welcome to news 4 today. first thing is first. let's get a check on the forecast for the last weekend of 2013. >> yeah, chuck is off but we have amelia segal. she is in. and amelia, two days in a row that moon out there, just so beautiful. >> yeah, i have to agree. i also noticed it on the way to work this morning. simply stunning. head outside and check it out. there's clear skies across the area. if you liked the weather yesterday, you're going to love the weather today. once again, we'll have plenty of sunshine and temperatures today have been a little bit warmer than they were yesterday. yesterday we hit 50 degrees. right now it is a little bit chilly outside. 30 in rockville, 33 in washington. 27 in college park and your morning planner for areas like falls church, temperatures warm into the low 40s by 10:00 a.m. 11:00 a.m. we're already in the mid 40s. so a nice day. satellite and radar not a cloud around. but i amtraking rain on storm team 4 radar. that arrives tomorrow.

i'll be timing it out coming up. >> more information on four americans held and released by the syrian government. a state department spokesperson says the four member of the u.s. military were near the city of sabratha when they were taken into custody. someone at the defense department says there was an altercation at a checkpoint. after the americans were released they were taken to the u.s. embassy. no word yet on how they're doing. we need your help identifying a man that tried to rob a bank in columbia heights in a neighborhood out that way. police released this surveillance picture. take a look. you can see the man has covered his face with a scarf. he walked into a bank on 14th street and irving on northwest yesterday afternoon. he gave a note to the teller demanding the money and the teller refused. the would be robber left. if you recognize this man from the picture, please call d.c. police. this morning a man is in custody accused of abducting and robbing a metro passenger.

we brought you this breaking news last night at 11:00. police say timothy williams turned himself in. he kidnapped a man at gun point and then forced him to ride about five stops to the quarter front station in d.c. once there he forced williams to with draw money from the atm. this happened about a week ago and the victim wasn't hurt. caught on camera, metro riders under the influence. it's a story you saw first right here on news 4. scott mcfarland took a look at some of metro's surveillance footage and this morning we find out what happens when you're too drunk to ride. >> reporter: watch the left escalator. this is green line after 2:00 a.m. on a recent saturday. the man leans against the rail and falls over. dozens of feet to the ground. he is recovering. a week earlier, late friday night at mcpherson square, orange line, the passenger tumbles down and then off the escalator. this woman at stadium armory

moved slower and stumbling at first and then collapsed on to the tracks. good samaritans pull her to safety. the higher recent fall, 1:00 a.m. saturday, watch the man in white, watch him lean on the rail and watch how far he falls. all of these people are recovering and alcohol played a factor in each case. >> we want folks to ride responsibly and if they do find themselves in a position where they had too much to drink, where they're having difficulty walking, standing, with judgment action with balance that they might want to consider getting in a cabin stead. >> reporter: metro riders including joseph kitchen. >> oh, wow. >> reporter: a former member of metro's riders advisory counsel say drunk passengers are disruptive. >> the volume fills up on the metro station and the trains fill up. they could be a danger to other people using the system as well. >> reporter: unruly behavior and fights are often linked to alcohol. at every station in the system

whenever there's trains running there is a manager on duty which makes it faster and easier for metro to call emergency responders in the case of a bad accident but as you can see again from this footage, there's very little warning somebody is about to have a big fall. and you can see more of that video on our website nbc washington.com. just type investigations in the search box. this morning, two people are recovering after two separate police involved shootings in our area. the first one happened in prince george's county. officers were questioning a man about a stolen car when he took off in a neighbor's truck on kennison lane, police shot the man in the face. we spoke to a woman who says the suspect is her son, 26-year-old joseph moreland and that gunfire was not necessary. >> it's not like he was bringing a car toward them to run them over. the other officer was on foot and there were people outside when they were shooting. what if they should have shot

somebody's child? >> police tell a different story. they say that the shooting was justified because moreland tried to run over the officers. and then in the district, police opened fire on a man after they say he argued with two patrol officers near alabama avenue in southeast. we still don't know what lead up to the confrontation but a witness claims that the man was not armed when officers shot him in the side. his family tells news 4 it was hi 38th birthday. >> unemployment benefits are set to expire today but that may not be a done deal quite yet. the extra money on the table for people that don't have a job. plus why mass transit will get more expensive for thousands in the coming days. >> and a cable channel blasted for bringing back the hit show duck dynasty even after a star's controversial remarks. >> we just tweeted a link to the video of the people too drunk to ride the metro.

happening today, more than a million americans who have been out of work for months are set to lose their unemployment benefits. however a proposal is in the works to extend those benefits by three months. here's a live look right now at the capitol. all things nice and calm. the senate, though, returns to work january 6th. president obama told two senators thate does plan to push congress to extend those expiring federal unemployment benefits. the senate could hold a vote on the proposal as soon as next month. 6:09 right now, well, you can't stop the spirit of giving at a connecticut starbucks. >> a chain of charities started tuesday afternoon and it hasn't stopped yet. our sister station wbit reports

nearly 1200 people paid their lattes, coffees and teas forward to the people behind them in line. it started easily enough with one person in the drive-thru surprising the person behind them and paying for their coffee and then it just went on from there. very cool. well, more delays on metro this weekend to tell you about if you are traveling on the red line. you're going to want to factor in extra time for your trip. trains will be rolling into station every 20 minutes or so. trains on the orange, blue, yellow, and green lines will operate on regular weekend schedules. >> bad news for commuters, the cost of your daily travel could be going up next week thanks to congress. before lawmakers wrapped up their year, they did not address benefits for those that rely on mass transit. the amount of tax free money you can set aside will drop from $245 a month to $130. that could make it difficult to get around the d.c. area. the tax change will also impact

welcome back. this morning the legal fight over the nsa's controversial surveillance program maybe on its way to the u.s. supreme court. a new york judge says the program that collects millions of americans telephone records is legal. the judge says the program is needed to combat terrorism and called it a minimal intrusion. the aclu meanwhile promises to appeal the decision. the ruling is the opposite of one earlier this month by a judge here in d.c. who said the program likely violates the coaretuearning more about the data breach at target. the retail giant now says hackers stole encrypted personal identification numbers that many use with their debit cards. target insists hackers cannot unlock that information. gabe gutierrez has more on the investigati investigation. >> reporter: the theft was already one of the largest data

breaches in u.s. history, under investigation by the secret service and the u.s. department of justice. target revealed hackers had also stolen it's customers encrypted personal identification numbers but the retailers says the thieves can't crack the code and actually use the pins. >> it makes me nervous. >> reporter: we remain confident that pin numbers are safe and secure. when a customer wipes a card and enters a pin, that number is encrypted in the key pad in the store. it's then sent to a company that unlocks it with a digital key to process payment. target says since the digital key is not within it's system the hackers could not steal it on unscramble any stolen pins. >> that would take decades. it's not worth their time to go after those encrypted pins. >> reporter: but other security experts aren't so sure. >> target maybe understating the

significance because in the past the criminal have actually decrypted the pin and used it to steal cash from consumers. >> reporter: also even if the thieves don't have the key required to unlock someone's pin, many debit card holders use easy to guess numbers like 1234. >> about 20 years i've had the same pin number. >> somebody could probably figure it out if they were really smart. >> reporter: jp morgan chase is replacing all 2 million of its debit cards used at target during the breach. many customers are nervous. days after buying a dvd at target, someone charged airline tickets in africa on one of his cards. >> two charges that total up to $1,300 and something. >> reporter: while the nation's third largest retailer is insuring customers their debit card accounts have not been compromised, it's also the target of a dozen class action lawsuits. >> that was gabe gutierrez reporting. besides changing your pin, you should use your signature to

approve transactions because it's safer that way. credit card companies plan to replace magnetic strips with digital chips by the fall of 2014. we're following a developing story near the south pole. a set back for people trapped aboard a ship in antarctica. they were forced to turn back after it couldn't get through heavy sea ice. it came within seven miles of the stranded russian ship. an australian ship is on the way but might not arrive until tomorrow. the ship is said to have plenty of food and supplies but at one point there was a scary moment. the boat did take on ice which actually tilted the ship and when we heard yesterday that they came upon that ice, that wall of ice, they call it, things weren't looking good. >> they couldn't get through it. >> they were talking about six feet thick? >> yeah, unbelievable. all right. around here. we're not dealing with anything like that. pretty nice temperatures. pretty mild. >> absolutely. temperatures today will be near

60 degrees. it's going to be a very nice, mild day outside. a high of 56. rain, though in the forecast for tomorrow. you need to get something done outside. plan on doing it today. now, we're looking at just a pleasant day today with plenty of sunshine across the area and, again, rain tomorrow, around an inch of rain as possible. as we look to next week on the 2nd and 3rd, i am tracking some snow chances. you'll see that on the 7-day. 33 in washington as well as camp springs. we're coming in at 28 in leesburg. 36 mild degrees relatively speaking in winchester. your planner for today, temperatures are going to warm to 50 degrees by the noontime hour. sunny skies through the morning hours and then clouds will gradually increase as we work our way through the afternoon hours. 3:00 we'll hit our high temperature of 56 degrees. skies cloud up overnight but that's going to keep temperatures from getting too cold. at 6:00, we're looking at a

temperature of 50 degrees. now satellite and radar right now not tracking a cold around the immediate area. but storm team 4 radar, this is the rain that will push up the eastern seaboard through the course of today and tomorrow and this is going to bring us our soggy sunday. so, for tomorrow, rain arrives around 7:00 a.m. most people will be seeing rain around 7:00 a.m. tomorrow. 10:00 a.m. we're looking at a steady rain. potentially heavy? spots. 41 degrees, you can see temperatures tomorrow hover in the low to mid 40s. rain continues during the afternoon. heavy at times then as well. so you want to be careful for hydroplaning tomorrow and then around 6:00 the rain will start to move out of the area. i think most areas will actually be dry but 6:00, or 7:00 p.m. tomorrow. let's walk you through this forecast tomorrow with future weather. that high temperature of 45 degrees. here we are, 4:00 a.m. tomorrow morning. most areas are dry but look at what happens at 7:00 a.m. many folks are seeing rain at

that point. as we work our way toward the 10:00 a.m. hour. this is rain, this is heavy to moderate rain and we continue to see that steady rain through the midday and early afternoon hours. now, 6:00, notice many locations are dry at that point and then skies are actually going to clear out a little bit sunday night. but we're still going to have plenty of clouds around for monday. a breezy day and our temperatures start to drop. high on monday of 40 and temperatures continue to fall on tuesday. new years eve day, we're looking at partly sunny skies. so your new years eve night, if you're going to be outside, dress warm, gloves, hat, scarf. it's going to be cold but at least it's looking dry. 10:00 p.m. a temperature of 30 degrees. midnight as we start the new year, we're looking attempts to be in the upper 20s. for wednesday, new years day, a temperature of 33 degrees and this is where we really start to see a pattern shift. cold air filters into the area. that's going to set us up for a cold start to the new year.

we now know two cheetahs killed a white tail deer at the national zoo. the deer jumped into the exhibit. they found the deer carcass yesterday just before noon. the zoo is conducting tests to make sure the deer didn't have any diseases. keepers believe the deer came from rock creek park. >> the a and e channel is bringing back a controversial cast member of the show duck dynasty. the decision to release the pay t -- patriarch of the show was reversed. they will bring him back despite remarks he made in a recent gq

in a little bit. amelia, thank you so much. new this morning, a stafford county fire truck hit and killed a man while responding to an emergency call. the accident happened last night near i-95 just outside of the city of fredericksburg. deputies say that the man was crossing the street when he was hit by the fire struck and they also say that the man was not using the crosswalk. crews rushed him to the hospital where he was pronounced dead. the man's identity has not been released. this morning, police are trying to figure out who shot and killed a man in manassas park. the man's body was found yesterday morning between two cars parked right in front of a townhouse. a man who lives in the community tells news 4 that he did hear something strange. he asked us to not to identify him. >> i heard three shots, pop, pop, pop. and i should have got up and looked out the window but i didn't. that's all i heard was the shots. >> neighbors say the community is quite and doesn't have a

history of violent crime. the name of the victim has not been released. the red cross is helping dozens of people that are homeless after a temple hills apartment fire. you can see the flames there pouring out of the building. prince george's fire department is still investigating what caused the two-alarm fire. the fire started around 4:30 yesterday afternoon on brinkley road near the rosecroft shopping center. no one was hurt but 27 people are displaced including 10 children. new this morning, things are getting back to normal at phoenix sky harbor international after cleaning crews found white powder inside a u.s. airways plane. the aircraft had just arrived in phoenix from cancun. police now believe the substance was baby powder. this all comes a few days after a man was arrested for running around on the tarmac at that airport. police say he came close enough to the aircraft that he was actually able to touch it. 6:32 now, that incident put a similar one this week at north

liberty has airport across the country reviewing their security policies. >> that includes the airports here in our area. news 4's transportation reporter adam tuss takes a look. >> reporter: the stories are disturbing, two men, one at each airport jumping fences and then making it on to the runways. here at reagan national where there's not much distance between planes pulling in and a chain linked fence, these incidents, an eye opener. >> when incidents happen around the country we look at them and apply lessons learned here when appropriate. >> reporter: airport leaders say there are security measures you do and do not see in place here. it took just a few minutes for police to show up and start asking questions. travelers say for the most part, they trust the people in charge to keep them safe. >> i think they're alert to those kinds of situations and occasionally something weird might happen but for the most part it's pretty well covered. >> reporter: others say the airport leaders need to learn

well, the newest way to track people who relocate appears to be facebook. forget the senses, right? the daily mail says the social networking giant compared users hometowns versus their current homes and they found that lagos, nigeria grew the most. instarting rotati istanbul came in second. u.s. growth comes from other countries like mexico. about 1.2 billion people log into facebook each month.

story from fredericksburg. >> reporter: everything about equal hill rescue in fredericksburg is breathtakingly beautiful but lately it's natural calm and tranquility isn't the same. >> at 4:00 christmas day, we finished up at the rink and everything was where it belonged and the next morning we went up to start working with the horses and everything was gone. so the grinch came and stole everything christmas day. >> reporter: the thief or thieves took anything they wanted from the horse farms tack room. $5,000 worth of equipment. expensive saddles, bridles gone. without the gear, eagle hill has to scale back special programs. >> we work with the wounded warriors. we work with children of all ages. we do riding lessons here. so all of that is going to have to be cut back until we get back into having enough supplies to make it work.

>> reporter: the horses also help autistic children and mentally challenged adults. rangers simply helped cassie robinson gain confidence. >> it improved my confidence. just working with one horse. this guy. seeing him transform transformed me too. >> reporter: annie is pretty sure who ever did this drove up to the front gate and climbed over it and then helped themselves. the gate was always meant to keep the horses in and not people out. the rescue can't afford to replace the equipment. they already need a new roof on an old barn, not to mention the rising cost of hay and feed for the horses. in fredericksburg, virginia, kristen wright, news 4. with 41 days to go until the start of the sochi games, people are grabbing their go u.s.a. gear as fast as possible which is making for a patriotic marketing campaign. more on the gear that's glaming up the games.

good saturday morning everyone. it's not such a pleasant morning for the washington wizards. they saw their three-game winning streak snapped and watched as one of their super star players had to be helped off the floor in minnesota. he bumps knees with a timberwolves player, down on the floor, he had to be carried off the court. he is scheduled to have an mri later today. caps back in action tomorrow night. they have to hope nicholas stays hot. he netted his tenth goal of the season but more importantly he fed eric fair for the game winning goal. the caps beat the rangers 3-2. to football, not a great season for the redskins. but finally some good news. probowl selections have been made. trent williams is representing the redskins in hawaii. williams selected to his 2nd straight pro bowl. deangelo hall was selected as
