kierein here with more. you step outside, you'll think it's august. we have humidity in the air, temperatures in the low 70s. storm team 4 radar showing some showers, some moderate downpours now. these areas of yellow and orange coming up hard north of roanoke and that stretches up into eastern west virginia and around a bay over to st. michaels they're getting a few sprinkles there. and further to the north and west of us there are some showers about to come into western maryland perhaps over the next hour or so and some of those showers southern shenandoah valley may make their way into front royal, up to winchester, by around 8:00, 9:00 this morning. right now we're in the muggy low to mid-70s throughout most of the region including our nearby neighborhoods and right in washington. we'll stay in the 70s with a lot of clouds through the morning hours. our warmest temperatures may be around noontime. by then we could have showers commencing. a look at the threat of severe weather and the timing on your

afternoon coming in about ten minutes. we are now in day seven of the government shutdown but some of you are heading back to work this morning. nearly half of the workers furloughed, 350,000 will be returning to the office. this weekend defense secretary chuck hagel classified those workers as essential giving them the green light to get back to the job and for the rest of you still at home, it could be days before you are told to return. congress still at a stalemate over the budget but they could approve your back pay today. melissa mollet is on capitol hill with more on that. good morning, melissa. >> reporter: well, good morning. 350,000 workers, as you mentioned, still going to be back on the job this morning, but a lot of them, though, still on furlough, really wondering when they will be paid. we know the house convenes at noon, the senate at 2:00 this afternoon. when the senate reconvenes it's likely they'll take a look at the back pay bill the house pitched saturday with reimburse government workers for furloughed time. lots of finger pointing and no

solutions. house speaker john boehner says he lacks the votes to pass a temporary spending bill without conditions that would keep the government operating. >> there are not the votes in the house. >> put it on the floor monday or tuesday, i would bet there are the votes to pass it. >> reporter: according to an nbc news count, 200 would vote for it. 22 republicans say they would as well. that would be 222 total, more, of course, than the 217 needed to pass. live on capitol hill for you this morning, melissa mollet, news 4. keep your eye on the battle of the raising debt ceiling. jack lew says congress has ten days to raise the ceiling or we could default on our debt. as lew puts it in congress, congress is playing with fire, he says. we'll have much more on that crisis in 20 minutes. today nfl owners will come face-to-face with a growing

group that wants to change the redskins' name. members of the oneida indian nation will greet the 32 team op openers as they meet at the ritz-carlton in georgetown. they are spear heading a change the mascot name campaign and will hold their own conference in the same hotel to encourage change. delegate eleanor holmes norton is slated to attend. dan snyder has said he will never change the team name. 5:05. surveillance video may help investigators find out if street racing led to a violent crash in brandywine, maryland, that hurt 11 people. state troopers say a car traveling north crossed the median and hit a pickup head-on causing a chain reaction that involved as many as six cars. two people were flown to the hospital. at least four children were hurt. we spoke with two men who walked away from that crash. >> they were going at a pretty good rate of speed. >> the worst thing i've ever been involved in. a drag racing problem or issue in this area, they need to --

that needs to be addressed. >> the road was shut down for more than six hours as crews cleaned up. troopers will look at security video from businesses along 301 to see exactly how the crash happened. 5:06 is your time now. maintenance worker and medstar washington hospital center is dead following a freon leak. in a statement melvin lewis was called to fix an air conditioner in the east building yesterday. he was overcome by fumes when he went into the mechanical room. lewis was taken to the emergency room where he died. he worked at the hospital for 15 years, some patients were briefly evacuated but they are now back in their rooms. this morning mounting frustration over the government shutdown. just ahead, we're going to tell you about a wet site that has some people even more furious about the ongoing shutdown. the candidates in vat have a governor's race sound off about the shutdown. the new accusations this morning from one of the candidates. good morning, storm team 4 r radar showing showers advancing into the southern shenandoah

the government shutdown is playing a part in the race for governor of virginia. mcauliffe is calling on cuccinelli to denounce the shutdown and senator ted cruz is considered a key figure in the shutdown. cuccinelli appeared at a dinner on saturday in which cruz was the keynote speaker. he told cruz he's hoping the shutdown would be over soon. both candidates will be in our area today. terry mcauliffe will stop in vienna to talk about the impact on the commonwealth. the democrat will speak at landmark technology at 2:30 this afternoon. tonight attorney general cuccinelli is attending a fund-raiser in great falls at 5:30. time right now is coming up on 5:11. time to get a check of weather and traffic on the 1s. you may want to grab that umbrella. storm team 4 meteorologist tom kierein here with more. tom? off to a humid and most ly cloudy start on this monday morning. a live view. radar showing a large area of some moderate rain, southern shenandoah valley advancing to

with breaking news. reports of a massive explosion hitting a headquarters building in the southern region of that country. and reuters is reporting that gunmen killed five egyptian soldiers near the suez canal city. all this unrest highlighting the growing security challenges since the army ousted president mohamed morsi in july. but, in the meantime, elsewhere the streets have calmed down considerably after clashes in central cairo between military forces and protesters that left more than 50 dead. traffic said to be flowing normally again in that area. that's the latest now from the live desk. back to you. thank you, molette. a second week much of the government shutdown but some employees are heading back to work. chuck hagel ordered 350,000 employees back to the office.

this comes as the house returns to the hill at noon and the senate at 2:00 with more than just the budget to worry about. the country will default on its loans for the first time ever in just ten days. speaker john bane certificate demanding concessions from the white house to raise the debt ceiling. some furloughed government workers are taking their sfr frustrations out on line. angie goff has more. furloughs, being called off, the top trending topic. another group getting paid that's getting a lot of attention, the launch of this website that shows just how much congress is getting paid by the second during this entire mess. it's called congressstillgetspaid.com. a software developer and his team which includes a georgetown grad said they created it to show voters the privilege not afforded to furloughed workers and they add when all 535 members are seated, it costs

americans $2.95 per second to have congress. since the shutdown we do have to note more than 100 lawmakers have vowed to donate or refuse their pay. in the meantime through instagram, pictures like this, we're getting a taste of how the furloughed are coping. workers posting penny pinching photos, everything from receipts showing their furlough discounts and using hash tags lik like #gottoeat. tell us on our facebook page what you're doing differently to get by. just search "news 4 today." richard? the government shutdown is hurting more than just federal workers. about 3,000 lockheed martin employees will be furloughed today that could increase if the shutdown drags on and lockheed isn't the only government contractors to furlough some employees. uniteded technologies is furloughing 2,000 workers. military families are getting a helping hand from a big warehouse store during the sh shutdown. sam's club is offering free temporary passes to all military members, retirees and their families. sam's club says that it is

offering the passes because commissaries on all military bases are closed during the shutdown. the to get a free pass show a military i.d. or proof of past or present military service. sam's club says the offer is good until all the commissaries reopen. 5:19. a series of fatal accidents killed six people over the weekend and sent several others to the hospital. state troopers were called to a single car accident in leesburg. an suv which police suspect was speeding lost control on evergreen road and missed a curb. the suv hit a tree and caught fire. two people in the suv died. the names of the victims have not been released. in fairfax, two people were killed and one remains in the hospital after a car slammed in a a train bridge on south vandorn street. of the driver and the front seat passenger were pronounced dead at the scene. a third person was rushed to the hospital with life threatening injuries. a loudoun county man is charged

with drunk driving after a deadly crash. they say mark anthony garlotta hit two people on a motorcycle. the incident threw the man and woman off the bike. they were rushed to the hospital where they were pronounced ted. metro's red line is back open this morning after a fatal accident during some track work. officials say a large piece of track hit and killed a contractor and sent two other metro workers to the hospital. the three were working to replace part of the rails in the tunnel between union station and judiciary square. investigators have confirmed a small fire and loud noise when the rail shifted. 41-year-old harold ingram from richmond died. metro says one employee was treated and released from the hospital. in the day ahead, metro will celebrate a grand opening ceremony for the new entrance at the rosslyn metro station. the facility includes three new high-speed elevators, a new station manager kiosk and pay stations that includes a new walkway to help with passenger flow. the project was completed on

tame and within budget. the ceremony will happen at 9:30 this morning. we expect the herndon man who posted this video of of himself loading a shotgun on freedom plaza on youtube to be charged with carrying a weapon in d.c. he could get up to five years in president on for that. he has a status hearing today. his trial is supposed to start later this month. a fire at a marine base could be contained by tomorrow. officials at camp penned l l l say despite the fire only being 20% contained, it has lost a lot of momentum. it was carried by the santa ana winds which spread the flames over 2,500 acres. now the winds have died down and firefighters are getting the upper hand. this morning we're getting a look at the damage caused by record rainfall in kentucky. about seven inches of rain fell in just 36 hours.

emergency crews rescued 12 people from the floodwaters. more than 80 people had to leave their homes. speaking of rain it looks like it's our turn. >> right. we needed some rain. it's been feeling like summer. tom, what's going on? well, our summer in october weather is coming to an end today and will come at the expense of some severe storms later this afternoon. right now when you step out the door it feels more like august, though, than october. it is humid, mild as we take a look now at the storm team 4 radar getting some moderate to heavy downpours now. the southern shenandoah valley, this is all advancing off to the north. most of this is going to be passing west of us here for the next several hours. however, by noontime and during the afternoon that front that's producing this is going to begin to sweep our way here and perhaps give us some strong storms. all these areas in yellow include all of northern virginia, the district, much of

may maryland under a slight risk for perhaps severe storms this afternoon. the main threat from these storms is in general probably some damaging winds, some brief gusts of wind could be up to 60 miles an hour or more. they may bring down tree limbs. we have a threat of some heavy rain that may cause localized flooding. warmest temperatures around noontime and then as we get the storms and rain coming through during the afternoon dropping back down to near 70 degrees and then this evening it'll be down to near 60 by midnight and then by dawn tomorrow as we clear out down to the low to mid-50s starting off tomorrow morning. so a dramatic change moving in. and then tomorrow bright and sunny. afternoon highs only around 70 as well as on wednesday although a few more clouds around. then thursday increasingly cloudy. highs again just near 70 which is the average for this time of year. storm team 4 seven-day outlook. for your weekend, a chance of showers each day with highs around 70. i'm back in at the point minutes. another look at storm team 4

radar. danella is checking breaking news with our traffic. still checking that accident for folks traveling in college park. if you're taking the inner loop of the beltway, you'll be forced off to the park and ride ramp head i heading to i-95. what you want to do there is loop around, reconnect to the inner loop. two-car accident is shutting things down and also accident reconstruction. so shutdown for some time. we do have megan mcgrath on the scene. she see as tow truck but the cars are in the middle of the roadway. you can see taking a look heading to i-95 in prince george's county, you can see here very light volume. slow as you approach the accident. we'll shoot down to d.c. 295. no problems between greenbelt as you make your way all the way heading towards oxon hill. nice and clear there. over to 395 no accidents to report north or south. eun, over to you. in news for your health, there is not enough evidence to suggest healthy kids should be screened for high blood pressure.

that's the word from the u.s. preventative services task force. doctors say they could not find studies proving pediatric blood pressure screenings identify children who would have the condition as adults. they also say there is no evidence that treating high blood pressure in children led to healthier adults. a new study shows when doctors and nurses change their gloves and protective gowns entering all ic rooms the rate of mrsa goes down 40%. researchers looked at data from 20 medical and surgical centers across the u.s. they found more health care professionals wash their hands when the glove and gown changing rules were in effect. mrsa is one of the most common infections acquired in hospitals. the average price of gas is down 41 cents from this time last year p.aaa mid-atlantic says a combination of abundant gas supplies, lower oil costs and the switch to the cheaper winter blend is causing the prices to fall.

man, has died at an area hospital. take a look behind me. you can see all lanes of the inner loop still closed at this point. they will detour you off at the park and ride by the 95 exit. the work around here is to go through the park and ride and you can reconnect with the beltway after the crash site but, again, all lanes still closed. we're getting into the brunt of rush hour here so we are starting to see delays. as this progresses those delays will get worse and worse and it could be rather ugly. with more on traffic back again to it danella. thank you, megan. so far no delays. when you get closer to this accident. charles county, your local roads check out. no issues for you as you continue towards prince george's county. richard and eun? thank you, danella.

we are tracking some changes in the forecast. storm team 4 meteorologist tom kierein has those developments now. hey, tom. >> after that unreal weekend where we had highs near 90 degrees, that's all over. that's history. and this morning it is still muggy. it feels more like august than october but it will not be as hot by this afternoon as it has been the last several days. we are in 70s with high humidity and a lot of clouds rolling through as well. storm team 4 radar not showing any rain locally. there is a broader area of some moderate showers where you see the yellows and orange. this is into the highlands of west virginia coming out of the southern shenandoah valley advance i advancing off to the northeast probably into front royal and winchester. perhaps in another couple of hours but right into our metro area around noontime we'll have the first rain drops. between now and then we'll be in the 70s. the warmest temperatures should be by be noontime in the upper 70s.

details on that in ten minutes. we are now seven days into the government shutdown but congress has an even bigger crisis on the horizon and must agree to raise the debt ceiling in just ten days or we could default on our debt. tracie potts is live on capitol hill. >> reporter: good morning, everyone. you've been so focused on the budget and health care and these workers who are out of work that there is another deadline that's creeping up on us and here is the date, it's october 17. that is the day that this government will not be able to pay its bills, essentially no more credit for the united states if congress doesn't do something it's a deadline they've known about for a while. we passed itack in may. the treasury department was able to stretch a bit, but now, over the weekend, the treasury sacramento jack lew says if we don't meet this deadline, if congress doesn't do something to extend the debt limit, it could be dangerous. >> i know the leaders of

and political action committees during a two-year election cycle. new this morning, secretary of state john kerry is defending the capture of a suspected al qaeda operative in libya. the libyan government calls it a kidnapping. kerry says al libi was a legal and appropriate target for the u.s. military. he also says he'll get a fair trial. he was involved in the 1998 bombings of american embassies in tanzania and kenya. kerry is commending bashar al assad for destroying some of his chemical weapons. he says assad deserves credit for complying with the u.n. security council resolution calling for those weapons to be destroyed. kerry says assad isn't off the hook yet but calls the progress so far a good beginning. millions of americans are looking into the affordable care act but some scammers are using it to their advantage. con artists are calling people claiming that they have a good

health care policy for them and asking for their personal information and for a down payment on the plan. the better business bureau warns people to never take an unsolicited call and suggest only talking with certified application counselors. >> we are easily identifiable by our i.d. badge and our certificaservices are no cost at all. >> it's important to note no one will be asking you for money over the phone or online. another tip, never give out personal information if you get an unsolicited call, text, or e-mail. the government shutdown could have an effect on the food we eat months after things get back to normal. a lot of questions this morning after a small child somehow got on an airplane by himself without a ticket. how he managed to get past airport security. plus, it's an attack that stunned the nation and it was caught on camera. coming up, we're going to tell you about new developments in the search for the people behind this attack.

state don't yet have permits to fish because there aren't any federal workers to approve those permits. sitting and waiting also cost the fishermen. they spend about $1,000 a day stuck at the dock. it is now 5:47. we're learning the government contractors are providing office space for navy employees displaced by the deadly shooter. "the washington post" reports at least three contractors are providing temporary work space. 12 workers were shot and killed when a gunman opened fire in the building that housed the naval sea systems command. the navy says the plan is to move all of its affected employees to the former coast guard headquarters at buzzard point. a heads-up for people who live in gaithersburg. the montgomery county fire and rescue will hold a massive training drill. a large scale disaster like an earthquake is being simulated at the former site of the department of liquor warehouse. it will be held 9:00 to 1:00. 5:47. the controversial bi-county parkway may not provide as big

of a boost to business at dulles international as originally thought. that's according to a new study report reported by "the washington post." it would run between i-66 and route 50 west of dulles. supporters of the prince william to loudoun county route suggested that could increase cargo traffic to the airport but a study by george mason university found the airport would see just an 8% increase in air cargo activity. cargo traffic at dulles has dropped significantly over the past decade. right now the 9-year-old boy who snuck on a plane in minneapolis and flew to las vegas is in protective custody in nevada. the boy went through a security screaming and on to a delta flight on thursday. he did not have a boarding pass. the tsa says that it has reviewed videotape of the child at checkpoints and are investigating whether they should reconfigure barriers to prevent another incident like this happening again. today elizabeth smart's new memoirs hits store shelves. smart was abducted from her salt lake city home when she was just

194. that number will probably climb even higher. more than 150 people are still missing. this could be the deadliest accident ever involving a migrant ship in the mediterranean. a typhoon slammed into southeastern china killing two people. the storm made landfall with winds up to 94 miles per hour. it weakened to a tropical storm. strong winds knocked out power. the storm also canceled flights and rail service. some areas were dealing with eight inches of rain, more than half a million people were evacuated as the storm approached. 5:51 right now, time to get a check of weather and traffic on the 1s and everyone is wondering when it will start feeling like fall. yeah, within perhaps 24 hours we're going to see a huge change between now and tomorrow morning and our summer in october weather really is coming to an end but it certainly does feel like august. right now in the low to mid-70s around the region and it is muggy. we've got humidity hanging in the air this morning.

and storm team 4 radar showing a big area of rain now advancing up the shenandoah valley into eastern west virginia. the leading edge of this rain right now is near harrisonburg in the shenandoah valley that will be continuing to move right on up 81 and just west of there over the next couple of hours, maybe near front royal, winchester, perhaps around 8:00, 9:00 this morning. initially just some light rain but likely we'll get some heavier downpours during the afternoon. the warmest temperatures around noontime when it will be in the upper 70s. then it's during the afternoon once rain commences here throughout much of the region, temperatures will quickly drop back down to near 70 degrees during the rain and then this evening it's going to continue to drop. now we do have our risk of severe storms this afternoon with details on that here is chuck bell. all right, thanks, tom. we've been talking about it all morning, a strong cold front coming through the region today moves the calendar back from august to october later on, but it does come with a bit of a price. there's even a very small chance

for a tornado today but better chance for damaging wind gusts and the stronger thunderstorms and there's also a chance for l some flash flooding. mainly because one to two inches of rain in a very short period of time. so heavy rain could have a high impact on the afternoon and evening commute. so rain and thunderstorms possible, one to two inches of rain in local spots. that could cause some localized flash flooding and some strong winds. winds on average 15 to 30 miles an hour but gusts over 40 will also be possible. the good news, tom, most of the rain and thunderstorms will be coming to an end right around the time the sun goes down. yeah, and after that it will get much cooler, in fact, by dawn tomorrow down to the low to mid-50s throughout much of the region. it'll finally be feeling like autumn tomorrow with average highs this time of year around the low 70s. that's where we'll be near that tomorrow and on wednesday and thursday, each day with some sunshine. as we get to friday and the weekend, the seven-day outlook showing a possibility of rain friday and perhaps again saturday and sunday. highs just near 70 over the

4,000 miles. they recommend using alternatives like electric powered leaf blowers. thousands of people will be furloughed because of the government shutdown but they do not work for the federal government. court the knee reagan joins us with that and more for your money. courtney, good morning. good morning to you, richard. canceled plans to furlough about 2,000 workers today. the company makes military equipment including blackhawk helicopters. the move follows the pentagon's decision to recall nearly 350,000 furloughed civilian defense workers today. no word on whether lockheed martin will reverse plans to send home 3,000 workers this week. nielsen is launching a new service to track twitter posts about tv shows. the new ratings will measure not only the number of people tweeting about shows but also those who view those tweets. the numbers could help broadcasters better charge marketers for ads and help twitter draw more advertising dollars. the date the is there. we just have to figure out how to get it to the right folks.

right now a deadly crash is closing all lanes of the inner loop in the college park area. of this is a live look from chopper 4. news 4's megan mcgrath has been watching the scene unfold all morning. what's the latest? >> reporter: all of those lanes are closed at this point but take a look behind me. we are expecting things to change here momentarily.

we're expecting these lanes to reopen. the two vehicles involved in the deadly accident are now up on the tow trucks and we're expecting they will be pulled out of here any moment now. right now they are going to be stopping the traffic even on the 95 ramp, the detour had been to go on the 95 ramp and to get off on the park and ride, at least momentarily they're going to shut that down so that the crews can safely pick up the cones and get things out of the way so that they can reopen everything, all lanes of the inner loop as well as that 95 ramp and the ramp that leads to the park and ride. we are expecting that to happen anytime now. we are seeing the delays stack up. take a look at the chopper and get an idea what it looks like in the area. of course once the lane reopen, things should start to improve. but right now we've got everything shutdown. actually, take a look here live. they just released the traffic. we now have all of the lanes, it looks like, open again on
