arrive. private 50 class cody patterson was one killed on sunday. the remains of all four are being flown to dover for processing. the families are usually there, but it's rare for the secretary of defense to be. they call it a dignified return ceremony. no word on whether hagel's visit has to do with the families not getting the death benefits because of the shut down. they want to make sure the families receive the benefits they are due. the service members killed since october 1st to pay for funeral expenses and to travel to dover. it is $100,000 that comes about three days after the soldier dies. we will have more on the impact on veterans. right now, crews are cleaning up after a mess on the outer loop in green belt. about four hours ago, the

tractor-trailer overturned right at the exit. as you can see another car is involved. police tell us that tractor-trailer was carrying trash. we are learning to hear how it will be cleaned up. traffic just got moving again on the southbound vw parkway. a car hit and killed a man in the road near the exit for 175 in jessup around 5:00 this morning. the southbound lanes were closed for about five hours and at times northbound lanes were also shut down. it could be a messy commute home over rain heading in our direction. chuck bell is in for tom and joins us with the first forecast. you are here. hey, chuck. >> you betcha. i'm here. good to see you and everybody there. it's a cloudy sky outside this afternoon. it's going to get even cloudier and rainier as we go through the remainder of your wednesday.

new this morning, an 18-year-old is behind bars accused of a stabbing. he is changed with malicious wounding and believe he stabbed a man between two large groups of young people on north morgan street. the man stabbed has life-threatening injuries. police are looking for information so if you saw the fight call alexandria investigators. we can find out if a local boxing coach will head to prison. a judge is sentencing thompson who admits he diverted government grants to pay fist hear gambling habit and could spend more than two years in prison. he was a professional boxer in the 80s and 90s and ran a gym for at-risk youth. we will tell you his sentence as soon as it is announced. >> the proposed casino at national harbor. the coalition to stab the

expecting. >> 7800 of the agencies employees are furloughed. the va scrapped overtime pay for claims processors that was to cut down on the backlog of claims. that's the latest from the live desk. news 4. >> thank you, angie. one prominent republican is saying around end to the budget stalemate is possible. more with our senior political editor. tell us about the paul ryan op ed. >> he said the republicans are willing to come to the table. he mentioned some of the things that president obama has put on the table and had programs like social security that you might have heard about. testing for wealthy medicare beneficiary. the biggest part is what he didn't say. that had to do with the health care law. they didn't mention repealing and delaying. i think it was a good thing for

some in the republican party on what it potentially gettable in this stalemate. it has angered a lot of republicans who say we want this health care law to go our way or the highway type of situation. there has been blow backs on the right. >> is he speaking for himself or did he have at least some republicans behind him? >> that's a great question. he needs to read between the lines. i don't think he would have been doing this on his own. that's what the republican leadership is trying to get out of the situation. >> boehner could not do that himself? >> he has more credit with the republican base than john boehner does. at least see if that works. >> president obama is meeting with house democrats today. why did he call in the republicans? >> part of this and it goes back to paul ryan's op ed, you want to strengthen your base.

he wants to talk to his troops and make sure they are on the same page. we have seen this fight that democrats have been unified. republicans less so. in these fights,ed the side that is more unified usually wins. >> we are hearing about problems with health care.org. it this pushing to keep going? >> this hasn't been good news. the question is, is this a situation that you see in the next week or two? if it lasts longer, that's a big problem. >> it is health care.gov for folks who are trying to get to it. still having problems. >> there have been a lot of glitches and the website had a lot of problems and they never anticipated the demand. with all the publicity and everyone knowing that the date is up and saying they were surprised about the heavy volume

this afternoon president obama is expected to nominate janet yellen as the next federal reserve chair. she is the vice chair now. if confirmed she would be the first woman to head the nation's central bank. the first nominated secretary had that post and withdrew. chairman ben bernanke will end his term in january. former president clinton is among the contenders for the nobel peace prize. he has tough competition including 16-year-old malala who survived getting shot and has been an ambassador for education. the winner will be announced on friday. three american scientists won the nobel prize for taking chemistry into cyberspace. pay won all for pioneering work on computer programs that simulate compost chemical

current temperatures in the upper 50s. 57 a popular number. it's not even that much warmer down into southern maryland where the temperatures are 61 degrees. 63 degrees in culpepper. the 24-hour temperature change is cooler than it was yesterday. yesterday was 15 to 20 degrees cooler. remember when we were 91 degrees on suspected. don't expect that any time soon. highs today barely into the low 60s. you are probably already within two or three or four degrees of what your high will be. enjoy the last remaining dry hours here. there is a lot of rain coming in today. wind driven rain across all of the eastern shore right now. ocean city has 30 to 40 mile per hour onshore winds and high winds and heavy rain down across the lower parts of the bay.

this all has a bit of a tropical connection and at one time the low was tropical storm karen. deep tropical moisture coming in and thundershowers and thunderstorms offshore. high surf and coastal flooding. this will be a problem for the western shore of the chesapeake bay. you bayside communities be on the look out here. coastal flooding will be more and more of a concern do you to the persistent wind over the next couple of days. heavy rain is ahead. by 8:00 tonight, everybody is getting wet. chilly, wet, and breezy. that makes it feel extra raw out there. heavy rain out towards the blue ridge. this is by 8:00. heavy rain. the drive home will be wet. the drive in could be problematic and the rain goes off and on through the entire day tomorrow. the rain will be very, very slow to end. we may have to carry rain

>> be on the look out for black bears. the department of natural resources said there were 40 sightings of back bears in that county last year. only 14 sightings the last time they took a count. black bear are not typically harmful, but residents should avoid them. federal food safety workers who manage bacteria have been recalled to track an outbreak of salmonella. hundreds of people have been sick after eating chicken

right now on news 4 midday, metro released a list where crimes have been reported. look at the map. the station on the red line tops the list with 44 crimes. crimes in and around the stations upped the share and most of those are snatch and grab robberies. >> just as i got off the subway, a policeman was standing near her and she was getting a report and someone was giving her the snatch and ran off. >> unlike last year, there were no murders in and around the stations. crime and metro parking lots is down. you can check to see if your stop made the list. go to nbcwashington.com. this morning a carjacking victim is sharing her story.

a woman was sitting in the front seat of her car along biltmore street in northwest d.c. the woman said she was looking at her phone when someone yanked her door open. >> he just pulled my arm and said get out of your car. right then i panicked and started screaming and honking the horn. >> the car was spotted and they chased the suv before it crashed near 450 and chesapeake in land over hills. two teens took off. police caught up with them and we are told an officer suffered a nonlife-threatening leg injury in the foot chase. we expect an autopsy to shed light on how a man died. his body was floating in columbia around 4:00 yesterday afternoon. there were no obvious signs of foul play or who the man might

be. a medical examiner's report will help determine the cause of death. the heiress of the chocolate empire mars died in an accident near briar patch. 73-year-old jacquelyn mars was driving her porsche suv when he hit a minivan carrying six people. 86-year-old irene from huntsville, texas died and she was not wearing a seatbelt. no charges have been filed. they released a statement saying this tragedy left her filled with sorrow for the loss of and those who were injured in the accident. she would like to express her deepest condolences to the families involved. >> the under cover new york police detective who was on a deep under cover assignment between motorcycle riders and a family in an suv will be in court today.

the detective turned himself in last night. we are told he was off duty. he said he didn't do anything wrong, but this video shows him punching the suv window out. new this morning, a plan to renovate part of downtownliesbudowntownlie l leesburg voted to move forward with the mgz. the vote didn't come out drama. one resipded the yes vote and changed it to block the plan and changed the vote again with minor changes to the plan. many restaurant ownerships oppose the renovation because it eliminates about two blocks of parking. we will hear more about a major development coming to alexand a alexandria. they have a mixed use community not far from the current shopping center. the new version will include a

imposed on hospitals. that's the latest from the live desk. news 4. >> happening today, victims of a cholera epidemic in haiti are suing the united nation for covering up the worst outbreak in modern history. they invoked a sweeping immunity that sweeps back to the founding. >> the un is there to fight disease and poverty, but is a major contributor to poverty and disease in haiti and refuses to take responsibility. >> un officials said they could not comment on the lawsuit. more than 650,000 haitians contracted cholera since the epidemic began. 8500 people have died. several studies have linked the outbreak to un peace keepers from nepal who came to haiti after the devastating earthquake in 2010. this week is mental illness

awareness week. two recent events. the navy yard shooting and last week's car chase that ended in a shooting and the shooting death of miriam carey. they highlight the determinings of serious mental illness. more on the health that is available and hospitalization is one of the things that make people wonder why weren't these people hospitalized for their problems? >> this is really a problem with the whole mental health system. one thing that is a major problem is there just are not enough resources to deal with the mental health communities. >> not enough hospitals or money? >> everything. it is very difficult to find a bed for someone who needs to be hospitalized. not enough resources devoted to paying doctors to provide the services. a lot of them are not accepting the insurance payments because they are not getting reimbursed for their time.

there not enough people in community mental health for people who don't have the resources to pay for health care on their own. >> the idea of a psychiatric hospital is frightening to people. if they have someone in their family, are there the institutions around that are not so serious for people who commit a crime? >> yes. there several types of hospitals. you have the long-term state hospital. that's what i think you are referring to. the number of people who are hospitalized in those facilities has gone down dramatically in the last 30 years. we have longer term facilities that are about a month in length. those are more like what you think of as a drug rehab. you are going in and getting intensive month long treatment. when we talk about hospitalization for people, we are talking about more acute care and being hospitalized in a place like george washington or

georgetown. generally you are talking about a stay of a week or less. it is reserved for people who are imminently in danger of hurting themselves or others. if they are feeling suicidal, they can go to the hospital and start getting treatment and discharminged with follow-up with the out patient providers. >> what is a close contact with a doctor who is following them on a daily basis and someone who said their town is on lockdown and they think they are being followed by the president of the united states. wouldn't that alert you to a problem? >> yes. if someone is having delusions and beliefs that are not based on reality, that person should be hospitalized. that person unless they are posing a danger to themselves or others and saying i am going to go hurt somebody or myself, it is very hard to get them hospitalized unless they are willing to voluntarily agree. again the problem with the most severely ill, they don't

reginize anything is wrong with them. they think the problem is with other people. they will not agree voluntarily. the ones that are hospitalized are stating i'm going to do something to myself or someone else. >> we don't get that often from the people who are ill. we have to talk about this. you can come up with ideas that you can recommend to change the system. >> i think i will do that next week. >> all right, thanks. >> a warning for though of you who use a smart phone to do online banking. the precaution you can take that will help keep your money safe and a community festival you won't leave hungry. we will get a preview. we'll be right back.

>> there nervous investors because of the government shut down and the losses this week are proof of it. let's get the latest from hampton pearson. >> we have stocks wavering between small gains and losses. based on mixed earnings from businesses and president obama plans to nominate janle yellen as the next federal reserve chairman. the dow is down 20 points and the nasdaq is down 37. the s&p is down five points. the federal reserve document is scheduled for 3:00 at the white house. if confirmed by the senate, janet yellen will be the first woman fed person. she is a strong ally of ben bernanke and likely to continue the current policies designed to boost the economy until the recovery gets stronger. we get the minutes in the last committee by not beginning to cut back on the fed's stimulus program.

filo dough. >> you can buy that in the grocery store. >> everywhere. >> she is buttering the pan. >> the baking dish and you layer the filo and butter the top and put another three layers down. >> this is a thin filo dough. >> number seven. >> number seven filo dough. you put it down and butter it and something that goes on top of that. >> in the middle we have a spinach cheese mixture. the ingredients when she is done preparing the filo. basically the main ingredients of three 10-ounce packages of frozen spinach. squeeze all the water out so it won't be soggy. >> get all the water out of it. >> you put it in the bowl and

add the rest of the ingredients which are a half cup of oil. it can be vegetable oil or a mixture of vegetable and olive oil. and we have one teaspoon of lemon and a half teaspoon of pepper. we have two eggs. a bunch of scallions. a burch of scallions. chopped up. three cloves of garlic. >> you mix it all together. >> about one pound of monterey jack cheese and a teaspoon of baize il. >> is that garlic? >> three fwloefs of garlic. >> lots of garlic. >> once you have done the filo, that's when you put the mixture down. that's the mixture we talked about and you continue with the dough where you layer it. >> three on top. >> you want it evenly covered. let's see what it looks like.

exactly the same number on top as the bottom. >> exactly. half on the top and half on the bottom. when you do that, we recommend that you refrigerate it for about an hour because it makes it easier to cut. you cut it into squares before you bake it. >> you mark the top. >> we will do an egg wash. a cup of milk and an egg and a half of tea spoop of baking soda. you are going to put it all over and this helps it rise and be puffy and golden brown on top when it tooks and baking. >> let's show you how it looks. how long do you bake it? >> 350 for 20 to 30 minutes. it's perfect. your kids will love eating spinach. >> it's a spinach pie. tell us what else you have so we

>> nbc 4 is getting ready for the 27th annual aids walk. volunteers handed out information about aids and hiv at more than a dozen metro stations. hiv is an epidemic in the washington area. one of every 20 adults in washington, d.c. is infected. >> many don't realize that d.c. has twice the per capita of hiv as new york city. >> the aids waky walk is happening the the freedom plaza. you can sign up by going nbcwashington.com and search aids walk. >> nasa spacecraft is using earth for a boost. they head for jupiter and it will swing by and use our gravity and fire order towards the outer reaches of space. this is happening a little after 3:00 and the spacecraft has a ways to go.
