what's left is coated with ice. some questions after a gunman robbed an iconic theater a few hours after a sold-out concert. good evening. >> millions could be impacted by the storm from the midwest and the midatlantic to the northeast. veronica johnson is in storm center. good evening and happy new year. >> same thing for you there. we've been tracking the system for days, taking a look at what's coming in. and now today the pieces are starting to come together. we have two storms. another up to the north in illinois. both of these storms are headed this way. they're going to arrive late tomorrow and still around in the area nearly friday. we're going to get snow. and then we're going to get cold air. we have clouds from one system that covers the area. we're looking at a partly cloudy

overnight for many. temperatures dropping off to the low 40s. upper 30s by 9:00. low 30s. cold conditions but early tomorrow morning, guys, it is still looking dry. the system will be unfolding, i think tomorrow at this time we'll see a little bit of rain. a little bit of snow mixed in the area. and then as we get into the late evening hours and the early part of the night, it's all snow for us. some of us by friday morning we'll see four ifnches of snow n the ground. some may not have an inch. i'll tell you what gets what coming up. we're starting about obama care. some members of government shut down because of it. the website was a disaster. court challenges are still being filed. nevertheless, health care coverage bought through the afford blg care act took effect today. supreme court justice sonia sotomayor temporarily stopping part of the affordable care act.

it requires religious groups to provide contraceptive coverage for employees. the plan means insurers can no longer deny coverage for preexisting conditions and removes lifetime caps on care. >> i've been waiting a long time for january 1st, 2014. >> reporter: the focus is now on patients with new coverage starting to seek care. health care workers bracing for potential confusion, administrative hassles. >> now the insurance cares are scrambling to get the i.d. cards out, get everything enrolled in their systems. >> reporter: along with website woes and worries that confirming planned details early in the year will be difficult. >> we've done everything we can to let people know there could be a problem, and we're working with the insurers to make sure we can smooth out those difficulties. >> 2.1 million people have enrolled through state and federal exchanges through october. >> there's a huge demand out there for the products being offered on the exchanges and the

expansion of medicaid. >> reporter: still many are critical. >> this has been a failed launch, a flawed law, and it needs real change. the healthcare.gov website had advice on what enrollees should do. of course, it could still be weeks before we really know how this new law is working. >> six people remain in critical condition after a massive apartment fire in minneapolis. there are concerns more victims could be inside the building. firefighters arrived and flames were shooting 20 feet in the air. some people jumped from the building to escape. that made the fire difficult to put out.

>> as you can see with these conditions, not very good conditions for firefighters to make entry and the firefighters. >> some of those who jumped out of the building were injured. it's not clear if anyone was left inside because firefighters have not been able to check the building. >> tonight a search is on for a woman in a white dress. it comes after four stabbings inside, or at least four people stabbed inside a nightclub. it happened as people were ringing in the new year at a club called district on 18th street. >> jim, if you look over my shoulder you can see the ♪ of closure here at the the district nightclub. it comes for the chief of police herself. just moments ago police brought this notice here to the club. they paesed it on the front door.

this closes the club for 96 hours as investigators try to figure out what led to the multiple stabbings here early this morning. it was not the way they wanted to ring in the new year. four people stabbed, one woman, three men, wounded at a new year's party inside the district club. >> everyone is in a good celebration, in a good spirit, and then things like that happen. >> >> hate to see that happen. >> i think these sometimes get out of hand. >> reporter: the suspect, according to the police report, a woman. 20 to 25 years old. 5'2" to 5'4". facial piercings, wearing a pearl white dress with a bloodstain on the breast section

that did not appear to be from her. wayne jones says his nephew was one of the victims. he says his nephew was stabbed four times. he says he's concerned about the security at these clubs. >> they should have no strict rules. should nobody be able to come in the club with weapons of any time. should have a metal detector to search people. women included. >> this statement from the club. on behalf of the ownership, our hearts go out to those injured by the critical acts. the partners and employees of the district have and will continue to do everything in their power to cooperate with police in their investigation and the ultimate apprehension of those responsible. this for people who want to celebrate new year. >> stay home. enjoy yourself at home. if you have family, stay with family. >> now police say the victims here are all expected to

survive. they say the investigation is still ongoing. and for the next 96 hours at least, this club is closed. live in northwest, pat collins, news 4. >> an investigation tonight into what sparked a fire inside a high-rise apartment complex in rockville. residents were evacuated from the building on monroe street at east jefferson shortly before noon today. investigators say the fire broke out inside a laundry room. no one was injured. a tow truck driver is charged with second-degree murder after he ran over one of two men that he says tried to rob him. the man's name is cory stoddard. police say he hit one of the suspected robbers with his truck. that man's name was kevin crouse. he died at the hospital. a second guy ran away. two armed robberies and a

shooting all plaguing the city of falls church in the past couple of weeks. this morning's robbery of the iconic state theater is adding to the community's uneasiness. david culver is live outside the theater with how police are responding. david? >> reporter: i spent a good part of today talking with people in the falls church community. it's clear that they're really disturbed by the recent crimes. the most recent happening this morning right here at the state theater. right off north washington street. two men got into the theater around 7:00, and robbed the place at gunpoint. for the city, not a good way to start the new year. this is what we encountered in falls church this morning. police swarming the theater, guns drawn, choppers flying. >> it's upsetting. it's scary. >> next to the crime scene is rebecca's restaurant. we talked to her from across the fence. >> i don't know. we've had a lot of scary things in the past couple of weeks that

is very upsetting. >> reporter: digging through our past coverage we found what rebecca was referring to. a shooting at taco bell this past weekend. two weekends before, three men robbed the hotel. >> all those things add up to something that doesn't equal falls church. it's pretty surprising. >> reporter: and this morning's crime happened just after an '80s concert put on by cover band, the legwarmers. an employee was still inside when the two men got in and got the cash. one of the band members didn't want to show us his face but told me the timing is suspicious. >> when you're running a club it's a cash business. i guess it makes sense that would be a target. >> our region has the best police departments in the country and in the world. the vice mayor of falls church is praising the police and had a warning for thieves. >> anyone thinking on taking on the city of falls church or any other, they're taking on all of

northern virginia. we intend to get this thing solved and make it a very bad year for the people who perpetrated it. >> reporter: now, i did ask falls church police about those other crimes that i just mentioned. they say they're not sure as of now if they're all connected. especially with the most recent one. also good news out of the crime, no one was hurt. we're live in falls church. i'm david culver, news 4. a woman from maryland, the baltimore area is facing charges of abuse and neglect. she left her 4-year-old child in a car for more than eight hours while she went in and gambled at a casino. security officers found the child after hearing her crying inside the car. the moeb was arrested. she's been locked up. still in jail right now. police are calling what she did stupid and selfish. we'll have more on all this coming up on the broadcast at 6:30.

in a statement from hawaii the president said mrs. bush is blessed with a vibrant spirit that he hopes will have her feeling better soon. her family says she's in great spirits. the israeli media is reporting that former prime minister has taken a turn for the worse. he was at the height of his political power in 2006 when he was incapacitated by a massive stroke. he's been comatose and on a respiratory ventilator since then. he's now suffering from kidney problems. some d.c. government employees are going to have to pay out of their own pockets. the i-team discovered that they spent $54,000 to send a group of employees on a trip to houston texas. scott macfarlane brought attention to the story and is here now with more on this.

as thefoundhe mistake, the city asked for the money back. they want to attend the recreation annual conference in october. which in addition to seminars and lectures included evening entertainment, buffets and music. documents obtained under the freedom of information act revealed the price tag at $54,000. >> there's just no way we should have sent that number of people at that level of expense. >> reporter: but we also spotted problems with the expense reports. food per diems on the 11th. flight record showed the employees returned home to washington october 10th. since then they've been ordered to pay back the money. these type of paperwork mistakes

are another reason cities should never send that many people on travel. >> you don't need to send 30, 40, 50 people to a conference. send one or two or maybe none. do a teleconference. we can teleconference and get the same information a lot cheaper. >> meanwhile, a lot of headaches for city officials. he was part of the houston trip with at least two d.c. council members say because of what we found in our investigation, they're less likely to vote to confirm aguirre. a letter asks council colleagues for a vote to lead that agency. the office of state superintendent education. so they can vote to block him. he expected some kick back because of the houston conference, but he defends the trip because it was an important professional development. a spokesman says most of the overcharges have been paid back.

we could see snow as soon as tomorrow night. hundreds of flights are being cancelled in the midwest. veronica is here to show us what is coming next. >> as this comes in and moves out of here it's going to have a tremendous amount of wind with it. and very cold air. the kind of air we have not felt in months. right now we're hanging out to the 30s and 40s. buie is at 34. as we get into the overnight period here we're dropping off the clouds out there right now. just a few. i think those will be sticking around. 38 under a partly cloudy sky by 11:00 p.m. yes, you'll need the coat. by friday, the first part of the weekend, you'll be all wrapped up just trying to stay away from the biting wind.

early tomorrow morning, 27 in culpeper. 32 fredricksburg. we're dry with some cloud cover around the area. throughout the day tomorrow the clouds will be on the increase. 41 to 46 with snow coming in tomorrow. we'll take a look at the hourly forecast for the very low windchill readings. that's all in few minutes. a maryland mother is in jail accused of locking her preschooler in the car why she gambled. as darcy spencer reports police are not hiding their anger about the situation. >> i think it's terrible. you're not supposed to leave your kid nowhere. she gambled for hours at the maryland live casino.

>> your family is first. i can't say on camera what i really feel. >> it happened new year's eve. police say the little girl was in the car for about eight and a half hours before she was found by security officers on the fourth floor of the parking garage. >> you don't leave your kid for nothing. you wrap them up and take them with you. if you can't take them with you, you don't go. >> reporter: the little girl was cold and scared but not physically harmed. the girl's mother is facing three charges. second-degree child abuse, leaving the child unattended and neglect. >> we don't do to animals. we certainly shouldn't do it to children. they say she put sheets or covering over the window so you couldn't see inside. security guards found the girl after following the sounds of

her crying. >> nothing roused the suspicion of anyone to call police that it was something suspicious going on. police say advance videos show brown getting out of the car at 10:00 in the morning. brown showed up while investigators was on scene and was taken into custody. >> you think you heard it all or seen it all. you find out that a family in alexandria, virginia, is going to spend the first night of this new year out of their home because of a fire. those flames were intense enough to do damage to the house next door. nobody injured. damage is estimated at $50,000. we're getting word of a

crash in gaithersburg. sixth people including four children are starting the new year in a hospital. we're just getting video in from the crash a little while ago. a long draft road. police tell us a mini van collided with the car. four children and two adults were taken to the hospital. more people could be on their way. we're hearing none of the injuries appear to be life threatening. i'm jim handly from the live desk. two people are behind bars after an early morning stabbing in capital heights. prince george's county police were called for a large fight early this morning. when they arrived they found a man with stab wounds. we're told the man who was stabbed will survive. police are looking for more possible victims of two women who are accused of what calling a flimflam scam. police arrested two women, green and erickson on monday in takoma park.

they say those women offered bags filled with fake money to their victims in exchange for bank account information. the scheme is spreading in our area, all the way up to new york. if you think you're a victim of the scam, you're asked to call the police. a sheriff's deputy in saint mary's county in maryland was injured after he hit a deer in his car this morning. police say sergeant russell was on oakley road in maryland. the cruiser hit the deer on the road, overturned and landed upside down in a ditch filled with water. the trooper was trapped in the car, but emergency responders were able to get him out of there. he was treated and released from the hospital. a new law goes into effect today. residents are not allowed to use plastic bags. pamp ba paper bags or reusable containers are to be used instead.

it costs more for the county to throw them out. it will cost you to visit the national cathedral in northwest d.c. beginning today adults will have to pay 10 bucks to go inside. kids and seniors get in for $6. that money will pay to repair damage from the earthquake back in 2011. those fees are only for sight seers. those who attend services during the week and on sundays will not be charged. and drivers who use the dulles toll road are digging a bit deeper in their pockets now. that's because the new year brought a 75 cent increase in the toll at the main plaza. this will help pay for the construction of the silver line to dulles. the nation's first family spent a laid back new year's eve

in hawaii. they took the daughter out for one of the favorite treats, shaved ice. they ordered half cherry and half lemon lime. they will return to washington on sunday. st. peters basilica was filled today. he celebrated mass as the leader of the world's 1 billion roman catholics. he stressed strength, courage and hope. he urged everyone to work for a community of brothers who respect each other and accepts each other's differences. coming up, a number of go go events shut down at the last minute. we'll tell you why.

those people who have been stranded on the russian ship caught up on the ice in antarctica for nine days may soon get off the boat. a rescue helicopter set to air lift them have been given the all clear. it was delayed because of bad weather. the helicopter was the last resort after two ice breakers failed to get close enough to the ship stranded. despite the ongoing problems the 74 passengers don't see too disturbed by it all. >> hi, everyone. this is the sbred science expedition. we're just about to enter 2014. they posted the video to youtube yesterdays to ring in the new year. the crew will stay. making a look of the most. thick black smoke pouring into investigators, rt-a-potties.

fireworks are to blame for starting that massive fire. there are complaints of unfair treatment because two go go parties were shut down at the last minute. just a few hours before, police told them they were braking the law by selling tickets online. it's a law in place to stop illegal parties that were leading to vins. they lost money in the process. they say the law should not target them. it was put in place to have a party for kids 18 and under. she says the law requiring

a bald eagle that was almost killed by being struck by a vehicle on route 66 was released today. the bald eagle was hit back on october 8th. state police called in. he suffered internal injuries and fractures on both wings after one surgery and 11 weeks of rehab the eagle is now flying again. one family was welcoming two new additions to the family. it's the first baby of 2014 and his twin with a different birthday and birth year. twins, born threein apart

brandon's heartbeat at a routine appointment concerned doctors and dads. sething in my sixth sense told me to go. i left work at 10:00. >> reporter: the babies were delivered by c-section perfectly held thi. brandon came in at 5 pounds 10 ounces. >> they're beautiful. >> mom thinks the new baby girl, technically the first born looks a lot like her. >> skont be a better present. >> some people don't care about cold weather. about 40 took part in the polar plunge at the aquatic center. the water temperature in the pool was 37 degrees. that's cold.

after that. and you can see the 6:00 temperature for tomorrow. this is the hourly forecast for your thursday. from the mid 40s to 37 degrees at 6:00 p.m. a combination of rain and a little bit of snow, and then right at freezing for 10:00 p.m. with snow falling, and that snow will continue to overtake the area. from 10:00 to midnight to 2:00 a.m. again, fairly widespread across the area. at 2:00, 3:00, and 4:00 tomorrow. actually on friday it's going to be coming down its hardest. that's when we're going to see most of the accumulation around here. by 4:00 or 5:00 a.m., it's moving out. the cold air will be moving in, and turn up the winds. this is going to be one windy storm system for us with wind gusts to 30, maybe 40 miles per hour. especially near the coast. one to two inches in the forecast from fredricksburg to montgomery county. around leesburg you folks can see an inch to maybe an inch and
