bicycles. there are some positive notes. places like this, the parking lot right outside the station, they're seeing reports of crime this those areas down. as for violent crimes like rapes and murders, no incidents of those sorts reported this year. reporting live in northeast d.c., angie goff, news 4. storm team 4 meteorologist tom kierein is here to get us ready for the day. good morning. cloudy and chilly. there's the view from space. we have clouds all over the region coming in from the south and southeast. we have a coastal area of low pressure bringing us rain later today but no rain now. temperatures in the low 50s in most of northern virginia, most of maryland including our nearby suburbs in prince george's, montgomery, fairfax counties. alex alexandria, arlg be top, falls church, in the mid-50s. it's in the 40s now, shenandoah valley out into the mountains and we'll stay in the 50s much of the region until about 10:00, we'll be near 60. and then by noontime should be into the low to mid-60s and

you're traveling the beltway, a live look at college park. inner loop nice and clear. outer loop, i'll give you an example how clear, nine minutes, as you make your way from route 50 to i-95. eun, over to you. danella, thank you. 4:33 is your time. today will be a difficult day for one army ranger's family. a dignified transfer ceremony for cody patterson. his remains will arrive at dover air force base in delaware. he is one of four u.s. soldiers killed in afghanistan on sunday. congress could vote today on a bill that makes shaur patterson's family receives death benefits they're due. because this it government shutdown survivors of service members killed since october 1 will not get money to pay for funeral expenseses and travel to dover. tracie potts is live on capitol hill with more. good morning. >> reporter: eun, good morning. the fact these families aren't getting money has enraged lawmakers, democrats and republicans, and they're hoping it to do something about that today. people who fought and died in afghanistan, fought overseas for our country, not getting money

for their families, not getting money to travel to dover or for funeral expenses, lawmakers want to fix that. house speaker john boehner says they thought that was part of the military pay act that they passed but the pentagon said they didn't interpret it that way. we could see quick action at least in the house today and begin the fact that the senate went along with the military pay act it looks like the senate may want to act on this, too. >> i don't care who it is or how it's shaped but let's get out of this so that these families whose loved ones just died, just died, will receive the benefits at least that would give they will some comfort and solace in this terrible hour of tragedy. >> reporter: the fact this4:35 . today mayor vincent gray and eleanor holmes norton will take their lee to the steps of the capitol. they plan to hold a press conference this morning on the

east launch the capitol to highlight the negative impacts the district is feeling. it comes a day after mayor fwra sent a letter to the president and congressional leaders asking for a meeting. by law d.c. can't spend its own tax dollars. contingency funds have been used to this point to keep the district government running. fwra says that money is quickly running out. 4:36 just about now. we don't know if congress will raise the debt ceiling but we can tell you the senate will vote to raise it before next thursday's deadline. senate majority leader harry reid filed a bill yesterday to raise the debt ceiling with no strings attached until after next year's election. reid is not sure whether he has the votes to pass that bill, but the senate will vote before we reach our spending limit even if republicans try to delay that vote. and today rez obama expected to nominate janet yellin as the next federal chair. she is the vice chair of the federal reserve. if confirmed she would be the first woman to head the nation's central bank. she emerged as the leading

candidate after lawrence summers withdrew from consideration. the president is expected to make the announcement this afternoon in the east room of the bhous. current fed chairman ben bernanke will end his term in january. let's check in with molette green now at the live desk with news about secretary of state john kerry. molette? eun, good morning. happening right now, crucial talks this morning between secretary of state john kerry and top asian leaders. t terry has now arrived in brunei to meet with officials from china and its smaller southeast asian neighbors. a big part of the negotiations will center around cooling tensions over territorial disputes in the south china sea. the summit will also cover political, economic, and security issues. secretarkerry is filling in for president obama who had to cancel because of the ongoing government shutdown. at the live desk, i'm molette

and bi-sexual men remain at high risk. volunteers are encouraging people to sign up for the aids walk happening saturday, october 26, at freedom plaza. my co-host here, eun yang, will be hosting that event. today is national walk to school day and we'll see special events to mark the occasion. in prince george's county, dominique dawes will be at a school. veronica johnson will be there as well. at least 300 students between the ages of 4 and 12 are expected to walk to school today. i went to school there. so there you go. >> did you walk? >> i did walk. >> a good walk? >> it was a nice, brisk walk. back in the day they made you walk. they didn't care. no shoes, all that good stuff. 4:41 is the time. a walk to school might be okay. later on today, not so much.

welcome back. i'm molette green. fire at a garment factory kills ten people in bangladesh. we just got this amazing video in interest the scene. the latest blaze comes about six is months after a factory building collapsed that killed more than 1,000 people there that exposed the harsh and often unsafe conditions in an industry that is the world's third largest. the cause of this latest factory fire not immediately known. the fatalities include the general manager. more than 170 were inside and most were able to get out. firefighters labelled up to ten

hours to bring all of this under control. that is the latest from the live desk. i'm molette green. back to you. leaders in d.c., montgomery and prince george's county will announce a new effort to raise the minimum wage. right now the current minimum is $8.25 in d.c. $7.25 in montgomery and prince george's county. the announcements will happen at the council of governments. also today a group is expected to march in protest of the proposed casino at national harbor. stopping the sacrifice zone says it is opposed to gambling in the area. the coalition says it wants to see more minority owned businesses in the area. the march will happen from 4:00 to 6:00 this afternoon across the street from national harbor. the heiress to mars may be to blame for a deadly crash in northern virginia. this happened last friday near

breyer patch in loudoun county. police say 73-year-old jacqueline mars was driving her porsche suv when she crossed the median and hit a minivan. irene ellisor of huntsville, texas, died. she was not wearing a seat belt. no charges have been filed against mars. this tragedy has left jackie filled with sorrow for the loss of life and those who were injured in had the accident. she would lake to express her deepest condolences to the families involved. obviously that statement from her represent ativerepresentati. a carjacking victim, a woman was sitting in the front seat outside a home in biltmore street. she was looking at her phone when someone yanked the door open. >> just pulled my arm and he said get out of your car. right then, you know, i just panicked, of course. i started screaming and i was honking the horn. >> yesterday the bmw-x5 was

spotted. they chase it had before it crashed in landover hills. that's when two teens took off. police eventually caught up with them. an officer suffered nonlife threatening leg injuries in the chase. we'll find out if a former boxing coach will head to prison. thomas admits he diverted thousands of dollars in government grants to pay for his gambling habit. he could spend more than two years in prison. he was a professional boxer during the '80s and '90s and ran a gym for at-risk youth. it is now 4:48. we are learning more about the woman behind last week's capital chaos. miriam carey had a lock box when she tried to ram her car through police gates. police found her passport and driver's license in it. nothing offers any clues, though, why she drove here from connecticut. police shot and killed carey as she sped to the capitol. they said she was being treated

for mental health issues including postpartum depression. we will have a camera at arlington courthouse. rally in support of the falls church health care center is challenging new regulations the virginia board of health is imposing on clinics that perform abortions. they say the board is trying to limit women's access to abortions. nbc news has learned lawyers will file a lawsuit against the united nations, accusing them of spreading cholera in haiti. an epidemic broke out after the earthquake nearly four years ago. it has killed more than 8,000 it and made more than 650,000 sick. a study by a scientific panel found that a u.n. peacekeeper from nepal was likely carrying cholera when a group arrived three years ago. it's believe d that u.n. battalion dumped cholera into the water supply. the u.n. has refused to respond to the allegations citing

alert as well as warnings on twitter and the school website. well, get yourself ready for a stretch of really wet weather. we turn to tom kierein to find out what's coming up in the forecast. >> i did bring my umbrella. >> boots? >> i forgot the boots. >> could have some ponding of water. i know you are sick of this sunny, beautiful weather, and -- wait a minute, what's he saying? there's radar and it is showing fundamental pattern change. it's cloudy now and the storm team four radar showing that moving color, the lower right of your screen is rain. it's raining in southeastern virginia. getting closer to the metro area later today but the morning should stay dry. we are chilly. around the bay and much of virginia and maryland, most locations in the 50s. nearby suburbs in fairfax county, in the low to mid-50s as is montgomery county.

ar arlington, alexandria, and as we look up to our west only in the 40s shenandoah valley and into the mountains. hour by hour today be dressed for a chilly morning. by noontime that will be probably our high temperature for the day around late morning, into the low to mid-60s by then. then likely afternoon, maybe by 2:00, 3:00 or so right into the m metro area we'll have rain falling that will quickly drop our temperatures back down just near 60 degrees during the afternoon. then it does look like a wet night to come. how much rain will we get? how much longer is this going to it last? we'll join chuck bell live on the national mall. chuck? >> reporter: good morning, tom. the grass down here on the mall still fairly dry. as you take a look at our channel 4 computer model how much rain do we think we'll be expecting the next couple of days, indeed, the rain starts to move in as you mentioned during the course of the second half of the day today and the bulk of the rain, we're going to get a lot of rain, but the most amount

of rain will come in the next 24 to 36 hours. who are than an inch. some places more than two inches of rain over the next couple of days but, again, most of this rain is front loaded into the front part of the forecast. so what should you expect for today? cloudy skies now with rain arriving mid to late afternoon. rain could be very steady and heavy at times are from late today, overnight tonight, and through off and on, much of the day tomorrow. then as we get into friday, friday night football, most of the heavy rain should be gone but tapering back to drizzle. those fields will be soggy friday night. >> thanks, chuck. as we look here at the next several days, yeah, going to be cloudy and wet here later this afternoon that rain arrives, off and on showers tonight, through the day thursday and into friday and highs only in the 50s tomorrow. we'll be in the 50s overnight tonight, too. the and then maybe low 60s on friday with occasional showers. we have a rain chance on saturday and sunday looking cloudy and rather wet. maybe milder during the afternoons.
