and flashed everywhere. and wild weather from tornadoes to snow and dangerous ice. the massive storm that's affecting millions of people and what it means for us. here we go. storm team 4 is tracking a line of rain and heavy wind right now. >> and on top of that, record breaking high temperatures this morning. but changes are on the way. certainly a wild day out there this morning. and good morning, you're not going to need the coat out there this morning, but you will need the umbrella. >> that's right. could be a bumpy morning for some of us. storm team 4 meteorologist chuck bell joining us now with what's happening. hey, chuck. >> good morning to both of you and good morning, everybody. a record breaker already today. when i was coming to work at about 4:00 this morning, it was 71 degrees outside which was already within one degree of the all-time record for the day. one of the warmest nights we've ever seen in the month of december here in the washington

area, temperatures even as of the 9:00 hour still 60s in northern montgomery county and low 60s in shenandoah valley and low to mid-70s, 74 degrees in fredericksburg right now. a line of moderate to at times briefly heavy rain now just out to the south and west of the immediate metro. not a lot of rain inside the beltway or southern prince george's county. but rain drops from manassas and brief periods of heavy rain there, that's all headed for i-95 south of town. today windy and warm with periods of moderate rain and temperatures low to mid-70s. that will crush the old record highs. how long does it all last? that part of the forecast coming up in a few minutes. as chuck just said, right now we're seeing really odd weather, but those warm temperatures could be responsible for some major storms hitting the u.s. places like arkansas reported three possible tornadoes with one confirmed touchdown. the storm hit the city of hughes the hardest which is located just southwest of memphis,

tennessee. several people and businesses are already claiming severe damage to homes and structures. and at least three people were taken to the hospital because of the storm. all three are expected to make a full recovery. and meantime in tulsa, residents are dealing with a wintry blast of ice this morning. a heavy rain storm passed through oklahoma yesterday. and that was in the afternoon. it's then been freezing temperatures shortly after it fell, as you can see, trees and roadways were given a thick coating of ice. at one point nearly 9,000 people were left without power. if your holiday travels are sending you there, be careful. temperatures there expected to stay below freezing until tuesday. and you can keep up with this wild winter weather. all you have to do is download the news 4 weather app. download it for free on your iphone or your android. and new this morning, we're learning police arrested a man in connection with a shooting that killed one man and injured another in prince george's county. officers arrested 20-year-old muhyee and the double shooting happened yesterday morning on

marlboro pike. he argued with several workers in the area before the shooting. the victim was identified as 29-year-old douglas arguent from gaithersburg. a neighbor told news 4 what he saw. >> like he shouldn't be there. he was walking in the middle of the street. so then i saw him jump on the side and there were people outside already so, you know, i wasn't quite sure what happened. i didn't think anything like this happened. >> and the second victim remains in the hospital in critical condition. this morning police are trying to figure out who shot and killed a 19-year-old in upper marlboro. since we brought you the story yesterday morning, we have learned the shooting happened at a house party after midnight on north marlton avenue. 19-year-old rashard pinkney was found shot in front of another home that was just about a block away. he died in the hospital. meanwhile an officer who tried to control the scene was allegedly attacked by a 17-year-old. police say that she pushed the officer and he ended up twisting

his ankle and also broke his leg. that 17-year-old is now facing assault charges. a colorado community grieving this morning after the death of a 17-year-old girl. claire davis was shot after one of her classmates opened fire at her high school on december 13th. she spent a little over a week in a coma trying to recover from her critical injuries. last night she died in the hospital surouned by her family. her loved ones issued a statement thanking the community for its support and all those who tried to save their daughter. right now more fallout from that target security breach. chase bank is now notifying its customers affected by the breach. the company says that it will impose withdrawal limits on debit cards for nearly 2 million customers. cash withdrawals will be restricted to $100 per day. meanwhile, purchases will be limited to $300 a day. chase says that the limits will be in effect until they can replace the affected cards. those restrictions will not apply to credit cards, however.

well, if you are headed to the mall to finish off that holiday shopping list, you will not be alone. this weekend stores flooded with last-minute shoppers hoping to get some of the last-minute deals. kerry sanders braved the crowds to file this report. >> reporter: for some entering this fray is like a sport. >> it's been fun, a little stressful. >> and i do everything last minute. >> reporter: the last-minute rush is on in part because even those who don't procrastinate had less time to buy this year. because thanksgiving fell later in this year's calendar, there were six fewer shopping days. market research company forrester estimates 167 million americans will shop online. the average person will spend $472. but if you waited until now, you missed most free shipping offers. amazon the largest online retailer will still ship overnight, but now you have to pay for it. >> consumers are more likely to

defrocked rev rpd will preach at the united methodist church in the district. the methodist church in pennsylvania defrocked frank schaefer after he refused to resign for officiating a same-sex wedding ceremony for his own son. the wedding happened in massachusetts in 2007. schaefer called the book of discipline bias against gay people. nasa managers are celebrating an emergency spacewalk that successfully removed a faulty cooling unit aboard the international space station, but still more work to do to complete the repairs. another spacewalk set for tuesday to install a spare pump. nasa managers pushed it back a day to give the crew more time to resize a space suit for one of the astronauts. a third spacewalk is needed but may not be needed if the astronauts can complete the installation. moving in the northeast corridor after a deadly accident. investigators say a person intentionally jumped in front of the train. this was near aberdeen, maryland. the person died yesterday

one has nonlife threatening injuries. no word on a gunman. fire crews in kentucky believe downed power lines are to blame for a massive fire at a car lot. overnight crews battled the flames for hours shutting down part of the nearby highway to get better access to the fire. no estimate on damages has been released at this time. new this morning, we are learning that the cia helped cl colombia's government helped killed two rebels. "washington post" reported that the national security agency provided eavesdropping assistance and "the post" reported that they provided gps technology that could be configured into smart bombs. president obama is talking with national security advisors about a touchy situation in south sudan. earlier yesterday morning, three military aircraft were hit by gunfire in a remote region that has become a battle ground between south sudan's military

and renegade troops. four members of the u.s. military were hurt. here's nbc's ron allen with more on the troops that were over there in the first place. >> reporter: south sudan government sent hundreds of troops to the region where the aircraft were attacked. three u.s. aircraft on a mission to evacuate american civilians in the town of bo r were hit by small arms fire. u.s. military officials say four service members were wounded and the aircraft damaged. they diverted to neighboring uganda. the wounded were put on a plane to kenya for treatment. all said to be in stable condition. analysts say it's unclear why the americans were targeted. >> this is an urban area. a lot of people there, it's difficult to know who is friend and who is foe and there are a lot of weapons floating around. unfortunately, even with small archl arms and automatic weapons, a lot of damage can be caused. >> reporter: on friday a united nations helicopter came under attack.

on thursday, two u.n. troops and dozens of civilians were killed when a compound was stormed. all told, perhaps 500 people have been killed and tens of thousands displaced after what the government says was an unsuccessful coup attempt by insurgen insurgents just a week ago. the u.s. has advised all american citizens in south sudan to depart immediately. so far somee been evacuated. it's unclear how many remain. south sudan's president now says he's willing to talk to the rebels. the u.s. has sent a special envoy to help and dozens of u.s. troops to rescue americans caught up in the conflict. ron allen, nbc news. so, i've been listening to you all week and, you know, you said it was coming. >> there's a first. >> i know, shocker, right? but that you were saying, hey, we've got this great weather on the way, but, i remember there

was that but and that rain and it started early this morning. took some people by surprise. >> some. i don't know how. nonetheless, caught people off guard this morning. the intensity of it and the fact that it's just so warm outside. national weather service out of dulles just sent out a little information statement that said this was the warmest december overnight on record. broke the old record by between six and nine degrees. we never even dropped below 60 at national airport this morning. the old record high minimum for the entire month of december 59 back on december 5th, 1973. a very mild start this morning. cloudy skies and raindrops for many. it is still 71 at national airport. we officially already tied the record high temperature for the day, which is 72. and we tied it before the sun was even up. the severe thunderstorm watch had been up earlier is now been allowed to expire. that is definitely good news. temperatures rain cooled and i say cool with mini quotation

marks around it. rain cooled mid to low 60s in northern maryland and where the raindrops still haven't made it in the low to mid-70s. windy, too. out ahead of the raindrops still a fairly brisk southwesterly wind and that 20 to 35-mile-per-hour range. here it is on storm team 4 radar. not much to the south and east of washington, but points north and west and this line of rain showers here a stout little rain shower ban now coming through central fair fax county and moving on to the south end of the capital beltway and rain drops all over from rockville right through bethesda and there's interstate 66. four corners, dulles airport and restin out here on the left side of your screen. moderate rain there and heavier rain moving through prince william county. 10 to 15 minutes from reaching i i-95 just to the west of quantico. brief, heavy rain headed for i-95 south of town here in the next little bit.

others. >> feel like christmas with it being this warm? >> i don't like it. >> this is as close as we're going to get to a white christmas right here. >> white ice. >> not too bad, though. last night seemed like the perfect light to see the zoo lights at the national zoo as many of the animals were out and enjoy thing the warm weather, as well. >> nice. well this morning a news 4 i team report just in time for the busy holiday travel season. taxpayers getting grilled when amtrak serves food and drinks to passengers. a review by the news 4 iteam scott mcfarland found if you're not riding amtrak this holiday season, you are paying for it. >> reporter: the holiday season a busy season on the rails. loaded amtrak trains pulling in and out of union station in d.c. and maryland and virginia. the news 4 iteam jumped onboard on capital limited route en route from d.c. to chicago. we found plenty to eat and drink

in the cafe car. >> pepsi, sierra mist. >> reporter: turkey sandwich, snacks and for lunch an angus cheeseburger, soda and $13.50. but you helped pay, too, with amtrak losing millions on food. an estimated $15 on my meal alone. taxpayers are now supporting the company and helping pay off its losses. u.s. congressman john mica has long criticized dining and cafe cars. >> this is unfortunately a government mandated government subsidized bottomless pit operation that has to stop. >> reporter: a series of internal amtrak audits show amtrak loses $1 for every dollar of food it sells. on chicago to d.c. route auditors collected $2.4 million selling food last year and lost $2.8 million by offering food service on that route in the first place. a dozen long distance routes nationwide. $13 million in losses selling food on the auto train, which runs south to florida.

and there are several reasons why. according to oaudit's review. overstaffing cited on some routes. many long distance amtrak they spend more on labor selling the food than they earn on the food. spent storing the food. commissary costs and they have been handing out free food and booze to some passengers on some of the more expensive routes and they told management the free handouts are leading to losses. >> labor costs, storage costs, delivery costs, marketing, it's a loss. >> reporter: but passengers say amtrak needs to serve those drinks and sandwiches. >> the cafe car is still open. >> reporter: to lure customers. a frequent passenger between d.c. and pittsburgh said she would be less likely to ride without the coffee she bought. even at a loss, amtrak should keep selling. >> everything we need to keep the country connected. >> reporter: amtrak told us it's made progress losing less money on food and drinks than a few years ago. ridership is up on some routes

civilians and we are going to bring you the very latest as it becomes available. family and friends mourning the loss of the son of president dwight eisenhower. john s.d. eisenhower lived on the eastern shore in trapp, maryland. military historian and author. he also served as u.s. ambassador to belgium under president nixon. eisenhower survived by his wife and four children. no word on the cause of his death. he was 91 years old. this morning four men are behind bars for a deadly carjacking that stunned the nation. last sunday police say these men shot and killed a man outside an upscale new jersey mall and now his loved ones are reacting to word that police believe they have cracked this case. nbc has more. >> reporter: prosecutor say these four new jersey men are responsible for the cold blooded murder and carjacking of 30-year-old dustin friedland gunned down in front of his

record high temperatures have already fallen across much of the area. behind the little boundary that's coming through, winds diminishing a bit but out ahead of it still 20 to 30-mile-per-hour wind gusts from i-95 into southern maryland. the wind still howling out there. storm team 4 radar lit up with activity first thing. this band of moderate to heavy at times andrews air force base right there. that rain now moving into silver hill, all getting the rain this morning. there's the bottom of the beltway right there near alexandria and raining hard now for places like mt. vernon and across the water into places like port charlotte and be on the lookout today for some moderate to heavy rain in the next little while and then i-95 south of town. and quan co raindrops moving in on your neighborhood, as well. this whole line of moderate showers is going to march across southern maryland in the next hour or two and then start to

now here's an emotional reunion between a soldier serving overseas and his brother graduating in arkansas. take a look at this. army sergeant jared qualls returned from kuwait right there surprised his brother, nathan, who graduated from arkansas tech university. this was yesterday afternoon as they embraced the crowd, you can hear them cheering. they gave them a standing ovation and very emotional. sergeant qualls served in afghanistan. he is on his second tour right now out in kuwait. and his father and the university actually worked together to make all of this possible. >> i was only looking forward to seeing him for a couple days on crimous break and now that i get to see him a lot more now. it means a lot. makes the holidays a lot more
