterranean. a typhoon kills two people canceling flights and rail service. the storm made landfall with winds up to 94 miles per hour. then it weakened to a tropical

storm. strong winds knocked out power. some areas are dealing with 8 inches of rain. more than half a million people were evacuated as the storm approached. now at 4:51, time to get a check of weather and traffic on the 1s. it was a hot weekend here. certainly not feeling like october. and it's going to be a memory finally. october acting like an autumn month beginning later today. it is muggy this morning. a lot of humidity in the air. good morning. there is the look at the storm team 4 radar. you can see all that moving color left of your screen. that is some moderate rain to heavy rain. where you see the yellows and oranges, it's coming down hard near roanoke and it's advancing up the shenandoah valley, maybe getting closer to front royal and winchester perhaps in about another three hours or so. and then into the metro area later today. another shower here in the mouth of the chesapeake bay that may be getting close to cambridge or near salisbury over the next couple of hours. between now and then a lot of clouds around. a mild and muggy morning. we're in the low to mid-70s all

around most of the region and the upper 60s shenandoah valley naer 70 in the mountains right now and we'll have this humidity and a bit of a blustery north, southwesterly wind. temperatures will be warmest by around noontime, in the upper 70s. then, when we get the rain falling, we'll get thunder and lightning with that. temperatures will plummet back down into the 60s this evening. now there is a risk of some severe weather associated with this. details on that, we join chuck bell. good morning, tom. good monday morning. the folks at the storm prediction center have put us in the slight risk category for severe weather. obviously this warm and humid this early in the morning in october that's not normal at all. and with the strong cold front coming through we will have a slight risk for strong to severe thunderstorms coming in later on this afternoon. there's even a very low chance of a tornado, so we'll have to keep an eye on that. not much of a hail threat but damaging winds and isolated thunderstorms a possibility and
