we are following three brig stories tonight. first, the weather and hidden dangers on the road as the snow melts and temperatures fall, there's a new concern for drivers. >> plus, a man pulled from the water at hanes point as police converge on that scene. tonight the victim's identity and his connection to a high-profile child pornography case. coach controversy for the redskins continues. and sources now say it all centers around mike shanahan's son. new details about the potential shake-upcoming up next. but we begin with the weather. that winter storm has moved out but the threat isn't over yet. dangerous black ice could create problems, especially onside roads and still haven't been plowed. >> as temperatures tumble into the teens, utility crews are working around clock. hundreds spend a third night in the dark and in the cold. >> we have team coverage for you tonight from the roads to the race to restore power and even

some school delays already. let's start with chief meteorologist doug kammerer in storm center 4. >> very early in this winter season. we are seeing that winter like area across the area. the snow, the ice on sunday. the snow across the area today. look, this is the storm team 4 radar as it moved across the area bringing with it bands of early snow early this morning. just as fast as it began, it went out of here very, very quickly. behind it now, we are seeing those very cold temperatures. so that everything that came down today is refreezing across the area. 29 in college park. 21 in manassas. 26 in camp springs. that is going to make up for a lot of black ice on the roadways. that ice is very hard to see. give yourself a lot of extra time on those roads. tomorrow morning starting off on a cold note. we'll start down into the 20s in the city. down to 23 degrees at 7:00 a.m. 28 by 10:00. and 32 degrees around 1:00. a very, very cold afternoon. but the coldest air of the

season is going to be on its way in just a few minutes. speaking of that snow that came in earlier today. i want to show you what happened, why some areas saw snow and some did not. both of these areas, gai gaithersburg and alexandria saw the same amount of snow. but that temperature in gaithersburg, 32, that allowed the snow to stick. alexandria, two degrees above freezing, notice the roads and sidewalks there. what a difference that couple of dee agrees makes. guess what, another storm just in time for the weekend. >> thank you, doug. stafford and culpeper county public schools have already announced they will be on a two-hour delay tomorrow because of refreezing on our roadways. it's a big concern for drivers. this video from prince george's county shows the roads this morning. now more than 12 hours later conditions here and across the region are ripe for black ice. dangerous black ice. shomari stone is live in

germantown. >> well, as meteorologist doug kammerer just told you, it is very cold out here in germantown. look right down here. the only reason you're seeing this right now is because of the light with our camera. but drivers tell me that it's really tough when you're going through the side streets in neighborhoods, many of them tell me that they are slipping on the type of ice. let's roll some video right now. people are careful as they drive in this neighborhood on clover dale place in germantown. black ice is in different spots. temperatures are dipping into the teens overnight. turning some wet roads into ice skating rinks. take even the best driver by surprise. hardware stores are selling ice melt and shovels by the droves. we talked to a driver, let's hear what he has to say. >> tell me, what's it like driving with this ice out here? >> treacherous. i tell you, it's very

treacherous. you have to be very careful. >> reporter: now, worth mentioning, we called the county to ask about the streets in these neighborhoods and no one could be reached to comment. i'm sure some of you parents and students are wondering, will the schools be open tomorrow in montgomery county? the county will make the ultimate decision tomorrow morning at 5:00. live here in germantown, shomari stone, news4. hundreds are still without power in this frigid weather. northern virginia has the most outages. dominion power is reporting 600 outages tonight. pepco with just 21. at this point, bge is reporting 25 people in the dark and the cold. erika gonzalez continues our team coverage from arlington where she spoke to a woman who was diabetic and tells us how neighbors stepped in to help as to crews are working to get that power on. erika? >> wendy, when you rely on insul insulin, keeping it cool in the fridge, losing power is not an

option. >> wandering around in the dark. everything is -- touch. >> it's been a rough couple of days for valerie but you would never know it by her demeaner. >> take it as it comes. >> reporter: she's diabetic and needs her insulin and she's been without power since yesterday. so the tree limb came down sunday night? >> yeah. and broke the wires down and i still had electric. >> until yesterday. >> the truck went through the cones, got caught up in the wire and everything was gone. >> reporter: dominion power has had 1300 employees working on outages like valerie's around the clock. >> putting the main feeder on makes a lot of people happy. it makes us happy to do that but inevitably in a storm like this, it gets down to the ones and twos. >> reporter: they were at it for more than an hour when -- how long have you been -- >> andrew young h. >> reporter: you have light now. >> yesterday a neighbor ran cable, brought in heater and even a cellphone to help her weather the outage. >> i've gone through a whole

book today. >> reporter: trying to keep yourself warm and occupied. >> yeah. >> reporter: before the night's out, dls still work to be done. >> we're going to dodge a bullet here. we're going to get everybody on tonight and that way they will able to weather the upcoming cold snap that's coming. >> reporter: brace yourselves because colder temperatures are coming our way and fast. chief meteorologist doug kammerer will have your full forecast coming up in just a little bit. live in arlington tonight, erika gonzal gonzalez. a section of i-66 is shut down in an effort to restore power to fairfax county. for the next hour or so vdot is going to be closing all the lanes on the highway near route 28 so the dominion crews can reinstall wires that came down during sunday's storm. from the roads to the air, the deicing continues at local airports while delays and cancelations are starting to ease up a bit. more than 150 flights were can elled today.

more than 1700 cancelations were reported nationwide. right now no major delays at our local airports. now to breaking news in d.c. a man is pulled from the water at hanes point and scoreses telling news4 that the victim is mark washington, the d.c. police officer who was charged with taking naked pictures of a teenage girl while on duty. jackie bensen is on the scene with developments in this tonight. jackie? >> reporter: wendy, that identity has not been confirmed yet, but sources tell news4 this is a truly shocking development in the case involving the officer, mark washington, that has rocked the d.c. police department. now, those sources say a person pulled from the washington channel tonight is believed to be the officer who has been charge with taking indescent pictures of a 15-year-old girl, a girl who had been reported missing. officer mark washington, 32, was recently released on bond pending trial with an electronic monitoring bracelet. now, for reasons not yet known,

u.s. park police were called here to the washington channel about 8:45 for a report of a missing man believed to be in the water. they began a search, sources say they located the car and inside that car paperwork belonging to officer washington. sources say he was pulled from the water as officers frantically administered cpr and he was still wearing the ankle bracelet a judge ordered him to wear. dozens of d.c. police officers including a crime scene investigation unit and several high-ranking officials including chief kathy lanier have responded to the scene here. >> there's a lot of speculation. i mean, we got the same information that everybody else has gotten. we've gotten information that, you know, this 911 call, who the 911 call came from, whether this was an 911 call associated with the met pro to tan police department or not, we don't know. >> reporter: the victim was taken to a local hospital. chief lanier who could only give very, very basic information says it's will be hours before the identification can be

confirmed and be released through the department. jackie bensen, news4. >> now the latest on the drama for washington's football team. there's still no comment from redskins head coach mike shanahan but sources tell news4 the controversial actually centers and his son who is the offensive coordinator for the redskins. diana broke the news on news4 at 4:00. >> good morning, doreen. the washington redskins tell us tomorrow afternoon at 3:00 head coach mike shanahan will address the media after practice like he normally does every wednesday. many believe shanahan's days with the redskins would be over by now, but he is still the head coach of this 3-10 team. strong sources within the organization have shared with news4 sports mike shanahan's son and redskins offensive coordinator kyle shanahan's future with the redskins is what is driving mike shanahan to actually want out as head coach of the redskins. kyle's role in the organization as offensive coordinator may be

putting the head coach in a position where he has to choose between his son and his job. now, the redskins declined to comment on this story and called mike shanahan have not been returned. coming up in ten minutes, though, we will -- who will make the call on the future of the redskins franchise quarterback, the owner or the embattled coach? police say they are looking for alleged victims after charging a private tutor and an athletic coach in montgomery county. daniel is accused of having inappropriate contact with one of the teens he was tutoring. police say he tutored mostly high school students in the betd these da and potomac areas. he's facing several charges including sex abuse of a minor. and charges are coming in virginia rirnlg in the wake of our change -- in the wake of that family tragedy surrounding state senator kree deeds.

bob mcdonald announced a plan to diffuse $38 million in the mental health care system over the next two years. it comes three weeks of deeds' son gus who reportedly had trowel getting psychiatric treatment, stabbed his father and then shot himself to death. the white house also announced $100 million for mental health funding in a separate move today. developing on capitol hill tonight a bipartisan budget deal that could stop the constant threats of a government shutdown. the two-year deal was worked out by republican representative paul ryan and democratic senator patty murray. it cuts the deficit by $23 billion, partially repeals sequestered cuts including defense cuts and does not raise taxes. the white house along with gop leaders in the house praised the deal. congress will try to vote on the measure before the holiday recess. right now it is mourning in south africa and people are gathering continually to pay their final respects to nelson

mandela. his body now lying in-state in the capital of petoria after an unprecedented massive service fitting for a man who dedicated his life to ending apartheid and bringing people together. 100 heads of state attended with president obama making news for shaking hands with cuban president raul castro as he made his way to the stage to honor mandela. >> it took a man like mandiba to free not just the prisoner but the jailer as well. he changed laws but he almost changed hearts. >> the state funeral for mandela takes place on sunday. and jim vance is traveling to south africa to cover that funeral. his reports begin on thursday here on news4. next up, president obama under fire over this selfy in underlook, every day we're using more and more energy.

well, this is actually a luge water geyser that erupted from a fire hydrant after this koran over it. it happened this afternoon in oklahoma city. police didn't say if this accident was weather related. no one was injured. but it's a beauty. did a police officer go too far? this is dash cam video from wilmington, north carolina.

it shows the officer ramming into a suspect's car to stop him after a chase. then the officer gets out and lifts a police canine into the car. the suz spespect was injured bu today the grand jury cheered the officer of wrong doing. the police department is conducting its own internal investigation. the suspect has been indicted on several felonies. a tranlg tick high speed case. two women in a minivan were killed over the weekend and tonight we know the driver who slammed into them was actually running from the police. he's still on the run. police say ronald hayes jr. fled from walker mill road in capital heights as police were responding to reports of someone firing shots. hayes was speeding with his head lights off when he plowed into the minivan that was driven by 23-year-old brittney everett. she died on the scene. the passenger, 21-year-old brittney queen, was also killed. queen's mom said that her

daughter was ten weeks pregnant. >> the only thing i have is a picture of a sonogram. and i feel as though he not only took one away from me, he took two. >> anyone who has any information about th man is asked to call crime solvers. as president obama flies back from south africa tonight a selfie he took there is creating quite the buzz. the president was seen snapping a photo of himself with british prime minister david cameron and denmark's prime minister during today's memorial service for the late nelson mandela if first lady didn't appear to take part in that photo-op. it has stirred up some criticism on social media from some who say it's not good etiquette to take selfies at funerals. how cold is it out there now? >> it's cold you. >> we know it's cold. shomari told us. >> it's going to get colder. thursday is going to be the coldest this season. wait until i show you the windchills we're expecting on

the black ice forming across the area tonight p . drive face. walk safe. the sidewalks are slick. look at the windchills. this is what i want you to look at here. here's the windchill for tomorrow morning as the winds begin to pick up. 4 degrees in winchester. 7 in leesburg. tomorrow afternoon, these will be warm compared to what we are on thursday. high of 28 for a windchill in leesburg. 28 in d.c. 24 towards gaithersburg. watch what happens overnight into thursday morning. near zero, back towards the west. around 8 degrees in leesburg and gaithersburg and just over ten around manassas and in washington. we are going to see a very cold thursday afternoon. windchills all day long. here we are on thursday at 2:00. still in the teens. we are seeing some arctic air move in. that sets the stage for our next storm which comes up on saturday. this storm will make its way. adds it does i think we will start as snow, go over to a period of freezing rain potentially. then i think we will have enough

warm rain that it will be rain. this is a storm that we are going to be watching for sure. now, 33 tomorrow. 30 degrees on thursday. it won't feel even that warm. high of 39 degrees on friday. same deal on saturday. once again, that storm saturday is really going to be one to watch. if any colder air moves in that could be a more snow across portions of the region. maybe even more ice as i know we do not want to see that. also ushers in more cold air for next week. >> that's a little early for all this. this. well, there's always drama out at the park but this is good drama. >> interesting stuff. >> you know it is. >> it is. >> people's jobs, though. that's one thing a lot of people forget. you can say there's a lot of reports but this is going to affect a lot of people, a lot of families so you have to keep that in mind when we're talking about this. another round of uncomfortable questioning is set to go down tomorrow at redskins park. mike shanahan and robert griffin iii will address the media after practice. expect the first question to be who is the starting quarterback this sunday. according to the redskins, coach shanahan is expected to name the starting quarterback for this sunday's game without any advisor input from redskins team owner dan snyder. meanwhile, sources within the organization say there is a reason to believe that kyle shanahan's future with the redskins as offensive coordinator is actually causing a rift between his father mike and owner dan snyder. kyle's role in the organization as offensive coordinator may be putting the head coach in a
