studio 1-a in rockefeller plaza. and good morning. welcome to "today" on a wednesday morning. i'm matt lauer. >> good morning everyone. i'm savannah guthrie along side al roker and natalie morales. >> we're in day nine of this government shutdown but some furloughed workers have been called back to work by the centers of disease control. they're back on the job. they're still not being paid but they're brought back in because of a salmonella outbreak linked to chicken. >> more people are feeling the shutdown but first today's top story. it broke here on tuesday. it's prompted shame and embarrassment on capitol hill and around the country. it's the story of military families caught in the middle of this. andrea mitchell is here again and has the latest in all of it. good morning to you. >> reporter: good morning, savannah. our story did spark outrage from lawmakers that vow to try and fix the problem today.

but a private charity stepped in to do what the government did not do. take care of the families of fallen u.s. service members. this morning a solemn ceremony. some families paid for the flights themselves. because of the government shutdown they didn't get death benefits. $100,000 normally paid within 36 hours of a death to help cover immediate cost. the charity has stepped in to take the place of the government. >> i'm hoping this say temporary measure and not long-term but we're in it as long as we need to be. >> the mother of jeremiah collins back home in milwaukee. >> for the sacrifice our kids are making at the age that they're making them, i don't understand how this can be a benefit that's withheld. i will not -- i won't ever understand it. >> reporter: another of the fallen, special agent joseph

peters, a 24-year-old intelligence ofcer from springfield, missouri serving in afghanistan after two tours in iraq and the father of a 20 month old son. his wife ashley issued this statement. it is upsetting because hi husband died for his country and now my family is left to worry. my husband always said if something happened to him we would be taken care of. >> it's shameful and embarrassing. >> reporter: outrage from lawmakers who caused the shutdown. speaker boehner vowed the house will introduce a new bill today to reinstate the death benefits. >> the house will act specifically on this. >> reporter: both are outraged. >> shouldn't we has republican, democrat, whoever we are, shouldn't we be embarrassed and ashamed? >> your government let you down in your time of need. >> reporter: i talked to family members last night who are angry and hurt by the stalemate while the senate and the white house

rejected other bills to fix shutdown problems this is one action by the house today that will be very hard to reject. savannah. >> andrea mitchell, thank you so much. >> chuck todd, good morning to you. >> good morning, matt. >> we're hearing a shift in tone here chuck. we're hearing lawmakers use words like embarrassment and shame over these emergency death benefits. is it possible that embarrassment and shame might force real action, real compromise on the shutdown? >> reporter: i'd like to think it would actually force a resolution on the larger issue. i think what's more likely is what andrea outlined. the house today will act on this bill. the one thing the senate and the white house have done while they rejected the idea of little bills like this to reopen parts of the government, anything that's had to do with the military and anybody fighting overseas, that the president has done. he signed the paycheck law. i would be shock first degree this didn't just immediately get

to the president's desk, perhaps before the close of business. >> let's look at the bigger picture. for weeks we have been talking about defunding or delaying obama care. we're segwaying right into a heated debate over raising the debt ceiling and the tea party seems very much dug in here. both sides seem dug in, yet john mccain had this to say on tuesday. let me play it for you. >> how is this going to end? we know how it's going to end. we know how it's going to end. sooner or later the government will resume it's function. sooner or later we will raise the debt limit. the question is how do we get there? >> that's a very realistic comment from a guy that's seen his share of battles. can that mindset prevail. >> reporter: i don't know and if john mccain could bring any other republicans with him beyond a handful maybe there would be a resolution or we wouldn't have even been in this

place in the first place but that's not where the republican party is today. you're right, the tea party side of this is dug in. now, there was a lot of heated rhetoric yesterday but behind the scenes you see shifts, john boehner is no longer talking about health care. the issue isn't there. paul ryan who was the republican vice presidential candidate, the house republicans chief budget guy, he is in the wall street journal with a solution that barely touches health care. if you look and wonder is there quote unquote good news to find out what the end game is, there is. house republicans seem to be dropping the health care thing. the question is whether the tea party folks will be okay with that. i don't think they will but it does feel like the leadership of the republican party is trying to get away from it. if they do, then we'll actually see an end game. >> quickly before i let you go, the president expected to announce janet yellen today to replace ben bernanke. do you expect smooth sailing for her in terms of confirmation? >> reporter: i don't.

given how the tea party wing of the republican party feels about the federal reserve you'll see ted cruz and rand paul and guys like that make her confirmation hearing a fairly rough ride. she'll make it but i don't think it's going to be easy. >> chuck todd at the white house this morning. thank you. >> matt, thanks. now federal food safety workers have been recalled to track a fast moving salmonella outbreak linked to chicken. gabe gutierrez is at the centers for disease control this morning in atlanta. what can you tell us? >> reporter: good morning. a high percentage of the people getting sick are ending up in the hospital and that's raising questions about whether the government could be doing more to stop the outbreak if it wasn't partially shutdown. it's back to work this morning for some furloughed cdc workers on the job battling a salmonella outbreak that involves seven strains. some appear to be resistant to antibiotic. since july, 278 cases in 18

states. doctors say the outbreak is spreading quickly. >> a lot of visits to the e.r. it does appear to be salmonella. >> reporter: the usda traced the outbreak to raw chicken from three sights run by foster farms in california. they have one of these three numbers and were distributed to retailers on the west coast. shopper donny chance is worried. >> i'll stop eating chicken for awhile i think. >> reporter: still foster farms aren't recalled chicken. they say the products are safe to eat if properly handled and fully cooked. no deaths have been reported but about 42% of patients have been hospitalized. >> the illnesses reported maybe the tip of the iceberg. >> reporter: days ago after 9,000 workers were furloughed the head of the cdc sent this tweet, they protected you yesterday, can't tomorrow.

microbs and other threats didn't show down. we're less safe. >> this is what can come if public health officials aren't vigil and watching. >> reporter: even with the recalled workers the food bourn outbreak division will only be at two thirds the normal staffing level today. thank you very much. meanwhile, a surprising new arrest this morning in the case of the motorcycle gang that attacked a man driving an suv here in new york. this time it's an undercover police officer facing charges. stephanie gosk has details on that. good morning to you. >> reporter: good morning, this undercover detective came forward three days after the incident but law enforcement officials tell nbc news that he first told them he never got involved in the altercation but when new video surfaced showing his actual role in the attack, sources say police officials felt duped. the bikers had no idea as the

confrontation between them grew more intense and more violent a new york city undercover detective was there the whole time. moments after a biker attacked alexian lien's driver's side window with his helmet, new video shows that the detective joined in and smashed the suv's rear window. police sources say he took off on his bike and lien was pulled from the car and did not take part in the beating. the 32-year-old police officer faces charges of riot and criminal mischief. his undercover operation that the nypd describes as deeply sensitive is over. even before the new video was uncovered, the head of the new york detectives union had concerns that it took three days for the detective to come forward and admit he was there. >> why did it take him so long to step up? >> well, i don't know that but that's going to be problematic.

>> reporter: internal affairs was already investigating five other off duty police officers that may have taken part in the unauthorized rally. the story that began with a dramatic confrontation caught on video has now unexpectedly shined a light on law enforcement's most sensitive operations. an undercover detective that investigates biker gangs in florida spoke to nbc news. >> if you're infuwith a group i deep cover you're living with them day-to-day. >> reporter: for an undercover cop there's always the danger of being exposed. >> well, there have been federal offices as well as state that have been killed when their identities have been compromised. so it with can rather dangerous. >> reporter: the new york detective turned himself in as police released photos of four more suspects wanted for questioning. this investigation is far from

over. sources at the nypd say this detective had been involved in occupy wall street operations but now his identity is exposed and badge and gun turned in and he faces years in prison, matt. thank you very much. >> natalie has overnight news about u.s. aid to egypt. >> good morning everyone. there's a dramatic shift this morning in america's relations with a key arab ally. the obama administration is poised to slash hundreds of millions of dollars in aid to egy egypt. it would be a big change for the administration which has argued that it is a national security interest to keep aid flowing. secretary of state john kerry arrived this morning for a summit with southeast asian nations. it comes amid tensions from disputes in the south china sea.

kerry will be representing the u.s. president obama had to cancel because of the on going government shutdown. talks at the summit will include political, economic and security issues while seeking stability in the region. chris christie kept a possible run for the white house very much alive during a debate last night. he was facing off with barbara bono when asked about his future political plans. he said not to worry, he could walk and chew gum at the same time. he said i can do this job and also deal with my future. a san francisco hospital is facing serious questions this morning after a woman's body was found in a hospital stairwell two weeks after a patient there went missing. kristen dahlgren is live in san francisco with the latest. kristen, good morning. >> reporter: good morning, natalie. there's still no official confirmation on the identity of the body they found but for the missing woman's family it doesn't make any sense.

authorities were supposed to have scoured the area for clues and now they're looking into a mysterious death. hospital officials say they don't know the identity of the body found in an exterior stairwell at san francisco general. but for the family of the girl that disappeared from the hospital two weeks ago the find brings questions. >> her family and friends are distraught beyond words. we need answers. >> the 57-year-old disappeared on september 21st. in the hospital for two days she was being treated for an infection. nurses checking her every 15 minutes until one check when she was gone. >> how could someone be in a hospital under medical supervision and leave their room unnoticed. >> reporter: spaulding was described as frail, on medication and possibly confused when she vanished. at the time the hospital launched an investigation and said security cameras couldn't confirm she left the hospital.

her family blanketted the area with missing posters and pictures of her. even a facebook page find lynne. sfgh has some questions to answer at the very least. nobody checked stairwells? >> we could get the identity later on today. the hospital is cooperating with authorities. one thing to note, the emergency exists to the stairwells are supposed to have alarms which would have indicated somebody using them, natalie. >> well, kristen dahlgren, hopefully they get to the bottom of it. >> they're on the scene of a fire in oklahoma after an explosion sent flames shooting into the area. it was shot minutes after the explosion. several homes had to be evacuated. fortunately no one was injured and no property was damaged in

the explosion. some firefighters in brussels have come up with a unique way to protest budget cut afs the cuts were announced, firefighters from all over the country set up outside the prime minister's office and sprayed water and foam at police officers guarding the government building. they're protesting the cuts to insurance benefits and insufficient staffing. all right. up to date right now. >> that's not a great idea. >> not a good solution. >> okay, natalie, thanks. mr. roker has a check of the weather. >> that's right. the storm system developing off the carolina coast and it's going to be a big problem for the eastern seaboard all week long. in fact, you can see the swirl now developing off the north carolina coast. heavy rain, some areas already picking up 1 to 3 inches of rain in the area. this low pressure system is going to be moving slowly up the coast and as it does it's going to be bringing in quite a bit of problems. we'll be talking about coastal

hearing from his father. john yang is live in minneapolis. john, good morning to you. >> reporter: good morning, matt. that's right. this morning the 9-year-old's father tells nbc news he tried to get help for his son's behavior problems and now he wants his son back home but sources tell us he is still in las vegas in child protective services custody and there's no indication yet of when he'll be flying back here to the minneapolis airport. the same week he snuck on to a flight to las vegas, authorities say the 9-year-old boy stole a 30 foot delivery truck in minneapolis before slamming it into a parked suv and crashing it into a police cruiser. at a local water park, sources close to the investigation say he would sneak in by joining big families. they say child protection services had been looking in on him since december. when he turned up in las vegas, his father who doesn't want his name used told nbc news by phone he thought his son was at a

friend's house. >> i take full responsibility of my actions. i miss my son. i want my son to come home. >> reporter: the family spokesman said the boy's parents struggled with his behavior. >> you know, they were frustrated and looking for help. >> reporter: this morning, we're also learning more about the boy's mysterious trip. at the tsa checkpoint he got in between a family, similar to the reported water park trick. he then got a bin and removed his shoes even though children his age aren't required too. delta airlines is investigating the biggest mystery, how he got on to the plane. sources say security video shows him talking to a gate agent that turned away to talk to someone else. shortly after the three hour 20 minute flight took off they noticed him because he was sitting in a row by himself. they approached him and after he

including the president, ambassadors and the woman that started the special olympics and she was also my grandmother. >> i think of grandmothers all over the world but when i think of the word grandma, i think of my grandmother. when people think of the kennedys they think of the kennedy men but the kennedy women are strong women. that started with grandma. >> as i said to my children, their time and their talent and their financial resources were not for their own particular benefit but were to be used to help other people. >> reporter: she was the lynch pin in our large and extended family. she was the history, she was the face, she was the glue. she set the tone for all of us. she was the first political strategist in the family. she was deeply involved in her son's races. >> it's a great pleasure to

introduce my son robert kennedy. >> reporter: she wasn't a fuzzy grandma that cooked. she was always dressed to the nines. super smart, super well educated, super curious and pretty strict. >> on sundays we would talk about the gospel. if they didn't pay attention one sunday they would the next as they knew they would be quest n questioned. >> reporter: her children adored and were in awe of her and she demanded their respect and she got it. >> my brother and i -- the reason she never introduced any of us before is because we never go on the same platform with her. we couldn't possibly compete with that. >> reporter: when she walked in the room everybody stood up. when she spoke everybody was quite. her story, like every woman or man's story is complicated. it's never black or white. it's grey. so she talked always about how

blessed her life was and she talked about how difficult it was to lose children but that she always turned to god. >> you have faith. you know every day that you are doing the will of god that he will not give you a cross any heavier than you can bear. >> reporter: much has been written about my grandparents relationship and she always saw it as a love story. >> i was very much in love. >> reporter: i wanted to read you the letter. it's from my grandfather to my grandmother and he says i want you to know that going away on trips like this makes me realize just how little anything amounts except you. as years go on i love you more than anything in the world. she always said if people ask me would i liked to have been the president to mother of the president, i would always have choosed to be the mother of the president. she thought there was great power in motherhood and she took

it seriously. >> when you hold your baby in your arms the first time and you think of all the things you can say and do to influence him, it's a tremendous responsibility. what you do with him and for him can influence not only him but everyone he meets. not for a day, a month, a year, but for time and for eternity. >> reporter: it's my grandmother's photo album and it's really her life through photos that she kept and the history of her life and i think she is a woman worth admiring. she is inspirational. she is worth reading about. she is worth listening to because she was one heck of a woman. and i have to thank my cousin caroline kennedy for putting this book together in conjunction with the kennedy library. the proceeds benefit it and the kennedy foundation which works on behalf of people with

intellectual disabilities. it's a great book to share with your family. get to thinking about the role of your grandmother or your grandparents in your life. it's really awesome. >> we have said these photos are never before seen some of them. have you seen them? >> i've seen some of them but not all of them. i have seen a lot of photos of my family over the years. >> what i like about this is you say your grandmother wasn't the fuzzy cuddle type. she was powerful but her favorite role was that of mother. >> yeah and she really emphasized how powerful that is. i think that's a great thing for women to remember every day of our lives, those of us who are blessed to be mothers and fathers as well, that's the most important job we do because she always stressed that what you put in to that person can effect people every single day of that person's life. so she was a great role model. she was strict, though. >> yeah. >> reporter: so, you know, she was worth paying attention to. >> it worked for her.

again. >> bridget has gone through quite a transformation. >> well, i dared to make her in her 50s. i thought, you know what, when i wrote the first bridget, the idea of this 30-something single woman was still a spinster going to end up dying alone and being eaten by a dog and i thought the same thing is going on with the 50-something woman. she has a tight perm and a shopping bag. she's past her sell by date. all the stereotypes aren't reflecting what's really happening. women are what used to be called middle aged and still have it going on. >> and bridget may still have it going on but it's who she has it going on with which may have fans in a frenzy. >> read about it. bridget's back and mr. darcy's

dead. >> mr. darcy's dead. >> reporter: last we heard from bridget in the movie version, she was engaged to the dashing human rights lawyer mark darcy played by colin firth. in the next book, mr. darcy met an untimely demise leaving our dear heroin a widow with two small children. >> the hardest thing was calling up colin to tell him. it was one of the strangest conversations of my life. i had to ask him if he had someone with him and if he was sitting down. it was literally as if someone really had died but then we were laughing because they hadn't. >> did you cry when you had to kill him off? >> i am writing about bridget being older. it's comedy but for me comedy comes out of real things and there's very few people that

>> more forgiving and more strategic. many of the things i was involved in, in civil rights i would have done but i would have done them different. you start saying wait a minute, i owe it to people that believe in the cause i'm representing to be more cautious, more careful, and more strategic in what i'm presenting. >> i've known you for a long time. you will be associated with the case here in the new york area. for those that aren't familiar, a young african american woman accused of group of white men of beating her terribly and raping her. you made her case your cause. you were very rough on the special prosecutor back there. very hard on the men accused. turned out she was lying. and i would imagine in this book you could have taken the opportunity to say i'm sorry i screwed up. you don't. >> well, first of all, you're a book late. >> i know but you don't in this book. >> because this book is not about cases. this book is about lessons and i did talk about the lessons. >> and the lesson you say about this is not let your emotions

control you. >> that's correct. now if you want to deal with the facts or the nonfacts of the case you'll have to deal with that in the book i did on that ten years ago. what i dealt with was even though i believed her and represented what i believe you don make it personal. i may believe you're wrong but to get into name calling and degrading you is something you have to say wait a minute that's not going to help the cause. >> and the anlage you use in this book is what you say is the way you dealt with trayvon martin is that you did not make that personal. you made it about the facts. >> i did not demonize them. i dealt with the facts. i never went to zimmerman's trial. it was not about zimmerman. it was about pursuing the justice system to operate. >> based on the fact that people have strong opinions about you one way or another, do you think you're a double edged sword when

you get involved in a case these days? >> yes but some double edged swords will r needed if you're going to draw the kind of attention you need. you need someone that can go in that will make people say we have to pay attention to that and you know going in that it's going to be a large segment against you and a large for you but if someone doesn't go in the victim will not be heard at all. >> real quickly, two things, you have run for public office and been involved in politics for a long time. any desire still to run for public office? how much power do you think you weald in the democratic party right now? >> i think you hold a better position by staying where you are. that's where i'm comfortable. i don't want elective office. i want to be part of the front guard of the social justice movement. >> i say i have known you for a long time. you're a different person physically than the guy i met 20 something years ago. you write at one point you were about 300 pounds? >> i was 305 pounds.

intelligence officer from springfield, missouri, he died on sunday serving in afghanistan after two tours in iraq leaving behind a wife and a 20 month old son. his wife ashley put out this statement. she writes it's upsetting because my husband died for his country and now his family is left to worry. my husband always said if something happened to him, we would be taken care of. >> andrea mitchell broke this story yesterday morning and then immediately saw lawmakers reacting. there was outrage on their part as well. a lot of them didn't realize this would be one of the effects of the government shutdown but they vowed they would try to get a bill done today to help resolve this. >> and the charity stepped in to do what the government has not done. when you hear that these families are not being taken care of, yet the house gym is open for business. >> right. >> so that they can be taken care of. it's unbelievable.

second annual, my husband pushed me and i was diagnosed. i was overwhelmed. although i spoke the language and have medical insurance it was very difficult kurfor me. i always thought what do women do when they don't speak the language or have medical insurance? that why i established healing together. our mission is to help medically underserved women when it comes to breast cancer. we're healing together because we take women in the community that do not have insurance, that need a free mammogram, we take them into the hospitals that provide those programs for free. i don't have an office. my office is really the hospital setting or coffee shops in the

community. and if they don't speak english, what i do is i accompany them to the doctors appointments and i prepare them for that visit. i tell them the questions in spanish, let they know what your fears are and symptoms are and what you want to know about the process. >> she can kind of get under what the issue is and ask follow up questions and really get to you know what the real problem is here. so it's huge for all of us. especially the patient safety. >> she not only serves to interpret what they're saying accurately, but she teaches me about the cultural implications that may impact a woman's ability to receive her treatment or her care. this wasn't something for you -- for a lot of people -- >> i don't know if it was a year. every time i had been out there and seen her, i saw him as well. or else i was with her and the phone rang and it was bruce calling in, something to do with the daughters and whatnot. when i went out to do her talk show this past summer, that's when we finally had a chance to really talk about it. you know what? who says i can't keep secrets? but anyway, yeah, they do not have a prenup and neither has met with a lawyer yet. i don't think it's at that point. maybe it is. there's going to be a lot of money to divide up if they end up doing that. i'm hoping for the family's sake that they're going to be reconciled. they really are -- they have -- they really do love one another. and they have a lot of fun still together. i think they just have been under such unbelievable pressure. and i'm not making excuses for them by any means. but just so many things going on. so many projects. last time i was at kris' house, if you walked through her house, in every different room of the

house, somebody was meeting with somebody about a new deal, you know. if it's always about the deals -- and she does want to strike while the iron is hot. if it's always about a deal going on and you can't find your husband in your house or your wife in your house, or your kids, because there's so much going on, it's just gotten out of control. >> you do watch -- a lot of the reality shows, it's funny. when you shine such a spotlight on someone's life and your life now becomes -- now we're in season eight. now we're in season nine. if that's how you're viewing your life, cameras and you're living your life out loud, you wonder what part of your life is just yours to live. is the crew coming? are we going to dinner? is the crew coming? are we going here? you wonder. they have been married 22 years. this is bruce's third marriage and kris' second. >> they've had their ups and downs like all married couples do. so we can all relate to that. but, honestly, our friend neil sedaka has an amazing song.

journey with him. we can't really look at distance. when solomon did get back from his hard-won freedom, within four months he published this book, 12 years of slaves.

i love it. we'll try to come back. but the average student applies to how many colleges and how many should kids apply to? >> the average student is applying to three plus colleges, but we advise students to apply to at least ten colleges. >> that's so much work and money. >> it is. it is. but, you know, there are a lot of students, 3 million high school graduates next year, millions of applications will be flying around and you want to make sure you put together a balanced list of great colleges. >> can you have the same essay for every school so at least you don't kill yourself, or do you cater it for each school? >> the personal statement, which you can find on the common application accepted by about 500 colleges can be the same. but a lot of schools ask extra essay questions. why do you want to come to this college? make sure you do your research. lookcourses and professors and things like that. >> a lot of those kids want to take the psats, how important

are those? do you have to do it from a book, online or what? >> it's important to practice for your s.a.t. or a.c.t. >> right. >> you have to figure out which is the best test for you. these are marathon tests, not sprints. practi practice, practice, practice. i advise students to take each practice tests time d before yo go in for the real thing. >> we might have another skype, but we're not sure. mary from new york. what's your question? >> everybody is gorgeous today. >> does applying early affect my ability to earn financial aid or earn a merit scholarship? >> she's smart. you're definitely going to get in. >> well, mary, you should be able to get about the same financial aid or merit aid package whether you apply in the early round or the regular round. but i advise applying in the regular round because you'll be able to compare multiple offers of admission and multiple
