the mobile home is now nothing but a charred box with part of the roof collapsed. a neighbor wishes he could have done something. >> if i only left for work ten minutes later maybe i could have saved him. just -- awful. >> names of those killed haven't been released yet. right now the red cross is helping families affected by fire at an apartment complex in gaithersburg. flames shot out of the windows as the blaze broke out. just around 1:00 this morning. no one was hurt but at least 20 people were displaced. there's still no word what sparked the blaze. a developing story out of prince george's county. a certain much after a carjacking. it began this afternoon when park police spotted a vehicle that was carjacked yesterday in washington. officers tried to stop the suv on a pursuit through several

neighborhoods and wound up on route 450 in landover hills. that suv finally crashed on chesapeake street. other drivers saw police officers chasing him. >> he was like going through the cars. since he couldn't get around them, he went to the bowling alley. if the light would have turned green on us he would have hit us when we went. >> the people in the stolen car ran. the police officer was taken to the hospital with a leg injury. officers are still looking for the people in the car. a homeless woman had to be taken off in handcuffs. this happened at 3rd and e streets in northwest. it is not clear what led to the scuffle. police tell us the officer received a minor head injury and is expected to recover. the government shutdown is now in its eighth day and there's still no end in sight. about 90 minutes ago president obama held a news conference on

the budget battle. he said he talked to house speaker john boehner by phone this morning. and he urged the speaker to hold a vote immediately to reopen the government. >> the point is, i think not only the white house but also democrats in the senate and democrats in the house have shown more than ample willing must to talk about any issues that the republicans are concerned about. but we can't do it if the entire basis of the republican strategy is we are going to shut down the government or cause economic chaos if we don't get 100% of what we want. >> in addition to the shutdown the governor hits its spending limit october 17 and risks default if congress doesn't act. we will have new reaction from capitol hill at 4:30. new in the past few minutes. the dow and s&p hitting their worst levels in nearly a month today.

numbers are still settling in right now but the dow fell more than 150 points. the nasdaq down and the s&p also took a beating. this is the 11th loss in the last 14 trading sessions. some heroes are stepping up today in the shutdown. a billionaire businessman is helping children return to the classroom. seven head start programs were closed last week because of the shutdown. now a former hedge fund manager and his wife were offering $10 million in emergency funding to reopen those programs. the money will benefit about 7,000 children in six different states. the shutdown isn't the only issue that's drawing protesters to the district. right now there is a massive rally and more on immigration reform under way on the national mall. >> the time is now! >> there could be arrests any moment. thousands of demonstrators showed up for a march and rally and 200 of those protesters are

standing at 1st street northwest refusing to move in an act of civil disobedience. they and others accuse speaker boehner of blocking a comprehensive immigration reform bill. that's already been approved by the senate. >> they are ready to do it. the speaker is not allowing them to pass that legislation so that's the message so we are going over there in a civil disobedience. 200 people will be arrested because we need to pass it this month. >> several local groups stage ad counterprotest calling on lawmakers to deny amnesty for undocumented workers. we will bring you more on that and arrests that happen on "news4 at 4:00," 5:00 and 6:00. get ready for a chaotic commute later this week some truckers are planning to shut down the beltway. they are holding a ride for the constitution. they are planning to slow down traffic on 495 by taking up three lanes in a the weekend. among their issues, they are

a string of fires on d.c. ambulances. not the work of an arsonist. according to a "washington post" reporter police investigation reveals the fires were caused by mechanical troubles. the three ambulance fires had been back in august. one happened outside a home in northeast while emts were helping a woman inside. that blaze is blamed on an engine problem now. the firefighters union says the fires show how the city's ambulances are poorly maintained. in news 4 your health, hundreds of people in 18 states have now gotten sick after eating chicken contaminated with salmonella. it has been traced to chicken products from foster farms in california. there have been no recalls. the centers for disease control and the department of agriculture are involved in the investigation but the government

shutdown is limiting the investigation. health experts say cooking chicken thoroughly and washing your hands and prep areas are the best way to prevent salmonella poisoning. while the cdc and fda say they are still prepared to handle high-risk borne outbreaks street shutdown could impact what we eat. fda inspectors, including those that look at food we import are furloughed. according to "usa today" more than 90% of foreign seafood and good chunk of fruits and vegetables are going unchecked. the usda is still completing meat inspections because law requires those for plants to stay open. traffic round-abouts are the hot new thing in northern virginia. commuting. a proposed traffic circle on the fairfax-loudoun county line is causing an uproar. we will show you why. a d.c. couple wants to raise $1 million for the poor. if they do, they will change if they do, they will change their last name to the van

new details about the woman shot last week after trying to drive her car into a white house barrier. barbara harrison has the latest from the live desk.  >> new court documents were unsealed today. they detail what police found in miriam carey's car. she had a lockbox in that car.

inside the lockbox, a passport, foreign currency, a connecticut driver's license. there were social security cards for carey and her young daughter. carey was shot last thursday after high-speed police chase had a began outside the white house and ended near the u.s. cap tomorrow. her 1-year-old daughter was in the car but was not hurt. federal law enforcement officials say carey's mental health deteriorated in the last year and had delusions president obama was stalking her. chopper 4 showing tuesday aftermath of a deadly crash in charles county today. a mehdevac flying victims to hospital after a mother of two kroef her car into a lake. she died later at the hospital. this happened on parkway subdivision road west of crane highway. sam's 6-year-old son and 5-year-old daughter who were also in the car are expected to be okay. investigators aren't yet sure why sam's lost control of her

so high-tech? >> good afternoon. i'm pat lawson muse. >> i'm jim handly. here is what's happening at 4:30. u.s. park police trying to track down a carjacking suspect who led them on a chase through prince george's county. an suv that was taken in a carjacking in the district yesterday crashed in landover hills after a pursuit through neighborhoods. the people inside fled. a police officer injured his leg. >> an off-dewittive officer shot and critically wound ad man after he tried to rob her.

the officer says he came up to her while she was walking along 18th street southeast. near minnesota avenue and told her he a gun. and at that point police -- at this point police have not identified him. fire investigators looking for the cause of an overnight blaze that took the lives of three people. the victims were found inside of a burned-out mobile home in triangle, virginia. neighbors tell us they are a mother and son and the mother's boyfriend. names are not yet being released. >> going to go live to house speaker john boehner who is responding to the president's speech this afternoon. >> they refused to do it. over the last 30 years, dozens of times, there have been negotiations over funding our government. all of those negotiations over the last 30 years have resulted in significant policy changes. i remind thank you president of the united states and i sat down in the sprung, 2011, to

negotiate a funding bill for the government from march all the way through september. during that negotiation, there were all kinds of policy considerations. and if you recall, the opportunity scholarships for kids here in d.c. was, in fact, restored into law. the president's position that we are not going to sit down and talk to you until you surrender, it is just not sustainable. it is not our system of government. when it comes to the debt limit, i agree with the president. we should pay our bills. i didn't come here to shut down the government. i didn't come here to default on our debt. when it comes to the debt limit, again, over the last 40 years, 27 times, the debt limit, and it has been used to carry significant policy changes, that would, in fact, reduce spending and put us on the same fiscal

path. president reagan sat down with tip o'neal in the 1980s. president bush 1990, went out on andrews air force base. we got into a long debate and negotiations with the democrats here in congress. bill clinton went through this three times in the 1990s. president obama and i sat down in 2011. and had serious negotiations. while the president today suggested that i walked away from the deal, i would have to remind him that i was in the oval office along with the majority leader, eric cantor, when we, in fact, had an agreement two days later the president walked away from. there was another negotiation in 2011 that resulted in the largest deficit reduction bill we have seen here in the last 30 years. in 2010, when democrats controlled the congress and president obama was in the white house, what happened was a group of moderate democrats in the

house wouldn't agree to raise the debt limit without a negotiation. so there was a negotiation then araising the debt ceilings. there will be a negotiation here. we can't raise the debt ceiling without doing something about what is driving up to borrow more money and to live beyond our means. the idea that we should continue to spend money we don't have and give the bill to our kids and grandkids would be wrong. this isn't about me and, frankly, not about republicans. this is about saving the future for our kids and grandkids. the only way this is going to happen is that in fact, to have a conversation. it is time to have that conversation. not next week. not next month. the conversation ought to start today. and i'm hopeful that whether it is the president or democrat leaders here in congress, we can begin that conversation. >> mr. speaker, can you tell us,

4:00" returns. an undercover detective may be facing charges in a case of road rage gone viral. the attack last month involved a group of bikers and an suv driver. our new york sister station reports police are reviewing new video of the incident. it apparently shows the officer shattering the suv's back window. moments later, the driver is pulled out of his car and is beaten. sources say the officer did not take part in the assault but he also did not call 911. he waited four days to tell his superiors he was there. so far, four bikers have now

been charged in the incident. to a developing story out of italy today. divers are looking for one last victim from the wreckage of "costa condordia." today -- an atleian woman is the last person still unaccounted for. 32 people died when the concordia capsized off the italian coast last year. the captain on trial for manslaughter. he is accused of causing the wreck and abandoning ship while passengers stayed onboard. a group of protesters in south palo, brazil, got more when they bargained for. the vehicle caught fire and exploded. people ran for safety, debris from the blast flew several feet into the air. the demonstration was among the most violent and latest in a series of street protests that have hit several brazil cities since june. mostly over economic issues. extermination crews may have gained the upper hand now in a battle against a deadly bug.

the asian giant hornet is blamed for more than 40 deaths in the northwestern part of china. another 1600 people were injured after being stung. the attacks began three months ago and the bugs, the size of a thumb, have venom strong enough to dissolve human tissue. warmer weather has made it's easier for them to breed. a week's long effort to destroy the nest lessened the attacks. >> looks ugly. our weather is looking ugly, too. >> it wasn't warm here today but we got a little bit of sunshine and so many folks today, that little bit of shine is all we are going to see. as we make our way through the rest of the week. possibly even the weekend. let me explain what is going on. we have the perfect scenario that will come together for a very cloudy and wet situation here but it is not going to be like yesterday where we get a lot of rain in a short period of time. what we are going to get is some moderate rainfall in a stretched

salvador. more than 3,000 miles away for this special report. this is one of many holding cells in el salvador. it is where ms-13 gang members await their day in court. it is the heart of the word's most notorious gang and it is where we traveled more than 3,000 miles from virginia where the gang is from the street for years. we traveled lining side sergeant soff from the herndon police department. he escorts our crew through alleys and jail cells few people, much less cameras, have ever seen. >> anything that we see here are eventually going see up will. >> reporter: these are members of the anti-gang task force. they covered our every move. what many don't realize is that ms-13 is a u.s.-made product, started in l.a., spread to

separate cells from ms members. reunion likely will lead to a bloodbath. the second our cameras go on, loyalty is clear. gang signs go up and many of them cover their faces. the mark is hard to miss. when hundreds of undocumented ms gang members are deported from our area back here to el salvador, they are placed in these detention centers. what's the equivalent of our detention centers. oftentimes there are more than two dozen individuals in each one of the sxrels take two-hour shifts sleeping at night because there is no room for them inside. for sergeant claudio, the takeaway from this trip, the gang is becoming more low proceed pile. reorganizing itself, he says. communication from ms gang members in northern virginia to those in el salvador was once sporadic, it is now almost daily. >> they are in europe now, south america. they are in mexico.

furloughed workers. good evening. i'm pat lawson muse. wendy rieger is off. >> i'm jim handly. first at 5:00, a deadly fire so intense, a home was reduced to a burned-out box. this happened overnight on fuller heights road in triangle, virginia. just outside of the marine corps base at quantico. three people are dead tonight. northern virginia bureau chief julie carey talked with neighbors who are grieving over the friends they lost. >> reporter: there is very little that's recognizable anymore inside of this triangle mobile home where three people lost their lives in an early morning fire. investigators put up tarps as they did their work. it be up to the medical examiner to identify the bodies. this group who hung out with the 19-year-old that lived here are convinced they lost a close friend. their grieving has already begun. >> he was the most bright, energetic guy in the world. he was the neutral ice guy. he would do anything for you. he just always
